Turkish police in Istanbul have arrested 56 as part of an organized crime ring in the business of manufacturing and distributing counterfeit cancer drugs for sale in Turkey and other countries, including the United States.

The Hurriyet Daily News has reported that police in Istanbul have broken up a conspiracy operating throughout Turkey that manufactured and distributed counterfeit cancer medication. 56 have been arrested, including 5 health care workers who have been implicated for their alleged role in getting the fake drugs into hospitals. Authorities are searching as well for at least 2 doctors that may have played a role in the distribution of the fake drugs.

Police raided a printing house in Bağcılar district, reports Hurriyet Daily News, where the counterfeit boxes and prosectuses were created. Fake passports and a weapon were found on site. The gang allegedly had two modes of counterfeiting: they allegedly re-packaged expired drugs as if new and re-sold them to patients and also manufactured counterfeit versions of drugs for sale.

It was also reported that the crime ring sold fake drugs to medical practices in the United States, manufacturing about 30 different counterfeit drugs, including cancer treatment.

According to Hurriyet Daily News,95 Turkish cancer patients had been treated with the counterfeits and their health deteriorated after taking the fake drugs.

The fake drugs were spotted by a nurse at state-run Şişli Etfal Education and Research Hospital, who questioned disparities in the drug’s packaging. Once the nurse noticed differences in the medication, she checked the drug’s registration with its expiration and found them to be different. The drug was then sent to the manufacturer, where it was tested and found to be counterfeit, reports Hurriyet Daily News.

The countries of the Group of 8 (G8) have begun to work together to try and fight the global scourge of counterfeit medications. Their efforts are important, as most of the G8 member countries are having their own problems with counterfeit drug crime.

In May 2013 leaders from the G8 countries agreed “to exchange information on rogue internet pharmacy sites in accordance with national law and share best practices on combating counterfeit medical products.” In June 2013 the G8 issued a report on the outcomes of this and other commitments.

Of the countries that are part of the G8, Canada is the preferred home identity of fake online pharmacy crime, reports Legitscript. Though most of the fake online pharmacies are merely distribution offices for fake drugs made in the cheapest markets worldwide, many illegal websites profess to sell Canadian drugs. In the most recent Pangea investigation of fake online pharmacies, 4,000 of the 18,000 being investigated were tied in some fashion to Canada, according to the G8 report.

In the United States, counterfeit drug crime is on the rise, with 350 doctors having received warnings from the FDA concerning their business dealings with foreign suppliers of counterfeit drugs, reports the FDA.

The United Kingdom experienced one of the largest counterfeit drug incidents on record, when over 70,000 fake prescription drugs were discovered in the secure supply chain, and more than 30,000 doses remain unaccounted for, reports the BBC.

France’s port city of Le Havre was the scene of the 2012 confiscation of 1.2 million doses of fake aspirin hidden in tea reports the Associated Foreign Press. Though puzzling from a cost perspective, it illustrated clearly that drug counterfeiters are willing to fake any drug.

In 2010, Germany found that over 100 pharmacies were offering for sale illegally imported and counterfeit cancer medication. The drugs were compounded from illegally imported ingredients that turned out to be fake. To date it is unknown whether or not these fake cancer drugs made into pharmacies in other countries, reports EuroPharma Today.

G8 member country Russia is noteworthy as the home of Glavmed, a pharmaceutical affiliate network whose members specialize in posing as Canadian online drug stores. Research by Krebs on Security found that almost 50% of the Glavmed fake pharmacies were also sources of the top three fake antivirus scams.

To learn more about global drug counterfeiting crimes, and the technological, research, and law enforcement efforts to combat them, join us October 24th in Washington DC for the 2013 Interchange. We are pleased to have Scott Ballman, a 28 year law enforcement veteran who is now the World Customs Organization’s (WCO) Technical Expert for IP Program – North America. He assumed this position after retiring as Deputy Assistant Director of ICE-HSI. Mr. Ballman will be speaking on efforts to keep international counterfeits away from American patients on the Overview of New Developments in International Cooperation.

SecuringPharma - Counterfeit clippings: global news round-up

Cancer, HIV and hemophilia medicines are among the most counterfeited medical products in Argentina. Counterfeiters have moved from lifestyle drugs to counterfeiting life-saving medicines, putting the health and safety of unsuspecting consumers at risk.
Reports like these highlight the need to keep the U.S. medicine supply chain closed and protected. Vigilance keeps the global counterfeit medicine problem largely outside our borders. However, proposed drug importation legislation could inadvertently open our borders to counterfeit imported medicine, potentially threatening the safety of our drug supply.

We’re all used to ignoring spam for online pharmacies that we receive in our email inboxes. But did you know that medicine counterfeiters are now on Facebook? Researchers from the California Western School of Law have found that illicit online drug sellers are now using the direct-to-consumer advertising on social media platforms like Facebook to reach unsuspecting customers. Luckily, the prevalence of counterfeit medicine in the U.S. is low, but talk in Congress over drug importation could inadvertently make out closed, protected medicine supply chain vulnerable

Beijing Drug Administration spokesman Yuan Lin said that online channels pose new challenges to anti-counterfeiting efforts. Dubious website advertisements deceivethe unsuspecting public with false information about drugs and medical equipment said to be able to cure chronic or untreatable diseases, such as kidney problems, cardiovascular diseases or cancer.

Today, Americans can largely protect themselves from counterfeit medicines by avoiding fake online pharmacies. But there’s talk in Congress of drug importation legislation that could inadvertently threaten the safety of our medicine supply chain.

Sproxil Inc. is one company that recognizes the problem and is working to create mobile-phone based technology to combat the global counterfeit drug market.
