Summer 2010 Market Update Winnipeg

Hello Everyone,

I would like to post an update for you all on the state of the Real Estate market here in Winnipeg this summer. It has been an interesting summer so far. Housing prices seem to continue to push their way upwards, the talk of Recession seems to be fading away, and the rain doesn't seem to stop. Despite what those who talk about the cold winters and the voracious mosquitos, it is still a great place to live.

The average house price in Winniped so far this year is still going upwards. So far this year, there were 6,452 sales in the city with an average price of $225,061. This is stil a very affordable market in comparison to the rest of Canada. This year, there are about 4% more listings in comparison to this same time last year. This new inventory is helping to alleviate some of the pressure on the market.

The recent changes in the mortgage lending rules for CMHC insured mortgages has also helped to slow down the frantic pace the market was keeping for the last few years. Tenant occupied properties now require a 20% down payment as opposed to 5% earlier this year. I believe that this was an necessary step in the right direction. Too much easy money causes the market to go up too fast.

Interest rates have also pushed up a little bit more on good economic forecasts for Canada, but are stil historically low and will remain low for some time as the current global markets seem to be still working through the problems of the last 10 years of easy money. Here in Canada, we have a strong banking system with good balance sheets, a stable government, and a resource rich country. We stand to weather the financial storms with a little more grace than some of our neighbors.

Manitoba is still the most affordable province in Canada to live in. We continue to see job creation with strong immigration policies causing a continued push upwards on housing prices. It is still a good time to invest in Winnipeg Real Estate. Feel free to contact me for a more detailed analysis of your current neighborhood as this is key.

Mortgage Rules Changes

Hello Everyone,

As some of you may have heard, the Minister of Finance has recently announced some changes to Government backed mortgages. As with any government announcement, there are a lot of questions left to be answered. I have been asked by many people lately as to what they all mean. I will try to clarify as best I can.

1. Buyers now need to be qualified on the 5 year fixed rate regardless of what rate they are going to eventually take. Right now, you can get a variable rate mortgage for 1.95%, but you still have to be able to afford the 5 year rate. I think that this is a good move to protect the possibility of predatory lending in the marketplace, even though most financial institutions were already qualifying on at least the 3 year rate.

2. Existing homeowners will only be able to refiance their home to a maximum of 90% of the home's value. The current maximum is 95%. Not a significant change, but a good one.

3. Non-Owner-Occupied properties now require 20% downpayment. This is the biggest change that I think will have an impact in the market. I have quite a few clients who will likely be impacted by this change. Currently, you can purchase a rental property for 5% down. This will likely take out a few of the buyers in the market. While I think that this last one is a little severe, it will be a good thing in the long run for the market. Investors will need to be a little bit more sophisticated to be able to build a rental portfolio.

While these changes will no doubt have an impact in the market across Canada, I do not believe that they will have much impact here in Winnipeg. We still enjoy a very strong sellers market right now with upward pressure on housing prices due to strong immigration policies, a diverse economy, and affordable house prices.
