Section 1 states that the act aims to protect and promote the welfare of all animals in the [[Philippines]] by supervising and regulating the establishment and operations of all facilities of all animals.

Section 2 states that nobody shall establish, maintain and operate any animal facility (pet shop, kennel, veterinary clinic, veterinary hospital, stockyard, corral, stud farm or stock farm or zoo) without first securing from the [[Bureau of Animal Industry]] a certificate of registration. A certificate may be issued if facilities of such establishments are adequate, clean, and sanitary and will not be used to cause pain or suffering to the animals.

Section 3 states that the Director of the [[Bureau of Animal Industry]] shall supervise and regulate the establishment and operation and maintenance of animal facilities and any other form or structure for the confinement of animals to provide maximum comfort while in transit and minimize incidence of sickness and death and prevent any cruelty from being inflicted upon animals.

Section 4 states that it shall be the duty of any air, land, or water public utility which transports animals to provide adequate, clean, and sanitary facilities for the safe conveyance and delivery of animals. Sufficient food and water shall be provided to animals while in transit. No one shall transit any animal without a written permit from the Director of the [[Bureau of Animal Industry]]. Any form of cruelty shall be penalized.

Section 5 states that a Committee on Animal Welfare attached to the [[Department of Agriculture]] is created to issue the necessary rules and regulations for the strict implementations of the provisions of the said Act. Roy quit Advent Call when record labels went on a signing spree in the 1990s to capitalize on the local band explosion.

It was only until he joined the funk rock group POT that he became known to the public after having had a major hit: a cover of the Advisor's ''“Yugyugan Na”''. POT, however, did not last long. Its members blamed Roy's alleged unpredictable behavior for the band's demise.

He continued making music by joining the band ''Kapatid'' with Nathan Azarcon and Ira Cruz of Hijo. POT reformed in October 2011. ''Kapatid'' released two albums: a self-titled album in 2003 and ''Luha'' in 2006.

Although Roy never had another major hit after ''“Yugyugan Na”'', his cult-figure status and reputation as crowd favorite landed him on the covers of music and lifestyle magazines. He was even chosen as a [[San Miguel]] Red Horse Beer endorser in 2007.

Karl Roy died on 13 March 2012 at age 43 due to cardiac arrest. Although the [[Philippines]] is said to have one of the freest press in Asia, Philippine press and news media, from the campus, local, and national levels have suffered censorship, prosecution, intimidation, and attacks, particularly during [[Proclamation No. 1081|Martial Law]]. Currently, the Philippines is ranked 140th in the 2011 Reporters Withour Borders' Press Freedom Index and third in Committee to Protect Journalists' (CPJ) Press Freedom Index.

==Spanish colonial rule==
Philippine press started with the establishment of the Spanish ''[[Del Superior Govierno]]'', known as the first newspaper published in the Philippines. Like subsequent newspapers published by Spaniards, ''Del Superior Govierno'' catered to the Philippine-based Spanish elite and reported about government affairs and religion.

Nationalist newspapers critical to the Spanish regime were published in Europe, such as ''[[La Solidaridad]]'', or underground, such as the ''[[Kalayaan]]'' and ''La Independenca''. However, these newspapers were not legally and openly allowed to be circulated in the Philippines. Nonetheless, these newspapers contributed to the nationalist ferment and the expansion of the [[Philippine Revolution|Philippine revolution]] against Spanish rule.

==American colonial rule==
The modern newspaper in the Philippines was pioneered by the American colonial regime. Two currently existing newspapers--''[[The Manila Times]]'' and the ''[[Manila Bulletin]]''--were established during this regime. Though the Americans introduced the concept of democracy and free press to the Philippines, their colonial regime was said to have suppressed nationalist papers such as ''El Nuevo Dia'', ''[[El Renacimiento]]'', and ''Sakdal''.

==Japanese colonial rule==
The press, as well as radio, was suppressed and attacked during the Japanese occupation as all media were controlled by the Japanese imperial army. However, underground publications by anti-Japanese forces were disseminated.

==Third Republic==
The years 1946 to 1972 was dubbed as the “Golden Age of Philippine Journalism” for it enjoyed freedom, which was guaranteed by the government. It also spawned a breed of scholarly writers such as [[Armando Malay]], [[Salvador P. Lopez]], [[Arsenio Lacson]], among many others. During that time, the press was viewed as the watchdog of the government, but mainstream media organizations then were owned by big corporations.

==Martial Law==
Press freedom in the Philippines suffered its biggest blow a day after the proclamation of Martial Law by the late president [[Ferdinand Marcos]]. Marcos' first order on the first day of Martial Law was the immediate closure of all news organizations and on the next day, he ordered the arrest and interrogation of publishers, editors, journalists, and broadcasters identified to be critical against the government. From 21 to 23 September 1972, publication of newspapers were suspended, and radio and television broadcasts went off air.

On 25 September 1972, the Department of Public Information (DPI) censored all media organizations by virtue of order number one and two, which required all media outlets to seek clearance from the DPI before publishing or airing news and information. Some news organizations resumed operations on said date.

From 1972 to 1981, the Marcos administration issued several decrees ordering the censorship of media and the prohibition of disseminating information that were deemed to undermine the government. Censorship did not only cover local and national media organizations, but international media as well. Campus-based publications, which were known for its radical practice of journalism. were likewise censored or padlocked by the government. During this period, the government formed media censorship organizations such as the Media Advisory Council, Philippine Council for Print Media, and the still existing [[Kapisanan ng mga Brodkaster ng Pilipinas]].

Upon the lifting of Martial Law, Marcos abolished the censorship organizations it established, which started the return of free press. In a short span of time, a number of newspapers published articles critical of the government. These publications were dubbed as the “mosquito press” for they dug deep into the underbellies of the Marcos administration.

The most significant expose after the lifting of Martial Law was the reportedly fake [[Marcos Medals|Marcos World War II medals]], which were published by ''We Forum''. The expose resulted in the government seizure of We Forum. A year later, the ''Philippine Times'' was likewise seized after it ran a story implicating high ranking government and military officials in the assassination of then senator [[Benigno Aquino, Jr.]]

Though it is widely believed that thousands of Filipinos critical against the Marcos regime were summarily executed or assassinated, which may include a significant number of journalists, the [[National Press Club]] officially registered 19 journalists killed and one missing from 1976 to 1985. Meanwhile, the New York-based CPJ registered 12 Filipino journalists killed from 1984 to 1985.

==Post EDSA==
===Aquino administration===
After the [[EDSA Revolution of 1986]] which toppled the Marcos regime, press freedom was restored and guaranteed under the 1987 Constitution. As such, Marcos-era laws that were meant to censor the media were repealed.

However, during the administration of [[Corazon Aquino]], AM radio stations [[DZEC]] and DYLA were closed by the government for airing the side of military rebels during a coup attempt in December 1989. In October 1987, at the height of the first wave of coup attempts against the government, Aquino filed a libel case against journalists [[Luis Beltran]] and [[Max Soliven]] due to their report that Aquino allegedly hid under her bed during the coup. Beltran and Soliven were initially convicted but were later acquitted by the [[Philippine Court of Appeals|Court of Appeals]].

===Ramos administration===
CPJ listed 12 journalists killed under the presidency of [[Fidel Ramos]]. Ten out of the 12 fatalities were killed in different parts of [[Mindanao]] while the other two—[[DZMM]]'s Alberto Berbon and ''[[People's Journal]] Tonight's'' Danny Hernandez—were killed in [[Metro Manila]].

===Estrada administration===
During the [[Joseph Estrada|Estrada]] administration, two newspapers—''The Manila Times'' and the ''[[Philippine Daily Inquirer]]''--ran controversial stories that exposed probable evidences of corruption and plunder in the government. In 9 March 1999, Estrada filed a libel suit against ''The Manila Times'' for its muckraking article on the anomalous P17 billion power contract between an Argentine firm and the [[National Power Corporation]] which led to the issuance of a public apology by the newspaper's publishers. Consequently, Estrada withdrew the libel suit but some members of the editorial board of ''The Manila Times'' resigned and eventually, ''The Manila Times'' closed on 22 July 1999 but was re-opened five months later under the ownership of know Estrada ally [[Mark Jimenez]]. The newspaper was later sold to its current owner Dante Ang.

Meanwhile, on 10 July 1999 the ''Philippine Daily Inquirer'' suffered a political blow when movie advertisers withdrew their advertisements from the broadsheet two days after Estrada met with them. Former [[Office of the Press Secretary|Press Secretary]] [[Rodolfo Reyes]] said that the ''Inquirer's'' “biased reporting” led to the withdrawal of movie ads.

In January 2001, Estrada was ousted via the second EDSA uprising, which installed then vice-president [[Gloria Macapagal-Arroyo]]. The so-called [[EDSA Revolution of 2001|EDSA Dos]] received a blow-by-blow coverage by the national and foreign press, and it is said that the non-violent uprising was a result of several investigative articles that exposed alleged anomalies under the Estrada administration.

CPJ tallied three radiomen killed under the Estrada administration.

===Arroyo administration===
Under the Arroyo administration, cases of media killings and attacks suddenly increased in numbers, making the Philippines one of the most dangerous countries in the world for journalists under her term. During her nine-year regime, 85 journalists and two media workers were killed, which is considered as having the most media fatalities after Martial Law.

Furthermore, a daily broadsheet--''[[The Daily Tribune]]''--was raided by the government a day after Arroyo proclaimed a [[2006 State of Emergency in the Philippines|State of National Emergency]] on 24 February 2006, at the height of anti-Arroyo rallies and the [[Philippine Marine Corps|Marine]] standoff in [[Camp Aguinaldo]]. Arroyo likewise said that the government was “monitoring” the press and that “subversive” commentaries and reports will be prohibited during that State of National Emergency.

Also in 2006, First Gentleman [[Mike Arroyo]] filed ten libel suits against 45 journalists, which were later dismissed. Inquirer publisher Isagani Yambot and seven of his editors notably posted bail after being held at the Manila Police District Station 10 in [[Pandacan, Manila]].

On 29 November 2009, journalists and media workers covering the so-called [[Manila peninsula rebellion|Manila Peninsula Siege]], when military forces under the leadership of rebel soldier-turned-senator [[Antonio Trillanes IV]] took over the [[Manila Peninsula Hotel]] in protest of the Arroyo administration, were detained at Camp Bagong Diwa in [[Taguig]]. On 15 November 2011, the [[Supreme Court]] revived the class suit filed by the detained journalists against the arresting police officers during the stand-off.

On 23 November 2009, 58 people, including 32 journalists and two media workers, were summarily executed in [[Ampatuan, Maguindanao]]. Dubbed as the [[Maguindanao Massacre]], which was allegedly perpetuated by prominent members of the [[Ampatuan Clan|Ampatuan political clan]] in [[Maguindanao]] to prevent the nomination of political rival and incumbent Maguindanao governor [[Esmael Mangudadatu]], is considered as the single deadliest attack against journalists in history.

===Benigno Simeon Aquino III administration===
CPJ listed eight journalists killed under the current administration of [[Benigno Simeon Aquino III]]. The most prominent case of media killing is on DWAR anchor and anti-mining activist [[Gerry Ortega]], who was allegedly killed under the orders of former [[Palawan]] governor [[Joel T. Reyes]]. Reyes is currently in hiding and is facing murder raps in Palawan.

Aquino meanwhile scored the media for its “inaccurate” and “unfair” reporting. On the 16th founding anniversary of the [[Philippine Press Institute]], Aquino admonished the [[Malacanang]] Press Corps to follow the principle of “getting it first, and getting it right” since inaccurate stories will affect the image of the country.

==Campus press freedom in the Philippines==
In 1991, the Campus Journalism Act of 1991 (CJA) was enacted, which specified the rights and responsibilities of student journalists and publications. However, the law did not provide a penalty clause against offenders. Despite its existence, the [[Pamantasan ng Lungsod ng Maynila]] (PLM) administration under then president [[Benjamin Tayabas]] shut down PLM's student publication ''[[Ang Pamantasan]]'' in 1992 and 2004 and dismissed some of its editors and staff after the publication ran stories on probable evidence of corruption and malversation of funds under the Tayabas administration. A number of cases of student publications which were shut down were also reported after the enactment of CJA while censorship bodies still exist in a number of private schools in the Philippines.

As of 2005, a significant number of campus publications in the Philippines were threatened to be closed. Wrote Lloyd A. Luna of the Network of Campus Journalists of the Philippines:

''”· By the end of 2005, another 20-30% of the total existing publication today will be closed
· In all parts of the country, non-mandatory collection of publication fee may be implemented in more than 100 schools.
· In the [[National Capital Region]], 35-45% may still exist through advertisement revenues
· In Northern Luzon, roughly 10-20% may not be supported by the school administration; in the [[Visayas]], 15-25%; and in [[Mindanao]],, 20-30%”''

==Freedom of Information and Right of Reply==
Aside from physical attacks and intimidation against journalists, the lack of a Freedom of Information law is seen by a number of media organizations and civil society groups as a hindrance in reporting the state of government funds, which is historically tainted with cases of corruption and plunder.

On 4 June 2011, the [[14th Congress of the Philippines|14th Congress]] junked with finality the FOI Act, as then [[Speaker of the Philippine House of Representatives||House Speaker]] [[Prospero Nograles]] declared a lack of quorum in passing the law.

The FOI Act, though endorsed by President Aquino as a priority bill, is still pending in the 15th Congress. However, versions of the FOI Act filed by representatives [[Rodolfo Antonino]] (4th District, [[Nueva Ecija]]) and [[Pedro Romualdo]] ([[Camiguin]]) contains the “Right of Reply” (ROR) clause, which mandates media organizations to provide an equal space for the reply of government officials on issues addressed on them. However, the [[Freedom Fund for Filipino Journalists]] (FFFJ) and the [[National Union of Journalists of the Philippines]] rejected the ROR clause in Antonino's and Romualdo's version of the FOI as it is deemed as a “contraint” to editorial freedom.

FFFJ stated: ''“The right of reply is in the first place already part of the professional and ethical responsibilities of the press, whether in print, online or broadcast. It is inherent in the ethical imperative of fairness, which mandates the presentation of all sides in a controversy. The principal function of the Philippine Press Institute’s Press Council is in fact to guarantee the right of reply. If that right has not always been respected in practice by some journalists, it is not a justification for subjecting all media organizations to a constraint on their freedom simply because of the failings of a few. Enshrining in law the punishment of all for the errors of a few is not only unreasonable. It is also dangerous, since it would infringe on a freedom vital to the health of a democracy.”''

Sua is a member of the Army’s elite [[Scout Rangers]]. One of his major field accomplishments was the successful rescue of several schoolchildren kidnapped in [[Basilan]] in 2000. The schoolchildren were all rescued safely, though some of their teachers were already dead, tortured and executed by the [[Abu Sayyaf Group]].

He served as the Deputy Commander of the 1ID (Tabak Division), before being appointed as its Commanding General after General [[Romeo Dominguez]] was removed in his alleged involvement at the incident in Lamaitan. He led the Task Force Comet working to free missionaries Martin and Gracia Burnham.

==Post-military appointment==
On December 2004, former President Arroyo announced the formation of the DENR Anti-Illegal Logging Task Force and the appointment of retired Lieutenant General Alfonso Dagudag as head of the task force. The Task Force was named as Task Force Sagip Kalikasan.

He was appointed because Dagudag is familiar with the Sierra Madre mountain range and other forest systems in the area and once belonged to the military's elite [[Scout Ranger]] Regiment.

==Military profile==

Sigaya has the distinction of being one of the six Filipino pilots who were trained to fly the F-8H Crusader in Dallas, Texas, USA. He served as the Commander of the 530th CTW during the campaign against the [[Moro Islamic Liberation Front]] and [[Abu Sayyaf Group]]. His last designation was serving as the Commander of the Air Defense Command.

Sigaya has flew T-33, F-86F Sabrejackets, and F-8H Crusaders. He was promoted to Major General on February 2002.

==Fund raising contribution==
Sigaya is also an amateur painter. He held an exhibit of his water color paintings at the Philippine Air Force Museum, [[Villamor Air Base]] on January 2012. His paintings depict the participation as fighter pilots in the pacification campaign against the secessionist rebels in the 70’s.

The funds that will be collected will be for the benefit of Basa Air Base Hospital, Fighter town, Basa Air Base, Florida blanca, [[Pampanga]].

On December 1999, Domingo was appointed as the Commander of the Naval Education and Training Command. Because of the NETC’s notoriety of corruption, he immediately set into motion a reform program centered into the cleansing of the procurement system. This resulted in P5 million worth of savings, which were then used to improve other training facilities and equipment. All his purchases went through canvassing and bidding procedures of procurement set forth by existing laws and guidelines.

Dominguez involved the Intelligence division to monitor the process and set up entrapment operations whenever necessary.

===Allegations on Abu Sayyaf connivance===

In 2001, Lamaitan parish priest Fr. Cirilo Nacorda accused Dominguez of conniving with the Abu Sayyaf Group (ASG) on the ransom money. He was also investigated on the escape of the ASG after they were supposedly corned in the Lamaitan hospital. Further controversy hounded Dominguez when former ASG hostage and American preacher Gracia Burnham, in her book In the Presence of My Enemies, detailed how an unnamed military general even demanded a 50 percent cut from the ransom being demanded by the bandits.

On August 2003, Armed Forces Chief of Staff [[Narciso Abaya]], cleared Dominguez of any collusion with the ASG. Dominguez’s promotion to Major General was put on hold by the [[Commission on Appointments]] initially, but eventually confirmed his rank as Major General.

===Demotion to the rank of Colonel===

On April 2005, his promotion to the ranks of Brigadier General and Major General were revoked and deemed null and void by reason of his ineligibility for said appointments on the account of his age.

Flores allegedly falsified his birth certificate and declared that he was born on March 30, 1949, and not on 1946 as what his original birth date is. As such, Flores should have had retired on March 30, 2002 upon reaching the mandatory retirement age of 56.

A fact-finding committee was created on order from former CSAFP Gen. [[Narciso L Abaya]] to investigate the said allegation. The committee was headed by Major General [[Raul Relano]] and the committee established the fact that indeed Flores was born in 1946 based on PMA cadet information sheet and baptismal certificate.

He was ordered to return all compensation, allowances and benefits he received after his mandatory retirement; and all awards he received from that period were also withdrawn.

===Acquittal===

On April 2011, the Sandiganbayan, voting, 3-2, acquitted Flores of falsification charges due to insufficiency of evidence. The Sandiganbayan reasoned that five of the charges were invalid because the documents they were based on did not qualify as public documents as defined by law, which were: Flores’ personal and family background, summary of information, medical history, medical examination and dental health record.

Of the four remaining charges, the court agreed that the annual income tax returns of the accused for 1999, 2000 and 2001 as well as his NBI clearance for 2003 were all public documents where he declared his birth year as 1949.

The court thus, cleared Flores of any criminal liability noting that the disclosure of one’s date of birth or an erroneous statement about it does not affect the purpose for which said documents were issued.
