Moscow. July 11. INTERFAX.RU - Venezuelans citizens are urged to refuse using Facebook, the social network. According to the Minister of the country's prisons Mary Iris Varela’s words, using the world's largest social network one can become a foreign spy.

"Venezuelans! Turn off your Facebook accounts so that not to become unwilling US informants. Please pay attention to the Snowden’ case" - wrote the minister in his Twitter.

A former agent of CIA the U.S. National Security Agency, Edward Snowden revealed the secret data about the PRISM system, with the help of which the U.S. intelligence agencies have access to the correspondence and personal data of the Facebook, Google, Apple and other large Internet company’s users in the U.S.

Snowden also revealed some details about U.S. intelligence spying on foreign partners from Japan, the EU and other countries. U.S. intelligence agencies, in particular, intercepted telephone calls and messages from the EU Delegation in New York and Washington, and were even able to get access to communication systems of the administration buildings of the European Union in Brussels.

The information leakage organized by Snowden has caused a major international scandal. The U.S. authorities accused the former intelligence officer of theft of government property, unauthorized disclosure of the information about the national security and the deliberate transmission of the intelligence service’ security data to outsiders.

Location of Snowden, who left the country in May and came to Hong Kong, is not known. In June, Snowden flew to Moscow, and now according to some information, he is still in the transit area of the airport "Sheremetyevo".

Facebook - the world's largest social network - regularly suffers from attempts to censor it. The access to Facebook is limited by Syria, for several times, it became the victim of Internet censorship in China, the social network also is blocked in Iran and Egypt. Also Facebook was repeatedly blocked in Tajikistan.

Liked this post?

Chinese bloggers decided to show their fantasy and made a provocative collage.

They compose a photo of the US president Barack Obama and the President Xi Jinping with a picture of Winnie the Pooh and Tigger, according to foreign Internet sources.

The photo of Jinping and Obama had been made on the meeting in California. And the picture they found in the famous Disney cartoon.

The collage quickly spreaded in the Internet. Bloggers pointed out that there are a lot of things in common between the photo and the picture. First of all, the landscape of the photo coincides with the background of the picture. And secondly, cartoon characters are look like the representatives of the two states.

In China there is a censorship over the Internet, that is why some time later after the publication of the collage has been removed.

Chinese authorities have increased censorship over the Internet on the eve of the anniversary of the tragic events at Tiananmen Square in Beijing, where in 1989 a peaceful demonstration of students was brutally suppressed. Hundreds of them were dead.

Starting on Monday in popular micro blogging service - Sina Weibo ( Chinese analog of Twitter) search requests that include such words as “today”, “tomorrow”, “this year”, “special day” and also different combinations of numbers that can mean June 4, 1989, for example 6 - 4, 64, 63 + 1, 65 – 1, writes The Guardian.

Instead of the search results users got a message like this “the results of the current request cannot be shown concerning a law”.

However users were trying to circumvent the ban using indirect links for the tragedy. One of such way was using pictures. One of them is the famous photograph made at Tiananmen Square in 1989 - three green tanks and a man standing in front of them. To deceive the censors, users have restored the scene, using parts Lego Kit.

The other picture shows the tank instead of a big yellow inflatable duck - art installation created by the Dutch sculptor Florentino Hoffman as a symbol of the lack of boundaries between people and countries.

However, most of these images were also removed by censors later. The words "big yellow duck" have been blocked in the second half of the day on Tuesday.

Liked this post?
The government appointed to citizens the right “to be heard and to know”. It was stated in one of the chapters of the White Papers “The Progress of Human Rights in 2012”.

According to a document 97 government bodies of the central government published a budget data, 98 provided a data of their invoices and also the same quantity of them told publicly about how much they spent on different kind of receptions, foreign business trips of workers, cars for them and other “things”. In addition, a number of government agencies respond to requests of citizens, demanding an explanation for some cost. Meanwhile, the officials were not going to disclose information about their income, assets, etc. Moreover, it is already several years when China speaks about necessity to legalize the official annual report, but so far nothing is fixed by law.

As for the "right to be heard", the Paper pays special attention to the Internet, which the population consider as the "most important source" of information. At the end of last year, there were 309 million users of micro blogging. According to statistics, every day in social networks appears no less than 200 million messages. It is noteworthy that it became popular in China to spread dirt about the heads of different spheres in network. For example, suspiciously expensive watches on the officer’s hand, endless parties of ranking officials in restaurants or other. All these with the help of the Internet started to be acceptable for watching and knowing for millions of people.

It is stated in the White Papers that due to the great amount of the information that appears in the Internet every day, the last year there was accepted a Plan to strengthen the online information security. This steps lead to the total elimination of anonymity on different Internet sources. To participate in the discussions one need to register using his passport data.

The idea of the authorities was to establish control over the irresponsible dissemination of rumors and other unreliable information. But in reality, it turned out that, for example, bloggers, who spread the dirt on the officer could potentially suffer from the corruptionists’ vengeance.

In addition, many foreign servers that offer to avoid censorship and open blocked sites in the country, found themselves unavailable.

By the way, such a White Paper, the PRC government has been published recently, in response to a sharp and sustained criticism from the West, accusing Beijing of numerous violations in this area.

Liked this post?

A global seizure of Internet by repressive governments must be prevented, writes John Kampfner for The Financial Times. According to his point of view the democracy should secure the most important freedom.

The author of the note refers to a recent study by the U.S. NGO Freedom House, according to which freedom of speech around the world is going through a serious crisis during last ten years.

The Freedom House list included such countries as Mali, Russia, China, Venezuela, Ukraine, South Africa, Ecuador and Thailand. “The economic crisis instead of leading to greater transparency, brought the rich and powerful people to a censorship ", - said Kampfner and stated Greece as an example, where journalist was arrested for publishing information about the higher ranks, hiding from taxes.

Concerning the observer’s words, censorship can be introduced for different aims – for example to force those who do not agree to keep silent or to stop investigations of corruption. Authorities consider Internet as the most dangerous tool. “The more technology gives us a possibility to speak –the more governments are afraid”, - said Kampfner. “"Democracies play a key role in the prevention of global Internet seizure by such authorities", - he added.

Liked this post?
Liberal especially if to compare with its Northern neighbor, South Korea has shown a musical giant, a rapper PSY who wins the tops of videos in YouTube with his new song «Gentleman».

Millions of people around the world love so much his frivolous dancing movements. However, as it turned out, not all Koreans appreciate his work. We are going to tell you about popular South Korean music videos that are prohibited for the strangest reasons.

South Korea took 44th place of 179 on the freedom of the press and the Internet for the year 2012. State regulation within reasonable limits ever-present in the lives of Koreans. When trying to visit prohibited for gambling or pornography sites Korean see a note "this site is blocked by the state law." Korean authorities are especially attentive to extremism and promotion of alcohol and sexual violence among young people.

As it is known the previous Pak Jae-Sana known as PSY song, , «Right Now» was banned for the promotion of alcohol among Koreans under 19 years. In particular, the rejection of the guardians of morality has caused the words "life is toxic as alcohol." As stated, this line of the song encourages crime and drinking of alcoholic beverages to minors.

However the logic of Korean censors in this case is more or less clear for Western viewer. However, not all the rules by which acts Korean censorship, are transparent to the Europeans. Thus, five of the strangest cases when popular music videos of Korean pop stars have been banned or have age restrictions:

1) «Love Song» by Rain. The reason for the ban is simple. The main hero ran along the middle of the road violating traffic rules.

2) «How Dare You» by «Sistar». The group consists of four good looking girls. In the video, they dance on stage with stripper poles (pylons). That was the cause of the ban.

3) «Chitty Chitty Bang Bang» by Lee Hyori. To make the video better, it was decided to involve the choreography: a group of girls to dance in the bus. During the whole video they are moving along the cabin and do not use seat belts, which also violates rules of the road.

4) «Knock Out» by G.D ft. T.O.P was banned because of the slang words. The song was banned twice because of incorrect, according to the Korean moralists’ phrases in the text: "Send all your friends back home" and "I'm waiting for you right here."

5) And finally, one of the most controversial cases - a composition «Freeze» hip-hop group «Block B.

Vladimir Putin proved Kabaeva’s amendment to act that prohibits leaks about children in the Internet.

The president of Russian Federation signed the law that prohibits publications in Media of any personal information about under-aged victims of crimes. Earlier this law was going to concerne only victims of pedophiles. The law was initiated by deputies Alina Kabaeva, Valentina Tereshlova and Marina Mukabenova. Internet-community took it as one more attempt to sensor the Internet.

The amendment to law “About Media” had been accepted by the government on March 22 and approved by the Federation Council on March 27. Law prohibits the spread of information bout under aged victims of crimes, including surnames, names, middle names, photos and videos of the child and his parents, date and place of birth and study or work or another information that can help to determine their personality.

If the publication of such information can occur as a protection of victim’s interest then journalists have to get the permission from parents or even a child (if he/she is 14) to public personal data. Without their permission journalists can act only when "it is impossible to obtain their permission, or if the legal representative of the minor is suspected or accused of committing these illegal acts."

Initially it was planned that the law would only create "a serious obstacle to the unwitting" promotion "through the media of pedophilia and other crimes committed against the sexual integrity of minors", but in the final version the law sounds more extensively and for the "victims of the unlawful action (or inaction).

"It made lawyers criticize Kabaeva and other members of the legal illiteracy, and the online community has suggested the bill about another taboo subject, censorship and expanding the "registry of banned sites."

Liked this post?
American Jimmy Wales, the one who founded Wikipedia commented in not a very good way the Russian Federal Service for Supervision in the Sphere of Telecom, Information Technologies and Mass Communications (ROSKOMNADZOR) actions that included the Internet encyclopedia in the blacklist of sites and demand to change or delete more than 10 articles on Russian and English languages. Earlier Wales not only refused to change something in these articles but he also announced that “it is better to block than to let someone to censor”.

In the response to “Moskovskie Novosti” question “Doesn’t it better to delete one article instead of depriving millions of people from access to information?” Wales said: “Maybe it is be better for government to stop its foolish campaign that blocks the access to articles from the encyclopedia for people who love it”.

The founder of the Wikipedia is doubt, that his encyclopedia will be closed in Russia. “No one can be so silly to block the whole encyclopedia, introducing by such actions censorship on the fundamental information”, - answered Wales.

If talking about Russian version of Wikipedia, where there is information about Cannabis in one of publications, and that became the reason for Roscomnadzor decision, Jimmy Wales noted that “the better way to fight with drugs using is to spread the information about how it is dangerous”.

He told about “main principle” of his brainchild – not to work with censors. And made an example: “We were blocked in China during several years until they understand everything and started to block only certain pages, instead of the whole site. We still do not help them in such actions, but we cannot prohibit them to infringe interests of their own nation”.

He also noted that the Wikipedia policy is based on the fact that all the articles should be neutral, and Russian Wikipedia is not exclusion. “By the way, concerning placing of disputable materials, Wikipedia is guided only by laws of Florida, USA where our servers are situated.

Authorities of many eastern countries are trying to introduce a very tough censorship and block Internet sites as soon as they publish opposition content. The last country in this list is Russia. The authorities of this country introduce a law that allows government to block certain pages in the Internet.

Russia is the last country that joined the list of countries that block access to sites. This “campaign” is seemingly aimed at protection of under ages. Earlier Russian parliament approved the law concerning with the Internet. It allows government to block websites that contain prohibited in the country information. In addition, there is a "blacklist" of sites that can be harmful for under ages.

Now this law is in the force and started to be used in practice. As a result, some of the social networks such as Facebook and Twitter, have been forced to delete from their pages all the material that is concerned as illegal. While YouTube is still continue to oppose this decision, referring to the Russian court with a counter suit against the government.

Before Russia, some countries have introduced Internet censorship supposedly for fighting with Internet crimes. These countries are Tunisia, Egypt and Libya. Authorities of these countries try to limit the freedom of expression.

Iran takes the second place in the world after North Korea in the ranking of countries with the most severe censorship on the Internet. The Islamic Republic censor all western and anti-Islamic contents in the Internet.

As for Syria, earlier the country took the sixth place in the world among countries with the most tough Internet control. However, that was before the Syrian revolution. Recently, the Assad regime aims at introducing even more severe censorship and closing more and more sites, the goal is to prevent the spread of news about the actions of the rebels and the Free Syrian Army.

Liked this post? Despite the fact that about a month ago the authorities of North have allowed foreigners to use Skype and send photos on the Instagram they made a decision to prohibit mobile Internet for tourists once again.

According to the words of one of local tour operators the access to the 3G for the Korea visitors is now unavailable. It is still possible to buy SIM-card for making international calls but still it is prohibited to connect the Internet from the smartphone.

We remind that leaders of North Korea where the Internet is strongly controlled by the government, several weeks ago have made these restrictions easier for foreigners and have opened the access to the 3G-nets.

According to the North Korea Tech it was strongly prohibited and tourists had to leave their electronic devices on the state frontier.

It should be noted that even citizens of Korea can use only simple services like MMS messages or the subscription on the state newspaper Rodong Sinmun.

Experts think that North Korean authorities are likely decided to block access because they do not like the increased interest concerning the inner life of the country. Besides it became known about 3G blocking at the same day when North Korea declared about the provocation of the United States and brought their artillery and missile units to full readiness.

Liked this post? 103 criminal offences of network’ users, 208 facts of administrative burden and 609 cases of access limitation was registered by legal annalists of inter-regional human rights association “Agora” in 2012. They registered 47 cyber attacks per year, 27 civil claims concerning bloggers and 49 politics and authorities offers of Internet regulation. In comparison, in 2011 it was registered 38 criminal offences, 173 acts of administrative burden, 231 cases of access limitation, 31 cyber attacks, 11 suits and 5 net regulation offers. The total amount of Internet freedom violation comparing with the last year raised almost on 2.5 times (500 - in 2011, 1197 - in 2012).
It was for the first time when the Internet started to be considered by the Russian government as a source of the threat of its wellbeing and stability. It was indicated by the increased number of limitation cases and offers of Internet regulation none of which do not include freedom guarantee but was aimed at straightening of the control and introduction of new types of censorship, as it was said in the “Russia as a global threat for the free Internet” report published by the “Agora” Association.

It was registered a big increase of cases concerning Internet freedom limitation by the Russian authorities that can be seen practically in all areas. Besides the report analyses crimes against bloggers and Internet-activists and also the investigation of these facts and Internet-censorship.

2012 became critical for the Russian Internet which quickly leave the periphery of political life, demonstrated the great opportunities for the self-organization of active citizens, and thus attracted the attention of the authorities. The closest fight for free Runet is going to be in spring when in the spring when the Duma scheduled a discussion of the law “About the Internet” - forecast in the report the legal analysts Association Agora.

Human rights activists say that in comparison with the last year the number of federal subjects, in which the Internet right is systematically limited have increased. Personal IP address
Web site visitors need to know exact IP address for many reasons: proxy detection, anonymity, remote desktop connection, tech support. The best way for this is to have static IP address.

IP VPN in other words is a virtual private network that can be added for network security. Visitors in order to find the location of an IP address often use IP Address Lookup. Some folks usually acquire a spam email and learn how to trace e-mails. Others might ask how do I change IP. Anyway the reasons for visiting may be different but every time the visitors are welcomed. Join The What is My IP address Forum for posting all arising questions and getting personal responses.

There is a number of exclusive technology devices (routers , printers, modems) that allows identification of each other on computer network and set a communication. Communication standard is called Internet Protocol standard. In terms it is a mail address. Like home address. For receiving snail mail being at home party that sends the information that must indicate the correct mail address in the network or do not accept bills, or pizza coupons.

All Internet equipment is being taken by the same way. It is impossible to receive information without the specific address. IP may be assigned permanently for email server or business server from a pool of given addresses from Internet service provider. Permanent number is not available in some areas and the price may be higher.

DNS is a domain name system allows IP address translating the unknown words and doing some other operations. It becomes much easier to remember a word stating separately than a range of words. The same is equal for email addresses.

It is much easier to remember a web address name for example whatismyip.com than to remember the difficult number it is much easier to remember email consisting of words than an email consisting of words and numbers.

Dynamic IP address
It the Ip address that could not be changed or something like this at any time available. This type of IP address is usually issued to user from a pool of addresses allocated by ISP or some other type of servers. It is for a large number of customers or users not requiring the same address for a variety of reasons. The computer automatically gets the numbers and logs them on the network then saves the trouble for having details available network configurations.

It can be assigned to any user that uses a dial up connection, high speed connections. If you need running email server or web server it would be better to acquire a static IP address.

Proxy tips is a proxy software with
special features. Proxy filter helps you to select proxies according
to anonymity, protocol type, IP and port number. Ability to create
proxy finder is rather important in exporting different formats.

Proxy finder searches for HHTP proxy
lists, HTTPS proxy lists and SOCKS. You should specify proxy web site
URL where proxy list is located and Proxy finder automatically finds
proxy servers. Proxies are added to the program list. Some proxy
finders can check added proxies by request or on the fly. They also
can be checked for proxy speed, proxy location, proxy anonymity.

Most proxy tools may allow user to scan
proxy web sites, proxy lists, HTTPS and SOCKS proxies, import export
proxy lists, recognize different proxy list formats, automatically
search for proxies using scheduler, extract proxies from different
proxy lists simultaneously, scan proxy web sites and extract HTTP
proxy lists, HTTPS proxy list and SOCKS proxies list.

Proxy Checker automatically parses
lists and provides information about proxy server response time,
proxy type, parses proxy lists, proxy location, proxy anonymity.

Proxy functioning can be observed in
you tube proxies and help in bypassing proxy restrictions and unblock
the most attended sites.

You Tube has a wide range of
restrictions for unblocking favourite sites as well as surf privately
and securely without additional software on computer.

Bypassing proxy restrictions is opening
web proxy sites with URL accessing and clicking “Go”.

Web proxy sends requests to the site,
gets the answer, returns back. Web proxy allows to be unknown.

Web proxy can block scripts, images
and cookies. With it you can easily unblock You tube.

So we see that Internet is full of risk
for security and privacy. Every time you surf the web there are
traces left it can reveal real-life identity.

Due to different options available in
proxy software you will be able to change IP address, computer
information, block potentially harm code and more.

It is possible to restrict accessing
any information or provide customized content to specific IP.

The conception of a future Internet complex law is being considered now by the President's administration and in April it’ll be represented to the world for public discussions. It was reported by the member of the State Duma “Moskovskiy Komsomolets” information policy, informational technology and connections committee Robert Shlegel: the information is confirmed by other committee’ deputies. Questioned “MK” experts and oppositionists afraid of censorship toughening, but they hope that it is impossible to wholly regulate World Wide Web.

According to Robert Shlegel, government, Duma and Presidential Administration reached a consensus: there will be the Internet law. “Now there is a documents’ preparation on the conception level and it is being considered by the President’s administration, - told parliamentarian. Further in April a groundwork will be presented and we will carry out a public discussion. If it will suit everyone then it will be passed. Shlegel assure that this law passing will be in this order.

The deputy said that the law will concern mainly the technical issues. “We need a conceptual mechanism. In a less degree it will deal with blogs and in a more degree - providers, hosting, access, data saving”. Besides the law will make the online use of off-line criminal administrative regulation easier. And this is the situation when the repressive measures will be aimed at blogers. “As a person who always receive threats and outrages in the Net I would like to to recover damages”, admit the member of the “Yedinaya Rossiya” Party. “I do not pay attention on abusive words in Twitter, but outrage is an offence”, - supports him a colleague Vadim Dengin. He told “MK” that Internet became the “territory of cyber crime”.

The preparations will be carried out by Russian Parliamentary Internet Party, that opened 83 portals in each region of the country for offers’ collecting. The representatives of the opposition do not expect anythin good from this law. “I have a suspicious attitude towards everything that is developed by the State Duma. There are always some tricks”, - said the member of “Spravedlivaya Rossiya” committee Andrey Tumanov. However parliamentarian optimistically thinks that the idia to regulate the Net will fail, because “the Internet is more powerful and will find other ways to avoid deputies’ limitations”.

The member of Communist Party and at the same time the active bloger Andrey Klichkov has a similar point of view. He remind that this idea had been discussed earlier with the representatives of different parties. “It was decided then that it is impossible to regulate the Internet because it is easy to avoid limitations”, - said communist.

The ways to avoid blocking were demonstrated by the online encyclopedia “Lurkmore” that had been included in the blacklist of sites this autumn.

The representatives of professional community look at the matter more rationally: they do not afraid censorship but at the same time do not feel any necessity for a conceptual mechanism”.

“Iran developed «smart software that will limit citizen’s access to social networks and allow controlling this access” - local Mass Media quote the head of the chief of police’s, Ismail Ahmadi Moghadam statement.

“Smart control of social networks will help not only to nullify its disadvantages but also allow benefitting from its advantages”, said Ahmadi Moghadam.

“Smart software designing for web sites governance are in a full swing”- he added.
Facebook, Twitter and many others social web sites were blocked with the help of the official mechanism of filtration within strong Internet censorship that was introduced by the heads of Islamic republic.

But many users Of the World Wide Web in Iran, that is the half of the 75 million population, have Internet connection, found ways to avoid blocking by using VPN software, despite the fact that it was rendered unlawful.

Ahmadi Moghadam hinted at new software will really limit the access to social networks for Iranian citizens.

“Smart control of social networks is much better than its filtration”, - he said.

His comments took place after Facebook startup in the middle of December. This site was devoted to the page of the Supreme Spiritual Leader of the country, the ayatollah Ali Khamenei. This account attracts attention of the country and abroad.

Authorities regularly warn Iranian citizens about the danger, that social network fraught, saying that these sites are the part of the East supported conspiracy aimed at Islam regime derogation. But the blogger Sattar Beheshti’s death In November of the last year caused international protests, which lead to the head of the policy unit layoff.

In 2011 Iran developed a “cyber-police unit” to resist attempts to criticize ruling regime in the Internet.

Iran also works at the development of the national Internet that, according to his words, will be “cleaned” of any unislamic content. Authorities said that “National Internet” will not block the Global Internet.

Social websites and networks, such video-sharing site as Youtube were used in organization of street protests after disputable reelection of the president Mahmoud Ahmadinejad in 2009.

It was reported that several activists, bloggers and journalists were arrested because of their posts and comments in social networks.

The USA accused Iran of the “electronic curtain” creation that fenced off country’s citizens of the outside world
ITU ( The International Telecommunication Union) published the regulations text, that had been signed by the countries-members of this Union at the conference in Dubai. This regulation had not been changed since 1988 and it was expected that it will include several points about the Internet in the future. A number of countries, including Russia offered to allow ITU countries, according to this document, to regulate domain data and addresses in their countries. China, Iran, Sudan, Saudi Arabia, Alger, Bahrain was Russian allies, but their offer faced with a serious opposition.

“New regalement offers countries to develop their position according to the Internet question, it means technical issues and ITU state policy”, - said the press service of Russian Ministry of Communications on Friday. The resolution of ITU members charged MC general secretary with taking measures to allow RMC to play an active role in broadband communicating and Internet model developing, as it is said in the report. “The paragraph 3.8 reflects and juridically consolidate current situation in this sphere”, said the MC representative, “but the delegations from Canada, Australia and several other countries didn’t agree with it”.

The offer to give rights to national Internet regulating caused a kickback among the trade members. Google accused some countries of the intention to “get the Internet control”, that will cause( according to their opinion) a censorship. Though, during the conference Hamadoun Touré the MC general secretary said that the matter is not about the Internet contents controling and the Internet governance. The document is oriented on technical standards development for International telephony. It is not right to consider the ITU conference as a discussions of the Internet freedom, proves Andrey Kolesnikov, the president of the Coordinating Internet Domain Centre.

According to the information from Russian ministry of communications more than 100 countries signed the regulation. But the USA, Australia, Canada and a number of EU countries didn’t agree with this regulation, despite the most arguable articles about the Internet have been excluded. Countries that didn’t sign the contract will not follow this recommendations concerning issues about roaming, Internet etc.

All the sites are scanning on the existence of the key words, that are connected with the information about state security. Also there is a “blacklist” resources filtering. The country’s government blocked the access to portals which, according to its point of view, spread prohibited information promoting violence, pornography etc.

Each video will be published in the Internet only after being modernized.
From 2010 Chinese people, (due to the population) being the most numerous group of the Internet users, have lost the access to the Google search.

Beijing explains that this virtual policy is a measure that will secure mental health of the oncoming generation.

The Google search engine and other companies servers have been blocked on the whole territory of China on November 8 of the current year. The representatives of SecurityLab said that Google blocking had been coincide with the process of the Communist Party Congress were elected their new leaders.

The information about blocking was transferred by the Chinese on-line monitoring service GreatFire. According to the site’s information, the authorities of the country deprived users of visiting Google search, Google mail etc.

Such services like Google maps, Google Docs, Google Analytics, Google Drive had been also blocked.

“The Chinese government took a step up to the whole independent of their Internet from the global network”, - notes GreatFire. Analysts think that the reason of this blocking probably is connected with the fact that Google had been for a long time disputing with the Chinese government about the censorship in the cyber space.

“Izvestia” reminds that 2 years ago the Chinese government came into a conflict with Google, demanding of the company to block searches of certain words and transfer information about users (in specific cases). The American company rejection led to the the blocking of the Hon-Kong page.

The situation becoming more complicated due to the wide popularity of Google Android among Chinese users. According to the representatives of GreatFire.org, this can lead to an undesirable for government effect - more Chinese Internet users will know about Internet censorship.
RAEC sets a price for a value of the Russian Internet as a several bln dollars and prognoses its increase by 30% in 2012.

2012 discovered a new phenomenon in Russia - the state, for the first time was interested in the Internet sphere. And the first measures concerning this were prohibitive. So, due to this a law about child security from the Information, that provide the creation of the blacklist of sites and blocking illegal content in the Runet.

The first question was about the overall results of the Internet of the current year and also about the “child security from the information” law. In whole, experts pointed out the unavailability of the infrastructure to execute a law and the ambiguities in the questions concerning a content marking and blacklist.

According to experts points of view the main value of this law is that parents began to pay more attention on what their children do in the Internet, said Yuri Sinodov, the chief editor of Roem.ru. He also explained that this question is far from real problem of business. And this is very good that this law isn’t used as a mechanism to pressure business.

It is essential that a part of Internet users are worried about the “law of the Internet”, which deputies are going to make by the next year and of course users afraid of the Internet censorship. So, how tough will be the Internet control?

Generally, the representatives of this sphere do not deny the possibility of a “soft Chinese variant” of the Internet censorship. But also they consider this way as an unlikely but although a possible one .

Oleg Seidak, the head of the FINAM Global fond noticed that “Russian Internet is characterized by more technically educated and mentally active users groups. And right this groups are the main users of the information that can be prohibited by the state regulation.

I think that active and mass State actions towards the limitation of the access In the Internet can lead to a great increase of the users awareness of the ways to avoid this limitations that will have a wholly opposite effect that was not expected.

The state can close this technical possibilities only by using the Chinese variant, that means not only blocking access to the certain information or resources but also a blocking of a part of ways that allow to avoid such blocking. However this method is too cruel and this can cause the “arm race” between Internet users and a state, that none of the countries can win without destroying the Internet at all”, concerning the current situation.

It was made, as it was said, to secure Internet users interests and for the improvement of the trust in the web”. This measure, according to the authorities will not harm the development of micro blogs but will make such services better”. If the subscriber refuse to state his passport data and the phone number he won’t be able to leave any comments.

This offered rules will oblige users to prove their identity concluding any agreement on getting services for access the Internet. The matter is about both fixed lines and mobile Internet. It is not known yet how this new measures will be realized in practice. Even now Chinese web companies use special programs for a content monitoring, messages with “illegal content” blocking and deleting. “Politically unconscious” posts, “provocative publications’ etc. are filtered and deleted.
