      <title>Rise in house prices &amp; buy-to-lets</title>
      <description>&lt;p&gt;
House prices are continuing to rise &amp;ndash; at their highest since December 2006 &amp;ndash; with London leading the price upturn (the highest for 13 years), according to the Royal Institution of Chartered Surveyors (RICS).&lt;br /&gt;
&lt;br /&gt;
The rise has occurred in spite of the increase in new house instructions &amp;ndash; 15% of surveyors had reported such an increase, compared with 5% in September.
&lt;/p&gt;
&lt;p&gt;
Meanwhile, the number of properties bought as buy-to-lets have also
increased. According to the Council of Mortgage Lenders (CML), the UK
buy-to-let market grew in the third quarter of 2009 &amp;ndash; the first growth
in two years &amp;ndash; and buy-to-lets currently represent around 11% of the

			&lt;strong&gt;House prices are likely to keep on rising for the time being, says the Royal Institution of Chartered Surveyors (Rics).&lt;/strong&gt;

			Its latest monthly survey shows that sellers are now beginning to return to the property market.

			But they are still being outweighed by the number of potential buyers registered with estate agents.

			A separate government property survey said house prices had risen by 6% between May and September.

			Rics said this was the strongest survey result in favour of rising prices since December 2006.

			&amp;quot;Although the supply of property is beginning to pick-up, it is still insufficient to keep pace with the increase in demand which points to further prices gains in the near term,&amp;quot; said Jeremy Leaf of Rics. 
			&lt;/p&gt;
			&lt;p&gt;
			&amp;quot;Cheap money remains a critical prop for the market and this is being reflected in the continuing appetite for finance from first-time buyers despite the large deposits still being demanded by lenders,&amp;quot; he added. 
			&lt;/p&gt;
			&lt;p&gt;
			Commentators have explained this by pointing to a dearth of people putting their homes up for sale, even though the number of potential buyers has been restricted since 2007 by the continuing rationing of available mortgages because of the continuing effects of the international credit crunch. 
			&lt;/p&gt;
			&lt;p&gt;
			&amp;quot;Transaction numbers are back up to 2006 levels - the comparative shortage of supply is continuing to promote buyer competition,&amp;quot; said Keith Barnfield of Barnfields in Enfield. 
			&lt;/p&gt;
			&lt;p&gt;
			Richard Evans of Colleys surveyors in Exeter said: &amp;quot;Competition amongst buyers for a small supply of properties for sale is continuing to drive asking prices and values up.&amp;quot;

			&lt;/p&gt;
			&lt;p&gt;
			The Rics survey said London was leading the way in terms of price rises, with a balance of 95% of estate agents in the capital reporting that prices were going up rather than down. 
			&lt;/p&gt;
			&lt;p&gt;
			That was the strongest survey result for London since December 1996. 
			&lt;/p&gt;
			&lt;p&gt;
			The balance of those surveyors across the UK reporting an increase in instructions from would-be sellers has risen from just 5% in September to 15% in October. 
			&lt;/p&gt;
			&lt;p&gt;
			Rics said this upward trend in sales instructions had occurred in all regions, particularly in the north of England, the South West and in London. 
			&lt;/p&gt;
			&lt;p&gt;
			Completed sales have continued to rise slowly to an average of 19 per surveyor over the past three months - although that still amounts to just under three sales every two weeks. 
			&lt;/p&gt;
			&lt;p&gt;
			&amp;quot;The most recent survey provided further evidence that activity levels also continue to improve, albeit at a slightly slower pace than in previous months [but] a shortage of supply still seems to be limiting activity in the housing market,&amp;quot; said Rics. 
			&lt;/p&gt;
			&lt;p&gt;
			Catherine Penman, of property consultancy Carter Jonas, said: &amp;quot;The September DCLG figures are further proof of the ongoing recovery in the residential property market, which is virtually unrecognisable from a year ago.&amp;quot;

			&lt;p&gt;
			&amp;quot;Low interest rates, attractive prices and more encouraging news from the economy are driving transactions,&amp;quot; she added.

&lt;/p&gt;

&lt;strong&gt;On the one hand&amp;nbsp;I&amp;#39;m&amp;nbsp;happy the see the&amp;nbsp;housing market stabilise, but on the other hand i&amp;#39;m left with a feeling of de ja vue.. I&amp;#39;m sure we&amp;#39;ve been here before.&amp;nbsp; &lt;/strong&gt;

&lt;strong&gt;My Advise.. &amp;nbsp;First time&amp;nbsp;buyers... Bend over and assume the position! That&amp;#39;s right.. you&amp;#39;re about to get shafted..&amp;nbsp;&amp;nbsp; (AGAIN!!) &lt;/strong&gt;

&lt;strong&gt;We are &lt;/strong&gt;&lt;a href="http://www.ukhousing.com/"&gt;&lt;strong&gt;www.UKHousing.com&lt;/strong&gt;&lt;/a&gt;&lt;strong&gt; can only hope that more buyers and sellers cut out the middle man and sell or let their property with out an estate agent.&amp;nbsp; If only we could cut out banks too.. sigh..&amp;nbsp; &lt;/strong&gt;

Asking prices for homes in England and Wales rose on an annual basis for the first in more than a year in October, property Web site Rightmove said, buoyed by a dearth of properties coming onto the market.&lt;br /&gt;

Asking prices rose 0.2 percent on the year -- the first annual rise since June 2008 -- taking them to an average 230,184 pounds.&lt;br /&gt;

On the month, asking prices rose 2.8 percent, the biggest increase since February 2008 and the largest for a month of October in six years, Rightmove sa

      <description>&lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;&lt;img src="http://blog.ukhousing.com/image.axd?picture=2009%2f10%2ffor-sale-md.jpg" alt="" align="right" /&gt;The autumn is likely to bring a flurry of activity from buyers who need to be in a new home by Christmas and sellers who, after not being sure if they should put their home on the market are likely to test it to see if they can sell.&amp;nbsp;&lt;/div&gt;&lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;However, the number of properties that will sell are likely to remain at an all time low unless the banks that are making money start to lend fairly to buyers. For the market to have a chance of recovering, lenders need to be offering mortgages with five to 10% deposits.&amp;nbsp;&lt;/div&gt;&lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;What we do know is that the &amp;lsquo;average&amp;rsquo; house price statistics are not at all reflective of what will be happening in YOUR area. Some areas are doing much better and will continue to do so into the autumn, with so few properties on the market, buyers are now offering the asking price and sometimes above. Good properties in great locations are even selling in a matter of weeks.&amp;nbsp;&lt;/div&gt;&lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;However, other areas that are suffering economically, perhaps with a large local employer shedding their workforce, are still very much in the doldrums with people offering on average 90% of the asking price, so if a property is up for &amp;pound;150,000, offers of &amp;pound;135,000 are being received.
