California Nurse Licensing Requirements - ATTN: Travel Nurses!

The state of California Board of Registered Nursing (BRN) has introduced new licensure regulations which prohibit temporary or interim permits until fingerprint processing by the Department of Justice (DOJ) has been completed. The new requirements, which went into effect on August 10, 2009, require nurses to become fingerprinted prior to obtaining a nursing license. Applicants can no longer “walk thru” the BRN to receive their license (exam or endorsement) unless their fingerprints have already been processed by the DOJ. The BRN will now submit all fingerprints to the DOJ or FBI either by live scan or an actual paper fingerprint card. Processing time can take up to 4-6 weeks under the new regulations, which also include the office being closed the first three Fridays of each month.

Nurses will need to take this into consideration when wanting to travel to California for a travel nurse assignment and will not be able to walk thru like before to get a temporary nursing license. Plan early and have a leg up on your fellow travel nurses that dont take this new requirement into consideration! Healthcare still adding jobs!

Compared to the rest of the economy, the health care industry appears to be in pretty good shape. Over the past year, nearly 6 million Americans lost their jobs, but health care added about 300,000 positions for a total of 13.6 million jobs, according to the Bureau of Labor Statistics. From June to July 2009, the number of healthcare workers rose by nearly 20,000. They broke down like this:

• Ambulatory care services, 9,600
• Physician offices, 6,200
• Home health services, 3,600
• Hospitals, 4,200 - Many are travel nurse positions!
• Nursing and residential care facilities, 5,800

However, this might well be the calm before the storm. If healthcare reform legislation strips hundreds of billions of dollars from Medicare and Medicaid over the next decade, the net increase in health care employment could turn into a net decline. On the other hand, if the legislation shifts money from government programs to subsidies for people to buy private insurance, the net effect might be neutral, at least in the short run.

At this point, the outcome of the reform debate in Washington is still unknown. Nearly anything can happen in the next several months. But as Gail Wilensky, a former CMS administrator, pointed out on the “Lehrer News Hour” on PBS the other night, legislators will need very rapid savings to pay for reform, unless they want to raise taxes more than they have proposed. Wilensky favors a more gradual approach in which Medicare is restructured over time to save money, rather than a sudden cutback in the rate of growth. But with Medicare expected to go broke within the next decade, and with more and more people losing private insurance, we don’t have much time left.

New California Travel RN Licensure Process

just an update for all travel nurses that will be going to California for a ttavel nurse job this Fall and Winter. Its no longer accepting the 1 or 2 day walk-through process. please read carefully below:

1. The nurse may provide electronic fingerprints at any Livescan location in the sate of California (http://www.ag.ca.gov/fingerprints/publications/contact.php ). Once the nurse provides the fingerprints the board will receive completed background information, usually within 3 business days.

2. The California Nursing Board has set up an automated system so that the nurse or employer can call to verify that the background check results have been received.

3. Once the background results are received, the nurse can go to the board to complete the walk thru process as normal. The nurse, if compliant with board requirements, will leave that same day with a temporary permit.

4. Nurses who have a license that was issued before March of 1990 and need to renew or reactive their license will need to complete the fingerprinting process to receive their renewed license as well.

5. For nurses who live outside of the state or want to start the process early, these nurses need to be provided with a California fingerprint card. California calls this the “Hard Card”. These “Hard Cards” can be taken to local police offices for completion and submission. Be advised, this process can take 6 to 8 weeks for completion, again the automated system for the California Board will advise if the background results have returned. The nurse can then complete the licensure process with the state.
