MANILA, Philippines — President Gloria Macapagal-Arroyo on Tuesday issued Proclamation 1841 declaring 10 regular holidays, four special non-working holidays and a special holiday for 2010.

Executive Secretary Eduardo Ermita said the early proclamation would benefit businessmen, who were conscious about the impact of holidays on workers’ productivity, and students.

“Early enough we’re coming with it,” he said in a briefing, drawing chuckles from reporters. “It’s best that you know this early because seriously, our businessmen, our schools are very conscious of it.”

Every declaration of a non-working holiday would result to a “P8 million loss” for companies, he said.

“This isn’t just a matter of the Office of the President declaring a holiday as working or non-working. There is a peso sign attached to it,” he said. “That’s why it’s necessary that we declare early because this is what the foreign chamber is looking forward to so they can program their businesses.”

To be observed as regular holidays in 2010 are New Year’s Day (January 1), Maundy Thursday (April 1), Good Friday (April 2), Araw ng Kagitingan (April 9), Labor Day (May 1), Independence Day (June 14, Monday nearest June 12), National Heroes Day (August 30, last Monday of August), Bonifacio Day (November 29, Monday nearest November 30), Christmas Day (December 25, Saturday), and Rizal Day (December 27, Monday nearest December 30).

Under Republic Act 9492, holidays, except those that are religious in nature, are moved to the nearest Monday unless otherwise modified by law, order or proclamation.

The special non-working days are Ninoy Aquino Day (August 23, Monday nearest Aug August 23), All Saints Day (Nov. 1, Monday), as well as December 24 and December 31, the last day of the year.

“In order to foster closer family ties and enable our countrymen to observe Christmas more meaningful, it is but fitting to declare December 24 as an additional special (non-working) day throughout the day,” Arroyo said in the proclamation.

The 1986 People Power Revolution anniversary (February 22, Monday nearest February 25) is declared as a special holiday for all schools.

The government will issue other proclamations declaring a national holiday for the observance of the Eid’l Fitr and Eid’l Adha, whose dates are determined based on the lunar calendar.

Arroyo has signed Republic Act 9645 declaring July 27 of every year as special national “working holiday” in recognition of the founding anniversary of Iglesia ni Cristo.

MANILA, Philippines — Malacañang clarified on Wednesday that the Iglesia Ni Cristo Day it declared for July 27 would be a special "working" holiday.

Executive Secretary Eduardo Ermita made the clarification after the Palace on Tuesday issued conflicting statements about the holiday.

One statement said July 27 would be a "non-working" holiday while another one said it would be a "working" holiday.

In making the declaration, Malacañang said it was recognizing the INC’s role not only in the spiritual and moral formation of its followers but also the church’s contributions to nation-building.

July 27 is the INC’s founding anniversary.

The INC has been known to deliver a solid bloc of votes to national candidates whom it deems fit to be in public service.

MANILA, Philippines — President Gloria Macapagal-Arroyo has designated a special day for the Iglesia ni Cristo, a church denomination often approached by politicians seeking its so-called bloc support in elections.

Arroyo declared July 27 as “Iglesia ni Cristo Day,” a non-working holiday commemorating the founding anniversary of the sect.

“President Arroyo wishes to congratulate in advance the INC, at present under the stewardship of Executive Minister Eraño Manalo and Deputy Executive Minister Eduardo Manalo, on this year’s landmark anniversary,” Malacañang said in a statement.

“Likewise, the President wishes to thank the INC for the very active and significant roles its leaders and members have always played not only in the spiritual and moral formation of our people over the past several decades, but in nation-building as well,” the Palace said.

DECLARING SATURDAY, APRIL 11, 2009, AS A SPECIAL (NON-WORKING) DAY THROUGHOUT THE COUNTRY

WHEREAS, Saturday, April 11, 2009 falls between Good Friday and Easter Sunday;

WHEREAS, Saturday, falling between Good Friday and Easter Sunday, has been traditionally declared a special day throughout the country;

WHEREAS, the observance of Holy Week is one of our people’s most cherished traditions;

WHEREAS, our people must be given the full and uninterrupted opportunity to ponder on the significance of the Holy Week and to properly observe its traditions with religious fervor, without prejudice to public interest.

NOW, THEREFORE, I, EDUARDO R. ERMITA, Executive Secretary, by authority of Her Excellency, President GLORIA MACAPAGAL-ARROYO, do hereby declare Saturday, April 11, 2009, as a special (non-working) day throughout the country.

1984—THE CENTRAL Bank of the Philippines closes three banks linked to Celso de los Angeles Jr. At least 28 estafa cases are filed against him, and he is put on a watch list preventing his entry into the banking business. All cases against him end up being dismissed.

1999—Despite being on the watch list, De los Angeles reenters the banking system as chair of Rural Bank of Parañaque Inc. (RBPI), which was acquired by Legacy Plans.

Aug. 31, 1999—The Bangko Sentral ng Pilipinas informs De los Angeles of his
disqualification, prompting him to relinquish his post.

June 8, 2001—The BSP approves Legacy’s acquisition of RBPI.

December 2001—BSP examiners find evidence of continuing involvement of De los Angeles in RBPI.

Jan. 24, 2002—The Monetary Board defers action on his request to be removed from its watch list, pending review.

Oct. 3, 2002—De los Angeles tells the BSP that he has no intention of reentering banking, but only wants to be removed from the watch list so that the issue would not be used against him.

Dec. 10, 2002—He completes BSP requirements for removal from the watch list.

Feb. 14, 2003—The Monetary Board approves his request to be removed from BSP watch list.

2005—The Philippine deposit Insurance Corp. probes rural banks found offering high yields to clients, eventually finding that these banks are linked to De los Angeles; PDIC president Ric Tan invited to meet with then House Majority Leader Prospero Nograles, a Lakas party mate of De los Angeles.

April 2005—BSP examination finds that five Legacy-linked rural banks are capital deficient.

April 1, 2006—Tan relinquishes post at the PDIC as his term expires.

July 2007—Another BSP probe finds that the number of capital-deficient Legacy banks has grown to nine, with total deficiency estimated at P2.5 billion.

December 2007—Jose Nograles, brother of Prospero, is named PDIC president.

May 2008—Legacy rural banks obtain court order from the Makati Regional Trial Court preventing the Monetary Board from acting on the findings of the latest BSP audit; the BSP appeal is rejected.

June 2008—The BSP elevates the case to the Court of Appeals.

October 2008—The Court of Appeals upholds RTC decision, preventing the BSP from closing the rural banks.

November 2008—The BSP elevates appeal to the Supreme Court, which overturns the appellate court and RTC rulings, allowing regulators to act on the examiners’ recommendations.

December 2008-January 2009—One after another, 13 rural banks linked to the Legacy Group cease operations voluntarily; the BSP places them under PDIC receivership.

We went to Makati yesterday, 19 January 2009, to see for myself this huge activity right in the heart of the Makati Central Business District.  We arrived a little past 3:00 PM just in time to get a good vantage point – prime real estate in a way – to photograph the participants of this unique and colorful event.
