Rash of Vehicle Burglaries, 1 Garage Burglary Reported Near-North Arlington Heights Thursday Morning

Arlington Heights police received a higher than usual number of vehicle burglaries in an area just north of Euclid Avenue and just east of Arlington Heights Road.

Burglaries were reported …
500 block of East Marshall Street
1100 block of North Belmont Avenue
1000 block of North Douglas Avenue

A garage burglary with bike theft also occurred in the 500 block of East Euclid Avenue.

Many vehicle burglaries are typically committed to vehicles that are left parked outside and unlocked, especially with items in plain view.

Police discovered they had a barricaded subject in an apartment. The man was in custody about 4:18 a.m. Saturday, and was transported by paramedics, while in custody, to Northwest Community Hospital. No injuries reported to the female subject involved in the domestic disturbance.

DUI Arrest Arlington Heights Rd and Techny, Arlington Heights

Arlington Heights police arrested a DUI driver about 2:35 a.m. Saturday at Arlington Heights Road and Techny. Police transported one male/adult in custody to Arlington Heights Police Department Headquarters. The driver’s vehicle was towed to a police holding area.

Reasonable Suspicion to Investigate A Driver for DUI

Driving under the influence of alcohol to the extent that mental or motor skills are impaired is illegal in all jurisdictions in the United States. There are several traffic situations when a police officer comes into contact with a driver, and then follows procedures which lead to a DUI arrest:

The driver has been involved in an automobile accident and the officer has responded to the accident scene and is conducting an investigation.
The driver has been stopped at a sobriety checkpoint (also known as roadblocks).
The police have received a report, possibly via 9-1-1 from an anonymous citizen, that a driver appears to be DUI. The police officer usually verifies the erratic driving before makeing the traffic stop.
The patrol officer has observed erratic, suspicious driving, or a series of traffic infractions indicating the possibility that the driver may be impaired. This is by far the most common reason for stopping a suspect.
A police officer has stopped a vehicle for a lesser traffic offense and notices the signs of intoxication.

The following list of DUI symptoms, from a publication issued by the National Highway Traffic Safety Administration (DOT HS-805-711), is widely used in training officers to detect drunk drivers. After each symptom is a percentage figure which, according to NHTSA, indicates the statistical chances (%) through research, that a driver is over the legal limit.

Driving on other than designated roadway, 55

Slow speed (more than 10mph below limit), 50

Signaling inconsistent with driving actions, 40
Stopping inappropriately (other than in lane), 35

Headlights off, 30

If the officer observes enough to have a reasonable suspicion to legally justify a further detention and investigation, he will ask the driver to step out of the vehicle.
Reasonable suspicion requires less evidence than probable cause, but more than a mere hunch. A rule of thumb is that reasonable suspicion requires 25 % proof, and probable cause requires more than 50 % statistical chance. Therefore, if there is probable cause for arrest for DWI, as suggested by the research and examples used above, then there is reasonable suspicion to stop a driver.

Investigation
A police officer typically approaches the driver’s side window and asks some preliminary questions. During this phase of the traffic stop the officer will note if they detect any of the following indicators of intoxication

odor of an alcoholic beverage on the driver’s breath or in the car generally
slurred speech in response to the questioning
watery, blood shot, and/or reddish eyes
flushed face
droopy eyelids
difficulty in understanding and responding intelligently to question
fumbling with his or her driver’s license and registration
the plain-view presence of containers of alcoholic beverages in the vehicle.

Arlington Heights, Buffalo Grove, Schaumburg emergency responders were out for several crashes Friday afternoon.

Arlington Heights police responded to Arlington Heights Road and Oakton for a personal injury crash involving two cars, to Arlington Heights Rd. just North of Rand Rd. at a shopping center entrance for a two-car crash with no injuries, to Palatine Road and Arlington Heights Road for a two-car crash with no injuries, to Arlington Heights Road and Thomas Street for a four-car crash with no injuries, to Arlington Heights Road and Seegers for a two car crash with no injuries, and a crash involving a school bus with no injuries near Hersey High School.

Buffalo Grove police responded to a crash on Buffalo Grove Road just south of Lake Cook Road.

Schaumburg firefighter/paramedics responded to a one-car crash on Interstate 90 at the 64 mile marker with no injuries.

Two Arrested After Footsteps Heard on the Roof About Midnight at Ivy Hill School, Arlington Heights

Arlington Heights police responded about 12:11 a.m. Friday to a report of a suspicious person at Ivy Hill School, 2211 North Burke Drive. Police received a report that a person working inside the school could hear footsteps on the roof.

Police requested the fire department to respond to the scene so a ladder could be raised to the roof. Police had one subject in custody on the ground, but believed a second subject might still be on the roof.

Police climbed on the roof and discovered a second subject. Both subjects were transported in custody to Arlington Heights Police Department — apparently charged with trespassing.

Arlington Heights police received a report last Tuesday afternoon of vandalism at Ivy Hill School after it was discovered that the school was spray painted.

First Degree Murder Arrest Warrant Issued For Vidal Rodriguez, of Wheeling

A no-bond first degree murder arrest warrant has been obtained by the Cook County Sheriff’s Police Department for VIDAL RODRIGUEZ, aka “Chi-Town”, of the 80 block of Carriage Hill Road in Wheeling, Cook County Sheriff Thomas J. Dart announced today.

Rodriguez, 20, is wanted for an unprovoked murder that occurred on May 12, 2012 at approximately 9:30AM in the Whispering Winds apartment complex located near the southeast corner of Lake Cook Road and IL Route 53 in Unincorporated Palatine Township.

Abel Oliva, 34, a maintenance man that worked at the apartment complex, Whispering Winds, was pronounced dead at Northwest Community Hospital at 10:46 a.m. Saturday. Abel Oliva also lived at the Whispering Winds apartment complex.

At the time of the murder of Abel Oliva, Rodriguez was armed with a .22 cal rifle. He is still considered armed and extremely dangerous. He has previous arrests in his history and is a member of the Maniac Latin Disciples.

Rodriguez is believed to be with a girlfriend, Corina Velazquez-Gonzalez, 17, of Wheeling, who was reported missing by her mother about the same time as when the murder occurred.

A search to locate Rodriguez and Gonzalez continues, if anyone has any information about their whereabouts, they are asked to contact the Cook County Sheriff’s Police – Investigations Unit at 847-635-1188.
Cook County Crime Stoppers is offering a $1,000.00 reward to the individual who provides information that leads to the arrest and conviction of Vidal Rodriguez.

Police received a report that a male and a female were fighting in the middle of the street, and were possibly associated with a Nissan. Police were updated that the dark-colored vehicle was then moving eastbound on Grove Street.

The vehicle parked again near Reuter Drive and police were in contact with the people in the vehicle by 2:59 a.m. Wednesday.

Police transported one subject — gender not reported — in custody to Arlington Heights Police Department Headquarters.

Police received a report that an unknown offender or offenders used an unknown hard object to shatter all the windows (except driver side front) on a blue 2003 Honda Accord EX that was parked on the driveway.

The crime is reported have occurred on Saturday, May 12, 2012 between 2:00am-7:30am.
