			<content:encoded><![CDATA[<p>An annual event, the <em>Festival Internacional de Puebla</em> (Puebla International Festival) takes place in a number of venues in the beautiful colonial city of Puebla, Mexico, from November 5 through 21, 2009.</p>
<p>This is a festival of the arts in which many of the municipalities of the state of Puebla participate, with a series of fun days full of dance, music, movies, visual and plastic arts, literature, conferences, workshops and more. Venues include the town plaza or Zocalo, the Casa de la Cultura de Puebla (Puebla House of Culture), the Palafoxiana Library, San Pedro Museum of Art, the Erasto Cortes Museum, Gallery of Contemporary Arte and Design, the Imagina Museum, Puebla Planetarium, Atrio de San Francisco, as well as theaters, stadiums and many other cultural institutes.</p>

<p>PARTICIPANTS:  All surfers who register prior to registration deadline on Tuesday 3,   November, 2009.</p>
<p>CATEGORIES: Open Surf and Bodyboard</p>
<p>RULES:  Those of the Mexican Federation of <a href="http://www.surf-mexico.com/news/tag/surfing/" class="st_tag internal_tag" rel="tag nofollow" title="Posts tagged with Surfing">Surfing</a>, A.C., backed by the ISA.</p>
<p>JUDGES: Judges certified by the Mexican Academy of Surf, A.C. and the IS</p>
<p>PRIZES: Prizes to be granted to the top 4 in each category with a purse of more than $100,000.00 pesos distributed evenly between the two categories, and the awarding of diplomas to the participants.</p>
<p>FACILITIES: The A.S.E.O., A.C.  organizing Committee handles support and discounts for participants in hotels, motels and local restaurants.</p>

<li>8:00:   Event begins with the releasing of marine turtles from the Playa Hermosa Turtle sanctuary by the children participating in the event as well as spectators.</li>
<li>8:30: <a href="http://www.surf-mexico.com/news/tag/surfing/" class="st_tag internal_tag" rel="tag nofollow" title="Posts tagged with Surfing">Surfing</a> competition begins, starting with the 15-17 year-old category and continuing successively. There will be raffles, trivia games and prizes from Planeta Surf magazine and Yamaha.</li>
<li>14:00: Final group of the day competes.</li>

<p>Festivities will include the surf contest itself, live bands on the beach, beach fashion, DJs and ecological activities.</p>
