The Salina Housing Authority located in Salina, Kansas is seeking an experienced housing professional to serve as its Executive Director. This position may be filled by full-time, part-time or contract employment, based on experience, qualifications and motivation of applicant to complete job requirements. The Executive Director will oversee administration of 553 Housing Choice Vouchers (HCV) and RAD Project Based Vouchers, as well as the Family Self-Sufficiency (FSS) program within, and development activities. The candidate should have management experience in affordable housing and a strong understanding of finance, human resources, community development, public administration or a closely related field. The selected candidate will be responsible for supervising all aspects of the Authority’s operations. A minimum of a Bachelor’s degree or work-related experience is required. Salary range is negotiable based on experience, qualifications and agreed upon classification of the position. Benefits include KPERS retirement, health care, PTO leave and paid holidays. The United States Department of Housing and Urban Development is implementing changes to the Housing Choice Voucher (HCV) tenant-based program and the Project-Based Voucher (PBV) Program made by the Housing Opportunity Through the Modernization Act (HOTMA) of 2016. These changes will include income, assets and deductions and how they will be administered with an effective date of 01/01/2026.

Also coming in late 2025 or early 2026 the HCV Program will be implementing changes in its inspection protocol from Housing Quality Standards (HQS) to National Standards for the Physical Inspection of Real Estate (NSPIRE). This is a HUD mandated change for all Section 8 and Public Housing Programs nationwide.
