<div xmlns="http://www.w3.org/1999/xhtml"><p>Recently <a href="http://rockfalldefence.typepad.com/rockfall_defence/2011/10/the-first-8000kj-steel-rockfall-barrier-.html" target="_self">news </a>on high energies rockfall protection barrier has opened a discussion on the energy lmitis of the rockfall protection steel barrier.</p>
<p>Many people have asked me this: is a 8000kJ barrier equal to two allignment of 4000kJ barriers <span style="text-decoration: underline;">when  impacted from the same block</span>?? (see the image belowe). </p>

<p>The answer is very difficult and dipending to differnet factors.</p>
<p>To try answer I make before some considerations (we refer for example to ETAG027 guideline procedure testing):</p>
<ul>
<li>for the 4000kJ barrier (tested follow ETAG027)  we don't know the behavior when impacted with an energy (ex. 8000kJ) greater than test energy (just 4000kJ);</li>
<li>for the 4000kJ barrier (tested follow ETAG027) we don't know the behavior when impacted with a mass and velocity different from the test</li>
</ul>
<p>For this reasons, <span style="text-decoration: underline;">if the impact energy is greater than the MEL Energy of the barrier</span>, we can't say that (see drawing belowe):</p>

<p>For this reason my firs answer is that <strong>4000kJ+4000kJ is different than 8000kJ</strong> in terms of behavior of structure..... but I don't know if 4000kJ+4000kJ is greater or lesser than 8000kJ.</p>
<p>In a next post I try to find a model to calculate the energy exit of the rockfall barriers (E-out) and try to answer to the question.</p>

<p>At 4.17 minute of the video is very interesting to observe the deviation of the block  (aprx. 40 °) respect the line of maximum slope angle ........ only for a little impact point  with a rock outcrop present on the slope.!!!!!</p>
<p>This is very difficult to take into account with the rockfall analisys two dimensional and probably for this type of activities the better solutions is the 3D software.</p>
<p>In any case for my experiences the rebounding height is much more unpredictable than the rock energy. For this reason, my assumption design of <strong>heght protection measures</strong> is based on model described belowe.</p>

<p><em>"L'Anas deve pagare i danni all'automobilista investito da una frana  anche se questa proviene dal terreno di un privato. La Corte di  Cassazione con la sentenza 15720 (su <a href="http://www.guidaaldiritto.ilsole24ore.com/">www.guidaaldiritto.ilsole24ore.com</a>)  inchioda l'azienda alle sue responsabilità escludendo la possibilità di  scaricare su terzi l'obbligo di segnalare rischi o porre in sicurezza  le aree in prossimità delle strade statali.</em></p>
<p><em><strong>La prevedibilità dell'evento</strong> - Gli ermellini hanno così ribaltato  i verdetti con cui sia i giudici del Tribunale sia quelli della Corte  d'Appello di merito avevano negato il diritto del ricorrente a ottenere  un indennizzo dall'Anas per i danni causati alla sua automobile dal  cedimento di un terreno a monte della strada che stava percorrendo.  Secondo i giudici di merito, infatti, la responsabilità prevista  dall'articolo 2051 del codice civile si applica alle situazioni di  pericolo che si possono verificare sulle strade pubbliche o aperte al  pubblico ma va esclusa, quando l'evento è imprevedibile o perché causato  dallo stesso utente o perché dovuto a un'alterazione "repentina dello  stato della cosa", come avvenuto, secondo la Corte d'Appello di Milano,  nel caso analizzato. Per i giudici di secondo grado l'Anas, infatti, non  poteva ipotizzare né evitare una frana che proveniva da un terreno di  proprietà di terzi e non aveva di conseguenza alcun obbligo né di  segnalare un pericolo non individuabile né di mettere in atto interventi  di salvaguardia.</em></p>
<p><em><strong>L'obbligo di adottare precauzioni</strong> - Non è d'accordo la  Cassazione, che rinvia la causa alla Corte d'Appello invitandola a  tenere nella debita considerazione soprattutto due circostanze che  proverebbero la prevedibilità dell'evento. Negli anni precedenti quel  tratto stradale era già stato interessato da sfaldamenti di piccola  entità, comunque tali da indurre le Ferrovie dello stato a mettere in  sicurezza i binari a ridosso della zona. Crolli presi in considerazione,  come risultava da una relazione tecnica, anche dalla stessa Anas, che  aveva predisposto delle opere, per fronteggiare lo stesso problema.  Misure di sicurezza evidentemente non efficaci."</em></p>

<div xmlns="http://www.w3.org/1999/xhtml"><p>Some time ago I discussed with professor A.G. Meyers form <a href="http://www.rocktest.com.au/" target="_self" title="Roktest Australia">Rocktest Australia</a> the  problem of bushfire on steel mesh.</p>
<p>Prof. Meyers live in Australia where during bushfire the temperatures at ground level can exceed <span style="font-size: 12pt; color: #ff0000;"><strong>800<sup>o</sup>C</strong></span>.</p>
<p>I asked professor Meyers to write something on this topic to be published on the rockfall BLOG......these are his words:</p>
<p><em>"In areas prone to bushfires, it is possible that at least part of a draped mesh installation may be subjected to a bushfire (see down photos). In such cases, it is prudent to consider how a fire may affect the integrity and longevity of the mesh.</em></p>
<p><em> <a href="http://rockfalldefence.typepad.com/.a/6a00d8341c61c953ef015431f968d7970c-pi" style="float: left;"><img alt="Incendio1" border="0" class="asset  asset-image at-xid-6a00d8341c61c953ef015431f968d7970c" height="509" src="http://rockfalldefence.typepad.com/.a/6a00d8341c61c953ef015431f968d7970c-800wi" style="margin: 0px 5px 5px 0px;" title="Incendio1" width="323" /></a> In Australian bushfires, temperatures at ground level can exceed 800<sup>o</sup>C for periods of up to 120 seconds. The temperatures then tend to decrease rapidly as a flame front passes. Consider how such an event may affect the PVC coated, galvanised wires from which some meshes are woven.</em></p>
<p> <em>As a bushfire approaches a mesh, the PVC will begin to soften at 75<sup>o</sup>C and then melt. The PVC will no longer provide any subsequent corrosion protection to the wire.</em></p>
<p> <em>Zinc is used in a standard galvanising process to provide cathodic protection to the steel. Zinc melts at 420°, significantly less than the temperature of a bushfire. However, free zinc tends to occur only near the surface of the coating. There may not therefore be a significant loss in the total mass of the coating if this free zinc melts.</em></p>
<p> <em>Most of the coating comprises a zinciron alloy that forms when the zinc reacts with the iron in the wire. The heat of the zinc during the hot-dipping process causes the surface of the steel to become porous at the molecular scale allowing alloying to occur within the pores. The alloy has a melting point of approximately 650<sup>o</sup>C; a temperature less than that possible in a bushfire. However, as found by Bennets &amp; Thomas (1994), the temperature of 3mm thick steel tends not to exceed 430<sup>o</sup>C when subjected to a temperature similar to that applicable to a bushfire for a similar time. There may not therefore be a significant loss in the total mass of the coating due to melting of the alloy as the bushfire passes.</em></p>
<p> <em>Another possible occurrence is that the alloy coating may crack as the volume of the steel increases more than that of the coating due to differences in the thermal expansion coefficients of the two materials. However, cracking may not be too great a concern as the coefficient for the alloy tends to be higher than that for the steel.</em></p>
<p> <em>Another possible occurrence relates to smoke deposits and humidity in the air that can produce an acidic solution after the bushfire has passed. There can be an increase in the rate at which the coating corrodes if the solution settles and remains on the alloy. However, in most cases, the solution gets diluted rapidly by subsequent rainfall and no longer is a significant problem.</em></p>
<p> <em>To confirm the above conclusions, samples of wire (see photos down) were obtained from a draped mesh that had been subjected to one of many bushfires that occur in the hills above Adelaide, South Australia. Samples were obtained immediately after the fire and one year after it had occurred. Samples were also obtained from a mesh from the same batch that had not been subjected to a bushfire. The thicknesses of all wires were measured. There was no significant measurable loss of thickness in any wire. The burnt wires were also viewed under a microscope which indicated that there had been no obvious evidence of crack development.</em></p>
<p><em> <a href="http://rockfalldefence.typepad.com/.a/6a00d8341c61c953ef01538e2659b6970b-pi" style="display: inline;"><img alt="Incendio2" border="0" class="asset  asset-image at-xid-6a00d8341c61c953ef01538e2659b6970b image-full" height="349" src="http://rockfalldefence.typepad.com/.a/6a00d8341c61c953ef01538e2659b6970b-800wi" title="Incendio2" width="466" /></a> <br /></em><span style="font-size: 8pt;"><em>Figure 2. <p> <em>The conclusion was reached that a mesh, woven from PVC coated galvanised wire subjected to a bushfire, is likely to corrode at a rate similar to that for a galvanised mesh without a PVC coating. It is however difficult to ascertain what this rate may be as it tends to vary according to location, environment, thickness and quality of galvanising, characteristics of the steel and mesh installation conditions and details.</em></p>

        <title>Marcatura CE delle barriere paramassi - mercato e profili di responsabilità</title>

<div xmlns="http://www.w3.org/1999/xhtml"><p>Si fa un grande parlare in questi mesi di barriere paramassi marcate CE, di barriere che non lo sono, di barriere che lo saranno, di barriere che vorrebbero esserlo e non lo saranno mai..... (-:</p>
<p>.....chi non le vuole dice la sua, chi le vuole dice la sua ognuno in sostanza tira l'acqua al proprio mulino.</p>
<p>Prendo spunto da una ultima <span class="asset  asset-generic at-xid-6a00d8341c61c953ef014e5f91e3cc970c"><a href="http://rockfalldefence.typepad.com/files/precisazione_ing_baratononov2010.pdf">nota</a></span> inviata ad <a href="http://www.assoroccia.net/" target="_self">Assoroccia</a> (l'Associazione nazionale costruttori/installatori opere di difesa dalla caduta massi) dall'Ing. Baratono (Servizio Tecnico Centrale) per cercare di valutare la vicenda della marcatura CE secondo due aspetti molto diversi ma a mio avviso da approfondire:</p>
<p><strong>1. Le opportunità di mercato con la marcatura CE:</strong> è evidente che la nota dell'Ing. Baratono a risposta di una richiesta di chiarimenti da parte di Assoroccia dimostra come il mercato (oggi fatto di progettisti, imprese di costruzioni, produttori e PA) non abbia percepito le opportunità che ci sono e ci sarebbero state se la marcatura CE delle barriere paramassi fosse stata vissuta come un modo per sollevare il mercato dal punto di vista tecnico, per sollevare le competenze degli interlocutori di mercato nei confronti dei committenti, per creare sinergie e rinnovamento dell'esistente, come anche ritagliasi la forza di porsi come "sistema" a livello nazionale e internazionale con competenze specifiche (veramene uniche al mondo) piuttosto che rimanere nella mediocrità. A mio avviso, andare in cerca di  mille possibilità per porre una barriera paramassi sul mercato senza  marcatura CE (via ETA) mi sembra una visione miope e basata su considerazioni opportunistiche , anche economiche, ma di breve periodo.</p>
<p><strong>2. I profili di responsabilità di progettisti, imprese e PA sulla scelta o meno di barriere marcate CE: </strong>come evidenziato dall'Ing. Baratono (nella nota sopra citata) i modi per porre sul mercato una barriera idonea all'utilizzo in un determinato Stato membro sono (in un precedente <a href="http://rockfalldefence.typepad.com/rockfall_defence/2010/01/i-nuovi-capitolati-tecnici-delle-barriere-paramassi-dopo-lentrata-in-vigore-delle-norme-tecniche-del.html" target="_self" title="post">post</a> trovate una spiegazione dei termini):</p>
<ul>
<li>Marcatura CE</li>
<li>Certificato di Idoneità Tecnica (CIT)</li>
<li>Principio di Equivalenza da parte della Stazione Appaltante.</li>
</ul>
<p>non sono avvocato e quindi ...mi chiedo se si possano contemplare diversi profili di responsabilità (in caso di danno) del progettista, direttore lavori, impresa o Amministrazione di fronte all'accettazione e/o proposta di una barriera paramassi "verificata" con una delle tre diverse tipologie sopra riportate??</p>
<p>Anche in questo caso a mio avviso sarà il mercato a definire quale strada perrcorrere, saranno i progettisti che sulla base delle loro competenze e nel rispetto delle normative dei rispettivi stati specificheranno i sistemi più idonei per la sicurezza delle persone, saranno le imprese che co-responsabili con la direzione lavori nel proporre il sistema che meglio garantisce i requisti di progetto e soprattutto saranno le PA ad effettuare scelte coerenti con l'obiettivo della messa in sicurezza di una determinata area..... tutto questo forse è solo un sogno.....</p>
<p>Nel complesso per questo settore di mercato (come per altri settori del mercato dei lavori pubblici) il grosso problema è che l'utilizzatore/acquirente (tutti noi cittadini) non decide quali barriere paramssi "acquistare" per proteggersi la strada che porta verso casa.......</p>
<p>....come non ci sogneremo mai di comperare un gioco per i nostri figli che non sia marcato CE non capisco perchè se ne discute così tanto per strutture che proteggono le vite umane.</p>

<p>Nulla si può dire sulla rete che probabilmente non ne poteva proprio nulla nei confronti di una dissessto come quello che si è evidenziato nella fotografia panoramica, ma è certo che l'ancoraggio mi sembra proprio sproporzionato.</p>

<p>In questo caso il freno non ne poteva proprio nulla (come vedete non si è nemmeno mosso) contro la stupidità di chi esegue i lavori in questo modo e di chi li controlla....mettendo a repentaglio la vita delle persone; Perchè ricordiamoci la regoletta:  <strong>ancoraggi corti</strong> = <strong>barriera paramassi che cede</strong>  = <strong>blocco che  finisce sulla sede stradale</strong> = <strong>blocco che  uccide una persona</strong>.</p>
<p>L'ancoraggio in foto (di lunghezza inferiore a 1.0m) non aveva probabilmente nemmeno la capacità di sostenere il peso della struttura e infiatti si è sfilato; non conosco i particolari specifici dell'evento in esame ma comunque è una brutta pubblicità al nostro settore e in generale al senso di civiltà della nostra società.</p>
