Country:

          Afghanistan

This report is produced by OCHA Afghanistan in collaboration with humanitarian partners. It covers the period from 17 to 23 May 2012. The next report will be issued on or around 24 May 2012.

I. HIGHLIGHTS/KEY PRIORITIES

According to the PDMC meeting held on 23 May, there is likely to be another flash floods on Saturday 26 May following the weather forecast which indicate heavy rain fall in Sari Pul and the neighbouring highland areas.

According to WHO, there is an immediate need for a strengthened epidemiological surveillance due to likelihood of outbreak of communicable diseases as a result of contamination or destruction of water sources.

WHO has called for an urgent need to re-establish the operating theatre, pediatric, obstetrics and gynecology wards of the provincial hospital.

Accessibility to the other four flood affected districts still remains a constraint for the humanitarian community to ascertain the overall situation.

Humanitarian assistance is being provided to the affected people as further assessments are being conducted

ANDMA and OCHA are coordinating the response.

I. HIGHLIGHTS/KEY PRIORITIES

• Total 1080 huts belonging to 347 families engulfed by fire in Aurahi VDC of Siraha district on 15 May 2012;

• One confirmed dead and four injured; total 2063 people affected during the incident;

• Relief and support activities on going.

II. Situation Overview

An accidental fire broke out in Aurahi Village Development Committee (VDC) of Siraha district around 1400 hrs on 15 May 2012. According to the DDRC Siraha, total 2063 people from 347 families are affected due to the incident. Total seven people with disability are identified in the affected community. District Disaster Relief Committee (DDRC) decided to provide NRs. 6,000 (NRs 1,000 from District Development Committee and NRs. 5,000 from the local relief fund) to each of the affected families. On 16 May, the Prime Minister visited the affected area and announced to provide NRs. 25,000 to each affected family and requested all humanitarian organizations and individuals to support the affected families.

In the mean time, Ministry of Home Affairs (MoHA) called a meeting yesterday, 17 May 2012 among the humanitarian partners to discuss on the DDRC’s decisions. Based on the request from the DDRC, UNICEF, Save the Children and NRCS committed to provide their support to the affected people.

III. Humanitarian Needs and Response

Security Forces (Nepal Army, Nepal Police and Armed Police Force), NRCS volunteers and local communities worked very hard to control the fire. People from the neighboring communities also supported the security forces as well as the fire brigades from Lahan, Rajbiraj and Janakpur were also involved. DDRC Siraha met on 17 May 2012 at 0800 hrs and came up with the following decisions:

i. As the existing relief items are enough for next few days only, DDRC meeting requests all national and international, private and non-government sectors for further support. Likewise, as there is a need of food support for the next six months, DDRC expecting WFP to coordinate with relevant agencies providing food support for the period;

ii. As temporary shelter is also immediate need of the affected people, DDRC requests Habitat for Humanity and Rural Reconstruction Nepal (RRN) to support the shelter materials including bamboo to the affected families;

iii. DDRC requests UNICEF and Save the Children for Water, Sanitation and Hygiene (WASH) support for the affected population, also requested Save the Children for education kit and UNICEF for hygiene kits;

iv. As there is an immediate need of cooking fuel, DDRC requests District Forest Office and organizations working on forestry sectors to avail firewood for the affected people;

v. There is a need to rehabilitate the fire affected population as soon as possible; hence DDRC requests UN Habitat, Lumanti, Lutheran World Federation (LWF) etc to support reconstructing new housing in the affected area;

vi. DDRC requests UN Field Coordination Office, Biratnagar to provide coordination support with the UN and all national/international non government organizations.

I. FAITS SAILLANTS/PRINCIPALES PRIORITES

Belg/Gu Assessment Update

The multi-agency, multi-sectoral belg season needs assessment is expected to start on 1 June 2012 in Somali Region, and on 8 June in Afar, Amhara, Oromia, SNNP and Tigray Regions. The belg assessment covers the agricultural areas in the central Ethiopian highlands that receive belg (mid-February to May) rains, as well as agro-pastoralist and pastoralist areas in the eastern and southern lowlands that receive gu/ganna/sugum (April to June) rains. Conducted annually, the belg assessment serves as the basis for updating the Humanitarian Requirements Document (HRD) – the national appeal for humanitarian funding – for the second half of the year.

The HRD, meanwhile, provides an overview of the resources needed to support humanitarian response in the areas of food and nutritional assistance, access to basic health care, clean water, improved sanitation and education, and to sustain vulnerable livelihoods through the provision of seeds and tools or animal health and other assistance aimed at enhancing livestock production. The revised HRD is expected to be released in mid-July. Of particular concern in 2012 is the situation in belg-dependent parts of Amhara, central Oromia and SNNPR where the delayed start of the rains – by up to two months – will have negatively affected belg crop production and is likely to contribute to deepening food insecurity amongst the most vulnerable households. The belg assessment is expected to give an updated picture of the situation on the ground.

CRITICAL ISSUES

The CAP objectives can be attained only if funding is provided in an even manner all the sectors participating in the CaP. Consequences of such a funding policy would help prevent indirect humanitarian risks

Lack of funding to Agriculture sector poses a serious threat to comprehensive recovery efforts in the affected counties. Food security would not only positively impact poor indicators in other sector such as Nutrition, education and protection but it also helps build faster the resilience of local communities. In order to achieve this, a reassessment of funding priority and coverage by the donor community is required.

Funding pledges - now at US$ 7 million - need to be speedily materialized to help provide timely assistance and protection to those in need and prevent relapsing into and/or perpetuating vulnerability.
