Heavy rains were observed in western Ethiopia, western South Sudan and Nigeria during the past week.

1) Poorly distributed and significantly below average seasonal rainfall has resulted in deteriorating ground conditions since January. This has negatively impacted crops and livestock throughout many parts of southern Angola and northern Namibia.

2) Since the second dekad of March, little to no rainfall has been received across portions of eastern Angola, and western Zambia. Late season moisture deficits indicate an early departure of the southern Africa monsoon in the region. The poor rains have led to an expected maize crop reduction in parts of southern Zambia.

3) Since the beginning of February, pronounced dry spells and poorly distributed seasonal rainfall have negatively affected parts of the Caprivi Strip region, Zambia, Botswana, Zimbabwe and South Africa.

4) Poor March rainfall and deteriorating soil moisture across parts of Malawi, eastern Zambia, southern Tanzania and northern Mozambique is likely to adversely affect crops in the region.

5) After above-average precipitation was received in January, seasonal rainfall has ceased since mid-February leading to significant ground moisture deficits in northern Mozambique.

6) Despite an increase in rainfall since mid-April, the delayed onset of seasonal rainfall has led to unfavorable ground conditions for northeastern “Belg” producing areas of Ethiopia.

Situation Overview

Refugees in Lebanon are scattered across the country with the largest concentrations of registered refugees living in North Lebanon (50%) and the Bekaa Valley (38%). There are no camps in Lebanon, but most refugees are hosted or living in rented spaces, and 13% live in collective shelters and tented settlements.

The influx of refugees from Syria has put further pressure on resources, including water which is scarce in many parts of Lebanon, and on existing water and sanitation facilities and services. Drinking water supply and sanitation is managed by Water Establishment and by Municipalities, but the capacity of municipalities and other authorities to meet the demand is stretched.

WASH activities are implemented based on needs, however tented settlements, unfinished buildings, collective shelters and host families remain priority for response. Interventions need to be planned with national, regional and municipal authorities, and the priority activities are distribution of filter and upgrading networks to improve water quality, water trucking, installation of water tanks, construction/rehabilitation of latrines, waste management, distribution of hygiene items, hygiene promotion and WASH in Schools.

Operational Highlights

The security situation, had remained largely calm during the month of May. Following recent events, in particular the arrival of an estimated 2,367 Niger citizens and 126 Nigeria citizens from Nigeria , as well as the declaration of a state of emergency in three federal states neighboring Diffa region, UNHCR Niger has dispatched on 17 May a contingency mission to Diffa town and region.

UNHCR is also working in Niger to contain cholera epidemic in refugee camps. Our Response Activities consists in implementing emergency health and sanitation measures, such as increasing the supply of clean water. The affected refugees are being treated in the Cholera Treatment Centres run by Medecins Sans Frontieres (-Suisse).

Cross border movements to/from Somalia and major movements within Gedo, Middle and Lower Juba

After noting a decreasing trend of movements during the past two months (Feb-March), movements in the border regions of Juba and Gedo was noted to have increased from 2,500 in March to 3,080 in April. Among these, 77% crossed the border from Kenya (2,100) and 270 from Ethiopia. The other 24% moved within the border region due to insecurity (127), lack of livelihood (358) and IDP returnees (225). The main reasons for moving to Somalia include the improving security situation in places of origin, insecurity and inadequate humanitarian support in the camps. Many are returning back to camps after the planting season.

Numerical Weather Prediction (NWP) of Bangladesh Meteorological Department (BMD) indicated rainfall prediction Maps for next 3 days.

In next three days (22, 23 & 24 May 2013) there is probability continuation of moderate to heavy rainfall in places of the North East, Central and South East regions of Bangladesh. Also possibility of rainfall in the upper catchment. The Water Level in the Rivers of the Regions are in Rising Trend and next three days this will continue, which may cause flooding situation, at Sylhet, Sunamgonj, Moulvibazar, Habigonj, Brahmanbaria, Comilla, Feni and Chittagong districts.
