FINALLY: LTFRB asks UBER to pay discounted ₱190 Million to lift the remaining 2 weeks Suspension

The LTFRB late Friday night (25th August 2017) announced granting Uber’s appeal to lift the one-month suspension and pay instead a fine to make up for repeatedly violating the regulatory body’s order not to accept new drivers.

Rejecting the suggestion of the Kilusan sa Pagbabago ng Industriya ng Transportasyon (KAPIT) chairman Vigor Mendoza II that UBER should pay ₱6 Billion pesos, LTFRB finally decided a discounted amount that UBER should pay to lift the remaining 2 weeks of suspension.

“The Board thus rule to grant the prayer of respondent (Uber) to lift the suspension imposed in its order of 14 August 2017; in lieu thereof, imposes a fine of ₱190 million Philippine pesos,” the order, signed August 25, 2017, read.

In addition to the fine, Uber was told to remit ₱20 million as assistance to its 36,367 transport vehicle network service (TNVS) operators who were active in the last 28 days before the suspension order was issued. The ride-sharing company should show the LTFRB a certification from its depository bank as proof of its compliance.

“The lifting of suspension will depend on the payment of fine and remittance of financial assistance,” LTFRB spokesperson Aileen Lizada told reporters in a text message..

Lizada said the ₱190 million fines was based on the average ₱7-10 million Uber earns from its 150,000 ridership per day, multiplied by the remaining days of suspension which was supposed to be effective until September 14, 2017.

After facing off with LTFRB officials in a dialogue at the Senate, Uber on August 17, 2017 filed an appeal to the LTFRB to revoke its suspension, proposing that it pays a fine of greater amount than the ₱5 million earlier imposed on it for continuing to accept and activate TNVS operators under its platform despite the July 26, 2016 moratorium.

The regulator halted Uber’s operations for a month from Aug. 14, 2017 for disregarding a directive to stop accepting new driver applications.

Uber, which said it did not process those applications, later told the LTFRB it could pay a fine of ₱10 million Philippine pesos to get the suspension lifted.

The Uber freeze has attracted public attention because many Philippine commuters regard the ride hailing app as more reliable and competitive than mainstream transport services (TAXIs).

Uber recently said it had nearly 67,000 Philippine drivers.

The dispute with the Philippine regulator is the latest setback this year to Uber (USA based firm), a firm valued at more than $60 billion US Dollars.

Its Philippines suspension caused a spike in demand for rival Grab, and long queues near offices and malls and some disgruntlement about reverting to using regular taxis.

Philippine Senator Grace Poe, a prominent advocate for improving transport services, tried to bring Uber and LTFRB officials together to work out a compromise. An executive of Uber apologized for its "misunderstanding".

Poe on Friday said the hefty fine should "make Uber rethink its actions and re-evaluate its strategy in testing the extent of government regulations."

The LTFRB last year suspended applications for ride-share operators, to work out how best to regulate the industry. It said Uber was "irresponsible" for challenging that order.

Cabinet secretary: Duterte approves national broadband program

President Rodrigo Duterte gave the go signal for a national broadband program, Agriculture Secretary Manny Piñol announced.

The approval came during latest Cabinet meeting, after Information and Communications Technology Secretary Rodolfo Salalima gave his presentation.

"President Rody Duterte has approved the establishment of a National Government Portal and a National Broadband Plan during the 13th Cabinet Meeting in Malacañang today," Piñol shared on Facebook during the meeting.

Piñol quoted Duterte as saying he would like DICT "to develop a national broadband plan to accelerate the deployment of fiber optics cables and wireless technologies to improve internet speed."

Salalima promised last year that 2017 would mark faster Internet for social media-loving Filipinos.

In November, DICT proposed setting up a national broadband network that would primarily cater to rural areas. The project, which could cost as much as P200 billion, was estimated to take three years to complete.

It is still unclear if this is the exact plan that Duterte approved.

Bitcoin prices hits higher than Gold

Bitcoin traders remain optimistic that the digital currency's price will increase, even as it continues to reach new all-time highs.

A perfect sign of this bullish sentiment is the recent increase in trading volume, a development that helps illustrate the strength of bitcoin's current, upward trend.

Bitcoin's 24-hour trading volume surpassed $365m today, more than 150% higher than the session low of close to $140m attained 1st March and more than 200% above the figure of roughly $110m reached 27th February, CoinMarketCap figures reveal.

Bitcoin's price has repeatedly set new record highs over the last several sessions, rising to a fresh record of $1,284.33 today, according to the CoinDesk Bitcoin Price Index (BPI).

The digital currency's price has been following this trend since 23rd February, when they broke through the previous record of $1,156.89 set in November 2013.

At the time of report, bitcoin prices had retreated slightly, falling to $1,259.59, BPI figures show.

Long data

Another strong indicator of the market's bullish nature is long-short data. Bitfinex's market for BTC/USD trading has been heavily long today, BFX Data reveals.

When measured in terms of long and short exposure, this currency pair has fluctuated between roughly 66% and 75% long during the session, pointing to the optimism that traders have about bitcoin's future price gains.

They will be made in one size, with a “band adjustment feature,” the company says.

“All data will be kept anonymous but users will have the option to share their recent data with friends, or, indeed the world,” British Condoms says. “You will be able to anonymously access stats that you can compare with i.Con users worldwide.”

The recent upswing is possibly being driven by the upcoming decision on bitcoin ETF by the US Securities and Exchange Commission (SEC). Traders seem to be largely bullish on the bitcoin ETF getting the approval, CoinDesk reported. The SEC has until March 11,2017 to approve or disapprove the ETF.

According to Bloomberg, President Trump’s policy uncertainties might be the reason behind the recent rally. It explains that investors are looking to hedge against potential global uncertainty in the wake of President Trump’s policies and are speculating relaxation of digital currency regulations under his leadership.

On the upside, the pair will now run into resistance at 1245 (127.2% retracement of 1139.89 and 751.34) and a break above would see it testing 1280 (113% extension of 751.34 and 12.20)/1347.

Momentum studies remain bullish. Any dips could be taken as an opportunity to go long. However, caution is advised as RSI and stochs are in the overbought zone.

On the flipside, support is seen at 1200 (psychological) any violation would drag it to 1140 (trend line joining 941.81 and 1074.69)/ 1115 (5-DMA). A break below 5-DMA could see further weakness in the pair.

Over the past few years, Paul Krugman, “economist” and University of New York professor, continuously criticized Bitcoin and its decentralized nature, describing it as an anti-social network because it does not depend on a state-owned or controlled money supply.

To start with, Bitcoin can be perceived as an abstract financial and technological concept within the traditional frame of Economics and Finance. The Bitcoin network represents the potential of peer-to-peer and open financial networks that eliminate the necessity of the third party institutions or governing entities in order to efficiently facilitate payments between users in a practical ecosystem.

Conventional “economists” such as Krugman have been introduced to state-owned, controlled and manipulated currencies, assets and stores of value for an immense period of time that they often struggle to understand the necessity of digital currencies like Bitcoin.

In his blog he writes:

“At the end of 2013, I wrote a post titled “Bitcoin is evil,” riffing off Charlie Stross’s “Why I want Bitcoin to die in a fire.” Charlie and I both keyed in on the obvious ideological agenda: Bitcoin fever was and is intimately tied up with libertarian anti-government fantasies.”

“Bitcoin is antisocial” because “it is not state-owned” - wait, what?

The “Bitcoin is antisocial” argument has been the core of Krugman’s criticisms against the cryptocurrency. Ironically, however, Bitcoin has demonstrated the highest level of user freedom, as it relies on a peer-to-peer protocol as its foundation.

Another ridiculous statement of Krugman that he frequently pushes in mainstream media outlets such as the New York Times, for example, is that “Bitcoin is not state-owned,” which misleads users and investors on the primary purpose of Bitcoin. Basically, he says that Bitcoin was created to weaken the global banking system.

Well, seriously? In 2009, Bitcoin was introduced with the sole purpose of providing financial freedom, sovereignty and independence to users. So far, it has succeeded in offering an unprecedented level of financial freedom to the general population, proving that financial networks can exist without the involvement of governments and the existence of authority.

Governments abuse the power over the cash-based monetary system

Bitcoin serves as evidence that peer-to-peer networks can exist and that users are responsible enough to lead a peer-to-peer protocol in a civilized manner.

The global financial system utilizes cash as its basis. Banking systems and financial services are deployed on top of the monetary framework, offering digitalized methods of transacting cash. The role of the government within a cash-based monetary system is to provide enough supply of physical cash to support the economy.

Governments have abused this power over the cash-based monetary system to print fiat money at their demand. Termed as “quantitative easing,” central banks print a certain amount of cash and distribute that among banks. While governments claim that this new set of printed money ends up at the bottom of the economy, in actuality, billions of dollars created on an annual basis are sprinkled on top of the economy for top-tier organizations and financial institutions.

Bitcoin has proved that a state-owned money supply is redundant and unnecessary. In a social network, a peer-to-peer protocol like Bitcoin, each individual plays a role in maintaining an autonomous financial network.

SMART Buddy Unlimited limits

I used to try every promotional tactics of the two giant telecommunications networks in the Philippines; the Globe Telecom and SMART Communications and of course promotion like unlimited calls and unlimited text really works even though there are lies beyond its implementations. This is the way how they could increase their sales but the National Telecommunication Commissions (NTC) seems to be blind for their techno-lies beyond its promotions. Many cases happened that consumers complain about the delay of the text messages for almost 5 hours, or error and wrong switching in the unlicalls like calling “John” but “Peter” could receive the call instead of John. Other person will get a wrong call for the exact number dialed.

Cases above is very usual and consumers already tired of making complaints but the giant communications seems so deaf about consumer’s dilemma. I would not have to think that this is just meant for incapability of the communication network to provide a better service because I know they are capable only they used this as tactics to limit the users of enjoying the unlimited promotions.

I tried the Smart communications recent talk100 promo and earned a very low satisfaction of the services. Though it says to be unlimited call but Smart communications limits it.

Common issues arises from the consumers are;

1. It’s very hard to get connected. When you dial a number using the code *6400 + 11 digits it will take time to get connected for the network don’t have enough capacity to handle many calls. Usual reply is "All lines are busy now, please try your call later” or “network busy”. Out of 15 dial made, 14 is failure and 1 is success. Think of it how hard to get connected.

2. The promo is unlimited 24/7 but the services will stop from 5:00 PM to 10:00 PM. (services for TalkPlus promo). Not only me encountered this problem but many of the users raise this problem to the Smart communications but they were not able to solve the problem. I tried to talk with their customer service representative and promised to do something but the problem persists until next day so I decided to stop using the talk100 promo.

3. The signal is not so good. Many cases that other parties are complaining because the sounds like a robot or a very choppy and uncomprehendable conversation.

This Smart Communications Talk100 promo is a big failure that would destroy the image of Smart communications because they could not able to give the full services to the consumers as stated in their ads. Smart Communications lies?

Mobile Voice Vs. Mobile Internet

Siavash Alamouti has stated that mobile broadband needs to evolve from its current primitive state (a packet overlay of a cellular TDM network), to a wireless broadband network that can accommodate much higher bandwidth per user and overall traffic capacity. A network optimized for mobile voice cannot be "upgraded" to handle high numbers of high bandwidth mobile Internet users that access rich multi-media content or are uploading/ downloading large video and multi-media files.

The following graphic depicts the mismatch between requirements of today's voice oriented mobile networks and tomorrow's mobile broadband Internet.

To achieve acceptable service levels, more spectrum is needed along with higher capacity backhaul and a different network architecture. Alamouti believes that the mobile Internet requires a technology revolution to accommodate multi-Mbps subscriber connections from many simultaneous users. Clearly, the more bandwidth available per user, the more people benefit from the mobile internet, assuming of course that the service is reasonably priced (which it's not on 3G networks).

To obtain a low cost per bit, a much higher level of spectrum efficiency is needed than can be achieved by 3G or 3.5G networks. All operators are now in agreement that 4G networks will be characterized by OFDM, MIMO, and all IP architecture. Mobile WiMAX has these features now; LTE will once it's deployed. Here's an illustration of the timeline envisioned for the mobile broadband Internet to be realized:

New 4G Applications & Services Attract More Subscribers

Here are some examples of new innovative mobile Internet applications and value added services (mobile network providers collaborating with application service providers):

- A smart camera uploads photos to FLICKR via a mobile broadband network just after the photos are taken. FLICKR then manages the on-line photo album for designated friends or family members that were permitted access. The mobile network operator and FLICKR would share revenue equitably so that pricing would be attractive to the subscriber.

- Location Based Service (LBS) combined with GPS. In this scenario, a subscriber searches the Internet for a leather jacket. The Mobile Internet Device (MID) advertises its location to retail merchants that stock that type of garment. Retail merchants receiving the broadcasted message have previously agreed to a revenue sharing arrangement with the mobile network operator. The merchants nearby that have the garment in stock are seen on the MID's display in order of closest distance.

- A pager messenger service. In this case, the network maintains a list of the people permitted to send electronic messages to a mobile subscriber. When any of those people send a message to the subscriber, the network "wakes up" the MID and displays the message title, providing a richer service than SMS with more efficiency than contemporary Internet services using Yahoo Messenger on a MID.

- Subscription based mobile video. A user interested in a particular news program or TV channel subscribes via the mobile operator, who guarantees QOS for that channel or program.

These are only some obvious examples, with many other applications and value added services that haven't even been conceived. According to Siavash, once the mobile Internet is enabled, these applications will become pervasive.

Major Performance & Feature Upgrades Require New 4G Technologies

Siavash lists the following key performance characteristics and features for 4G networks:

- Higher peak rates and average sector throughput
- Lower access and handover latency (<10> 4x better cell edge throughput)
- Higher mobility (up to 500 km/hr)
- Better coverage area with no signal drop- outs
- Larger VoIP capacity
- Enhanced broadcast and multicast services
- Enhanced location based services
- Deployment flexibility

Technology Enablers for the Mobile Internet include:

- Higher order single and multi user MIMO Techniques (4x4)
- Integrated Relay
- Interference management
- Standards-based techniques for multi-radio coexistence
- Multi-carrier (multi-channel) support
- Self organization and optimization, AKA as Self Organizing Networks (SON)

While most of these technology enablers are well beyond the scope and depth of this article, we'll briefly describe a few of them.

1. Interference Problem

Mobile WiMAX and other mobile broadband technologies support single frequency reuse throughout a given geographical area. All cells/sectors operate on one frequency channel to maximize spectrum utilization. There is often heavy interference in common frequency reuse, resulting in users at the cell edge to suffer from low connection quality. High power interferers characterize the Downlink (DL), with a limited number of interferers, e.g. maximum of eight in the IEEE 802.16m draft standard. Interference estimation- using DL preambles - may be an effective control mechanism. There are more potential interferers on the Uplink (UL) - on the order of 100s. These are low power interferers, where interference estimation is harder and must be dynamic.

2. Multi-radio co-existence

A wide variety of different radio types may exist in a given geographical area and these must co-exist without interfering with one another. This is depicted in the graphic below:

3. Multi-carrier support

Network operators have spectrum in different frequency bands with different bandwidths. Next generation broadband wireless systems should provide flexibility to aggregate physically non-contiguous and non-uniform channels into a single radio bearer channel. This will aid in achieving efficient use of spectrum and incremental scaling of the system bandwidth. The resulting system bandwidth would no longer be limited by the size of a single radio channel. The figure below illustrates what layers and protocols are needed to achieve multi-carrier support:

4. Self Organization and Optimization

In addition to the visible features and technology upgrades required for 4G, Siavash sees several internal network control mechanisms that will be required. These will not likely be subject to standardization, but will have to be worked out between the mobile operator and network infrastructure equipment vendors. He says 4G networks should support:

- Real plug and play installation of network nodes
- Self-configuration of the initial installation, including the update of neighbor nodes and neighbor cells
- Fast reconfiguration and compensation in failure cases
- Support automated or autonomous optimization of network performance
- Self-optimization of service availability, QoS, network efficiency and throughput

Is LTE the Holy Grail?

With the cellular industry now strongly backing LTE, Siavash asserts that LTE is a positive development but the timing is too late. He believes the cellular industry is using LTE as a way of slowing down Mobile WiMAX and is not committed to providing the capabilities of the technology near-term - even the name itself is an indication. How can we expect a technology called "Long-Term" be available in short-term? Would you deposit your savings in a long-term account when you know you need to access it today? Of course not! That is why the Mobile WiMAX industry is not stopping its work and waiting for LTE. As a result, Siavash believes that LTE will be much "Longer Term" for deployment than most pundits expect.

Another important issue is that LTE is not an Evolution, but rather a "forklift upgrade" - with a new RAN, new Base Stations, new backhaul, new packet core, new network management equipment, and new spectrum all required for deployment. Mobile operators are spending billions of dollars on HSPA development today and it is unlikely that they will start investing in new spectrum and infrastructure to deploy LTE in the near future. With the exception of Verizon in the US, there are no firm dates given by mobile operators on availability of LTE services - and Verizon's end of 2010 date is for fixed LTE service- not for mobile LTE deployment.

LTE modem pricing may also be an issue, if one extrapolates from already expensive 3G modem pricing. 3G-HSPA modems are priced two to three times higher than a Mobile WiMAX modems, but only deliver a peak rate of 14 M bit/sec vs. 40 M bit/sec for WiMAX. (HSPA's average throughput per sector was said to be 3-5 Mbit/sec by Alamouti). With LTE offering much higher peak rates than 3G, LTE modems will likely cost quite a bit more and therefore will be unaffordable for many potential mobile Internet subscribers.

The cellular industry has always underestimated future data rate requirement. That's why 3G only targeted 100's of Kbits/sec data rate. "It's a stagnant view of user demand for mobile broadband," says Siavash.

Conclusions

Alamouti states, "As necessity is the mother of invention, WiMAX is the father of LTE." Mobile WiMAX is the first deployable wireless broadband technology based on OFDMA and MIMO. It also features a flat, all IP networks that includes technology ingredients to enable a new service paradigms and business models for truly open Internet. He believes the cellular industry has not delivered to the pent up consumer demand for mobile Internet. "We require a short-term revolution not a long-term evolution". He believes the battle between radio technologies need to end and the industry needs to bring affordable Internet access to the consumer in order to stimulate the economy globally.

Siavash asks, "Mobile WiMAX is available today, why not use it"? He concludes, "When LTE becomes available, Intel will definitely embrace it, but we will not wait for that at the expense of WiMAX since this will only delay mobile Internet further into the future."

This year, there has been a large increase in the number of legitimate websites infected by a so-called "iframe" threat - a type of malicious script.

Several prominent websites have come under attack from hackers who have modified the underlying code so that malware can be distributed to unsuspecting users who visit the site. When a user visits an infected site, an invisible connection is established to a remote server, which can then attempt to install malware on the user's computer. The intention could be to generate spam, or possibly something more sinister, such as stealing personal information e.g. bank account or credit card details.

In 2008, several high-profile websites were targeted, including USA Today, ABC News, Target and Wal-Mart and simply visiting one of these infected websites could have resulted in the user's computer being infected. More recently, a number of websites have been detected by avast! as being infected by a malicious script called "HTML:Iframe-inf". Among the websites affected are a number of Government sites in the US, including the United States Forest Service, the US International Trade Commission and the websites of several embassies around the world. Many popular travel and recreational websites have also been compromised.

avast! antivirus will detect and block access to any website that is infected by this threat and will display a warning that a virus has been detected. If avast! displays this warning, you should discontinue your attempt to connect to that particular website and either report the infection to the relevant party so that it can be removed, or post a message on the avast! forum in the section Viruses and Worms so that it can be investigated to determine whether the website is really infected. Do not ignore this warning, even if you believe the website to be a reputable one - the recent attacks prove that no websites are immune to infection.

Thanks to one of our regular forum users who reported the infection to the organization concerned, the website of the US International Trade Commission was quickly repaired and the infection removed, however, potentially, many more websites remain infected.

To minimize the risk of falling victim to such an attack from this, and other similar threats, it is essential that your antivirus software is kept up-to-date. We recommend that your avast! antivirus is set to update itself automatically, or alternatively, that you perform regular manual updates, ideally daily.

Globe Broadband tattoo (recent review), Stick performance is a messed

I supposed to purchase 1 globe broadband tattoo stick recently but I have changed my mind after testing the product. I been to Victory Mall Caloocan City last 3 weeks were I am looking for any GLOBE Telecom Satellite office to inquire about Globe Broadband Tattoo and to reload also my G-Cash but it wasn’t there fortunately, I found a booth in the first floor of that Victory Mall with Globe Logo and yeah they are a temporary information center for Globe Broadband Tattoo Stick, where they would be gonna having a satellite office soon in that area.

I have my ASUS notebook with me and my Nokia N73 mobile phone then try to connect to the internet using my phone with Bluetooth connection to my ASUS notebook. The purpose is to compare the speed of connection between my mobile phone as a modem with the GLOBE Broadband tattoo stick performance. It’s a big surprised that even in that place with almost zero signal; I got a 3 bars signal for Globe but the Globe representative using his Iphone has only 1 bar signal. Anyway, many mobile phone competitors with Nokia and its quality are always second to none.

Now, while testing using my Nokia N73 phone, we test the speed and I got a 3G level speed connetion. So I disconnect my phone then install their Globe Broadband tattoo stick to see the speed connection. At that point I found out that the Globe Broadband tattoo is not really reliable even compare to my Nokia N73 phone. It got only a GPRS signal and very slow connection speed of 10 to 11Kbps compare to my phone which reached up to 80 to 115 Kbps. If you will imagine, I am using Nokia N73 as a modem using its Bluetooth connection to my ASUS notebook, so it is wireless which my N73 Phone is just in my gadget bag compare with the Globe broadband tattoo stick which is really plugged in to my Notebook.

The test result is a messed! I will not recommend it to you guys except if you will be staying near their communication satellite to get a 3G signal, or else, you are just wasting your money for P 5.00 peso per 15 minute and you could not even open your yahoo mail. Shall I call it Globe GPRS Tattoo instead of Globe Broadband tattoo? Maybe yes! Because its performance is not a broadband but a shortband GPRS.

This is not an “ADS”. This is a purely product review so that my fellow consumers might know the best thing in mobile phones.

As we could see, Philippines is really unique among nations of the world because we are composed of 7,100 island. We are absolutely tropical country of the SEA (South-East Asia), a paradise structure of land, a perfect climate for human to live, rich of natural but undeveloped resources, great beaches either developed or virgin beaches and a lot of places, islet, and island to travel.

Since form the bomb like explosion of the wireless mobile phones in the late 90’s and early 20’s, Nokia jumped to be the number 1 mobile phone in the Philippines. Nokia leap behind Motorola, Philips, Siemens and other mobile phone which I have tried them all.

I had been in Iligan City, Philippines for my summer visit to the wonderful “Twin Maria Christina Falls” carrying my mobile phones with me and with some of my cyber friends which I met online before my travel date. Maria Christina falls is just a few kilometers away from Iligan City but before we reached to the vicinity area, my friends wonder why their Motorola, their Siemens and Philips doesn’t have Communication signal at all. I used Asus phone, Nokia 3350 and N73 with my extra N 7610i for my other Network that time, we have the same network but I got 3 level network signals.

So for other travelers like me, I would recommend Nokia Mobile phones. Their quality is really “great”. Yeah actually it is not the only occasion were I tried the quality of Nokia Mobile phones but many times including internet using mobile phone.

SMART Buddy SIM is really a real buddy!

Do you need a faithful buddy? Then I have it here for you the SMART Buddy SIM. It’s about 2 years I been going with this buddy and he don’t really desert me, anytime, anywhere and everywhere. Sometimes my budget is really stiff so I need to leave my phone empty of credit (load) for 3 months but the good SMART Philippines is so nice. My SIM is still activated. So my buddy is always with me until now.

I only maintain him by feeding a pasa load credits (load) for 10 or reload like 20 or 30 sometimes once or twice in a month but it is still alive and never been demanding that he is hungry. See? That’s what SMART Buddy SIM to serve his Boss. A buddy, a servant and a protector because he is very close to me when I need help from the authorities.

I hope SMART will never change this system so my buddy will be my SMART SIM-buddy forever.
