To attain PhilHealth's mandate to enroll all Filipinos to the NHIP and in response to the Aquino Health Agenda on Universal Health Care, the Corporation is launching the Electronic Registration System to provide convenience and option for enrollment of an individual in the NHIP.

The facility is a web-based application and will be available to the public at no cost. This will cater to individual transactions and accommodate registration via internet as Individually Paying Member (IPM), Overseas Filipino Worker (OFW), Lifetime Member and Employed Member.

All enrollees must have their own e-mail address. They may opt to submit the necessary documentary requirements online or via postal mail. The application will be processed only upon receipt of the documentary requirements.

The PhilHealth Identification Number (PIN) will be sent through email and shall be used for all PhilHealth transactions.

Interested enrollees may visit PhilHealth's official website at https://eregister.philhealth.gov.ph The Electronic Registration System will be available starting March 1, 2012.

Bancnet, Inc. is Now PhilHealth-Accredited

Bancnet Inc. was accredited as collecting agent of PhilHealth effective March 10, 2011. It is the first and the largest Automated Teller Machine Consortium (ATM), and is the first multi-channel electronic payment network in the country.

Employers in the government and private sectors may now pay their premium contributions through Bancnet's Electronic Payment Facility (EPF) in the following Bancnet Employer Depository Member Banks:

Employers to Submit Softcopy Reports

In order to expedite and ensure prompt posting of the National Health Insurance premiums, PhilHealth will require employer to submit their Employer Remittance Report (RF1) in soft copy format. RF1 is a monthly report required by PhilHealth containing the information of contributions by an employer for its employees.

An employer is primarily mandated to register its entity and all its employees to PhilHealth. Also, a corresponding 50 percent premium contribution of their employees must be deducted from their monthly salary and remit the same to PhilHealth together with its 50 percent counterpart. The monthly contribution of every employee varies and is based from PhilHealth’s Salary Contribution Schedule. Upon employment, an employee is guaranteed of Philhealth benefits unless its employer fails to deduct and remit its premium contribution. Part of its obligations also is to report the newly hired and those employees who are separated/terminated from service.

In Region 6, there are 1,305 government employers and 18,150 private employers registered with PhilHealth. Of which, there are about 219 thousand who are privately employed and around 100 thousand who are working in government service.

PhilHealth issues a unique PhilHealth Employer Number (PEN) to every employer registered with the Corporation. On the other hand, each employee is also issued with a PhilHealth Identification Number (PIN) as proof of their membership.

An employer is in good standing when it incurs no violation of PhilHealth policies. However, if an employer is delinquent either non-remitting/under remitting or non-reporting is subject to legal action.

Recently, PhilHealth recognizes employers for their exemplary performance in terms of prompt & correct remitting and reporting of PhilHealth contributions. Every year, Philhealth also gives out Certificate of Good Payment Standing (GPS), a qualified document which serves as a requirement during application for renewal of business permit/license by the Local Government Units.

The new requirement will take effect on July 2010 and is strictly required to employers with more than 10 employees as enshrined by Philhealth Circular No. 2, s 2010. PhilHealth has been conducting training/seminar on the use of softcopy RF1 reporting. (Larry T. Tabsing)
