This post presents Dual Currency as a means to bridge the gap between the ideals of Capitalism and Communism.

Capitalism is fuelled by competition. It contributes greatly to increasing frontiers of art, science & technology more than does Communism. It contributes to advances in health sciences that saves thousands of lives on the one hand, to weapons of mass destruction that could snuff out millions of lives in an instant on the other hand. The fruits of these "advancements" - monetary gains - lies in the most part with a small percentage of the population who are "worth" billions of dollars while a larger percentage of the population suffer from poverty, hunger and even starvation. In between, the majority of the population support this system as it offers them an opportunity to dream of becoming rich - and some do. Capitalism is more natural than Communism as Capitalism is the civilized form of the evolutionary "Survival of the fittest".

Communism is driven by an altruistic ideology: From each according to their ability and to each according to their need. It is a noble idea that has largely failed. Even at the peak of communism those with greater ability were given much more than those who were in need. It is an unnatural system that cannot be sustained in a democracy and has to be dictated by an authoritative regime to a point where Communism is associated more with authoritarianism than its altruistic ideal of "from each according to his ability and to each according to his need".

Is it possible to encourage Capitalistic competition while supporting those in need as espoused by Communism within a democratic system? The answer is yes. Even in the capitalistic system people are not just self centered. People are also philanthropic. Billionaires give millions of dollars to their favourite charities feeling pleased with themselves as indeed do average people giving small change to a homeless person. The common problem with both Capitalism and Communism is the single currency that both those who are able and those who are in need have to compete for.

The answer is a dual currency: One currency that is reserved for those who are in need and unable to compete and another currency for those who are able to compete. One currency for the very basics of human life protected from competition; and another currency that is reserved for advancement beyond the basics, powered by competition. These currencies, albeit of the same denomination can be distinguished from each other by colour, texture, form or by some other physical attribute(s). These currencies should be insulated from each other for the most part while being exchangeable at well thought of and defined points. The two currencies should have separate purposes, usage and governance as described below.

Purpose:

Each of these currencies have a purpose. For simplicity let's call the first currency the "Staple Currency" and the second the "Advanced Currency" where Currency could be Dollar, Euro or any other currency.

The purpose of the Staple Currency is to ensure every citizen has the health, food, clothing & shelter enough to uplift each individual to go beyond "How can I feed & shelter myself and my family tomorrow" to "How can I and my family move ahead in life tomorrow?"

The purpose of the Advanced Currency is to enable every citizen to move forward, those who today are affluent and others freed by the Staple Currency so they do not have to think about "How can I feed & shelter myself and my family tomorrow" to advance themselves, their families and their society to higher points, competing with each other to excel and achieve to the highest of their potential.

Usage

The Staple Currency is not earned but is granted to every citizen from the wealthiest to the poorest equally. Thus the wealthiest person in a country is not denied anything that the poorest is granted. The Staple Currency guarantees every individual a platform from which they can seek employment or self-employment (entrepreneurship) to gain Advanced Dollars. If an individual does not need this currency granted to them they can donate it or return it so it can be used by someone who is in need of the basics. This currency cannot be used to generate income such as interest in a bank.

The Advanced Currency on the other hand is only earned and can be used in every way the currency is used today, except it cannot be used to purchase commodities reserved for the staple currency. Unlike the Staple Currency it can be put in the bank to gain interest, used to buy stocks or bonds, used to buy luxury items (items not reserved for the staple currency), etc.

For purposes of simplicity we will refer to this currency as the Dollar in the rest of this post. The same would apply to any other currency whether Euro, Yen, Rupee, or any other currency.

Insulation:

The two currencies should be insulated from each other by law. Cheap, healthy grains such as brown rice, oats, natural cow/goat milk, lowest priced cuts of meat, cheap mass produced clothing should be purchasable only using the unearned "Staple Dollar" given to every citizen from the poorest to the wealthiest. The wealthy cannot purchase any more of these staple items than the poorest because they only have the same amount of staple dollars that are not convertible with the Advanced Dollars they possess.

On the other hand the Staple Dollar cannot be used to generate income or to purchase items not reserved for the Staple Dollar (to protect the Staple Dollar from misuse).

Conversion between Staple and Advanced currencies:

There are circumstances where exchanges between Staple and Advanced currencies/goods are necessary. For example a farmer producing an abundance of staple crop or dairy products cannot be paid exclusively in staple currency. This is one example where an exchange between Staple Currency/Products and Advanced Currency makes sense. There are many, many more that cannot be covered within this post.

Conclusion:

Communism has largely failed while Capitalism is under stress as evidenced by the "Occupy" movements. Dual currency may be the answer allowing the ideals of both Capitalism and Communism to thrive in a Democracy.

Many democratic governments particularly those in the west use every opportunity they get to support, sometimes even militarily, the formation of democracies in other lands. Take for example Libya: France was among the leading countries on UN resolution 1973. It was the first country to fire on Libyan forces in support of the Libyan rebels in Bengazi. Yet when migrants from Tunisia and Libya attempted to enter France, France was quick to stop them at the border and call for changing the Schengen border agreement which allows freedom of movement across 25 European countries.

So what are France and other democratic countries striving for? True democracy with liberty, equality and fraternity for all? Or are they striving for a democratic zoo with democracy in cages?

If true democracy is to be achieved. If all people are to enjoy liberty, equality and fraternity everywhere on earth, what is required is a democratic World Government elected directly by all people of earth, for all people of earth.

The dialectic process is when two or more people with different points of view have an intelligent discussion arriving at an intelligent conclusion. This process continues when this conclusion is challenged by another point of view arriving at a new conclusion, and so on and so forth. Hegelian dialectic describes this process as a thought or idea (thesis) meeting another thought or idea (anti-thesis) to form a new thought or idea (synthesis). This synthesis meets another thought or idea to form a new synthesis, and so the process goes. The dialectic process works well in an ivory tower but real life is different.

In real life not too many people have the luxury of having dialectical discussions with others all the time. Yet everyone is subjected to different ideas (theses and antitheses) on a daily basis with these ideas coming from sources such as print, radio and television - sources one cannot have a discussion with. As described in the post "Reading another's mind" these thoughts react not only with each other but also with the individual's emotions to form the synthesis. Logically a set of theses should arrive at at the same synthesis but when the individuals' emotions are factored in an Alter Dialectic process the syntheses are different, although it is the same amongst people who share the same emotions.

Communism and Democracy both espouse egalitarianism. Yet Alter Dialectic brought on the Cold War which saw the World at the precipice of nuclear war. It is Alter Dialectic that causes the Taliban of Afghanistan and Pakistan, the Maoists of India and most other insurgents to act the way they do.

Understanding the Alter Dialectic and the Parrallelogram Law as described in "Reading another's mind" is essential to understanding others and working together to form a new world.

So what is Egalitocracy?

The French and American Revolutions ended in Democracies while the Russian and Chinese Revolutions ended in Communism. They had one thing in common. A vision to establish a government that is egalitarian with fairness and justice for all citizens.

There is a wave of revolution sweeping across the Arab world. In Tunisia, Egypt, Libya and Yemen the fight is to replace the current government (head of state, constitution, and all) while in Bahrain, Oman, Jordan and Morocco the revolution does not include toppling the heads of state. What is common to all these Arab Revolutions? A vision of a government that is fair and just to all citizens. An egalitarian government.

So what is an Egalitocracy? It is a government that, regardless of whether it is democratic, communist, theocractic or a monarchy, is a government that rules all its citizens with fairness and justice, with liberty, equality and fraternity for all.

Note: Since this post was originally written the revolutions in Bahrain & Syria for example that originally demanded reform within their established systems have turned to the overthrow of their heads of state as those heads of states lost the trust of their people.

The people of Tunisia and Egypt have freed themselves of the shackles of their dictators. These brave, knowledgeable and mature people powered by the internet generation who have freed themselves from the subjugation of one regime are not going to submit themselves to the subjugation of any other dictatorial or fundamentalist regime. At the cost of lives - which could have been their own - millions of arabs have busted the western myth they could fall prey and become minions of fundamentalist Islamic leaders.

As more arab dictatorial regimes fall or transform and as liberty, equality and fraternity spreads in the arab world, Israel will become increasingly the "democracy" in the middle east without liberty, equality and fraternity. The pressure for Israel to change will increase both internally and externally. Perhaps inspired by the tribes of Libya, Muslims & Copts of Egypt, Shia and Sunnis of Bahrain, and the rest of the arab world, the Internet generation of Israel - Jew, Muslim & Christian - will bring about similar change to Israel.

To work properly the Ballot Box relies on a system behind it, typically local government. The system works properly when there is a government kept honest by independent legislature, judiciary and media. However, when the Executive, a Head of State, gains control over the legislature, judiciary and the media, elections via the ballot box only serve to legitimize an illegitimate government. History has shown this to be true in many countries. When the votes in the ballot box have been hijacked by a corrupt government, not only are people from outside the country fooled, but also the people who have cast a vote are trapped by the published results.

While street protests have toppled governments, most recently in Egypt and Tunisia, they are not a substitute for fair elections. Take Egypt for example; even if one estimates the number of people who voted with their feet at 500,000 this would represent about a half percent of Egypt's population. What about the other 99.5 percent? Without a fair ballot no one knows for sure what the majority wanted.

Since even protests by hundreds of thousands of people can only represent a small fraction of the populace, governments such as Burma and Iran which have the army on their side can claim it is not representative of the majority and ruthlessly put down street protests to retain their power and subjugation of their people.

If people like the Burmese Military Junta, Gbagbo of the Ivory Coast or others like Egypt's Mubarak are to be denied the opportunity of manipulating the ballots in the ballot boxes or the tallying of the results, the system for collection of the ballots and tallying the results should be out of their reach and influence. The internet, internet security, biometrics, super computers - technology in general - exists to reliably and securely collect secret ballots and process (tally) them at remote location out of reach and influence of these people. What is lacking is an entity that is above the reach and influence of any government on earth. The United Nations and other existing international institutions are incapable of fulfilling this function.

What is needed is a new institution globally respected and accepted as fair to all people of Earth. Perhaps a World Government elected by all people of earth, for all people of earth, sworn to bring Liberty, Equality and Fraternity to all people of Earth. A World Government elected using the same technology that can be used to conduct fair elections and referendums in any country on earth.

The Old World Order is crumbling. Tunisians, Egyptians, Yemenis and other Arabs are on the streets shaking themselves off of their western backed leaders. Elsewhere in the world countries once caught in the polarization of the Cold War are now free, spreading their wings. The Economic and Political influence of China, India and Brazil are waxing while those of the United States and the West are Waning. A new World Order is on its way.

The Rise & Fall of the Old World Order: The second world war put to an end Hitler's occupation of European and other countries, an occupation which included countries which themselves were occupiers of other lands (their colonies around the world). Following the second world war two things happened:

Countries around the world fought for and succeeded in getting independence from their occupying rulers.

The Cold War began. From the spoils of a defeated Germany, the USA & USSR embarked on an aggressive race to dominate. Ex-German Scientists and Engineers helped them in their weapons race and race into space.

The countries that had shaken off the yoke of their colonial rulers had to take on a new yoke, adopt a new master. The unwritten code of the two new superpowers was the same: "If you are not under my wing you are under the enemy's wing". Countries that were not under either wing were out in the cold, susceptible to invasion from a neighbour armed and supported by a super power. Even countries like Yugoslavia, India, Egypt and Indonesia that founded the Non-Aligned Movement were forced by circumstances and necessity to align themselves even if loosely with one of the two superpowers. Countries like Afghanistan became a battle ground for proxy wars between the US and USSR.

The Maelstrom caused by the Cold War ended with the fall of the Berlin Wall and the collapse of the USSR. The Cold War and its effects required two hands clapping. The victor of the cold war, the US, could not maintain the Maelstrom with one hand clapping. Countries are now free of both their colonial rulers and the yoke put on them by the Cold War. Countries that were under the Soviet wing immediately found themselves liberated and free.

Leaders of countries who were effectively dictactors under the US wing during the cold war continued to exploit this arrangement in their own self interest ostensibly protecting the US and the west from Islamic extremism. Abraham Lincoln said "You can fool all the people some of the time, and some of the people all the time, but you cannot fool all the people all the time". The people on the streets in Tunisia, Egypt and other Arab countries are proof of this.

The New World Order: A New World Order is evolving in front of us. The economic power and influence of the US and the West is on the decline. As the economic power of the US dwindles so will its ability to sustain its military superiority. On the other hand the economies of China, India & Brazil are advancing as is their influence. China has already started spending large sums of money in boosting its military might.

We are at the crossroads. Will East & West go their own destined ways with China, India, Brazil and other countries being dominant in the New World Order? Where in the past the US and western countries lent money and gave charity to poor countries will China, India and other new powers now return the favour in a New World Order?

Rudyard Kipling in his "The Ballad of East and West" wrote:

OH, East is East, and West is West, and never the twain shall meet,

Till Earth and Sky stand presently at God’s great Judgment Seat;

But there is neither East nor West, Border, nor Breed, nor Birth,

When two strong men stand face to face, tho’ they come from the ends of the earth!

Unless strong men and women from all ends of the earth meet at the crossroads, join hands, and walk into a brave new World Order created together, East & West will continue on their own separate ways with nothing changing except countries in the East & West exchanging positions of power and dominance.

A site for all strong men and women from all ends of the earth to meet is the One World Party International .
