The plan for a National Identity Scheme, whether disguised as “upgrades to passports” or not, depends on collecting and checking fingerprints and face-scans from everyone who applies. There are all sorts of technical difficulties with security, infrastructure and the inevitable false matches, but even the logistics seems to be a struggle for the Home Office.

A trial in 17 Post Offices (details here: http://forum.no2id.net/viewtopic.php?t=30291) is now testing fingerprinting and other equipment as part of another front operation, the ‘ID cards for foreign nationals’ from the UK Border Agency. A Freedom of Information request http://www.whatdotheyknow.com/request/post_office_trial_of_internation#incoming-64975)
has just revealed some interesting information about the government’s struggle to ramp up ‘biometric enrolment’ of the general population. The plan is to enrol you on the scheme and take your fingerprints, facial photo and signature in Post Offices across the UK, if you apply for a passport from the end of 2011.

The UK Border Agency’s ‘Commercial Strategy On Future Biometric Enrollment Accommodation and Services’ makes it quite clear the Home Office doesn’t have the capacity to handle mass registration: “We have considered using IPS (which is part of the Home Office anyway) to provide these services… but they provide scant geographical coverage, and have limited space for processing the additional footfall of enrolment applications.” So much for the value of the interrogation centre network, expensively set up in the past few years, and now being quietly wound down again.

The official documents have been mysteriously — and inconsistently — blotted out in places. Most references to costs are excised; the planned timetables are shown, but what logically should be references to how much has been done, were, are all black. Confident? In different versions of the same documents the same bits are not redacted. Competent?

Will it actually work, if it is available on time? They don’t seem to think so. One Post Office presentation refers bizarrely to people whom the system can’t even record: “The system can allow up to three attempts, before offering to accept and forward the last photograph if the Customer agrees, on the basis that not all people are ICAO [International Civil Aviation Organisation] conformant.”

As David Blunkett put it in another context, “impossible, not nearly impossible, impossible”.

What just happened?

+ ID Minister goes head to head with NO2ID +

NO2ID’s North of England co-ordinator James Elsdon-Baker went head to head with ID scheme minister Meg Hillier on Liverpool radio station City Talk last week (4th Jan). Hillier tried to play down the cost, fines and data sharing at the heart of the ID database but James put her straight despite the fact that he only got a little over 2 minutes to make his points whilst Hillier was given almost 4 and a half minutes of air time. Hillier tried to sound like a hard working mum and sell ID cards to young people when she said: “I was talking to a young woman only today who said you know it’s very handy for proving age if you look a bit young; sadly I don’t get asked for that as a tired mother of three”. What Hillier actually revealed was that she hasn’t been out to pubs and clubs in the UK lately, where being 40 years of age does not exempt you from illiberal systems like ‘clubscan’ whereby establishments trade civil liberties for booze – asking customers to have ID documents scanned before they are allowed to enter, even though such systems are meant to be voluntary. NO2ID’s General Secretary Guy Herbert has been short-listed for the Liberal Voice of the Year 2009 award by the Liberal Democrat Voice blog. The award seeks to “find the individual or group which has had the biggest impact on liberalism in this country in the past 12 months”. Guy has been nominated “for his campaigning work against the database state” and it indicates the impact of NO2ID’s campaign in the UK. We should point out that NO2ID is a strictly non-partisan organisation and that Guy is not a member of the Liberal Democrat party. James Hall, Chief Executive of the UK Identity and Passport Service recently took part in a podcast for Consult Hyperion. According to Consult Hyperion: “In this podcast he explains some of the challenges of delivering large-scale IT-enabled change and talks about the status of the project now that the first ID cards have been issued”. Hall spoke about those of us who campaign against ID cards when he said: “the level of insight from those who are sort of fundamentally disagreeing with what we are seeking to do – I think its been a little bit disappointing really [..] it hasn’t really evolved”. Hall on the other hand showed an amazing amount of evolution from usual nonsense about the ID card database not holding very much data when he claimed: “we’ve narrowed down at the same time exactly what information that we’re going to hold, and when you look at that information I think a lot of the fears that are put around that somehow this represents the universal database of personal information I mean just don’t stand scrutiny, its a minimum set of information sufficient only for the purpose of identifying you”. Perhaps Hall should stop ‘evolving’ and remind himself of the Identity Cards Act which states that the database will store fifty categories of information about each citizen who signs up, and can be changed or added to without your consent. *Ministerial No Show*
Immigration Minister Phil Woolas was scheduled to visit Cambridge’s main Post Office in St Andrew’s Street at 8am on 6th January to inspect an ID card fingerprinting machine. A large crowd of NO2ID stalwarts gathered unreasonably early in the cold outside the Post Office to let the Minister that the ID card scheme isn’t welcome in Cambridge. However, the ministerial visit was cancelled at the last minute, apparently because of the “extreme weather”. + NEW YEAR’S RESOLUTION: JOIN NO2ID — OR ENCOURAGE SOMEONE ELSE TO JOIN +
The database state continues to grow. The ID cards scheme is being rolled out in Manchester and across the North West from January with those aged 16-24 in London to be targeted in early 2010. Government initiatives seem to be launched every other month or so, none of them well thought-out, all of them a danger to privacy and liberty.

To keep up with all this and keep you informed takes time. To do something about it – whether that is campaigning, or lobbying politicians and journalists, printing information leaflets and adverts, or organising public events – inevitably also takes money. Which means we need members. Almost all our funding now comes from membership fees and donations from individual supporters – we are hardly likely to get a government grant and we stay independent of any political patronage of any kind.

If you value the information we send you and the work we are doing then please join. If you are already a member then why not make it a new year’s resolution to get one other person to join NO2ID.

*A new website has been set up to create an independent network of volunteers who want to help transparency groups like mySociety and The Straight Choice to hold election candidates and representatives to account. emocracy Club is aiming to arm voters this election with as much information as possible about the views of their candidates. *The Political Parties and Elections Act became law in July. The act includes a process of introducing individual electoral registration in Great Britain from 1st July 2010. The Electoral Commission guide states:

“From 2011 onwards, the Commission will report annually to Parliament on the progress of the voluntary collection of personal identifiers – National Insurance number, signature and date of birth – from electors, to make sure that the conditions are appropriate before any move to compulsory provision of identifiers.”

The new law will create another readily-searched and cross-referenced official list that you must be on.

*”ID cards? They’re already dead.” – “Oh no they’re not!”*

One of the dangers once you start winning the battle for public opinion is that people think it’s game over already. Don’t believe it for a minute – the ID scheme is NOT dead. Nor are ContactPoint or e-Borders. There are still a million innocent people on the DNA database, with more being added every week. Comms data, travel info, medical records, car tracking, vetting and barring, profiling – despite all rumours and spin to the contrary, the database state rolls on.

The next several months are particularly risky. Even more so if people think we’ve already won.

Whitehall is doing what it can to entrench database state programmes and initiatives – making them as difficult as possible for a new government to scrap, roll back or disentangle. It won’t often be as blatant as the latest push to upload millions of people’s medical details onto the NHS Spine (newsletter 137) so we must be more vigilant than ever.

NO2ID has always been about informing yourself and informing others. Campaigning is not just about hitting the headlines, it’s about engaging people where they live. You only have to look at the local groups section of each newsletter to see the phenomenal work that groups are doing – week in, week out helping spread the word, shift attitudes and build opposition all over the UK.

A huge thank you to everyone who gives so generously of their time and energy, working with a local group. And special thanks to NO2ID’s local and regional coordinators – we couldn’t do it without you.

As 2009 draws to a close, I wish you and your families a peaceful, surveillance-free Christmas – and here’s hoping 2010 will prove to be a good year for privacy and freedom!

Some key moments from 2009 – and several ways you can help stop the database state in 2010.

JANUARY: The Stop Clause 152! campaign takes off. NO2ID supporters spread the word as the government attempts to reverse data protection, and take powers to obtain and use personal information however it likes. Thousands write to their MP, refusing consent to having their information shared by ministerial fiat.

FEBRUARY: NO2ID joins with other civil liberties organisations in organising the Convention on Modern Liberty. The London event is webcast live around the UK. NO2ID organisers mount satellite conventions in Glasgow, Manchester, Cambridge and Bristol and we provide stewards, speakers and hold a packed database state session at the main event in Logan Hall.

NO2ID can only succeed if we keep reaching and engaging new people. You can help. Download and print off a copy of our petition from http://www.no2id.net/downloads/forms/NO2IDpetition.pdf and use it as a way to get your friends and neighbours talking about the ID scheme.

MARCH: A campaigning victory – Clause 152 is formally withdrawn from the Coroners and Justice Bill. NO2ID responds to public outcry and fields media when plans to retain personal details of everyone leaving the UK for 10 years are revealed. The Joseph Rowntree Reform Trust publishes FIPR’s damning report on the Database State.

APRIL: NO2ID, GeneWatch and other civil liberties groups launch the Reclaim your DNA website – http://reclaimyourdna.org/ – to help people ask to have their DNA removed from the National DNA Database. NO2ID
local groups around the country join Mark Thomas on his Manifesto tour, running stalls, signing up supporters and helping out with the show.

MAY: Facing mounting criticism, Jacqui Smith ‘cancels’ a super-database of all phone calls, texts, e-mails and web browsing. Plans shift to collecting and searching data retained by comms providers. The 6-monthly cost estimate for the ID scheme creeps up, just as the first main contracts are awarded. Home Office consultancy spend *per day* is equivalent to NO2ID’s annual turnover.

JUNE: Campaigning, outreach and media work is essential to raise awareness and build opposition to the database state. But behind the scenes, NO2ID also lobbies politicians and industry, provides briefings, responds to consultations and engages civil society on a regular basis. In June our focus was the first batch of ID cards regulations.

JULY: New Home Secretary Alan Johnson doesn’t shelve the ID scheme but – using the standard misleading line – fools some into thinking ID cards will be “voluntary”. NO2ID points out nothing has changed. It’ll still be compulsion by stealth. In the third re-launch of the scheme this year, Manchester is named as the first “beacon area”. NO2ID prepares to fight the ID con in the North West.

AUGUST: NO2ID tracks down one of the elusive ‘ID cards for foreign nationals’ and our friendly technical expert Adam Laurie cracks it in 12 minutes. He shows how information can be altered and cards cloned. The Home Office refuses a demonstration and denies there’s any problem. NO2ID letter-writers tear into statements made in the press by IPS Chief Executive, James Hall.

You can have an impact, too. Take the time to write a letter to your local newspaper, saying why you think the database state is such a bad idea. Be clear and concise. The letters page is the most read part of the paper, and you will reach thousands of people that way.

SEPTEMBER: Conference season, and opposition parties reaffirm their intention to scrap the ID scheme and other aspects of the database state. NO2ID continues to press for repeal of the Identity Cards Act 2006. Policy papers such as the Conservatives’ ‘Reversing the Rise of the Surveillance State’, published this month, show our agenda is being taken seriously. But there is still more work to be done on specifics.

OCTOBER: NO2ID groups from as far away as Scotland and the South-East converge on Manchester to kick off our ‘Stop the ID con’ campaign. On consecutive weekends, volunteers run stalls and distribute thousands of flyers warning Mancunians ‘Don’t be a guinea-pig’. An ICM poll asking NO2ID’s standard ‘trend’ question shows public support for ID cards is t its lowest point ever – 60% anti to 38% pro.

Make the NO2ID Pledge: http://www.no2id.net/pledge/ and tell your friends and neighbours that you will not cooperate with any further government grab for your personal information. Print out and display your certificate proudly! If enough people publicly declare they will not cooperate, state seizure of personal identity will become impossible.

NOVEMBER: NO2ID contributes to a series of Database State seminars for civil servants and policy-makers. Privacy documentary ‘Erasing David’, featuring input from NO2ID, premieres at Sheffield Doc/Fest – look out for TV broadcast in Spring 2010. The first ID cards are issued in Manchester. NO2ID protests and matches Minister for Identity Meg Hillier blow for blow in the media.

DECEMBER: NO2ID holds its Annual General Meeting. Despite rumours the NHS IT programme will be binned, the Department of Health announces plans to upload 10 million people’s medical details without their explicit consent. Liverpool City Council and Wirral Council pass motions banning the Identity and Passport Service from using any council-controlled premises to promote the ID scheme.

+ REPORT FROM MANCHESTER LAUNCH OF ID CARDS +

On Monday (30th November) the Manchester Identity and Passport Service threw open its doors to welcome guinea pigs to enrol for the ID Card Con (though they didn’t put it quite that way). Despite sub-zero temperatures, NO2ID had a successful day. Dave Page (NO2ID Manchester and NW regional coordinator) was interviewed by GMTV outside the IPS office at 5:30am – for which he deserves a medal. James Elsdon-Baker (North of England coordinator) spoke on City Talk breakfast show, broadcast across the NW. Outside The Printworks in Manchester, the dreaded ’smiley fingerprint’ campaign was in action. They were on mobile cycle signs that had a habit of moving whenever our stall got placed in front of them.

Inside The Printworks, Meg Hillier (Minister for Identity) was closed off inside one bar which had been transformed into a propaganda hub with stickers saying they accept ID cards, posters in the window, etc. All the screens in the place were showing a pro-ID card video. It also looked like they were also taking pictures of people scanning their fingerprints with a reader by the entrance.

Ms Hillier did a Q&A session to the assembled media, while NO2ID supporters handed out leaflets outside. Security tried to get us to move our stall off a public highway to the other side of the road, and then tried to say we needed a licence to hand out flyers! Chatting to one of the security guards later, he apologised and said he was totally against ID cards but had been told to move us.

Channel M, with whom we made contact at The Printworks, came along to our lunchtime protest and filmed an interview. Dave also did an interview for BBC local radio, and we recorded some quotes for the PM program. Heading off afterwards to warm up, we saw more of the mobile signs promoting ID cards – which must be costing a bit. Wonder how long they’ll last?

*+ MEDICAL CONFIDENTIALITY UNDER THREAT… AGAIN +*

The Department of Health has declared it will push ahead with a mass roll-out of its controversial Summary Care Record (SCR) – uploading parts of your medical record and personal details to a centralised system that is ultimately intended to hold your complete medical history.

So far, only London and the East of England have been mentioned but other regions may be targeted too.

A University College London report found scant evidence for any of the claimed benefits in SCR pilot areas but it appears the Department of Health still wants to ride roughshod over patient consent and medical confidentiality.

Having outraged medics and patients with its ‘implied consent’ model – where it is assumed you have consented to having your sensitive information uploaded if you do not respond to a single notification letter – the Department has adopted a bizarre approach it calls ‘consent to view’.

Under this scheme, you will still only be sent a single letter. If you do not respond*, your details will still be uploaded onto the system where they will be accessible to all sorts of non-clinical staff including administrators, bean-counters and bureaucrats, without your knowledge or consent. Once on the system, you will not be able to have your details taken off – but you will have to give permission for your OWN doctor to view your record!

It is clear that ‘consent to view’ will not protect medical confidentiality.
And the roll-out may be coming to you, sooner than you think.

Please be on the alert and, if you haven’t done so already, think about opting out now. You can always opt in later, if the government can prove its system works. We strongly recommend using the opt-out letter we developed with TheBigOptOut:

What just happened?

+ First Guinea Pig enrols +

Radio 4’s PM programme on Monday featured a report on the first person
to enrol on the ID card scheme in Manchester. The unlucky person was
journalist Angela Epstein, who has waxed lyrical about the scheme in the
Manchester Evening News so much that the Identity and Passport Service
decided to offer her the first one. According to Epstein the dialogue
went as follows: “since you’re so supportive of the scheme would you
like the first one? I thought well yeah, why not, thank you”. Her
enrolment took one hour (which seems rather slow considering most of the
systems and interrogation checks are not in place) during which Epstein
had to choose five security questions: “things like what’s your
favourite food?”, have her application form checked and have her
biometrics taken – though because of a roast potato burn on her index
finger a note had to be made that she was wearing a sticking plaster
when her fingerprints were taken. After receiving her plastic card
Epstein wrote in an opinion piece for the Manchester Evening News this
week (pictured holding a card with specimen stamped across it): “I’m so
proud I could almost burst I haven’t felt this good about cradling
something small and pink since my daughter Sophie was born”. It has been
revealed that 1386 people have applied for an ID card – probably some
of them are not journalists.

+ Meg Hillier loses the public vote +

On Monday 23rd November Meg Hillier, the so called ID minister, took
part in a webchat organised by Manchester Evening News. As usual Hillier
skirted around the 50 pieces of information that will be stored on the
ID database and claimed that the data is “the same as currently for the
passport plus NI [National Insurance] number, plus up to date address
and fingerprints and picture”. When asked about the steep penalty
charges for not keeping information on the database up to date, Hillier
said: “The penalty charges are really an encouragement to keep info up
to date”. The chat ended with a chatters poll on the question “Will you
be getting an ID card?” – 96% of respondents said no.

+ Liverpool Council could curb ID card promotion +

Liverpool City Council could soon be stepping up their opposition to the
ID scheme after a new motion has been tabled that would ban the
government from promoting ID cards on any council property, or from
using any council communications. The motion will be put to the full
council on Wednesday 9th December. Liverpool City Council, like many
councils around the country, has already passed a more general motion
against the ID scheme.

+ Patient records consultation responses published +

The Department of Health has published the results of its consultation
on the use of patient information. The report reveals that 53% of the
general public who responded and 46% of patients thought that
identifiable data should never be used for research purposes without
consent while only 11% of researchers thought this. The consultation was
related to the so called “Secondary Uses Service (SUS)” whereby every
time you attend a hospital appointment your post code, date of birth, GP
details, consultant details, outpatient clinic, inpatient admission,
procedure and cost details, and whether you are to be followed up is all
sent by the hospital to a regional hosting centre and can be accessed by
your local Primary Care Trust, Strategic Health Authority and the
Department of Health via the SUS database – that BT now manages…

Statewatch reports that: “From 30 November 2009, the UK Border Agency is
introducing fingerprint checks at the border for passengers with
biometric UK visas, entry clearances and identity cards for foreign
nationals (ICFNs). This is being introduced incrementally at ports
across the United Kingdom by March 2010.”

The Ministry of Justice has launched a consultation ‘Knowing or reckless
misuse of personal data – introducing custodial sentences’ described as
a consultation on “exercising the power to provide for custodial
sanctions for those found guilty of knowingly or recklessly obtaining,
disclosing, selling or procuring the disclosure of personal data without
the consent of the data controller”.
The consultation closes on 7th January 2010.

NO2ID supporters are invited to contribute ideas for the POWER2010
campaign, which will set out a reforming agenda at the next general
election. Naturally NO2ID would like ideas about curtailing the
database state to feature, but you are certainly not limited to that.
You can contribute ANY ideas for governmental reform on the campaign’s

*+ Have your say – National Identity Service Public Panels +*
The UK Identity and Passport Service (UKIPS) is setting up public panels
around the country to get the views of members of the public as they
build the “National Identity Service”. Public panels will be made up of
11 members, and will meet for half a day up to three times a year. The
aim is to “produce an Identity Rights Charter. This will set out the
rights and responsibilities people, businesses and the Government have

*PSCA International organized a conference on Data Protection in
Scotland, “Respecting Privacy, Building Trust” in Edinburgh on 25th

conference aimed to raise awareness of the ICO and of the draft
government proposals for identity management and to discuss principles

The Queen’s Speech on Wednesday 18th November began the final session of
Parliament before the next general election. With at most 70 days of
Parliamentary time available, it’s more important than ever that every
Bill receives proper scrutiny. The government will be in a hurry to rush
things through.

Remember Clause 152? An obscure section buried deep in the Coroners and Justice Bill that would have overturned Data Protection, destroyed
privacy and permitted the building of the database state by ministerial fiat. Thanks to your extraordinary efforts and opposition mobilised
across the spectrum, we were able to get the government to withdraw the Clause earlier this year. But the Ministry of Justice clearly wants to
bring it back – tweaked and polished, no doubt… but just as dangerous.

Who knows what will be buried in the small print of the sixteen Bills announced yesterday? Or in other draft Bills – or in the thousands of
regulations that get passed each year? We *must* remain vigilant.

The Crime and Security Bill is already a bit of a Home Office ‘christmas tree’ containing, amongst other things, the government’s latest
proposals to keep the DNA profiles of innocent people for 6 years – as if everyone accused of anything must be guilty of something, even if the
crime never happened at all.

The Digital Economy Bill is also one to watch. Having outraged people with its plans to snoop on our phone, e-mail and internet traffic and
having backed down from introducing a Digital Communications Bill the government may be attempting to take a more ‘commercial’ tack, in the
hope it can achieve some of the same goals.

We need to keep a close eye on the contents of other Bills too. And with your help, we can continue to raise the alarm where necessary and take
action.

What just happened?

+ Government releases DNA database consultation findings +

The government has published a summary of responses to its recent DNA retention consultation. The consultation was titled ‘Keeping the right
people on the DNA database’ – despite the fact that it was made necessary following a court decision that ruled retaining samples of
innocent citizens in the way the government had done “cannot be regarded as necessary in a democratic society”. On the issue of retention of
samples of those arrested but not convicted or no further action was taken against them, the document reveals: “This topic generated most
responses with the significant majority opposed to any form of retention of profiles and fingerprints for persons arrested and against no further
action was taken or acquitted. Most of those opposed to any form of retention considered that the ’state’ should not hold personal
information on an individual when they are innocent in the eyes of the law.” The government has responded to this with the Crime and Security
Bill which contains their latest proposals to keep the DNA profiles of innocent people for 6 years!

+ Is it a passport? NO! +

Much of the local media coverage surrounding the Manchester ID card “launch” has repeated the misinformation put out by the Association of
British Travel Agents, namely that an ID card is a cheap and convenient alternative to a passport. As we pointed out in the last newsletter
nothing could be further from the truth as ID card guinea pigs will go on a database for life, be subject to unlimited future changes in
regulation and have their personal details passed around government for official convenience (not cheap or easy at any price). But in Manchester
the lie is exposed further because in order to apply for an ID card you need to have “held a valid UK passport on 1st January 2009″. In other
words you need to have bought an expensive and inconvenient passport in order to get an ID card!

+ ‘Erasing David’ premières in Sheffield +

Sheffield NO2ID attended the premiere of ‘Erasing David’, a new documentary by director David Bond, at the Doc/Fest film festival. The
film follows the life of film-maker David Bond, who upon receiving a letter from HMRC informing him that his daughter’s details were amongst
the 25 million lost by the child benefit office, embarks on a journey to discover just how much information is held about him by government and
private companies. David soon discovers some alarming truths about what the government and private companies already know about ordinary
citizens. He meets people who have been caught in the crossfire of the database state and have had their lives shattered. James Elsdon-Baker,
NO2ID’s North of England co-ordinator said: “This film is important as it gives us a window through which we can reflect upon the type of
society we are creating. Sadly things are going to get a lot worse if the National Identity Scheme is allowed to continue. Even more data will
be collected and then shared around Whitehall.”

Are you a travel agent? Or do you know a travel agent? Even if your only
interest in going abroad is for holidays, you might be interested to
know what ABTA, the Association of British Travel Agents has been saying
about the ID scheme. In a series of articles in the travel press
earlier this week ABTA’s spokesman was parroting the Home Office’s line
- that ID cards will make it easier, simpler and cheaper for people to
travel in Europe.

You know different. To get an ID card you would be fingerprinted and put
on an official database for life, subject to unlimited future changes in
regulation and open to your personal details being passed around
government for official convenience. That is not cheap or easy at any price.

NO2ID thinks that ABTA has been suckered by Home Office propaganda, and
is embarrassing its members by repeating such things. We wish it would
follow the example of the airlines and reject the scheme, and Guy
Herbert, NO2ID’s General Secretary has written to the chief executive of
ABTA to say so. If you are involved in the travel industry and you
agree, please mention it to your ABTA rep. If you have a friend or
relation who is a travel agent, or you are a regular customer, please
let them know what is being said in their name and why it is wrong. If
you see the story repeated in a magazine or newspaper, then please write
to the editor politely pointing out that it is misleading.

The Home Office is trying to con tens of thousands of holidaymakers and
to use the travel industry to do its dirty work. We must not let that
happen.

What just happened?

+ ID cost report shows setup costs almost doubled +

The latest National Identity Service Cost Report has been published by
the UK Identity and Passport Service (UKIPS). The report, also known as
the ‘Dobson Cost Report” or ‘Section 37 Report’, shows that estimated
set up costs have risen from £245m to £450m. The report also contains a
section “Developments over the last 6 months” which amongst other things
details changes to the UK passport. It states: “The passport will have a
new design and improved security features, including the capacity to
hold fingerprint biometrics”. What is not mentioned in the report is
that the government has tried for many years to claim that the addition
of fingerprints in UK passports was a requirement under international or
European obligations – they even when to the European Court of Justice
to beg the European Commission to let then be bound by an EU regulation.
They lost the case but are nonetheless still ploughing ahead with
fingerprinting passport applicants from 2012. Meantime the government
has also moved much of the ID scheme and its costs into the passport
project.

+ Worst ID card suggestion of the week +

During a short debate on the Electoral Commission and voting in the UK
in the House of Lords this week (3rd November) Lord Maxton displayed
both a disregard of the freedoms of the public as well as an astonishing
lack of understanding of internet security. Maxton said: “My Lords,
given that we live in an electronic age in which most of us use
computers on a regular basis, does my noble friend agree that it is time
we introduced electronic voting in this country to ensure that the
maximum number of people can vote from a maximum number of places? Does
that not mean, to ensure security, that we must eventually introduce
compulsory ID cards?”

+ Dial a biometric! +

The UK Border Agency has launched a mobile biometric enrolment service
that allows migrants applying for a biometric visa to have a home
fingerprinting visit – for a fee of course. The Border Agency press
release describes the aptly named Star Trek like teams, its says: “The
Vulcan House biometrics team in Sheffield has become the base for a new
mobile enrolment team (MET) covering the area from north of the Midlands
into Scotland, while another team in Croydon will cover the rest of the
country”. Not everyone will have to pay for the home biometric service -
“migrants who are in detention centres or prisons” will “attract no
additional fee”. The biometric visa programme has been dubbed “ID cards
for foreign nationals” by the government and is a test bed for the
National ID scheme so it may be that the government will offer the same
service to ID guinea pigs soon – maybe in collaboration with pizza
delivery companies!

The Ministry of justice has launched a consultation ‘Knowing or reckless
misuse of personal data – introducing custodial sentences’ described as
a consultation on “exercising the power to provide for custodial
sanctions for those found guilty of knowingly or recklessly obtaining,
disclosing, selling or procuring the disclosure of personal data without
the consent of the data controller”.

NO2ID supporters are invited to contribute ideas for the POWER2010
campaign, which will set out a reforming agenda at the next general
election. Naturally NO2ID would like ideas about curtailing the
database state to feature, but you are certainly not limited to that.
You can contribute ANY ideas for governmental reform on the campaign’s

Perhaps you have a solution to departments using phoney consultation
processes to railroad through a pre-determined policy. Or it might be
limits on the use of statutory instruments, which have allowed the
government to extend the use of ID cards without parliamentary scrutiny.
Perhaps you have a way for us all to maintain ownership of our personal
information. You decide. The only requirement is that it should be about
improving the way our democracy works and how the decisions are made
that affect our lives.

The ideas with most support will become the POWER2010 Pledge, which the
campaign intends to invite every candidate standing at the next general
election to make the pledge into their own public commitment, so that
the new parliament will be fully aware of what the public thinks of
those building-blocks of government which are fundamental but seldom
covered by manifestos.

The UK Identity and Passport Service (UKIPS) is setting up public panels
around the country to get the views of members of the public as they
build the “National Identity Service”. Public panels will be made up of
11 members, and will meet for half a day up to three times a year. The
aim is to “produce an Identity Rights Charter. This will set out the
rights and responsibilities people, businesses and the Government have

a trial to improve the accuracy of Criminal Records Bureau (CRB)

Over 90,000 innocent people have been added to the DNA database since
the European Court of Human Rights (ECHR) ruled against the practice.

only 611 profiles were removed.

+ “DON’T BE A GUINEA PIG” CAMPAIGN UPDATE +

NO2ID groups from around the country converged on Manchester over the
last two weekends to take part in our “Don’t Be A Guinea Pig” campaign.
The campaign is our response to the government targeting Manchester as a
“beacon area” for the roll-out of the first ID cards.

Last Saturday there were 10 NO2ID stalls around Manchester city centre
and campaigners were able to talk to literally thousands of people and
distributed thousands of leaflets. Northern England coordinator James
Elsdon-Baker said: “There was an overwhelmingly positive reception from
the people of Manchester who tended to think wasting their money on the
privilege of being tracked for life by the Home Office was a rather low
priority.”

Brian Mooney, a local co-ordinator from London, was one of many who
travelled up for the event, he said: “I was pleased to see the event
supported by colleagues from as far away as Scotland and the South-East.
We were very visible in the main shopping areas.”

Following a well attended public meeting where local residents got to
ask questions and learn more about the real implications of the database
behind the cards, everyone filed out onto the city square to burn a mock
ID card made up with Gordon Brown’s details.

Manchester is just the first stage of the government’s roll-out of the
ID scheme. Their next plan is to look for ID guinea pigs across the
entire North West. If you live in the North West then please join or

What just happened?

*+ Government drops DNA retention powers from police Bill +*

During the House of Lords Committee Stage of the Policing and Crime
Bill this week (20th October) the government announced that they have
dropped controversial DNA retention powers from the bill, introduced
following a European Court of Human Rights ruling in December 2008. The
bill had contained an enabling power allowing the Home Secretary to make
regulations for the retention and destruction of DNA thus passing new
guidelines without proper parliamentary debate. Government Minister Lord
Brett said: “As soon as parliamentary time allows, we will bring forward
appropriate measures which will place the detail of the retention
periods in primary legislation, allowing full debate and scrutiny of the
issue in both Houses”. But Baroness Neville-Jones was not impressed, she
said: “The Minister justifies the production of a framework Bill on the
ground that speed is needed. It is difficult to talk about speed when
the [Marper] judgment was in December last year. The Government could
have proceeded more speedily than they have. Given the Government’s
attitude to some of the legislation, they should have known that others
would not be happy with them introducing a framework Bill and that there
would have been a very lengthy debate and an attempt to amend. I can see
why the Government have withdrawn the proposal”.

*+ ID card polls show support lower than ever +

*The latest poll conducted by ICM for NO2ID shows that public support
for the ID card scheme is at its lowest point ever, with 60% of those
polled opposed to the scheme. Asked separately about plans for a
national database which lie behind the scheme, those polled were opposed
by a 2-to-1 majority. NO2ID has been following public opinion since June
2005 by asking the same unbiased question about ID cards. Meanwhile the
Home Office has also been tracking public opinion – their data shows 56%
of those polled approving of the “National Identity Service, including
identity cards” (down from 59%) with 27% opposed. Their poll also showed
support for the service was weakest among 16-24 year olds. UK Polling
Report suggests a reason for the difference in the two polls: “In the
Home Office polling respondents are first asked why they think the
government is introducing ID cards, which will put them in mind of
potential benefits of the card, and likely produces a higher approval
rating”.

*+ Random selection for ID scheme public panels +

*It seems that high numbers of people have been applying to take part in
the National Identity Service Public Panels and have their say with
regards to the ID scheme. A NO2ID supporter who applied to become a
member of the UK Identity and Passport Service (UKIPS) South of England
Public Panel received a letter from the ‘Public Involvement Team’
stating: “Due to the volume of applications received and the nature of
the role of the Panel, a random selection process was used to progress
applications to the next stage.”

*+ More Creeping demands for ID +

*One supporter wrote to tell us of yet another example of the shift
towards an ID culture in the UK. They spotted a report in an Oxfordshire
newspaper about a 41-year-old man who was refused a bottle of liqueur at
a supermarket because his 22-year-old wife had no ID. The shopper told
the newspaper: “They did not believe she was under 18, but they said she
didn’t look 25.”

NO2ID supporters are invited to contribute ideas for the POWER2010
campaign, which will set out a reforming agenda at the next general
election. Naturally NO2ID would like ideas about curtailing the
database state to feature, but you are certainly not limited to that.
You can contribute ANY ideas for governmental reform on the campaign’s

Perhaps you have a solution to departments using phoney consultation
processes to railroad through a pre-determined policy. Or it might be
limits on the use of statutory instruments, which have allowed the
government to extend the use of ID cards without parliamentary scrutiny.
Perhaps you have a way for us all to maintain ownership of our personal
information. You decide. The only requirement is that it should be about
improving the way our democracy works and how the decisions are made
that affect our lives.

The ideas with most support will become the POWER2010 Pledge, which the
campaign intends to invite every candidate standing at the next general
election to make the pledge into their own public commitment, so that
the new parliament will be fully aware of what the public thinks of
those building-blocks of government which are fundamental but seldom
covered by manifestos.

The UK Identity and Passport Service (UKIPS) is setting up public panels
around the country to get the views of members of the public as they
build the “National Identity Service”. Public panels will be made up of
11 members, and will meet for half a day up to three times a year. The
aim is to “produce an Identity Rights Charter. This will set out the
rights and responsibilities people, businesses and the Government have
under the NIS”. To join a panel you can fill in the online form at

Government IT projects are infamous for failing, going over-budget, and
even being shelved. On one hand, it’s hard to call the ID card project

that big projects need buy in before they go ahead, and this one simply

need when discussing drug law reform and ID cards. There will be

+ BROWN CONS OWN CONFERENCE ON ID CARDS +

The biggest cheer that Brown got at the Labour Party Conference was when
delegates thought he had announced that the ID scheme had been
cancelled. He did not. He only repeated the same misleading things that
every Home Secretary has said about the scheme since it was first
mooted. But he did so with a flourish, as if announcing something new.

This seems to have fooled a lot of people to judge from newspaper
reports and our own mailbag. All Brown said was that the scheme would be
‘voluntary’ to start and would not be compulsory for a while. As ever he
focussed public attention on the cards and said nothing about the database.

Remember that the Home Office’s idea of “voluntary” is probably
different from yours. It means a scheme you cannot ever leave (unless it
dies before you do) once you “agree” to be included. And it is a scheme
that you will be compelled to “volunteer” for if you ever wish to apply
for any official document “designated” by the Home Secretary, the first
of which is planned to be a passport – from some point in 2011.

*+ Manchester: exposing the ID Card Con +*

Though it plans to force us all to take part, the UK Identity and
Passport Service (UKIPS) is looking to hook a few genuine volunteers so
that it can claim that the scheme is popular. For unclear reasons
Manchester has been chosen as a ‘beacon city’ for this hunt for the
gullible, so NO2ID is mounting a counter-campaign this autumn. It begins
on the Saturdays of 10th and 17th October, when campaigners from
Manchester supported by volunteers from all over the country will be
taking information stalls onto the streets of Greater Manchester to
begin telling the people of the North West about the reality of the ID
scheme under the slogan: Don’t be a Guinea Pig.

What just happened?

*+ More ID scheme Statutory Instruments introduced +*

More proof that the government is pressing ahead with its ID scheme has
emerged in another round of Statutory Instruments being introduced
before parliament and coming into force within the next few weeks
(despite parliament being in recess until 12th October). These include
‘SI 2009 No. 2574 – The Identity Cards Act 2006 (National Identity
Registration Number) Regulations 2009′. This relates to the unique
database number that will be issued to anyone who signs up to the
scheme, it states: “A National Identity Registration Number shall
provide no information in respect of a person other than that an entry
in the Register has been made and that the entry has been given that
number” – in other words the number will be just a number to people
without access to the database. Of course what it doesn’t explain is
that this number will be used to link records in multiple databases
across government and the private sector, allowing dossiers to be
constructed of all citizens in the scheme.

With NO2ID’s local groups network growing fast, particularly in the
North where the Home Office seems currently to be concentrating its
efforts, we are buttressing support for volunteers in the North of
England. James Elsdon-Baker, our current volunteer co-ordinator for
Yorkshire has agreed to give up his current academic job and work
approximately three days a week (kindly funded by the Joseph Rowntree
Reform Trust Ltd) helping the formation and activities of NO2ID

*+ Creeping demands for ID +

*A NO2ID supporter recently spotted disturbing evidence of a shift
towards an ID culture in the UK whilst watching the channel 5 television
programme “Brighton Beach Patrol” broadcast on 11th September. At around
18 minutes into the programme, a policeman rushes over to a man, pushes
him against the wall and shouts “ID NOW” at him. Our supporter explains:
“When the man says that he doesn’t have any ID, the policeman says that
he’s under arrest for failing to provide identification and being
anti-social. I’m aware that the police (and CSOs) have the power to
demand your details if they have reason to believe you have been, or
are, engaging in anti-social behaviour and it’s an offence to refuse or
to give false details, but as far as I know this hasn’t been changed to
give them the power to demand ID, although they certainly seem to think
it has in Brighton”.

*+ Plans for compulsory dog chip ID / National Database of owners +

*Both the Conservative and Labour parties says they support plans to
compulsorily microchip all dogs in the UK and place their owners’
details on a national database, claiming that it will help to reduce the
number of stolen and stray dogs. A 2007 press release from the Dogs
Trust revealed that the number of stray dogs in the UK fell by 25%
between 1997 and 2007 without such extreme measures being introduced and
the Control of Dogs Order 1992 already creates an offence of a dog in a
public space not wearing a collar and name tag. The plans are presented
as being widely supported, yet an Early Day Motion tabled in parliament
in May calling for compulsory chipping has attracted the signatures of
just 45 MPs, whereas EDM 1352 congratulating Burton Albion Football Club
on winning the Blue Square Premier title has received 49 signatures. All
horses now have to have a Horse Passport and an implanted chip, and from
next year all sheep will have to have an electronic tag as well.

NO2ID supporters are invited to contribute ideas for the POWER2010
campaign, which will set out a reforming agenda at the next general
election. Naturally NO2ID would like ideas about curtailing the
database state to feature, but you are certainly not limited to that.
You can contribute ANY ideas for governmental reform on the campaign’s

Perhaps you have a solution to departments using phoney consultation
processes to railroad through a pre-determined policy. Or it might be
limits on the use of statutory instruments, which have allowed the
government to extend the use of ID cards without parliamentary scrutiny.
Perhaps you have a way for us all to maintain ownership of our personal
information. You decide. The only requirement is that it should be about
improving the way our democracy works and how the decisions are made
that affect our lives.

The ideas with most support will become the POWER2010 Pledge, which the
campaign intends to invite every candidate standing at the next general
election to make the pledge into their own public commitment, so that
the new parliament will be fully aware of what the public thinks of
those building-blocks of government which are fundamental but seldom
covered by manifestos.

*+ Have your say – National Identity Service Public Panels +*
The UK Identity and Passport Service (UKIPS) is setting up public panels
around the country to get the views of members of the public as they
build the “National Identity Service”. The UKIPS website states that
“Independent scrutiny is vital to the success of the National Identity
Service (NIS)”. Apparently they want to “put the public at the heart of
our service” and are “committed to making sure that the way we work is
completely transparent and that people, businesses and the Government
know their rights and responsibilities”. Public panels will be made up
of 11 members, and will meet for half a day up to three times a year.
The aim is to “produce an Identity Rights Charter. This will set out the
rights and responsibilities people, businesses and the Government have

Saturday 10th October, from 12-5pm. At the launch of a new campaign
against the rollout of ID cards in the North-West, NO2ID groups from
around the country will be visiting Greater Manchester. The groups will
set up street stalls in town and district centres to tell people “Don’t
be a guinea pig, stop the ID con!” We are looking to hold public
information stalls in Rochdale, Chorlton, Fallowfield, Oldham, Salford,
Stockport and Wythenshawe among others. Groups from as far away as
Edinburgh and Norwich will be helping to spread the word. If you’d like
to come along and help out at one of our stalls, or have a suggestion

I’m taking the extraordinary step of writing to you now because NO2ID supporters have the opportunity to shape this new campaign by submitting
your ideas for how we should change the way our country is run. The most popular 5 will then become the backbone of a major national campaign leading up to the next general election.

Naturally NO2ID would like reforms aimed at rolling back the database state to feature. + PATRONISING HYPE FOR ID SCHEME +

The UK Identity and Passport Service (UK-IPS) will unveil a marketing
campaign for its ID scheme tomorrow (Friday 25th September) based on
animated fingerprint characters. The Home Office is propagandising
*businesses* rather than the general public in an attempt to give the
impression that the ID scheme is moving forwards whilst in reality
nothing much is actually happening.

You may not see the advertising as it targeted at traders, but it is
your money paying for it. The insulting animated fingerprints campaign
is aimed at persuading retailers who have to comply with age
restrictions that ID cards are a fait accompli and that there is public
demand. The opposite is the case. ID cards are going to be vanishingly
rare for a long time to come, and it would be a foolish businessman who
changed anything he did because of them – particularly since it is
*unlawful* to demand to be shown someone’s ID card without giving them a
reasonable alternative – and most people who might be affected already
have plenty of alternatives in the form of PASS cards as well as driving
licenses, etc.

UK-IPS chief James Hall has already begun a ‘charm offensive’ in the
licensed trade press, attempting to undermine existing well established
proof of age schemes and talk up the inclusion of biometrics – despite
the fact that shops and pubs will not have machines to read
fingerprints, and that UK-IPS’ own guidance predicts problems with
visual checks in pubs and clubs. They have also recently been polling
businesses to try and discover what would be most likely to make them
start using the scheme with their employees, so we can expect another
campaign based round that theme to appear at some stage.

This latest, desperate attempt to market the ID scheme is patronising
hype. Having failed to come up with any convincing benefits, officials
are set to waste millions shoving ID cards down the throats of shops, of
licensees, and of young people who already have alternatives. The UK-IPS
is treating the public and businesses like children if it thinks giving
fingerprints smiles will make us all happy to be fingerprinted.

Anyone signing up for a Home Office “identity card” has agreed to report
to an official database for life, and lost control of their own identity
information for ever. It is nothing to smile about.

*NO2ID will launch a counter campaign in Greater Manchester on the 10th
October and Central Manchester on the 17th October. On Saturday 10th
October there will be a day of action with NO2ID groups and supporters
from around the UK heading to selected locations in Greater Manchester
to hold street stalls, leaflet and spread the word. The following
Saturday, 17th October, we shall be running more street stalls in
central Manchester and holding a public meeting at the Friends Meeting

What just happened?

*+ Pointless ID Scheme Commissioner appointed +*

The government has appointed Sir Joseph Pilling as the first ‘Identity
Commissioner’ for the ID cards scheme – a role that is toothless and
irrelevant. The new Commissioner cannot investigate criminality, issue
any sanction for breach or misuse or even demand compliance with the Act
which he is supposed to oversee. The UK Identity and Passport Service
(UK-IPS) press release states: “The new Identity Commissioner will act
independently and on behalf of the public to ensure that information
held on the National Identity Register is accurate and secure as well as
monitoring the use identity cards are put to by both public and private
sectors”. It is hard to see how Pilling, who began his career with the
Home Office in 1966 and has spent his entire career being the soul of
discretion in various Departments of State, could be described as
“independent” or be expected to act as a whistleblower.

*The Advertising Standards Authority has ruled that NO2ID’s advert
‘Database Man’ is decent, true and substantiated following a single
complaint from a reader of the New Statesman in July, The advert,
designed to highlight the threat to privacy posed by the proposed
existence of a National Identity Register, specifically insider abuse,
and indirectly to highlight the data sharing, collating and
cross-referencing functions of the Register, has been run in various
publications since 2005.

*The 2nd Annual Report of the National DNA Database Ethics Group has
been released. The report criticises the government’s response to the
European Court of Human Rights ruling that keeping the DNA of people
arrested but not charged was unlawful.

campaign, which will set out a reforming agenda at the next general

The UK Identity and Passport Service (UKIPS) is setting up public panels
around the country to get the views of members of the public as they
build the “National Identity Service”. The UKIPS website states that
“Independent scrutiny is vital to the success of the National Identity
Service (NIS)”. Apparently they want to “put the public at the heart of
our service” and are “committed to making sure that the way we work is
completely transparent and that people, businesses and the Government
know their rights and responsibilities”. Public panels will be made up
of 11 members, and will meet for half a day up to three times a year.
The aim is to “produce an Identity Rights Charter. This will set out the
rights and responsibilities people, businesses and the Government have

Radical Think Tank Open Europe has this week exposed a study by the EU
that could lead to the creation of a massive cross-Europe database,
amassing vast amounts of personal data on every single citizen in the

preference for systems capable of locking people up not for what they

The Home Office is refusing to release ‘research’ it carried out which
was meant to prove just how very keen young people in the UK are to get
hold of a delicious ID card. The department blew almost £80,000 setting
up a site to find out what people aged between 16 and 25 thought of ID
cards. The site operated from July to mid-October and was run by Virtual
Surveys. It suffered some early teething problems

come along, meet up with, and get involved in our campaign against the
Database State. You will have a chance to chat with experienced
campaigners to explore what you can personally do to help oppose the
scheme, collect leaflets to spread the word, and have the opportunity to
experience helping out on one of our many street stalls that will be
taking place around the City Centre.

*+ New Coordinator for Reading NO2ID +*
As of the branch meeting on 7th September, Reading NO2ID has a new
coordinator. Fellow activist Gabriel Berry has taken over from
long-standing local group founder Ian Darling, who has chosen to stand
down for family reasons. Highlights of his tenure were the countless
successful recruitment and publicity street sessions (each followed by
countless successful pub sessions), and the excellent Reading Borough
Council motion earlier this year. Reading NO2ID members wish to thank
Ian for his sterling service to the cause over the years since he set
the branch up, and look forward to continuing to benefit from his
knowledge and assistance as an activist.

*Wednesday 30th September, 7:30pm at the Harlequin pub on Nursery
Street. This is our regular monthly meeting where we discuss how the
campaign is progressing and organise local activities. We will be joined
by the Yorkshire regional co-ordinator and will be discussing our
contribution to opposing the Manchester ID card trial in October. You

Wednesday 7th October, 8pm at the Dolphin Pub in St Denys (next to the
railway station). Everyone welcome, especially recently arrived students.

+ 17th October – Shrewsbury NO2ID Lunch Club and Street Stall +*
Saturday, 17th October – come for lunch at Rococo in Butcher Row at
12.30pm, and then join us on the street stall in Pride Hill. Let Rob

so that we can grab enough table space for everybody.
