<h4><span style="font-family: helvetica;">Research Consultancy on Resource Flows in Asia Pacific </span></h4>

<h4><span style="font-family: helvetica;">UNESCAP High Level Meeting on HIV and AIDs in&nbsp;Bangkok</span></h4>
<p style="text-align: justify;"><span style="font-family: helvetica;">Executive Director of APA, Rose Koenders, was invited as an Observer to the <a href="http://www.unescap.org/sdd/meetings/hiv/hlm/">UN Economic and Social Commission for Asia and the Pacific (UN-ESCAP) Inter-governmental meeting on HIV/AIDS and MDGs</a> , in Bangkok 6-8 February. It was the highest level intergovernmental meeting that UNESCAP has convened, and the first civil society has been asked to participate in. With the UN Inter Agency Task Team on Gender equality and Women and Girls, APA organized the side event ‘The Gender Agenda: Making the HIV responses work for key affected women and girls’ and facilitated its media outreach, for example <a href="http://www.citizen-news.org/2012/02/gender-agenda-making-hiv-responses-work.html">here </a>and <a href="http://www.citizen-news.org/2012/02/women-in-forefront-of-war-against.html">here</a> </span></p>
<h4><span style="font-family: helvetica;">APA Advocacy Grant Programme Open</span></h4>
<p style="text-align: justify;"><span style="font-family: helvetica;">APA would like to announce that the tenth cycle of the Advocacy Grant Programme ‘Scaling Up Action for Sexual and Reproductive Health and Rights in Asia Pacific: MDGs 2015 and Beyond’ is now open.<span style="mso-spacerun: yes;">&nbsp; </span>APA provides advocacy grants to its Member Organisations and their partner civil society organisations to advocate to donors and emerging donors for increased political commitment and resources for SRHR in the broader development agenda. APA is one of the few organizations that provides dedicated funding for advocacy and these grants are seeding numerous examples of national level advocacy. </span></p>

An estimated 100 million to 140 million girls and women worldwide have undergone female genital mutilation/cutting (FGM/C), and more than 3 million girls are at risk for cutting each year on the African continent alone.</span></p>

<p><strong>New Factsheet on Women and Girls and the 2011 Political Declaration on HIV!</strong></p>
<p style="text-align: justify;"><strong>&nbsp;</strong>APA Secretariat, in collaboration with <a href="http://www.apcaso.org/v2/">APCASO</a>, has developed a new factsheet addressing the impact of the 2011 Political Declaration on women and girls, including key affected populations.&nbsp;&nbsp;&nbsp; Part of the InFocus series, this factsheet the zooms in on what the Declaration means for the lives of women and girls in Asia and the Pacific in the context of the challenges they face and policy and programme responses needed to overcome these, and highlights the three targets and elimination commitments that are most crucial for women and girls. &nbsp;&nbsp;<a href="http://www.asiapacificalliance.org/images/stories/resources/apcaso infocus vol 3 - women and girls_final.pdf">Read the factsheet here</a>.</p>

<p><strong>ASEAN Workshop on Human Rights and Development</strong></p>
<p style="text-align: justify;">APA Secretariat will be participating in the “Workshop on Human Rights and Development in ASEAN” from 30-31 January 2012 in Bangkok, Thailand.&nbsp; The workshop aims to give an overview of the human rights framework and how it is being used as an approach to development, as well as any challenges in the implementation of the human rights based approach to development in the ten ASEAN nations.</p>

<h4>Study Reveals Most Youth in India Having Premarital Sex Not Using Condom&nbsp;</h4>
<p style="text-align: justify;">In India, most youth who are having premarital sex are not using condoms, according to “Condom Use Before Marriage and Its Correlates: Evidence from India,” a new study by K.G. Santhya, Rajib Acharya and Shireen J. Jejeebhoy, of the Population Council, New Delhi. <h4>US Congress Members Ask Obama to Review Interpretation of Policy Restricting Use of Foreign Aid for Abortion Care</h4>
<p style="text-align: justify;">A dozen members of the US Congress have called on President Obama to end the overinterpretation of the Helms Amendment in order to ensure policies are responsive to the needs of women in developing countries. <h4>Civil Society Meets with Australian Senator</h4>
<p>Civil society representatives from <a href="http://www.apnplus.org/main/">Asia Pacific Network of People Living with HIV (APN+)</a>, <a href="http://www.raksthai.org/eng/">Raks Thai Foundation</a>, and <a href="http://www.pda.or.th/eng/">Population and Community Development Association (PDA)</a> met with Senator Lee Rhiannon from the <a href="http://www.pgpd.asn.au/">Parliamentarian Group on Population and Development (PGPD)</a> of Australia to discuss HIV/AIDS and sexual and reproductive health related issues of young people, migrants and HIV positive women and the need for a more integrated approach. The meeting was coordinated by <a href="http://www.care.org.au/">Care Australia</a> and APA Secretariat as part of the Senator’s visit to Bangkok in December.&nbsp;</p>

<h4>NGO Report Highlights HIV and Law at UNAIDS Programme Coordinating Board Meeting&nbsp;</h4>
<p>The <a href="http://www.unaids.org/en/aboutunaids/unaidsprogrammecoordinatingboard/ngocivilsocietyparticipationinpcb/">NGO Delegation</a> to the <a href="http://www.unaids.org/en/aboutunaids/unaidsprogrammecoordinatingboard"></a>UNAIDS Programme Coordinating Board (PCB)<a></a> presented its&nbsp; <a href="http://unaidspcbngo.org/?page_id=15047">2011 Report</a> focusing on legal issues and HIV responses, including stigma and punitive laws, at the UNAIDS Programme Coordinating Board (PCB) meeting in Geneva, Switzerland from 13-15 December.&nbsp; <a href="http://unaidspcbngo.org/?author=64">Jane Bruning</a>, from <a href="http://www.positivewomen.org.nz/">Positive Women</a>, New Zealand, is the Asia Pacific alternate representative on the NGO delegation. <a href="http://www.asiapacificalliance.org/images/stories/resources/unaids_ngo_delegation_communique_pcb_29.pdf">Read the recommendations in the UNAIDS NGO Delegation Communiqué here</a>. <h4>AFPPD Focus Group on Policy Tracking and Monitoring Unit</h4>
<p><a href="http://www.afppd.org/">Asian Forum of Parliamentarians on Population and Development (AFPPD)</a>&nbsp;held a focus group discussion about the <a href="http://www.afppd-populationpolicies.org/">Policy Tracking and Monitoring Unit</a> with population and development policy experts, practitioners, and parliamentarians in Asia and the Pacific on 16 December 2011, in Bangkok, Thailand. Participants shared ideas and suggestions to be used for future development of the unit, which holds a database of population and sexual and reproductive health policies.</p>

<h4>New Investment Framework for Global HIV Response&nbsp;</h4>
<p>An<strong> </strong>investment framework that offers a road map to accelerate progress in the global HIV response is presented in the UNAIDS October Issues Brief. <h4>International Day of the Girl Child</h4>
<p>On 19 December, a resolution was adopted at the 66<sup>th</sup>meeting of the UN General Assembly designating 11 October as the International Day of the Girl Child, to be observed every year beginning in 2012.&nbsp; <a href="http://www.un.org/News/Press/docs/2011/ga11198.doc.htm">Read Resolution here.</a></p>
<h4>Sexual Orientation and Gender Identity Recognized in Historic UN Report</h4>
<p>The Report of the UN High Commissioner for Human Rights "Discriminatory laws and practices and acts of violence against individuals based on their sexual orientation and gender identity” was released December 15. &nbsp;The report was requested by the UN’s Human Rights Council in its <a href="http://www.ohchr.org/en/NewsEvents/Pages/DisplayNews.aspx?NewsID=11167&amp;LangID=E">first-ever resolution condemning acts of violence and discrimination against LGBT individuals</a>, last June. <a href="http://www2.ohchr.org/english/bodies/hrcouncil/docs/19session/A.HRC.19.41_English.pdf">Access the report here.</a></p>
<h4>New Advocacy Toolkit on Female Condoms Available</h4>
<p><a href="http://condoms4all.org/category/UAFC_Joint_Programme/1has">Universal Access to Female Condoms (UAFC) Joint Programme</a> developed a toolkit with important information to equip and support advocacy initiatives for the female condom on all levels. <h4>AWID International Forum Early Bird Registration Open</h4>

<h4>New Report Reveals Households&nbsp;Impact of HIV&nbsp;in Asia Pacific</h4>

<h4>New Publication Highlights Linkages between Population, Culture and Climate Change and Family Planning</h4>

<p><span style="font-family: helvetica;">APA Secretariat, <a href="http://www.icomp.org.my/new/">ICOMP</a>, and <a href="http://www.populationaction.org/">Population Action International (PAI)</a>&nbsp;joined the ICPD Beyond 2014 Civil Society Stakeholder Group Consultations at 9-10 December 2011 in Istanbul, Turkey. In the process leading to 2014 and beyond, UNFPA is planning a global survey with engagement of youth and civil society in 2012. <h4><span style="font-family: helvetica;">Women's Right to Comprehensive Health Care&nbsp;Highlighted&nbsp;on International Human Rights Day</span></h4>
<p><span style="font-family: helvetica;">In celebration of <a href="http://www.un.org/en/events/humanrightsday/2011/">International Human Rights Day</a> on December 10, networks, coalitions, groups and organizations from Latin America and the Caribbean released a <a href="http://www.asiapacificalliance.org/images/stories/resources/laws_that_criminalize_aborton_violate_womens_hr_to_health.doc">statement on women’s right to comprehensive health care</a>, especially for women who are poor, adolescent, indigenous, of African descent, of different sexual identities,immigrants, residents of rural areas, HIV +, displaced, victims of violence, etc., as&nbsp;they are still overlooked in debates and in public policymaking . The <a href="http://www.un.org/ga/search/view_doc.asp?symbol=A/66/254">interim report</a> by Special Rapporteur, Anand Grover “The human right of everyone to the enjoyment of the highest attainable standard of physical and mental health” was highlighted and embraced as an indispensable tool for political action and citizen monitoring efforts.</span></p>
<h4><span style="font-family: helvetica;">Tracking Aid Effectiveness in the Pacific</span></h4>
<p><span style="font-family: helvetica;">“Tracking the Effectiveness of Development Efforts in the Pacific 2010” published by the Pacific Islands Forum Secretariat is a tracking report of the commitments that were agreed upon in the 2009 Cairns Compact on Strengthening Development Coordination in the Pacific. <p><span style="font-family: helvetica;">Melbourne, Australia has been chosen to host the XX International AIDS Conference (AIDS 2014), the largest international conference on HIV and AIDS, where every two years up to 25,000 participants, representing all stakeholders in the global response to HIV, meet to assess progress and identify future priorities.' AIDS 2014 will be the twentieth in the series of International AIDS Conferences.</span></p>

<h4>Global Fund Cancels 11th Funding Round</h4>

<h4>2011 UN Trust Fund Call for Proposals</h4>

<h4><strong>Police in Malaysia Ban Event on Sexuality Rights</strong></h4>
<p>Royal Malaysia Police declared a ban on 2 November for an event planned by Seksualiti Merdeka (SM), which aims to celebrate sexual diversity and disseminate information to the public on lesbian, gay, bisexual, transgender, and intersex (LGBTI) rights through art and public talks. SM is a coalition of human rights defenders working to promote the rights of LGBTI individuals and communities in Malaysia. <h4><strong>European Court of </strong><strong>Human Rights </strong><strong>Sides with Roma Woman in Case of Forced Sterilization</strong></h4>

<p><strong>EU Report calls for Empowerment of Developing Country People and Democratic Institutions in the run-up to HLF4</strong></p>
<p>The European Parliament <a href="http://www.europarl.europa.eu/sides/getDoc.do?type=REPORT&amp;mode=XML&amp;reference=A7-2011-0313&amp;language=EN#top">unanimously adopted </a>&nbsp;a promising report on aid effectiveness demanding more ambitious reforms than those proposed by the European Commission, in the run-up to the  <a href="http://www.aideffectiveness.org/busanhlf4/">Fourth High-Level Forum on Aid Effectiveness (HLF4)</a>, taking place in Busan, Republic of Korea, in 29 November to 1 December. Calling for further progress to empower developing country’s people and democratic institutions and emphasises that donors’ procurement practices need to be reformed to boost aid’s economic impact and drive inclusive growth, the report also stresses the need to strengthen the role of parliaments and civil society organisations in development planning, execution, and cooperation. <h4>APA SC Meeting in Yogyakarta</h4>
<p>The APA Steering Committee (SC) Meeting will be held on 23 September in Yogyakarta, Indonesia. APA SC members will also be able to attend APRSHR6, prior to the meeting.</p>
<h4><strong>APA Participates in Regional Consultation on Proposal Writing for SRH</strong></h4>
<p>APA joined participants from 5 South East Asian nations in a capacity strengthening workshop on project proposal writing for international assistance on sexual and reproductive health assistance on sexual and reproductive health issues. The workshop, organized by APA member <a href="http://www.ppat.or.th/en/">Planned Parenthood Association of Thailand (PPAT)</a> with Thailand International Development Cooperation Agency (TICA), was attended by representives from Myanmar, Lao PDR, Vietnam, Mongolia and the Philippines and took place 21-23 September in Bangkok, Thailand.</p>

<h4><strong>AFPPD with Parliamentarians and Youth <strong>on SRHR</strong> at APCRSHR6</strong></h4>
<p>During the <a href="http://www.afppd.org/">AFPPD </a>session&nbsp; <em>'Parliamentarians and Young People speak out on SRHR'</em>&nbsp; examples of good practices from supportive politicians in the region &nbsp;will be shared – including advocacy, working with&nbsp; the community, involvement of young people and support of young people in policy and programming. &nbsp;The session will take place Thursday 20 October at 17.15-18.45.</p>
<h4><strong>AFPPD addresses Political Commitment for Maternal Health at APCRSHR6</strong></h4>
<p>The AFPPD session ‘<em>Enhancing Political Commitment for Maternal Health</em>’ focuses on identifying gaps and challenges in the &nbsp;regional context and&nbsp; the critical tool that political will plays in addressing &nbsp;maternal mortality,&nbsp; including actions taken by parliamentarians at local and national levels.&nbsp; The MP session will be held on Saturday 22 October at 13.30-15.15, and is organized in cooperation with UNFPA.</p>
<h4><strong>ICOMP Linking HIV with SRHR at APCRSHR6</strong></h4>
<p>The <a href="http://www.icomp.org.my/new/">International Council On Management of Population Programmes (ICOMP)</a> session on '<em>Linking HIV with Sexual and Reproductive Health – What Have We Missed</em>?'&nbsp; will highlight the sharing of&nbsp; country experiences; and &nbsp;identify key actions in enhancing SRH HIV linkages in the region. The joint session with &nbsp;UNFPA will take place at 17:15– 18:45 on 21 October.</p>
<h4><strong>ICOMP Addressing Family Planning Challenges at APCRSHR6</strong></h4>
<p>The ICOMP session on <em>'Addressing Challenges in Family Planning' </em>aims to provide a platform for discussions towards advocating with government, civil society, and policymakers and programme managers in the region to attach higher priority to FP programmes and increase investments in order to achieve the MDGs - especially universal access to R H (MDG5b) and address the unmet need for family planning. It will assess progress made since the December 2010 Regional Consultation on Family Planning. The joint session with UNFPA will take place Saturday, 22 October, from 10.30 – 12.15.</p>
<h4><strong>ICOMP Shares Best Practices at APCRSHR6</strong></h4>
<p>The ICOMP session '<em>Enhancing Management Capacity towards Organizational Sustainability: Good Practices from ICOMP and Ford Foundation – Indonesia SRH NGOs'</em> will share best practices from 4 Indonesian SRH-NGO grantees which were part of an initiative aiming to strengthen their organizational capacity by building leadership to take alternative courses of action towards organizational and financial sustainability;&nbsp; helping the NGOs to continue and expand their advocacy, training and other relevant services for disadvantaged population groups in the country. &nbsp;The joint session will take place Friday, 21 October from 10:30 to 12:15.</p>

<p>Australia Reproductive Health Alliance (ARHA) leaves a proud legacy of good work, passionate commitment and sound achievement <strong></strong>as it ceases operation on September 30. <p>The Special Rapporteur of the Human Rights Council, Anand Grover, has released a groundbreaking report on the right of everyone to the enjoyment of the highest attainable&nbsp;standard of physical and mental health. &nbsp;According to Grover “Criminal laws penalizing and restricting induced abortion are the paradigmatic&nbsp;examples of impermissible barriers to the realization of women’s right to health and&nbsp;must be eliminated. <h4><strong>IPPF Films on SRHR for Girls Win International Award</strong></h4>
<p>The Girls Decide films produced for the International Planned Parenthood Federation (IPPF) won the prestigious International Video and Communications Award (IVCA) in the charity sector video category on 21 September.&nbsp; The Girls Decide initiative, started by IPPF in 2010, embodies a positive approach to the sexual and reproductive health of young women and girls across the world and emphasizes the importance of access to services in improving their health, well-being and development.&nbsp; <a href="http://www.ippf.org/en/What-we-do/Adolescents/Girls%20Decide.htm">Access the films here</a>.</p>
<h4><strong>New DSW Toolkit on SRHR for Youth </strong></h4>
<p>A new publication by DSW (Deutsche Stiftung Weltbevoelkerung) &nbsp;"How to Reach Young Adolescents -- A toolkit for educating 10-14 year olds on sexual and reproductive health". <h4>First Progress Report from the Alliance for Reproductive, Maternal and Newborn Health Now Available&nbsp;<strong>&nbsp;</strong></h4>
<p>The first year progress report for the Alliance for Reproductive, Maternal and Newborn Health is now available. The five-year public/private global alliance includes USAID, the UK Department for International Development (DFID), The Australian Agency for International Development (AusAID), and the Bill &amp; Melinda Gates Foundation.
