سرمایه ها در سراسر دنیا بیش از پیش سیال و تاثیر پذیر در برابر تغییر شرایط اقتصادی و اجتماعی می شوند. موانع موجود بر سر راه انتقال سرمایه ها به سرعت از بین می روند و به همین دلیل سرمایه گذاری در قبرس به اقدامی موفقیت آمیز تبدیل شده است. قبرس به دلیل بهره مندی از زیرساخت های فوق العاده، خود را از سایر مراکز مالی متمایز ساخته است.

موقعیت جغرافیایی قبرس باعث می شود تا به کشوری خاورمیانه ای- اروپایی تبدیل شود. این جزیره در شمال شرقی دریای مدیترانه، در نقطه اتصال اروپا، آسیا و آفریقا واقع شده است. موقعیت استراتژیک این جزیره نقشی اساسی در پیشرفت آن به عنوان یک مرکز مالی دارد.

وزیر کشور برای اعطای مجوز مهاجرت به متقاضیان کشورهای خارج از اتحادیه اروپا که مایل به خرید ملک خصوصی برای اقامت شخصی در قبرس هستند تمهیدات ویژه ای در نظر گرفته است. این روند بخشی از تلاش دولت برای مقابله با بحران بین المللی اقتصادی است و خصوصاً برای تقویت بازار خرید اموال غیر منقول در قبرس، از طریق افزایش تعامل برای خرید املاک از سوی شهروندان کشورهای خارج از اتحادیه اروپا طراحی شده است. 

1. مطابق مفاد بند (2)6 قوانین مهاجرت اتباع خارجی، و پس از مطلع ساختن شورای وزیران، وزیر کشور قبرس تصمیم گرفته تا به متقاضیان تبعه کشورهای خارج از اتحادیه اروپا که شرایط زیر را داشته باشند، ویزای مهاجرت اعطا نماید: 

(a) متقاضی باید قادر به ارائه مدرکی دال بر داشتن درآمد پایدار و قابل استفاده سالانه به مبلغ حداقل €30.000 باشد. این مبلغ به ازای هر فرد وابسته €5.000 افزایش می یابد. این درآمد می تواند حاصل از حقوق دریافتی در کشورهای خارجی، مستمری، سود سرمایه گذاری، سپرده ثابت، درآمد حاصل از اجاره بها و سایر موارد مشابه باشد. 

(b) متقاضی برای پشتیبانی از درخواست خود باید اسناد مالکیت یا قرارداد فروش املاک مسکونی یا سایر انواع ملک به ارزش حداقل €300.000، به همراه رسیدهای رسمی تسویه حداقل €200.000 را به سازمان املاک ارائه دهد. 

(c) متقاضی باید یک گواهی از سوی بانک های قبرسی ارائه دهد که ثابت کند وی حداقل €30.000 در حساب خود سپرده دارد که این مبلغ برای یک دوره حداقل سه ساله بلوکه خواهد شد. 

بدیهی  است که بودجه های ذکر شده در بند (b) و (c) باید با اسناد لازم همراه باشند که نشان دهد از کشورهای خارجی به قبرس منتقل شده اند. 

(d) متقاضی باید گواهی عدم سوء پیشینه از وطن خود ارائه دهد و، به طور کلی، نباید به هیچ وجه خطری برای نظم یا امنیت عمومی قبرس به شمار آید. 

(e) متقاضی باید تایید کند که هیچ گونه قصدی برای اشتغال چه به صورت مستقیم و چه غیر مستقیم در قبرس ندارد. 

(f) متقاضی باید حداقل یک بار در هر دو سال به قبرس سفر کند. 


 


2. ارسال درخواست و روند بررسی

(a) متقاضی باید درخواست خود را به صورت مستقیم به سازمان ثبت و مهاجرت (DCRM) و/یا اداره منطقه ای ارائه دهد، یا به صورت شخصی، یا از طریق پست، و یا به واسطه یک نماینده. باید توجه داشت که درخواست هایی که به دست اداره منطقه ای می رسند، بدون اینکه مورد بررسی قرار بگیرند، برایDCRM ارسال خواهند شد. 

(b) متقاضیانی که در قبرس پرونده تشکیل می دهند، چه به صورت شخصی و چه به واسطه نماینده خود و یا از طریق پست، باید درخواست خود را در یک پاکت عادی ارائه دهند (متقاضی باید اطمینان حاصل کند که هر سند، مهر شده و داخل پاکت قرار داده شده و با خودکار آبی از صفحه اول تا آخر درخواست شماره خورده است). پاکت همچنین باید حاوی لیستی از کلیه اسناد موجود به همراه درخواست باشد، به اضافه هرگونه فرم پشتیبان دیگر که باید توسط یا به نیابت از متقاضی تکمیل گردد. 
(c) درخواست فوراً توسط DCRM بررسی شده و توسط مدیر کل وزارت خانه برای وزارت کشور ارسال می شود. برای اعطای این نوع ویژه ویزای مهاجرت، در شرایط خاص و با حکم مدیر کل وزارت کشور، یک مصاحبه شخصی با متقاضی ترتیب داده خواهد شد. 
(d) وزارت کشور، متقاضی یا نماینده وی و همچنین DCRM را از تصمیم وزیر مطلع می سازد. 
(e) ویزای مهاجرتی تا زمانی که متقاضی هر دو سال یک بار به قبرس سفر کند، تا مدت زمان نامعینی اعتبار خواهد داشت. 

3. هر شهروند تبعه کشورهای خارج از اتحادیه اروپا که پیش از این اعلامیه، درخواستی برای ویزای بند F ارائه داده باشد، می تواند در صورت تمایل اطلاعات اضافی را برای DCRM ارسال کند تا با معیارهای لیست شده در بند 1 این اعلامیه هماهنگی داشته باشد، و درخواست اش مطابق با مفاد بند (2)6 قوانین مهاجرت اتباع خارجی و بر اساس معیارهای فوق و روندهای مشخص مورد بررسی قرار بگیرد. 

4. در صورتیکه کلیه معیارهای ذکر شده در بند 1 اعلامیه کنونی تامین شده باشند، و به شرط عدم وجود دلیلی مبنی ریسک برای نظم و امنیت عمومی، درخواست ها مورد تایید وزارت کشور قرار گرفته و ویزای مهاجرت صادر خواهد شد. 

5. با اجرای روند ذکر شده در اعلامیه کنونی، انتظار می رود زمان مورد نیاز برای بررسی و پردازش درخواست ها بین 1 تا 2 ماه از تاریخ تحویل باشد. 

6. فرم های ضروری درخواست به صورت آنلاین موجود هستند: 
فرم درخواست (Μ.67). 
لیست اسناد مورد نیاز برای پشتیبانی از درخواست (به زبان های انگلیسی و یونانی)
• گواهی نشان دهنده درآمد سالانه متقاضی، به همراه اسناد پشتیبان (به زبان های انگلیسی و یونانی). 
• اظهارنامه قانونی که تایید کند متقاضی در قبرس مشغول به کار نیست.

في جميع أنحاء العالم، أصبح رأس المال أكثر قدرة على الحركة من أي وقت مضى وأكثر قدره على التكيف مع التغيرات في الظروف الاقتصادية والاجتماعية. هذا و تختفي الحواجز أمام حركة رؤوس الأموال بسرعة مما يجعل الاستثمار العقاري في قبرص ناجحا. وقد ميزت قبرص نفسها عن المراكز المالية الأخرى بما لديها من بنية تحتية ممتازة .

إن الموقع الجغرافي لقبرص يجعلها البلد الوربي الأكثر شرق أوسطيه.  حيث تقع الجزيرة في الجزء الشمالي الشرقي من البحر الأبيض المتوسط على مفترق الطرق بين أوروبا وآسيا وأفريقيا. وقد لعب هذا الموقع الاستراتيجي للجزيرة دورا هاما في تطورها المستمر كمركز مالي.

ولا يزال المستثمرون حريصون على الاستثمار في العقارات القبرصيه و ذلك إلى أن أسعار المنازل القبرصيه ظلت ثابتة ولم تنخفض قيمتها على عكس الدول الأوروبية الأخرى. هناك حاليا في قبرص فيلات للبيع ذات واجهه بحريه واسعه في مواقع رئيسية تطل على البحر الأبيض المتوسط. كما توجد لدينا فرصة استثمارية مثيرة وممتازة لا ينبغي تفويتها. حيث يقع المشروع في منطقة خضراء خلابه تدعى  Greko ،  وتقدم تلك الفلل الفاخرة التي تع في الهواء الطلق مساحات و اسعه جدا.


وقد اعتمد وزير الداخلية معاملة تفضيلية لطلبات الحصول على تصاريح هجرة المواطنين غير الأوروبيين الذين يملكون منزل للإقامة خاص بهم في قبرص. هذا الإجراء هو جزء من الجهد الذي تقوم به الحكومة لمواجهة الأزمة الاقتصادية العالمية وخاصة لتعزيز شراء الممتلكات غير المنقولة في قبرص،  وذلك عن طريق زيادة الحوافز لشراء منزل في قبرص من قبل مواطنين  غيردول الاتحاد الأوروبي .

1. وفقا لأحكام المادة 6 (2) بشأن اللائحة التنفيذية الهجرة ا وبعد إبلاغ مجلس الوزراء  بذلك ، فقد قرر وزير الداخلية القبرصيه منح تأشيرات الهجرة للمتقدمين من غير دول الاتحاد الأوروبي الذين يستوفون الشروط التالية:

(أ) أن يكون المتقدم قادرا على تقديم أدلة تبين أن لديه  دخل سنوي مضمون بما لا يقل عن 30،000 €. مضاف لذلك مبلغ 5،000 € لكل فرد تحت رعاية مقدم الطلب . قد يكون ذلك المبلغ حصل علىه كراتب من الخارج أومعاشاتقاعديا أوأرباح اسهم إستثمارية أوودائع ثابتة، أوإيجارات، الخ.

(ب) لدعم طلبه، يجب على مقدم الطلب تقديم سندات الملكية أو عقد بيع مقدم لدائرة الأراضي أو أي ملكيه أخرى بحد أدنى 300،000 €، بالإضافه لإيصالات رسمية تؤكد دفع ما لا يقل عن 200،000 € من القيمه.

(ج) يجب على مقدم الطلب تقديم شهادة من أحد البنوك القبرصيه مؤكدا انه قد أودع ما لا يقل عن 30،000 € في حساب امحجوز لمدة لا تقل عن ثلاث سنوات.

من المفهوم أن الأموال المذكورة في الفقرتين (ب) و (ج) أعلاه  يجب أن تكون مصحوبه بالوثائق اللازمة لإثبات أن المبلغ حول إلى قبرص من الخارج.

(د) يجب على مقدم الطلب تقديم سجل  من بلده الأصلي يثبت برائته الجنائية ، وبوجه عام، يجب أن لا، و بأي شكل من الأشكال،  يشكل خطرا على النظام العام أو الأمن.

(ه) يجب على مقدم الطلب أن يؤكد أنه لا توجد لديه نوايا للعمل بشكل مباشر أو غير مباشر في قبرص.

(و) يجب على مقدم الطلب زيارة قبرص على الأقل مرة واحدة كل سنتين.


2. تقديم الطلب وإجراءات الفحص

(أ) يجب على مقدم الطلب تقديم طلبه مباشرة إلى دائرة التسجيل المدني والهجرة (DCRM) و / أو إلى مكتب المقاطعة، إما شخصيا، أو عن طريق البريد، أو من خلال ممثل. وتجدر الإشارة إلى أن الطلبات التي تقدم لمكتب المقاطعة تحال كما هي إلى DCRM، دون أن يتم النظرفيها بأي طريقة.

(ب) الطلبات التي تقدم في قبرص، سواء شخصيا أو من خلال ممثل أو عن طريق البريد، يجب أن تقدم في مظروف عادي (مقدم الطلب يجب أن يتأكد من أن كل الوثائق الخاصه بالطلب مرفقه بإستمارة الطلب  بداخل المغلف ومرقمة بحبر أزرق من الأولى إلى الصفحة الأخيرة من الطلب). ويجب أن يشمل أيضا المغلف قائمة بجميع الوثائق المصحوبه بالطلب، فضلا عن إرفاق أي وثائق تدعيميه أخرى و التي يجب أن تستكمل من قبل مقدم الطلب أو من ينوب عنه.
(ج) سيتم التعامل مع الطلب على الفورمن قبل DCRM وتقديمه إلى وزارة الداخلية، عبر المدير العام للوزارة. حيث أنه سيتم ترتيب مقابله شخصيه مع مقدم الطلب لهذا النوع من طلبات تأشيرة الهجره وذلك في حالات معينة وفقا لتقدير مدير عام وزارة الداخلية.
(د) سوف تقوم وزارة الداخلية بإبلاغ مقدم الطلب أو من ينوب عنه، وكذلك DCRM، بقرار الوزارة.
(ه) فيزا الهجرة صالحة إلى أجل غير مسمى على أن يقوم مقدم الطلب بزيارة قبرص على الأقل مرة واحدة كل سنتين.

3. يجوز لأي مواطن من خارج الاتحاد الاوروبي الذي قدم طلبا للحصول على تأشيرة الهجرة الفئة F قبل هذا الاعلان الاخير، إذا رغب في ذلك، تقديم معلومات إضافية إلى DCRM لتلبية المعايير على النحو الوارد في الفقرة 1 من الإعلان الحالي، من أجل مراجعة طلبه وفقا لأحكام المادة 6 (2) بشأن اللائحة التنفيذية الهجرة استنادا إلى المعايير المذكورة أعلاه والإجراءات المطبقة.

4.  تجدرالإشارة إلى أنه سيتم النظر في الطلبات بشكل ايجابي من قبل وزارة الداخلية والهجرةوسيتم إصدار التأشيره، شريطة أن تستوفي هذه الطلبات جميع المعايير الواردة في الفقرة 1 من هذا الإعلان الحالي، وبشرط أن لا توجد أسباب تتعلق بمكافحة النظام العام أو الأمن.

5. من خلال تنفيذ الإجراءات المذكورة في الإعلان الحالي، فإن الوقت اللازم لدراسة وتقييم الطلبات يتوقع أن يكون حوالي بين 1-2 شهر من تاريخ تقديم الطلب.

6. وفيما يلي نماذج الطلبات المطلوبة والمتوفرة على الانترنت:
نموذج الطلب (Μ.67).
قائمة الوثائق لدعم الطلب (باللغة الإنجليزية واليونانية).
• إفادة الدخل السنوي لمقدم الطلب، مع الوثائق الداعمة (الإنجليزية واليونانية).
• تصريح قانوني يؤكد أن مقدم الطلب لا يعمل في قبرص.

Со времени вступления Кипра в Европейский Союз в 2004 году его привлекательность для иностранных инвесторов значительно возросла. Действительно, Кипр превратился в бесценное связующее звено между Востоком и Западом и ворота в Европу в целом.
В целях дальнейшего привлечения инвестиций двое бывших министров, министр внутренних дел Республики Кипр Неоклис Силикиотис и министр финансов Кикис Казамиас, объявили о начале новой льготной программы, которая позволит инвесторам из стран, не входящих в ЕС, подать заявление на получение кипрского гражданства. Недавно это предложение было одобрено Советом министров как инструмент привлечения крупных инвесторов и притока в местную экономику иностранных состояний, что принесет пользу стране в целом. Новая льготная программа основана, в первую очередь, на одном главном условии: 8-значном состоянии.

Главные критерии
В соответствии с правилами, иностранным предпринимателям старше 30 лет, с незапятнанной репутацией и собственной недвижимостью на Кипре стоимостью более 1 миллиона евро по текущим рыночным ценам, начиная с 11 июля 2007 года предоставляется право подать заявление при условии выполнения одного из 5 условий:
1. Прямые инвестиции на Кипре в размере от 10 миллионов евро, которые включают частную недвижимость, инвестиции в предприятия, акции и облигации, зарегистрированные и выпущенные на Кипре.
2. Учреждение одной или нескольких кипрских компаний под контролем самих заявителей со средним совокупным годовым оборотом в сумме не менее 10 миллионов евро в течение 3 лет, предшествующих подаче заявления, при этом не менее 1/3 сотрудников компании должны быть гражданами Кипра.
3. Личные депозиты в местных кипрских банках либо депозиты или ценные бумаги в собственности компании (при условии, что акционерами являются  сами заявители) в размере не менее 15 миллионов евро. В этом случае средства должны быть заблокированы в кипрском банке сроком не менее чем на 5 лет. Следует иметь в виду, что гражданство, предоставленное на этих основаниях, может быть отозвано в случае нарушения этих условий.
4. Сочетание указанных выше активов общей стоимостью 15 миллионов евро.
5. Одна или несколько компаний со штаб-квартирой на Кипре, которые работают 3 года, предшествующих подаче заявления на получение гражданства, и ежегодный вклад которых в кипрскую экономику составляет не менее 500.000 евро в виде налогов с прибыли, НДС или оплаты полученных в стране профессиональных услуг (юридических, бухгалтерских, аудиторских, банковских и пр.).

Преимущества кипрского гражданства
Начнем с того, что кипрское гражданство означает полноправного европейца. А потому, в соответствии с Лиссабонским договором 2007 года, часть II, статья 8: 
'В любой деятельности Европейский Союз соблюдает принцип равенства своих граждан, которым уделяется полное внимание всех его учреждений, организаций, органов и агентств. Каждый гражданин страны-участницы является гражданином Европейского Союза. Гражданство Европейского Союза дополняет гражданство своей страны, но не заменяет его.' 
Кроме того, гражданство ЕС наделяет граждан конкретными правами, которые выгодны для каждого. Гражданство ЕС – шаг к сближению народов Европы, а европейская интеграция – это залог мира и понимания на всем континенте. Ever since Cyprus joined the European Union as a full member in 2004, its appeal to international investors has grown dramatically. To further boost foreign investment on the island, two former Ministers, the Cyprus Republic’s Minister of Interior, Mr Neoclis Silikiotis, and Minister of Finance, Mr Kikis Kazamias, announced a new incentive scheme that would allow non-EU investors to apply for Cyprus citizenship. What are the exact criteria?
According to the new regulations, foreign entrepreneurs, aged 30 and over, with a clean record and self-owned private property in Cyprus with a value exceeding €1 million at current market prices, are eligible applicants, provided that they fulfil one of the following 5 conditions – effective as from 11 July 2007:
1. Direct investments in Cyprus of at least €10 million, which include privately acquired property, investments in business enterprises, shareholdings and bonds registered and issued in Cyprus.
2. The establishment of one or more Cyprus registered companies controlled by the applicants themselves with a total average annual turnover of at least €10 million for 3 years prior to the submission of the application, and/or at least 1/3 of the company’s employed staff to be Cypriots.
3. Personal deposits in local Cyprus banks, or personal company deposits or securities (where the applicants themselves are shareholders) in Cyprus with a value of at least €15 million. In such cases it is understood that the deposits must be blocked in a Cyprus bank for at least 5 years. It is worth noting that the citizenship granted under these conditions can be revoked if these conditions are breached.   
4. A combination of the above assets with a total value of €15 million.
5. One or more companies with headquarters in Cyprus which were established 3 years prior to the submission of citizenship application, and which have contributed an average of at least €500.000 a year to the Cyprus economy in the form of either income tax/VAT or as compensation for locally provided professional services (legal, accounting, audition, banking and others).

What are the benefits of Cyprus citizenship?

Произошло это потому, что дома у моря всегда пользуются повышенным спросом, особенно среди иностранцев, а предложение такой недвижимости ограничено. Исходя из принципа спроса и предложения, по моему мнению, покупка жилья у моря на Кипре выглядит инвестицией с низким уровнем риска.

Что и где? 
В целом, стоимость любой недвижимости зависит, главным образом, от места. Лучшее место у моря на Кипре характеризуется следующими параметрами:
a) Прямой доступ к песчаному пляжу, на котором можно купаться
b) Не более одного километра от городской инфраструктуры
c) Приватность
d) Тишина и покой. 

Несмотря не ограниченное предложение по всему острову, текущие цены на береговую недвижимость в лучших местах значительно разнятся. В большинстве случаев цены колеблются в пределах от 4.000 до 22.000 евро за квадратный метр.

The property market around the world has been suffering for the past few years. Contrary to the inland properties, where there is a relative supply in the market, waterfront properties in particular have not been affected by the global property crisis considerably. That is because waterfront properties are always desirable especially by foreign exogenous demand, but their availability is scarce. Based on the principle of supply and demand, in my opinion the acquisition of waterfront properties in Cyprus is therefore a low-risk investment.

What and Where 
In general, the value of any property depends primarily on its location. A prime residential waterfront location in Cyprus can be defined as one which 
a) Has direct access to a sandy beach which is suitable for swimming
b) Is within one kilometer of the nearest amenities and services
c) Protects your privacy
d) Is quiet and peaceful. 

Although the supply is equally limited across the island, the current prices for waterfront properties in prime locations vary sharply. In most cases the prices will range approximately from €4.000 to €22.000 per square metre.

It is a fact that the best beaches are concentrated in the Agia Napa – Protaras area on the southeastern coast. And yet, prices for waterfront properties in prime locations in these areas are currently closer to the lower end of the range. As demand rises and supply drops even further, the price of such properties has the potential to increase.

(b)        为给申请提供支持，如购买住宅或最低价值300.000欧元的其他房产，申请人必须将所有权证书或购房合同递交土地管理局，同时递交确认至少付款200.000欧元的正式收据。

(c)        申请人须提交塞浦路斯银行出具的证明，确认已在账户存入至少30.000欧元，冻结期至少三年。

还应说明的是，第 (b) 和 (c)节所述资金必须随附必要证明文件，证明该资金由海外汇入塞浦路斯。

(d)        申请人必须提供原所在国的无犯罪记录，不得对公共秩序或安全有任何形式的威胁。

(e)        申请人必须确认，无意在塞浦路斯以任何直接或间接的方式工作。

(f)         申请人必须每两年至少入境塞浦路斯一次。

2. 申请提交和审核流程

(a)        申请人须向公民注册与移民部（DCRM）及／或地区办事处直接递交申请，具体方式包括亲自递交、邮寄递交或委托代理人递交。应注意，地区办事处收到申请后，将直接转交公民注册与移民部，不参与任何具体审理。

(b)        对于在塞浦路斯境内递交的申请，无论亲自递交、委托代理人递交或邮寄递交，必须使用标准信封（申请人须确保将所有文件装订并放入信封，并使用蓝色墨水由首页至尾页编号）。

信封内须包含所有文件清单，以及必须由申请人填写或代为填写的任何其他支持表格。

(c)        公民注册与移民部将尽快处理申请，并通过内政部总干事转交内政部。对于此种特殊类型的移民签证，仅在特定情况下会要求申请人参加面试，具体由内政部总干事决定。

(d)        内政部做出决定后，内政部将通知申请人、其代理人及公民注册与移民部。

(e)        只要申请人每两年至少入境塞浦路斯一次，该移民签证永久有效。

3.           在此最新政策公布之前，如非欧盟公民已经递交F类移民签证申请，如申请人愿意，可根据此公告第1节所列标准向公民注册与移民部补交附加资料，从而可依据《外来移民法》第6 (2)条之规定审核其申请，并遵循上述标准和适用流程。

4.         如符合此公告第1节所述所有标准的情况，且无任何威胁公共秩序或安全的因素，内政部将核准申请并签发移民签证。

5.         根据此通告所述流程，申请的审核和处理期预计约为1至2个月，自申请递交之日开始计时。

Министром Внутренних Дел принято решение о предоставлении благоприятных условий  при рассмотрении и выдаче иммиграционного разрешения на пребывание  в стране лиц, не являющихся гражданами стран Европейского Сообщества, из числа тех, которые приобрели в частное владение для своего проживания на Кипре недвижимость. Это одна из принимаемых правительством Кипра мер, направленных  на противодействие международному экономическому кризису. Также целью этого решения является увеличение числа продаж недвижимости на Кипре посредством предоставления стимулов для её преобретения в частную собственность не являющимся гражданами стран Европейского Сообщества лицам, приобретающим эту недвижимость в качестве жилья.

1.         В соответствии со Статьёй 6 (2)  Регламента об Эмиграции Иностранцев, проинформировав должным образом  Совет Министров страны, Министр Внутренних Дел Кипра принял решение о предоставлении имиграционных виз тем не являющимся гражданам ЕС лицам, положение которых полностью соответствует следующим требованиям: 

(а)       Податель заявления на получение визы должен предоставить доказательство о гарантированном и свободном для использования годовом доходе составляющем по меньшей мере 30 000,00 евро. В случае наличия иждевенцев эта сумма увеличивается на 5 000,00 евро на каждого из них. Этот доход может происходить  из получаемой за границей зарплаты, пенсии, прибыли по дивидентам, срочного депозита, ренты и т.д.

(б)       В поддержку заявления подателем заявления должен быть представлен удостоверяющий право на владение недвижимостью документ или же контракт покупки-продажи жилой или иной недвижимости минимальной стоимостью 300 000,00 евро, поданный им в Отдел Земельной регистрации, а также официальные квитанции об оплате по меньшей мере  200 000,00 евро из стоимости приобретаемой недвижимости.

(в)        Заявитель должен представить выданное кипрским банком свидетельство, подверждающее наличие на депозитном счёте  по меньшей мере суммы в 30 000,00 евро минимальным сроком на 3 года.

It is understood that the funds described in paragraphs (b) and (c) above must be accompanied by the necessary documents to prove that they were transferred to Cyprus from overseas.\Разумеется, что наличие указанных в параграфах (б) и (в) сумм должно сопровождаться документом, удостоверяющим их перевод на Кипр из-за границы.

г)          Заявитель должен предоставить документ, подтверждающий отсутствие в отношении его уголовных обвинений, выданный в стране его проживания, и в целом должен быть не представляющим угрозы общественному порядку и безопасности лицом.

(д)        Заявитель должен подвердить, что он не намеревается  прямо или косвенно работать на Кипре.

 (ж)       Заявитель должен посещать Кипр по меньшей мере раз в два года.

2.ПОДАЧА И ПОРЯДОК РАССМОТРЕНИЯ ЗАЯВЛЕНИЯ

 (а)       Заявитель должен подать заявление в Департамент Учёта Гражданского Населения и Миграции и\или в Районный Отдел лично или по электонной почте, или же через своего представителя. Обратите внимание, что заявления, поданные в Районный Отдел будут просто переданы для рассмотрения в Департамент Учёта Гражданского Населения и Миграции без какой-либо их предварительной обработки.

 (б)       Подающиеся на Кипре документы вне зависимости от формы их предоставления - лично, через представителя или же по почте - должны быть помещёнными в обычный конверт (заявитель должен проследить за тем, чтобы каждый прилагаемый документ заявления был подколот и пронумерован ручкой с синим чернилом с первой до последнй страницы). 

В конверте также должна находиться опись сопровождающих заявление документов и все другие сопроводительные анкеты, заполненные подателем заявления или от его имени.

 (в)       Заявление будет в ускоренном порядке рассмотрено Департаментом Учёта Гражданского Населения и Миграции и передано в Министерство Внутренних Дел через кабинет Генерального Директора Министерства. Только лишь в определённых случаях, по усмотрению Генерального Директора Министерства, для предоставления такого вида особой Иммиграционной Визы может быть назначено интервью лично с заявителем.

г)          Министерство Внутренних Дел сообщит заявителю или его представителю, а  также Департаменту Учёта Гражданского Населения и Миграции о решении Министерства.

(д)         При условии посещения Кипра заявителем не менее одного раза в два года такая Иммиграционная Виза действительна на неограниченный срок.

3.           Любое, не являющееся гражданином ЕС лицо, подавшее заявление на получение Иммиграционной Визы Категории F до Объявления последнего решения правительства может, по желанию, предоставить дополнительные сведения, необходимые  для удовлетворения приведенных в параграфе 1 настоящего Объявления требований, в Департамент Учёта Гражданского Населения и Миграции в целях рассмотрения его заявления в соответствии с правилами Статьи 6 (2)  Регламента об Эмиграции Иностранцев,основываясь на выше приведенных критериях и применяемых правилах.

4.         При условии удовлетворения всех требований параграфа 1 настоящего Объявления, и при условии отсутствия каких-либо препятствий в отношении общественного порядка и безопасности, важно заметить, что заявление будет благоприятно рассмотрено Министерством Внутренних Дел и Иммиграционная Виза будет предоставлена.

5.         При соблюдении изложенных в настоящем Объявлении правил ожидаемое время рассмотрения и оформления заявлений составит в пределах 1-2 месяцев с момента их подачи.

The Minister of the Interior has adopted favorable treatment of the immigration permit applications to Non European Citizens who acquire a private Cyprus home for their own residence in Cyprus. This measure is part of the effort which the Government is applying for the confrontation of the international economic crisis and especially for the strengthening of the purchase of immovable property in Cyprus, by means of the increase of incentives for the purchase of a Cyprus home by citizens of Non EU Countries.

1. In accordance with the provisions of Article 6 (2) regarding Alien Immigration Regulations, and after informing the Council of Ministers accordingly, the Cyprus Minister of Interior has decided to grant Immigration Visas to applicants from non-EU countries who fulfill the following requirements:

(a)        The applicant must be able to provide evidence of a secure and disposable annual income of at least €30.000. This amount increases by €5.000 for every dependent. It may be derived from a salary earned overseas, pension, investment dividends, fixed deposits, rental income, etc.

(b)        To support his application, the applicant must provide either title deeds or a contract of sale submitted to the Land Department for residential or other property with a minimum value of €300.000, together with official receipts confirming settlement of at least €200.000.

(c)        The applicant must submit a certificate from a Cyprus bank confirming that he has deposited at least €30.000 in an account which is blocked for a minimum period of three years.

It is understood that the funds described in paragraphs (b) and (c) above must be accompanied by the necessary documents to prove that they were transferred to Cyprus from overseas.

(d)        The applicant must provide a clean criminal record from his home country and in general must not, in any way, be deemed to pose a threat to public order or security.

(e)        The applicant must confirm that he has no intentions to work in any direct or indirect form in Cyprus.

(f)         The applicant must visit Cyprus at least once every two years. 

APPLICATION SUBMISSION AND EXAMINATION PROCEDURES

(a)        The applicant must submit his application directly to the Department of Civil Registration and Migration (DCRM) and/or to the District Office, either personally, or by mail, or through a representative. It must be noted that applications received by the District Office will simply be forwarded as they are to the DCRM, without being processed in any way.

(b)        Applications that are filed in Cyprus, whether personally or through a representative or by mail, must be submitted in a regular envelope (the applicant must ensure that each document of the application is punched and inserted in the envelope and numbered with blue ink from the first to the last page of the application).

The envelope must also include a list of all the documents that accompany the application, as well as any other supporting forms which must be completed by or on behalf of the applicant.

(c)        The application will be promptly processed by the DCRM and submitted to the Ministry of Interior, via the Ministry's Director General. For the purpose of this particular type of Immigration Visa, a personal interview with the applicant will be scheduled only in certain cases at the discretion of the Ministry of Interior's Director General.

(d)        The Ministry of Interior will inform the applicant or his representative, as well as the DCRM, of the Ministry's decision.

(e)        The Immigration Visa is valid indefinitely provided the applicant visits Cyprus at least once every two years.

3.           Any non-EU citizen who has submitted an application for a Category F Immigration Visa prior to this latest Announcement may, if he so wishes, submit additional information to the DCRM to meet the criteria as listed in paragraph 1 of the current Announcement, in order for his application to be examined as per the provisions of Article 6 (2) regarding Alien Immigration Regulations based on the above criteria and applicable procedures.

4.         Provided that all the criteria of paragraph 1 of the current Announcement are met, and provided that there are no counter reasons related to either public order or security, it is worth noting that applications will be considered favorably by the Ministry of Interior and the Immigration Visa will be issued.

5.         By implementing the procedures described in the current Announcement, the time required for examining and processing applications is expected to be around 1-2 months from the date of submission.
