The Child Protection Unit strives consistently to upgrade and enhance procedures involving young people. It is also involved if accusations are made of incidents involving other people as well, for the Church is not only concerned with the safety of children, but the proper care of everyone who accesses the Church’s services.

Sadly, in spite of our best efforts, ministers are occasionally accused of moral failure and sometimes those accusations are justifed. Where a minister fails morally, the consequences are disastrous at several levels: for the minister personally, the minster’s family and the congregation, not to mention the profound and wicked impact on the other person and that person’s family.

This document (Responding to moral failures involving ministers within the PCNSW) sets out protocols for preventing moral failures or responding justly to any accusations of such conduct that might be made.

Building Loan

The Ministry and Mission Committee may provide building loans to congregations where there is a clear commitment to church development. New churches may receive interest-free loans. Other churches may receive low-interest loans.

The same form is used for applications for interest-free and low-interest loans, the Committee determining which type of loan it might consider. Ordinarily the maximum term of any loan is ten years and the maximum amount available to approved applicants is $150,000. Applications are made through the Superintendent.

Car Loan

The Ministry and Mission Committee may provide low interest loans for the purchase of cars for use in ministry. These loans are restricted to congregations or to ministers, home missionaries or deaconesses in full-time ministry positions. Graduating students may apply for a loan after receipt of their Exit Certificate and acceptance of their appointment.

Graduating Student Loan

After a Graduating Student has accepted his/her exit appointment, the Committee is willing to lend them up to $2,000 interest free to tide them over until they take up their new ministry. Those loans are repayable over a two year period in monthly instalments of $100 each. Applications are made through the Associate Superintendent.

Short-Term Emergency Loan

Sometimes congregational finances decrease to the point where the minister can no longer be paid. If that happens, the Committee may make up the shortfall in the stipend for a maximum period of three months. That money is treated as an interest-free loan to the congregation and becomes repayable as soon as the congregation becomes “vacant”. Regular and realistic repayments are required until the debt is extinguished. Applications are made through the Associate Superintendent.
