			<content:encoded><![CDATA[<p>About 20 years ago part time secretary Shirley Pence went to a local 7/11 store near 24th Avenue and Greenway in Phoenix to purchase a Powerball ticket. Little did she know just how much that trip would affect her life. Now 20 years later Pence has some words of wisdom for future lottery winners. Pence won $102 million in 1995. Pence who is married to Don Pence, a self-employed house painter, described how the reacted when they realized they had won a huge jackpot. Pence told reporters &#8220;Oh we just grabbed each other and held each other. And I cried and shook.&#8221;</p>
<p>The couple lived a modest life in North Phoenix. Arizona joined the Powerball lottery in 1994 and Pence hit the jackpot a year later. Both were in their mid 50’s when they won and immediately retired. The couple attended a news conference and were shocked by what happened to them shortly afterwards. Pence stated &#8220;We&#8217;d wake up in the morning and we&#8217;d have gifts on the front porch, flowers, alarm clocks, just all kinds of things. It just got ridiculous. So we got out of town for a while.&#8221; Looking back on her big win Pence said that it was a blessing but for a time it became depressing because of the publicity surrounding their big win.</p>
<p>The couple received constant requests for money. Pence said &#8220;A lot of people wanted money. We had one situation where they threatened to kidnap our grandson and our dog. I mean it was like okay people give me a break, this is ridiculous.&#8221; Pence soon found out that the only thing the couple had in common with rich people was their bank account. Shirley said she found the rich to be annoying and told reporters &#8220;A lot of them are just, they take everything for granted. They don&#8217;t say thank-you they don&#8217;t clean up after themselves. It just irritates me.&#8221;</p>
<p>Shirley said that she still buys lottery tickets occasionally. When she was asked why most big lottery winners are from southern or Midwestern states Shirley replied &#8220;I don&#8217;t know. If there are more people in the states that have won, that&#8217;s the only thing I can think of. It&#8217;s just more people who buy tickets.&#8221; Karen Bach of the Arizona lottery said that Arizona has had 10 big winners. Bach said &#8220;Those jackpots ranged in prize value from just over $5 million to $102 million.&#8221; The Pence’s divide their time between Florida and Arizona and opted for an annuity of $3.5 million for 20 years. </p>

			<content:encoded><![CDATA[<p>An Arkansas woman who was recently awarded $1 million by a judge in a dispute over a lottery ticket says she has absolutely no sympathy for the woman who redeemed the ticket and says she is unable to pay all of the money back. Sharon Duncan told television reporters “I don’t feel bad for her. It’s my money. I deserve the money, not her. “The dispute started after Sharon Jones picked the winning ticket out of a trash can at a local convenience store. Last July Sharon Jones claimed the $1 million prize and said she found the ticket in a trash can. Jones said that she regularly takes tickets out of the trash bin and redeems them for secondary prizes; usually toys for her grandchildren. </p>
<p>When Jones and her husband discovered that one of the tickets was a winner they thought it was a case of ‘finder’s keepers, loser’s weepers.’ Unfortunately the store manager, and the original ticket owner, Sharon Duncan, sued Jones for the winnings. Their attorney argued that Duncan deserved the money because when she scanned the ticket the machine told her it was not a winner and she unknowingly threw the ticket in the trash. Last week a judge said that Duncan was the rightful owner of the winning ticket and Jones must pay Duncan the prize money.</p>
<p>Jones and her husband claim they have already spent about $190,000 of the $680,000 they were awarded by lottery officials after taxes. The couple says that they are unable to pay back the money because both are currently unemployed. Jones’s attorney is appealing the judge’s ruling. Steve Underwood, Duncan’s attorney, originally proposed that both parties share the jackpot but an agreement could not be reached. </p>
<p>Surveillance video from the convenience store shows Duncan scanning the ticket. Duncan remembered and said “If that would’ve said, ‘Winner,’ well I would’ve kept my ticket, but it said, ‘Sorry not a winner. On the ticket bin, (Jones) shouldn’t have been in there no ways because it said ‘Do not take.’’ Jones says that she regularly fished tickets out of the trash bin without any interference from store employees. Store manager Lisa Petriches, one of the other plaintiffs in the lawsuit, claims that the bin was not actually a trash can but a ticket bin that gave her the right to any winning tickets. If Duncan wins she does not plan on sharing with Petriches even though it was Petriches that alerted her to the incident. </p>

A recent case in Louisiana illustrates why players should always check the numbers themselves. A New Orleans woman was almost scammed out of her winnings by a clerk at the convenience store where she purchased the winning ticket. Fong Kwok is a hard working woman who hasn’t had a day off in almost four years. When she found out she had won $10,000 playing the Louisiana lottery she was extremely happy. Kwok, who owns Bamboo Restaurant in New Orleans East, told reporters &#8220;That day I just was so happy. I could not believe winning.&#8221;</p>
<p>Kwok&#8217;s Mega Millions ticket matched four out of the five first numbers and the Mega Ball in the April 13th drawing. Kwok said a clerk at the nearby convenience store where she purchased the ticket, Downman Center, told her she had only won $3. Lottery officials said that Raed Alhindi, one of the owners of the convenience store, tried to cash Kwok’s ticket last month. (April) Kwok would have been scammed if she hadn’t followed the advice of lottery officials and signed the back of her ticket.</p>
<p>Lottery officials said that Alhindi crossed off Kwok’s name and wrote in his name on the back of the ticket. Using special security technology lottery officials were able to lift his pen marks to reveal Kwok&#8217;s original signature. Officials then tracked her down. Kwok said that she often purchased lottery tickets at the local convenience store. Alhindi has been arrested and charged with attempting to redeem an altered lottery ticket. Alhindi owns four convenience stores and all have been suspended from selling lottery tickets. Kwok stated &#8220;I could not believe [it]. Because every time I go over there, they are very nice.&#8221;</p>
<p>Kwok said she is not angry but surprised. Kwok said &#8220;I [am] just very happy I got my money. But that&#8217;s all. That [is] okay.&#8221; Kwok continues to buy Mega Millions tickets and said that she will always sign the back of her tickets. After four years without a day off Kwok says it is time for a vacation. While cleaning out a disorganized purse Lolymary Questel, 35, discovered a winning lottery ticket worth $1 million. According to the New York Post Questel discovered a Sweet Millions ticket she had purchased in May 2011.</p>
<p>Before throwing the ticket away Questel decided to check the ticket’s numbers on the New York Lottery’s website. Questel told reporters &#8220;I went on the computer and I checked one, and I put it aside. I went back and checked another, and I’m like, ‘It’s not happening. So, I’m like, ‘OK. I’ll check another’ — and I won!&#8221;</p>
<p>Questel’s timing was perfect. If she had waited any longer she would have missed the deadline for redeeming the ticket. Questel opted for a lump sum payout of $623,000 and plans to save the money to pay for her two children’s college education. Lottery spokeswoman Carolyn Hapeman said that Questel’s story has a moral; &#8220;The moral of her story is, don’t throw away old tickets without checking them first. She would have been throwing away a million dollars.&#8221;</p>
<p>The original drawing was held on May 19th 2011. Questel is a regular Mega Millions player and said she had spent $1 on a quick pick ticket for the drawing. Questel stated “I believe in the ‘dollar and a dream,’” she said. “Plus, it’s fun.”</p>

William and Brenda Evans, age 71 and 61, lived on Detroit’s east side and were found dead be a family member on Mother’s Day according to news sources. Police reports say that the couple sustained injuries but the cause of death was not readily apparent. Tierra Evans, the couple’s daughter, told reporters that she believes that the murder took place because her father, a frequent lottery player, had a winning ticket and that the wrong people knew about his winnings. Evans asked for the public’s help and stated &#8220;I just ask that if anybody know anything, just please. Because they didn&#8217;t deserve this, my daddy helped the community. He would have done anything for anybody. They could just have got the ticket and left them alive.”</p>
<p>According to station WXYZ William Evans was known as &#8220;Dollar Bill&#8221; in his neighborhood and played lottery games daily. Evans usually played the Daily 3 and Daily 4 games and players can win up to $500 and $5,000. Police believe that drugs were involved in the murders and say that they uncovered previous drug transactions at the home. Family members say that no drugs were involved. Evans told WXYZ reporters &#8220;This is not a drug house &#8230; we have stayed at this house for 20 years.” The family believes that someone who knew about the winning lottery ticket was involved because valuables at the home were left undisturbed. The break-in occurred through a secret door located at the back of the house according to family members.</p>
<p>Evans said that two weeks ago her father won the lottery games and told a lot of people before cashing in the ticket. &#8220;So, it was someone that he knew and he knew them well” said Evans. Marcus Jefferson, a family friend said &#8220;They were a nice couple. I want everybody to know that.” The couple was stabbed to death in their own home and family members are struggling to comprehend why. Phyllis Foster learned about the murders while she was calling her sister-in-law Brenda to wish her a happy Mother’s Day. Foster stated &#8220;I called to wish her a Happy Mother&#8217;s day and didn&#8217;t get an answer on the phone. In the meantime, while I was calling her, someone called me and told me about it.” Family members deny that the couple had anything to do with drug dealing.</p>
<p>This is not the first time a lottery winner has been murdered for their money. Florida lottery winner Lottery winner Abraham Shakespeare&#8217;s body was discovered in 2010 after he won a $17 million jackpot playing the Florida lottery. The woman charged with the murder sought Shakespeare out after he won the jackpot and murdered him with the help of her boyfriend. She pretended to be Shakespeare’s friend and financial advisor. Dee Dee Moore has been charged with first degree murder and has trial is scheduled for July 15th.</p>

			<content:encoded><![CDATA[<p>Putting a few bucks on the office lottery pool does not usually result in a multimillion dollar lawsuit but then few people actually expect to win a huge lottery jackpot. In Chicago members of a lottery pool at a local bakery win a $118 million Mega Millions jackpot. When large amounts of money are at stake things can turn pretty nasty quickly. Two bakery employees are claiming in a lawsuit that other members of the lottery pool unfairly cheated them out of their fair share of the jackpot.</p>
<p>For about a year the two employees, Jose Franco and Marco Medina, had chipped in and participated in the lottery pool with their fellow coworkers. Every Monday and Thursday members kicked in a few dollars to purchase lottery tickets for the Illinois&#8217; Mega Millions lottery. On May 1st the group won $9 dollars and decided to use the money for tickets for the Mega Millions drawing scheduled for Friday May 4th. On Wednesday members collected the usual donations but did not ask Franco and medina to contribute.</p>
<p>The pool won $118 million in the May 4th drawing but because Franco and Medina had not contributed they refused to share the jackpot with the two men. Erron Fisher, the attorney representing the two bakery employees, says that the men should be allowed to share in the group’s good fortune because they participated in the drawing that won the $9 that was used to purchase tickets for the Friday drawing. The lawsuit has asked lottery officials to hold off paying the group until the case is resolved.</p>
<p>Franco and Medina are not the first people to find themselves in this unenviable position. In March a jury in New Jersey ruled that construction worker Americo Lopes who won a $24 million jackpot in 2009 must pay$4 million to each of his five coworkers who said that Lopes’s ticket was purchased as part of a lottery pool. Not all big lottery pool wins end in lawsuits. In April three school employees in Maryland won $158 million. Each of the three members chipped in $20 for Mega Millions tickets. The trio of winners dubbed themselves the ‘Three Amigos’ and remained anonymous. Each member continued working despite a payout of $35 million each after taxes.</p>
<p>Most lottery experts advise lottery pools to have a written agreement in place signed by every member. Provisions should be made for members who are sick or on vacation. A simple written agreement can help lottery pools to avoid lawsuits like this one.</p>

In Indiana the state is taking steps to hire a private firm to run the Hoosier lottery. The state is hoping the move will boost sales and profits. Pennsylvania, Illinois, New Jersey, Ohio and New York are all taking steps to privatize their lotteries. The Indiana State Lottery Commission voted 3-0 to seek information from private firms that would “perform a broad scope of services” for the Hoosier lottery. In a statement Hoosier Lottery Executive Director Karl Browning said “Gov. Mitch Daniels has consistently challenged all of us to identify and implement changes that promote more effective and more efficient state government. “The goal is to become more strategic in our business approach in an effort to increase revenue for the state of Indiana.”</p>
<p>A spokeswoman for Indiana Governor Daniels told reporters that the governor supports the lottery’s efforts to “review of its business practices to determine if there are ways to improve operations and revenue.” The Hoosier lottery was launched in 1989 and since then the lottery games have generated over $4 billion dollars for the state. During the last fiscal year the Hoosier lottery generated $188 million and in 2010 the lottery earned $183 million for the state of Indiana. In 2010 per capita lottery spending in Indiana was $28 dollars well below the national average of $57. Despite the rise in revenues the state’s profits have actually declined.</p>
<p>In 2006 the Hoosier lottery earned $218 million and posted per capita profits of $35 per person. Six months ago Kathryn Densborn, the head of the lottery, resigned amid accusations of lavish spending on new offices and high end furniture. Four years ago Governor Daniels proposed leasing the Hoosier lottery for an upfront cash payment that the governor wanted to use for college scholarships. The plan was scrapped after the department of justice said that privatization plans would conflict with federal law. The new privatization proposal would be legal under federal law because the state would retain control of the lottery.</p>
<p>Senator Luke Kenley said that he had not discussed the latest proposal and said that if the Indiana lottery commission is “going to retain all control over the thing and just do a management contract, that wouldn’t be any different than the prison system hiring a company to handle the kitchens or health care.” House Minority Leader Pat Bauer contends that privatization would be a mistake. Bauer stated “Those of us who have steadfastly fought against the move to privatize public services have been vindicated by the shoddy record of this administration’s efforts in this area, but that doesn’t appear to mean a thing to this governor as he lurches his way out of office. There will be vigilance over the attempted implementation of this proposal. We will make every effort to protect the public’s interests, a concern I am not sure is shared by this administration.” At the present time it is anybody’s guess whether privatization will actually take place.</p>

For example there have been several cases of convenience store clerks stealing winning lottery tickets from their rightful owners. In Texas a man named Willis Willis took his ticket to a lottery retailer to have it checked. The ticket was a winner but the clerk told Willis it was worthless, redeemed the ticket and fled to his native Nepal. In some scandals lottery officials were involved.</p>
<p>In one of the most publicized lottery scandals in history Pennsylvania lottery television host Nick Perry and some of his cronies used weighted balls to rig the game. The scandal became known as the ‘triple six fix.’ During a three ball drawing for a prize of $3.5 million three sixes were drawn. What viewers did not know is that Perry and his buddies weighted down all of the balls that were not 4’s of 6’s. Perry got caught after an anonymous tip led authorities to a Philadelphia bar. Perry’s co-conspirators had visited the bar and purchased a large quantity of lottery tickets. All of the thieves were finally caught and Perry received two years in prison for his part in the scam.</p>
<p>In Milan Italy a lottery scam led to $174 million being paid out to cheaters. The Milan lottery used blindfolded children to select the numbered balls from a spinning drum. Over a period of several years scammers, gang members, and fraudulent lottery officials would use tampered balls to rig the game in their favor. They bribed children to learn how to squint through the blindfolds and balls were marked so the children could see which balls they were supposed to pick. The scammers used other methods. Balls were heated, frozen or sprayed with a glossy coat. Nine people were finally arrested after the lottery had already paid out millions to the scammers.</p>
<p>In 2004 a Canadian convenience store clerk scammed a player out of their winning ticket. The clerk then claimed the prize as his own. Lorraine Teicht and members of her lottery group grew suspicious of the identical ticket since they played the same numbers every week. Teicht hired a private investigator. The investigator discovered that Hafiz Malik, the shop owner, had stolen the winning ticket and had claimed the $6 million dollar jackpot. Unfortunately Teicht dies before Malik was sentenced to just one year in prison.</p>
<p>Another similar case took place in 2003 after a group of construction workers in Canada played the Lotto Super 7 game. Store clerks switched the winning ticket for a losing one. The construction workers were unaware of the theft but ten years later lottery officials uncovered the scam. In 2011 law enforcement and lottery officials seized over $10 million in houses, cars, and jewelry and the construction workers were awarded their rightful prize of $12.7 million plus another $2 million in interest.</p>
