										<content:encoded><![CDATA[<h1>Abstract</h1>
<p>This paper introduces a method for assessing the influence of Twitter accounts of central e-government agencies. It first stresses the importance of activity and popularity of the e-government accounts, and also the importance of community formation among followers-citizens, as the two main stages of e-government adoption. The proposed approach combines activity and popularity of the accounts and followers’ community characteristics in a ranking system, using an idea originally introduced to measure blogosphere authority. A Twitter Authority Index is produced. The method is demonstrated through an extended example: 56 Twitter accounts of ministries of EU countries are sorted according to their indexes in the proposed ranking system. Detailed values for the ministries’ accounts and average values for the countries that the ministries belong to are reported and commented<a href="http://www.mdpi.com/1999-5903/8/2/12">.</a></p>

<p>Abstract: The paper records government and ministries Twitter accounts for 24 EU countries. It records four indexes of Twitter performance: number of followers and following, number of tweets and number of tweets per day, and two indexes describing potential reach to citizens regarding the information tweeted by the accounts, to describe the specific accounts’ performance and influence. Two summary indexes are constructed using PCA: network characteristics and activity characteristics of the accounts. Correlations are calculated for all performance indexes with e-Government and e-Participation indexes of the 24 countries. Tweeting frequency and retweeting/mentioning represent the accounts’ activity and the community activity, respectively. Only activity indexes are strongly correlated with e-Government and e-Participation, while number of followers and following seems not to be associated with them. Performance of the Twitter accounts is not only a matter of Twitter appearance and networking of the accounts; it is mainly a matter of citizens’ active participation.<br />

<div class="art-abstract"><span class="prepos" style="font-weight:bold;">Abstract: </span>The recent emergence of e-government and online social media offers opportunities for governments to meet the demands and expectations of citizens, to provide value-added services and overcome barriers of reduced public budgets. Twitter is the most popular microblogging platform that can facilitate interaction and engagement. It is widely used by government agencies, public affairs practitioners, non-government organizations, members of Parliament and politicians. The paper aims to explore the use of Twitter by government agencies in Greece and record Twitter followers’ preferences regarding which accounts they follow. The paper records 27 Greek e-government Twitter accounts and their 107,107 followers. It uses a data mining technique, association rules and two multivariate statistical methods, multidimensional scaling and cluster analysis and proposes the use of a similarity measure, suitable for describing Twitter account proximity. In this way, the paper locates accounts that share followers. Groups of Twitter accounts are located, and their common orientation is described. The analysis not only describes Twitter account similarities and group formation, but to some extent, the followers’ preferences and habits of obtaining information through Twitter, as well.</div>

<p>Η ποσοτική έρευνα ξεκινά με την υλοποίηση μιας έρευνας πεδίου και συνεχίζεται με τη στατιστική ανάλυση των δεδομένων και τη δημιουργία στατιστικών μοντέλων. Το βιβλίο ορίζει βασικές έννοιες της εμπειρικής έρευνας σε αντιστοίχιση με τη στατιστική ανάλυση που ακολουθεί. Οι ορθοί ορισμοί των κλιμάκων μέτρησης στάσεων και οι έλεγχοι της αξιοπιστίας και της εγκυρότητας αποτελούν θεμελιώδη ζητήματα, και στο βιβλίο αναπτύσσονται με τρόπο απλό και χειροπιαστό, επιτρέποντας να διαφανεί πού αποσκοπούν οι έλεγχοι αυτοί και πώς επηρεάζουν τη δημιουργία στατιστικών μοντέλων ερμηνείας της συμπεριφοράς. Επίσης τονίζεται η σημασία της ορθής χρήσης βασικών εννοιών που χρησιμοποιούνται κατά την κατασκευή στατιστικών μοντέλων ερμηνείας της συμπεριφοράς, τα οποία προσαρμόζονται σε δεδομένα εμπειρικών ερευνών.<br />
Περιγράφονται ακόμη διάφορες κατηγορίες εφαρμογών Μοντέλων Δομικών Εξισώσεων, που συναντώνται στη βιβλιογραφία μελέτης της συμπεριφοράς. Γίνεται χρήση του Lisrel 8.80 και του PASW Statistics 18. Δίνεται στον αναγνώστη να καταλάβει πώς λειτουργούν τα Μοντέλα Δομικών Εξισώσεων, ποιες είναι οι σημαντικές εντολές του Lisrel για τον υπολογισμό των μοντέλων και ποιες οι σπουδαιότερες εφαρμογές και τεχνικές που αναφέρονται στη βιβλιογραφία.</p>
<p>Ο συγγραφέας χρησιμοποιεί ένα κυλιόμενο παράδειγμα, το οποίο περιγράφεται σε στάδια, ανάλογα με το κεφάλαιο και την ενότητα του βιβλίου. Έτσι η θεωρία δομείται παράλληλα με το παράδειγμα και γίνεται καλύτερα αντιληπτή.</p>

<p><strong><span style="color:black;font-family:'Times New Roman';font-size:medium;">Abstract:</span></strong>This paper uses Social Network Analysis indexes to study Greek political blogs. The indexes describe bloggers’ community recommendations, centrality and bloggers’ attempt to form spheres of influence. Five Social Network Analysis indexes are used: incoming links, normalized betweenness, outgoing links, number of 1-cliques a blog belongs to, and size of blog’s ego-network. By recording 127 Greek political blogs, the paper finds that there are two distinct blog performance properties regarding connectivity: Only a few blogs serve as authority blogs having many incoming links and centrality, while a few others try to expand their influence territory by having many outgoing links and forming larger 1-cliques and ego-networks. Next, the paper associates the proposed indexes with blogs’ and users’ community activity. Authority blogs present high blog activity and users’ community activity, as well. These are recorded by large numbers of posts and comments to the blog posts, respectively. It is shown that blogs, which strive to expand their network by using many outgoing links are more likely to link to the authority blogs. Content analysis reveals that authority blogs provide news and information and promote discussion to a much higher degree compared to the overall Greek political blogosphere.</p>

										<content:encoded><![CDATA[<p>Abstract: Technological developments and governments’ understanding of what citizens need usually determine the design of public online services. For successful implementation of e-Government services, governments have to place the user in the center of future developments, understand what citizens need and measure what increases citizens’ willingness to adopt e-government services. The paper uses the Technology Acceptance Model (TAM), the extended TAM, the Diffusion of Innovations (DOI) theory and the important determinants of user acceptance perceived risk and trust, in order to describe teachers’ behavioral intensions to adopt e-Government services. A model containing trust and risk, along with cognitive, social and intrinsic factors is used to study the intentions of e-Government use by Greek primary and secondary education teachers. Two hundred and thirty teachers responded to an online survey. Findings reveal that cognitive and intrinsic factors have significant effects on intentions to use e-Government websites.</p>

										<content:encoded><![CDATA[<p>Abstract: This paper investigates the properties of central or core political blogs. They can be located as clusters of blogs whose members have many incoming links. Other blogs form clouds around them in the sense that they link the core blogs. A case study records Greek political blogs and their incoming links reported through their blogrolls. The adjacency matrix from the blogs’ social network is analyzed and clusters are located. Three of them, those with the larger numbers of incoming links, may be considered to be central. Next, four measures of influence are used to test the influence of the central blogs. The findings suggest that there are many kinds of central blogs, influential and non-influential, and high influence does not always involve high hyperlinking.</p>

<p>(1) Blogging is politically important in large part because it affects mainstream media, and helps set the terms of political debate (in political science jargon, it creates βfocal pointsβ and βframesβ). Note that we donβt provide an exhaustive account of blogs and politics – some aspects of blogging (fundraising for parties, effects on political values in the general public), we donβt have more than anecdotal data on. Thereβs plenty of room for other people to do interesting research on all of this.</p>
<p>(2) Incoming links in the political blogosphere are systematically skewed, but not according to a βpower lawβ distribution, as Clay Shirky and others have argued of the blogosphere as a whole. Instead, they follow a lognormal distribution. We reckon that the most likely explanation for this is that offered by Pennock et al. – they argue that not only do the βrich get richerβ (i.e. sites that already have a lot of links tend to get more), but that link-poor sites stand a chance of becoming rich too. Late entrants into the political blogosphere can do well in the political blogosphere as long as theyβre interesting and attract some attention – bad timing isnβt destiny.</p>
<p>(3) Because of the systematic skewedness of the political blogosphere, a few βfocal pointβ sites can provide a rough index of what is going on in the blogosphere – interesting points of view on other sites will often percolate up to them as smaller blogs try to get big blogs to link to them, by informing them of interesting stories. Thus, we may expect that journalists and other media types who read blogs will tend to all gravitate towards a few βbig nameβ bloggers as their way of keeping up with what is going on in the blogosphere as a whole.</p>

<p><strong>Abstract</strong></p>
<p>Blogs are web pages that accept comments-posts of users in the form of a diary. They allow posting and exchange of opinions and are part of WEB 2.0. Posting of opinions in the internet can be considered as an expression of activated public opinion in contradiction to public opinion, which is recorded through surveys and concerns the public. The chapter starts by providing a literature review on blogging and political blogging. It presents the recent advances in the hyperlinks analysis of blogs, and describes the recent hypotheses used for this kind of research. As a case study, the chapter examines the degree of interconnectivity, cohesion and polarisation of Greek political blogs that participate in the discussion and use tags about Greek Parties. Tags are labels of thematic categories of blog posts regarding their subject. In order to cope with the research question, the study records Greek blogs with tags about parties of the Greek Parliament. Blogs with tags about Greek parties ND, PASOK, KKE, SYRIZA, and LAOS are considered. This chapter analyses connectivity patterns of Greek political blogs using a two steps approach. First, it uses a Social Networking Analysis of the blogs using hyperlinks. Graph theoretic properties and indexes are used to present connectivity properties of the blogs, in order to explore the fashion of blogs self-organization. The second step regards the exploration and identification of focal conversational points.  The basic hypothesis supported by the literature is that within polarized political systems blogs are forming clusters around central blogs, which are considered reliable or having the same affiliation. Users of the Internet who wish to be informed quickly, locate the focal points of discussion and for economy of navigation, they read only the posts on these blogs. Bloggers also locate focal point blogs and place their posts along with a link to their blog. They expect thus that the readers of focal point blogs will also visit their blogs. The research examines whether this hypothesis holds for Greek political blogs. The quantitative analysis initially uses theory of Social Networking. The blogs and their incoming links along with the association matrixes (0/1) of the blogs networks are recorded. Multidimensional Scaling and Hierarchical Cluster Analysis are used to locate clusters of focal point blogs. Several quantitative indexes are calculated to present the degree of interconnectivity, cohesion and polarization of blogs tagging to Greek Political Parties. Regarding the Social Network properties of the blogs, the Greek political blogosphere is connected, though not presenting high density. Regarding the formation of central blog groups, Greek political blogs conforms well, though not completely, with the communication pattern, supported by the literature. Study of the political and ideological affiliation of the central blog clusters, along with the study of the volume of connectivity (through hyperlinks), describes a system, which is partisan but not much polarized.</p>

<p>Περίληψη</p>
<p>Τα ιστολόγια (blogs) είναι ιστοσελίδες που δέχονται σχόλια χρηστών σε μια μορφή ημερολογίου. Επιτρέπουν την ανάρτηση και ανταλλαγή απόψεων και είναι μέρος του συμμετοχικού διαδικτύου. Η ανάρτηση απόψεων στο διαδίκτυο μπορεί να θεωρηθεί ως έκφραση ενεργητικής κοινής γνώμης (activated public opinion) σε αντιδιαστολή με την κοινή γνώμη η οποία καταγράφεται με έρευνες γνώμης και αφορά το ευρύτερο κοινό. Η εργασία μελετά το βαθμό συνδεσιμότητας, συνοχής και πόλωσης των ελληνικών πολιτικών ιστολογίων που συμμετέχουν στη συζήτηση και “αναφέρονται” στα Κόμματα του Ελληνικού Κοινοβουλίου. Με το όρο “αναφέρονται” εννοούμε ότι διαθέτουν ειδικές υποκατηγορίες στη θεματολογία τους (tags), όπου εντάσσουν σχόλια για τα κόμματα ΝΔ, ΠΑΣΟΚ, ΚΚΕ, ΣΥΡΙΖΑ, ΛΑΟΣ. Η βασική υπόθεση που υποστηρίζεται από τη διεθνή βιβλιογραφία είναι ότι σε πολωμένα πολιτικά συστήματα τα ιστολόγια που συζητούν κάποιο πολιτικό ζήτημα συναθροίζονται σε ομάδες συζήτησης. Οι ομάδες αυτές οργανώνονται γύρω από ιστολόγια πυρήνες, οι οποίοι αναγνωρίζονται από τα υπόλοιπα ως αξιόπιστα σημεία ή σημεία αναφοράς, και λειτουργούν ως εστίες της συζήτησης. Οι αναγνώστες  εντοπίζουν τις εστίες συζήτησης και διαβάζουν τις αναρτήσεις αυτών των εστιών κάνοντας έτσι οικονομία κατά την πλοήγησή τους, ενώ και οι διαχειριστές άλλων ιστολογίων (bloggers) εντοπίζουν τα κεντρικά ιστολόγια και τοποθετούν τα σχόλια τους σ’ αυτά, μαζί με έναν υπερσύνδεσμο που οδηγεί στο δικό τους ιστολόγιο. Προσδοκούν έτσι ότι οι αναγνώστες των κεντρικών και δημοφιλών ιστολογίων θα επισκεφτούν και το δικό τους. Η εργασία ελέγχει κατά πόσο επαληθεύεται η υπόθεση αυτή και για τα ελληνικά πολιτικά ιστολόγια. Για να απαντήσει στo ερώτημα η μελέτη καταγράφει τα ελληνικά ιστολόγια που έχουν κάποια αναγνωρισιμότητα, και που διαθέτουν ειδικές υποκατηγορίες στη θεματολογία τους (tags) σχετικές με τα πέντε κόμματα του Ελληνικού Κοινοβουλίου. Η ποσοτική ανάλυση αρχικά γίνεται με χρήση της θεωρίας της Κοινωνικής Δικτύωσης (Social Networking). Τα ιστολόγια με τους υπερσυνδέσμους τους παριστάνονται με τη μορφή κατευθυνόμενων γραφημάτων και παράλληλα δημιουργούνται οι πίνακες αντιστοίχησης (0/1) που συνοδεύουν τα γραφήματα. Η στατιστική ανάλυση συνοψίζεται στη χρήση Πολυδιάστατης Κλιμάκωσης (Multidimensional Scaling) στα δεδομένα των πινάκων αντιστοίχησης, ακολουθούμενης από Ιεραρχική Ανάλυση Ταξινόμησης (Hierarchical Cluster Analysis). Προσδιορίζονται έτσι ομάδες-πυρήνες από ιστολόγια που λειτουργούν ως εστίες συζήτησης. Γίνεται επίσης μέτρηση διάφορων ποσοτικών χαρακτηριστικών των δικτυωμάτων και παριστάνεται η κατανομή των εισερχόμενων υπερσυνδέσμων ανά δικτύωμα. Με βάση ποσοτικούς δείκτες, που υπολογίζονται από την προηγηθείσα ανάλυση, συγκρίνονται  οι ομάδες ιστολογίων που σχολιάζουν τα ελληνικά κόμματα και διακρίνεται ο διαφορετικός βαθμός συνοχής της κάθε ομάδας. Βάσει των ευρημάτων το σύστημα χαρακτηρίζεται από στοιχεία κομματισμού και μέτριου βαθμού πόλωσης.</p>

<p>Blogs are considered to be powerful and have great political influence. Political blogs have a potential to shape politics, political discourse and political participation. The paper studies how two recent political events about Pan-Hellenic Socialist Movement, are discussed through blogs. It uses Social Networking Theory and Multivariate Statistical Analysis to examine whether political polarization is reproduced in blogging, for the Greek case. The paper also considers how different political events have different impact on polarization of bloggers’ political communication. Findings suggest that polarization is reflected to blogs’ conversational patterns. Debate events are associated with more polarized social networks of blogs.</p>
