SPI is consistently ranked among the top law enforcement educational and training schools in the nation. The 129th Administrative Officers Course was comprised of 47 law enforcement managers representing 33 different agencies from 16 states and an international participant, the Turkish National Police. The course included training on leadership, police administration, legal issues, and crime suppression techniques. The juvenile victim was initially transported to Trigg County Hospital by Trigg County EMS, where stabilized, and was later transported to Vanderbilt Medical Center in Nashville, Tennessee, for non life-threatening injuries. An investigation, led by Trooper Trey Green resulted in the arrest of Elizabeth Diane Rector, 35 and Derrick Donell Everett ,41 both of Eldorado, Illinois. Upon arriving Troopers made contact with Cecil and searched his residence. Inside the residence Troopers located a variety of explosive materials, marijuana and drug paraphernalia, and a firearm. Upon locating the explosive materials, Troopers secured the area and requested assistance from the Owensboro Police Dept. Hazardous Device Unit. The Owensboro Police Dept. responded to the residence and disposed of the explosive materials. The investigation revealed that a 2002 Volkswagen Jetta driven by 22-year-old Amaris E. Blair from Cox's Creek, KY was northbound on KY 245.  A 2005 Chevrolet Pickup with a single car-haul trailer attached was southbound on KY 245. They have been lodged in the Scott County Detention Center and charged with Criminal Abuse 1st, (Child under Twelve).  Clifton has also been charged with Assault 4th Domestic Violence. Nancy Clark of New Castle, KY, called 9-1-1 at 11:53 p.m. after the suspect kicked in the back door of her home at 493 LaGrange Road, stole her money, and ran from the residence.  Troopers searched the area for the individual but were unable to locate him.   Clark described the suspect as a short, white male, wearing cowboy boots and blue jeans.  The suspect was wearing a cap and had a red bandana covering his face. The warrant charges Saylor subjected a 14 year old minor to sexual contact while being a person in authority. &lt;p&gt;Trooper Wesley L. Medley responded to a wooded area, near the 800 block of Pleasant Grove Cemetery Road, in Hardyville. Further investigation led to the discovery of a Yerf-Dog brand Go Kart, which is valued at $1700.00. The Go Kart had been reported stolen on April 23, 2013, from a residence on Atwell Road in Hart County. The recovered property was relinquished to the victims. Mr. Napper went off the left shoulder of the roadway and struck a tree in a head on manner.  The driver was transported to Caverna Memorial Hospital where he was treated and released. The training is designed to improve law enforcement's response to school shootings.  Henry County Sheriff Danny Cravens, who led the initiative the hold the training, said that although different agencies will be at the training, they were all working toward the same goal.  "Our agency and the Kentucky State Police are united in one cause: the safety of students. Deputies in Switzerland County, IN attempted to stop Derek Snell, 19 years old from Bedford, KY, after observing him driving recklessly.  Snell failed to stop and the deputies pursued the vehicle to the state line.  The deputies ended their pursuit at the Markland Dam and Troopers with KSP Post 5 observed the vehicle at mile marker 55 of I-71 North.  Troopers attempted to stop the vehicle but Snell again fled.  Troopers attempted to use spike strips to stop the vehicle but Snell swerved toward the Trooper and he was unable to deploy the spikes. When Trooper Pervine activated his emergency equipment, the operator of the motorcycle accelerated in an attempt to elude Trooper Pervine.  The motorcycle traveled over the crest of a hill where the operator lost control and exited the left side of the roadway.   The motorcycle traveled a short distance until it impacted a culvert, causing the operator to be ejected and thrown several feet.      &lt;p&gt;Upon arrival and through investigation Douglas found a 2001 Ford F-250 pickup truck that was unattended with damage to the steering column. Upon search of the residence and surrounding outbuildings Troopers located a methamphetamine lab, finished product (methamphetamine) and several precursors used in methamphetamine production. Units were also advised that William Milby, a wanted fugitive, was also at that location. After receiving the information, KSP Troopers responded to 992 Little Blue Springs Church Road to attempt to make contact with the residents. Upon arrival, contact was made with a resident of the property, Brandi Milby. After a brief conversation with Ms. Milby, her husband, William Milby, entered the living room and advised Troopers he had a warrant and wished to be arrested. &lt;p&gt;According to Trooper Graham Rutherford, Lucas Thomas (28) of Cottonwood, TN was traveling south near the 69 mile marker when his 2001 Ford Explorer SUV hydroplaned.  Mr Thomas lost control of his vehicle and ran off the roadway striking a earth embankment. Mr Thomas's vehicle overturned and then came to rest back on the roadway in the emergency lame on its side. Luttrell attempted to pass an eastbound 1996 Geo Tracker and struck the Tracker in the rear causing it to travel off of the roadway where it struck a tree.      &lt;p&gt;On Saturday May 4, 2013 the Boyd County Sheriff's Department responded to 110 Caroline Drive in Westwood, KY after receiving a report of an unresponsive two month old infant female.  Boyd County EMS also responded to the residence and transported the infant to King's Daughters Medical Center where she was pronounced deceased at 1034 am by Boyd County Deputy Coroner Ralph Beadle. The driver, Dean Bourgault, fled on foot.  Trooper Fields chased Mr. Bourgault for several hundred yards before losing him in a wooded area near Gentry Road.   Several other Troopers, along with K-9 Oscar, and Livingston County Deputies, tracked Bourgault for several additional yards before loosing his trail. Two Kentucky State Police Units in the area responded to the complaint.  Units observed the suspect vehicle, a black 1999 Chevrolet Trail Blazer, being operated in a reckless manner.  Units initiated emergency equipment in an attempt to stop the vehicle. The driver of the vehicle, German Gonzalez, age 34, Lexington, KY, refused to stop. The high speed pursuit continued for approximately 16 miles and lasted 11 minutes. Admission to the game is $5.00 per person and all proceeds will benefit Noah Laman, an 8th grader at Casey County Middle School, who was recently diagnosed with Osteosarcoma.  This is a very rare and aggressive type of cancer. Noah had some problems with his knee towards the end of football season and it was believed to be a pulled muscle or soreness.  An MRI revealed that he had a tumor in his left thigh bone just above his knee.  Noah plays football and participates in track and field and is a very bright and intelligent thirteen-year-old. The shooting occurred when a 5-year-old male, while playing with a .22 caliber rifle, accidentally shot his 2-year-old sister. The child was transported to the Cumberland County Hospital where she was later pronounced dead by the Cumberland County coroner. The detail, focusing on Limousines and Party buses was designed to check operating compliance, vehicle maintenance, driver qualifications, and to ensure the safe operation of these particular vehicles. Uniformed officers from the CVE division set up safety check points and roving patrols, stopping as many stretch limousines, party buses, motor-coaches, and party buses as possible. The note stated he was armed and demanded cash. The teller complied. The robber left the bank and was last seen driving south on US 431 in a full-sized gray Chevrolet Silverado pick-up truck. The robber was described to be 50-60 years of age. &lt;p&gt;On Monday, April 29, 2013, at approximately 12:55 p.m., the KSP post 1 Mayfield was contacted by the Calloway County Sheriff's Office in reference to a bomb threat at Calloway County High School located at 2108 College Farm Road, Murray.  A threat indicating that there was a bomb in the school had been discovered in a girl's bathroom.      &lt;p&gt;On April 24, 2013, after receiving reports of prostitution in the area of Winchester Avenue in the city limits of Ashland The Kentucky State Police began an investigation into the illegal activity.  Troopers responded and located two suspicious individuals in the area.  Through investigation and interviews it was determined the two individuals had made arrangements to engage in sexual contact for money. An Elliott County ambulance was traveling eastbound operated by Emergency Medical Technician Kevin Smith, 22 of Morehead, when the ambulance lost control, striking a guardrail end cap.  The ambulance continued to travel off the roadway striking a concrete culvert. The ambulance was on a non-emergency transport from Lexington, KY to Sandy Hook, KY. This event was sponsored by the First Baptist Church in Richmond, KY. On Saturday, April 27, 2013 at approx., 8:28 am, the Lexington Fayette County Division of Police received a complaint of a possible domestic at the BP gas station at the I-75, Athens 104 exit. While in route to the complaint the Lexington Fayette County Division of Police received an update on the complaint that shots had been fired. &lt;p&gt;At 3:34 P.M., Glasgow Police Department was contacted by the Department of Probation and Parole regarding the whereabouts of Westley T. Graves (23) of Glasgow, KY who was wanted for a Probation Violation.  Glasgow Police Officer Brandon Fletcher made contact with Graves and attempted to apprehend him when Graves stole the vehicle he was in and eluded Officer Fletcher leaving the Wal-Mart parking lot.  Officer Fletcher and Glasgow Sergeant Mike Burton pursued Graves on KY 90 toward Cave City, KY. "They serve as an unseen, but vital link in keeping law enforcement officers and the public safe at all times of the day or night. They work odd hours, make personal sacrifices, handle a huge amount of stress and are ready and willing to help at a moment's notice." Kentucky State Police Division of Commercial Vehicle Enforcement Sgt. Keith Justice responded to the area along with CVE Officer Marty Combs and located the two males walking on Pike County Landfill property. A 2006 Nissan passenger vehicle, operated by Quinn F. Pearl, 75, of Elizabethtown, KY, was traveling north on North Long Grove Road when the vehicle entered the path of a 2007 Ford F-150 traveling east on Hardinsburg Road, operated by Christopher D. Wadrip, 43, of Hudson, KY.  The Nissan failed to yield the right of way to the F-150. The preliminary investigation revealed that a 17-year-old juvenile shot his step father during a domestic violence dispute.  The step father was pronounced dead at the scene by the Breckinridge County Coroner. Finley, 19 of Lamasco, for receiving stolen property under $10,000 on April 22, 2013.  KSP went to Finley's residence on an unrelated matter and discovered numerous road signs on his property, which had been stolen. During the investigation additional road signs from Lyon, Caldwell, and Trigg Counties were located within his residence. Lynch. Mr. Lynch was stabbed in the neck by Eric S. Chapman while incarcerated at the Eastern Kentucky Correctional Complex in West Liberty. Mr Lynch was air lifted to the University of Kentucky where he was listed in critical condition. On April 22, 2013, Mr. Lynch succumbed to his injuries and was pronounced deceased by the medical staff at UK Hospital. Anthony of Louisville, KY.  Anthony was the passenger of a vehicle where the driver was arrested and charged with DUI at a traffic safety checkpoint.  Mr. Anthony was not initially arrested and was allowed to call someone to come and give him a ride.  However, Anthony kept walking into traffic, disregarding Troopers warnings to remain in one location for his safety and the safety of other motorists. Trooper Charles Bolin, Morgan County EMS, and Morgan County Fire Rescue responded to the scene. James D. Lewis, 30 of West Liberty was operating a 90cc off road ATV on his private property with his 5 year old son, when they attempted to climb an embankment. Mr. Lewis lost control of the ATV, throwing his 5 year old son, and resulted in the ATV overturning. The vehicle which was operated by Andrew D. Dampier led police on a pursuit that extended into Spencer County Indiana.  Spencer County Sheriff's Department then pursued the vehicle where Mr. Dampier struck a Spencer County Deputies vehicle causing an accident. KSP in Hazard were notified that members of the Avawam Fire Department had located the body of a man outside a residential fire scene located at 4374 Couchtown Road in the Busy community of Perry County.  As firefighters battled the fire the body of a female was later located inside the residence. The victims were pronounced deceased at the fire scene by the Perry County Coroner. Kinison was operating a White 1995 Chevy Camero while traveling Southbound on KY81.  Deputy Timothy W. McCoy, operating his 2009 Dodge Charger marked police cruiser.  He was responding to an emergency complaint.  Deputy McCoy had his lights and siren operating.  Mr. Kinison saw the Deputy's emergency lights behind him and attempted to pull off the roadway by making a left turn into a driveway.  Deputy McCoy failed to realize Mr. Kinison was making a left turn. While at the residence Troopers located various ingredients used to manufacture methamphetamines.  Troopers also located a HCL generator, a 1-step pot, and a jar of meth oil.      &lt;p&gt;On April 8, 2013 the Kentucky State Police received a missing person report for Christopher M. Frazier, age 29, of Westwood, KY.  During the missing person investigation Post 14 Detectives conducted multiple interviews of persons connected to Mr. Frazier.       <title>Lynch Woman Killed in a Stucture Fire</title>

      <description>&lt;p&gt;&lt;a href="http://www.kentuckystatepolice.org/posts/press/2013/post10_pr04_19_13.htm"&gt;&lt;img src="http://www.kentuckystatepolice.org/posts/images/KSP_P10_SA.gif" align=left alt="Post 10 Service a Location" width="200" height="86" border=0&gt;&lt;/a&gt;&lt;p&gt;(Lynch, Ky.) -- Kentucky State Police are investigating the death of an 81 year old Harlan County woman who perished in a stucture fire at Lynch today (04/19/2013).  Kentucky State Police 911 received the fire call shortly before 3:00 P.M. and firefighters from Lynch responded.  The victim, Marjorie Boggs of Gap Branch in Lynch was transported by EMS from the scene of the fire by to Harlan ARH where she succombed to her injuries.       <title>Update: Human Remains Identified</title>

      <description>&lt;p&gt;&lt;a href="http://www.kentuckystatepolice.org/posts/press/2013/post14_pr04_18_13.htm"&gt;&lt;img src="http://www.kentuckystatepolice.org/posts/images/KSP_P14_SA.gif" align=left alt="Post 14 Service a Location" width="200" height="86" border=0&gt;&lt;/a&gt;&lt;p&gt;(Ashland, Ky.) -- The human skeletal remains located on October 14, 2012 near Clifty Creek at Grayson Lake have been positively identified as Nathan R. Barker, DOB 05-24-1991. A missing person's investigation began into Mr. Barker's disappearance on July 12, 2011 investigated by the Carter County Sheriff's Department after his vehicle was found wrecked and abandoned at KY 7 and KY 986. The Kentucky State Police assumed the investigation upon discovery of the remains and investigation has revealed Mr. Barker's death was the result of an accidental fall from a cliff.
