Blasphemy law claims another life

ISLAMABAD: Salman Taseer, the flamboyant and high-profile Governor of Punjab, was gunned down here on Tuesday by one of his security guards.

The guard, Mumtaz Qadri of the Punjab Elite Force, yelled out ‘Allah-o-Akbar’ and emptied two magazines of an SMG on the governor in the Kohsar Market before surrendering himself.

He later explained that he had killed Mr Taseer because of his recent criticism of the blasphemy law.

The governor had arrived here in the morning. After visiting the Presidency and Information Minister Qamar Zaman Kaira, late in the afternoon, Mr Taseer, who was staying with a relative in Sector F-6/3, went to Kohsar Market which is home to some of the city’s popular cafes.

He was accompanied by over a dozen guards, including nine personnel of the Elite Force.

According to a police officer, the governor went into a restaurant and when he came out after having a meal Qadri shot at him.

The guard is said to have fired at Mr Taseer from the back when he was going to the parking area.

According to police, he emptied his gun, loaded it with another magazine and fired a second round of 30 bullets at the governor.

The governor fell on the road and, by most accounts, died on the spot. The guard put his gun down on the ground and was taken into custody.

Kohsar police reached the spot soon afterwards and took all the guards and the security squad into custody.

Dawn has learnt that police are searching for a man Mr Taseer had met in the market. He went missing after the assassination.

The governor was taken to the Federal Government Services Hospital, but was pronounced dead. The security squad was taken to the police station for interrogation.

While questions were raised about why the rest of the security guards did not stop Qadri from opening fire, they told police during interrogation that they were taken by surprise and once they figured out what was happening they feared that if they used their guns they too would be suspected of being involved in the murder.

As the news of the assassination spread, PPP leaders present in the capital visited the hospital where the body was being kept.

Distraught leaders spoke of the loss his death would bring to the party. Leaders of other parties, including the PML-N, also visited the hospital.

For the rest of the evening, the focus remained on the assassination, the reaction to it and the investigation process being carried out at the Kohsar Market.

The quiet corner of Islamabad, which is often likened by visitors to a European town square and is frequented by foreigners, was crawling with policemen, journalists and others.

Political activity too came to a halt in the capital as a deadline announced by PLM-N leader Nawaz Sharif minutes before the assassination was forgotten in the commotion and despair that spread in the wake of the murder.

Fear was writ large on the faces and voices of most of the leaders who spoke to the media about the killing.

‘INSTIGATED’
Interior Minister Rehman Malik was the first official to confirm that the governor’s death was the work of his own security guard, who had confessed that he had been ‘instigated’ by Mr Taseer recently dubbing the blasphemy law as a black law.

“He was stationed in Rawalpindi and used to be part of the governor’s security during his visits to Pindi and Islamabad. He had been on the governor’s guard duty at least three times. His name is Malik Mumtaz Hussain Qadri.

“It is yet to be determined if this was an individual act or others were also involved.”

The body was later taken to the Pakistan Institute of Medical Sciences for an autopsy, which concluded that the governor had been hit by 40 bullets — 26 were lodged in the body and 14 had exited.

After the autopsy, the body was taken to Lahore for burial from Chakala Air Base in a C-130 aircraft.

An FIR had not been registered till late in the night.

AASIA FACTOR
Recently a Christian woman, Aasia Bibi, was sentenced to death for allegedly committing blasphemy. Mr Taseer emerged as one of her most high-profile supporters.

He not only visited her in jail and held a press conference with her, but also promised to get a presidential pardon for her.

Although the pardon was prevented by a court order and the PPP distanced itself from any attempt to amend the blasphemy law, Mr Taseer kept criticising it publicly.

Meanwhile, President Asif Ali Zardari asked the interior minister to supervise the investigation.

According to his spokesman Farhatullah Babar, the president described the assassination as “ghastly” and said that no words were strong enough to condemn it and that the perpetrators of the heinous crime must be punished.

The minister set up a joint investigation team (JIT) to ascertain whether the assassination was the act of an individual or the result of a conspiracy.

The JIT, headed by Deputy Inspector-General of Islamabad Police Bani Amin, comprises officials of Inter-Services Intelligence, the Intelligence Bureau and the Special Branch of police.

Following the orders of the president, Mr Malik arrived here from Karachi and asked the JIT to present its report in 24 hours.

According to sources, the squad of Elite Force deputed on Tuesday had been provided by Rawalpindi police whose security guards the governor used whenever he came to Islamabad.

As the Pakistan People’s Party announced a three-day mourning, the president asked its leaders to limit functions in connection with PPP founder Zulfikar Ali Bhutto’s 83rd birth anniversary on Wednesday to holding seminars at the district, divisional and provincial levels.

The president asked Sindh Chief Minister Qaim Ali Shah and MNA Faryal Talpur to attend the funeral on his behalf. Prime Minister Yousuf Raza Gilani will also attend the funeral.

In his condolence message President Zardari described Mr Taseer as endowed with great courage and energy. “He faced the vicissitudes of life with composure, resilience and courage.”

Fire erupts in leading plaza of City

LAHORE: Computers, electronics and cellular phones equipment worth millions of rupees were reduced to ashes, shortly after huge fire erupted in the City’s leading commercial plaza, Hafeez Center on Thursday.

Rescue workers said the fire broke out inside a computer-shop due to short-circuiting at the first floor of Hafeez Center situated at Main Boulevard Gulberg and engulfed the several surrounding shops within no time. A good number of firefighters, more than a dozen vehicles of firebrigades, and Edhi ambulances rushed to the scene soon after the incident and launched the operation. The entire first-floor was evacuated to avoid any human loss as the rescue workers sneaked into floor by using special equipments and tried to put out the fire. Two rescue workers also sustained minor injuries during the operation. However, no death or hurt was reported in the incident. The rescue workers managed to put out the fire after two hours long hectic efforts and cleared the area. The police also reached the spot to control the situation and blocked the entry of passersby and traders towards the site. Traders said that computers, cellular phones and electronics goods worth millions of rupees were reduced to ashes. They said that they exact damaged could be estimated after complete evaluation. They also said that apparently it seemed that the fire broke out due to short-circuiting in the shop. Further investigations were underway.

Electricity crisis reason

Tale a look at this Electricity bill I just found near my office. It's about Rs. 424611 bill not paid throughout the year by an office in Cantt. I wonder why WAPDA is not able to cut their electricity supply but sending bill every month.

As a native of Pakistan – I am excited to have a sagacious leader at the helm of affairs next door. Especially as our countries have a history of bitter relations having fought three wars since our independence from Britain in 1947. We both claim the Himalayan region of Kashmir, which is divided between us.

Mr. Prime Minister, I feel it’s about time that we both re-visit the concept of ‘sous rature’, (a term usually translated as ‘under erasure)’ in our bilateral discussions. I am proposing a sous rature for Kashmir – because the conflict is inadequately represented thus far as a territorial issue. Since this is an important issue, I propose we keep it legible yet cross it out. And, going forward use a more accurate term; water conflict.

Water is linked to the crises of climate change, energy and food supplies, and in our case, a territorial dispute. Unless Kashmir’s link with water is addressed and resolved, these other crises may intensify leading to further political insecurity and conflict at various levels.

It is abundantly clear to most educated Pakistanis that the Kashmir dispute cannot be resolved until every Pakistani citizen is assured access to water – today, tomorrow and for times to come. I am hoping that in your second term you will demonstrate the courage expected of a ‘fair’ regional power and not insist on building dams that will deprive Pakistani farmers of vital water supplies.

Mr. Prime Minister, I am hoping that you will address the critical issue of the Tulbul Navigation project on Wular Lake in the Indian-controlled portion of Kashmir. I am sure you are aware of our position that this dam will disrupt the flow of water into the Jhelum River, which flows into Pakistan. This dam clearly violates the Indus Water Treaty of 1960. You must know that the World Bank-mediated 1960 Indus Water Treaty stipulates that we share the Indus River and its five tributaries – the Jhelum, Chenab, Ravi, Beas and Sutlej. Under the treaty, we received exclusive use of waters from the Indus and its westward flowing tributaries, the Jhelum and Chenab, while the Ravi, Beas and Sutlej rivers were allocated for your country’s use.

Mr. Prime Minister in your haste to win this second term you have withheld millions of cubic feet of water upstream on the Chenab in Indian-administered Kashmir, and you are storing it in the massive Baglihar dam in order to produce hydro-electricity. Mr. Prime Minister you know it is in breach of the 1960 treaty. I know you decided to stop entertaining this discussion after the Mumbai attacks- but why are you punishing the poor farmers of Pakistan for the crimes committed by a few mercenaries?

We have heard your position that India has a right to ‘’run-of-the-river’’ projects but ask 10 independent scientists and they will confirm that the Baglihar dam reduces the flow of water to Pakistan in violation of the 1960 treaty. Come down to Pakistan and bring those World Bank appointed experts who had cleared the Baglihar project so they can understand the implication of their decision as well. If these experts are not blind- I am sure they will notice that the levels of both the river and groundwater have fallen substantially. Indeed, from our side this doesn’t even look like a river anymore; it is more like a puddle.

Mr. Prime Minister I don’t want to bore you with details, but the 1960 treaty guaranteed us 55,000 cusecs of water. Yet, this year we have received between 13,000 cusecs during the winter and a maximum of 29,000 cusecs during summer.

We have also heard the Indian argument for the Wular dam; that you will make a shallow 12 mile stretch of the river in order to ease “navigation” during the dry summer months. And that this is allowed under the 1960 treaty.

Let’s be honest Mr. Prime Minister- this is an open attempt to store water and control how much will be allowed to flow to Pakistan. It may not happen overnight – but there are no guarantees that you will continue to win elections in India for next 30-40 years.

Mr. Prime Minister- you may ignore this appeal but at least pay attention to more than 20 different UN bodies who have warned that the world may be perilously close to its first water war. Take these dam projects off the table and you will win the hearts and minds of Pakistanis. Moreover, you will bring the two nations closer to a more peaceful and prosperous coexistence.

Pakistan to celebrate 63rd Independence Day

It was on August 14, 1947 that the Islamic Republic of Pakistan emerged on the world map as an independent sovereign state, carved out from the Indian Sub-Continent.

The nation is to celebrate its 63rd Independence Day anniversary on Friday with flag-hoisting ceremonies, tributes to its national heroes and fireworks.

Celebrations will begin with a 31-gun salute in the Federal Capital and a 21-gun salute in all the four provincial capitals.

Pakistan was freed under the leadership of Quaid-e Azam Mohammad Ali Jinnah (1876-1948) from the clutches of the British colonial rulers, who ruled over the Sub-Continent with an iron-fist for around 200 years.

Quaid-e Azam described Pakistan as "a nation with our own distinctive culture and civilization, language and literature, art and architecture, names and classification, sense of values and proportion, legal laws and moral codes, customs and calendar, history and tradition, aptitudes and ambitions; in short, we have our own distinctive outlook on life and of life. By all canons of international law, we are a nation."

بجلی کا بحران : محمد طارق چودھری

موجودہ ہنگامے اور اس پر حکومت کا رد عمل اچانک ہونے والا وقعہ نہیں بلکہ ایک بہت بڑی لوٹ مار کے لئے احتیاط سے کی گئی منصوبہ بندی کا حصہ ہے ،بجلی کےجعلی بحران کے ذریعے ذاتی مفاد حاصل کرنے کا شیطانی مگر بے داغ منصوبہ ۔ بے نظیر کے پہلے دور حکومت میں بجلی کی کم پیدا ہونا شروع ہوچکی تھی ، کالا باغ ڈیم متنازعہ بنادیا گیا تھا ، ان دنوں پانی و بجلی کے وفاقی وزیر فاروق لغاری نے غالباً جرمن ٹیکنالوجی کے ذریعے بڑی نہروں اور پہاڑی چشموں پر پن بجلی کے چھوٹے چھوٹے پلانٹ لگانے کا منصوبہ بنارکھا تھا ۔ اس منصوبے کے ذریعے پچاس برس تک پاکستان کی بجلی کی ضروریات کا خیال رکھا گیا تھا ، اس منصوبے میں فی یونٹ پیداوار کی قیمت تقرباً دس پیسے تھی ۔پن بجلی میں ایندھن کی لاگت کیونکہ صفر ہوتی ہے اسلئے چند برس کے بعد ان منصوبوں سے حاصل ہونے والی بجلی گھریلو استعمال کے لئے گیس جلانے سے بھی سستی پڑتی اور گیس کو صنعتی مقاصد کے لئے بچایا جاسکتا تھا ۔اس سستے ، قابل عمل اور تیز رفتار منصوبے کی بجائے بے نظیر نے اپنے دوسرے دور حکومت میں ذاتی نفع خوری کے لئے پرائیویٹ پارٹیوں کو بلایا ،یہ منصوبے مقامی ایندھن کی بجائے درآمد شدہ تیل اور گیس پر چلنے کے لئے بنائے گئے جو ہماری ترقی کرتی معیشت کیلئے تباہ کن ثابت ہوئے ۔بجلی اس قدر مہنگی ہوگئی کہ ہماری صنعت و تجارت دوسرے ملکوں کے مقابلے کے قابل نہ رہی ، ان منصوبوں میں چار طرح کی دھاندلی روا رکھی گئی ۔

۱.مہنگا درآمدی ایندھن

۲.مذکورہ ایندھن سے تیار ہونے والی بجلی جو اس وقت دوسرے ملکوںمیں 3سینٹ میں بیچی جارہی تھی وہ 7سینٹ میں خریدی گئی ۔

.3حکومت پاکستان نے 60فیصد پیداوار کو خریدنے کی گارنٹی دی کہ اگر اس سے کم پیداوار ہوتو حکومت 60فیصد کی ادائیگی کرتی رہیگی ۔

4.پراجیکٹ کی اصل قیمت کو بہت بڑھاکر پیش کیا گیا ۔

اس طرح حکومت کی گارنٹی کی وجہ سے پراجیکٹ کی بہت زیادہ قیمت ہونے کے باوجودبینکوں نے قرض دیئے ،اس اضافی رقم سے حکومتی اہلکاروں کو بہت بڑی رقم بطور رشوت ادا کی گئی ،انہی رقوم سے سپین،لندن، امریکہ اور اماراات میں جائدادیں خرید کی گئیں جن کو N.R.O.کے ذریعے جائز بنایا گیا ۔

ان معاہدوں کے نتیجے میں ہم ڈالروں میں تیل خریدتے ہیں اور روپئےمیں بجلی بیچتے ہیں ، جب بجلی کی پیدا وار ضرورت سے بڑھ جائے تو واپڈا کو اپنے سستی بجلی پیدا کرنے والے یونٹ بند کرکے ان پرئیویٹ کمپنیوں کی مہنگی بجلی خرید نا پڑ تی ہے ۔(یہ ہے مرحومہ بے نظیر بھٹو کا وہ تحفہ جس کا لواحقین اب بھی کریڈٹ لیا کرتے ہیں ۔)اب یہ پاور پلانٹ 7سینٹ یعنی ساڑھے پانچ روپئے فی یونٹ بجلی واپڈا کو فروخت کررہے ہیں ، پن بجلی سے حاصل ہونے والی بجلی سے کم ازکم گیارہ سو فیصد زیادہ ۔ اب حکومت پاکستان ان کمپنیوں کو ان کی پیدا واری صلاحیت کے مطابق ادائیگی نہیں کررہی لہذا وہ کمپنیاں 40فیصد کم پیدا وار پر مجبور ہیں ، واپڈا کو ادائیگی نہ ہونے کی وجہ سے اس کے یونٹ بھی پوری پیداوار نہیں دے پارہے ۔ کمپنیوں کو ادائیگی نہ ہونے کی وجہ یہ نہیں ہے کہ صنعت کار اور گھریلو صارفین بل ادا نہیں کررہے بلکہ حکومتی ادارے بطور خاص مرکزی حکومت کے اداروں کے ذمہ اربوں روپئے کے واجبات ہیں جو مرکزی حکومت کو ادا کرنا ہیں ۔مرکزی حکومت کے ادائیگی نہ کرنے کی وجہ یہ نہیں ہے کہ وہ دیولیہ ہوگئی ہے اور اس کے پاس ادائیگی کے لئے رقم نہیں بلکہ اس کرائسس اور ہنگامہ آرائی کےپردے میں کچھ نئے یونٹ لگانا ہے ۔ ہنگاموں تک قوم کولے جانے کا مدعا یہی ہے کہ ایک ہنگامی صورتحال بنائی جائے ،اس طرح پن بجلی کے منصوبوں کی بجائے ایک مرتبہ پھر پرانا کھیل کھیلا جارہا ہے ۔ اب کے بار نئے یونٹ اور کرائے پر آنے والے پاور پلانٹ سے بجلی بارہ سے پندرہ سینٹ یعنی تقریباً 12روپئے فی یونٹ ،اب بھی دنیا بھر کے مقابلے میں یہ تقریباً دوگنا زیادہ اور پن بجلی کے مقابلے میں 50فیصد زیادہ رقم ہے ۔وہی سانپ اسی سوراخ سے قوم کو دوسری مرتبہ ڈسنے کے لئے تیار ہے ۔

حکومت اور واپڈا کے اپنے اعدادو شمار کے مطابق 18000میگا واٹ بجلی کی ضرورت ہے اور ہماری پیدا واری صلاحیت 3000ہزار یونٹ کم ہے ،اگر ان اعدادوشمار کو درست مان لیا جائےتو ملک میں بجلی کی 16فیصد کمی ہے اس حساب سے دن میں زیادہ سے زیادہ 4گھنٹے لوڈشیڈنگ ہونی چائیے جبکہ اس وقت لوڈشیڈ نگ کا دورانیہ 8سے 16گھنٹے یعنی 50فیصد سے بھی زیادہ ہے ۔نہ صرف حکومت کے اعدادو شمار اورلوڈ شیڈنگ کا دورانیہ آپس میں میل نہیں کھاتے بلکہ زمینی حقائق ان کو جھوٹا ثابت کرتے ہیں ۔ رمضان المبارک میں کمپنیوں کو ادائیگی کرکے لوڈ شیڈنگ ختم کردی گئی تھی ،وہ پہلے بھی جب کمپنیوں کو غالباً 30ارب روپئے کی ادائیگی کی گئی تو پورے ملک میں ایک مہینہ لوڈشیڈنگ نہیں ہوئی ۔دوسری طرف پورے ملک میں بڑی تعداد میں صنعتی یونٹ بند ہوچکے ہیں ،ان صنعتوں سے بچنے والی بجلی 16فیصد کمی کو زائل کردیتی ہے ،حکومت کی طرف سے ظاہر کی جانے والی کمی، بدنیتی ،جھوٹ اور جعل سازی پر مبنی ہے ۔متعدد صنعتوں کی بندش کے بعد بجلی کے لئے پیداواری صلاحیت اور ضرورت میں کوئی فرق نہیں ہے ،واپڈا اور دیگر کمپنیوں کو ادائیگی نہ کرکے لوڈ شیڈنگ کو طول دیا جارہا ہے ،مرکزی حکومت ملک بھر میں بجلی کے حوالے سے پرتشدد ہنگامے چاہتی ہے ،کراچی میں کئی کئی دن تک بجلی کا غائب رہنا اور اس بد انتظامی میں صدر پاکستان کے قریبی عزیزوں کی کمپنی کا ذمہ دار ہونا ،خورشید شاہ جوکہ وفاقی وزیر ہوتے ہیں ان کا یہ فرمانا کہ سڑکوں پر احتجاج کرنے والے سب چور ہیں (حالانکہ کچھ ہی دن پہلے اپنے بیٹے کی شادی کے لئے سجی محفل میں چوری کی بجلی استعمال کرتے پائے گئے تھے ۔ )اس اشتعال کی فضامیں ایک ہنگامی صورت حال پیدا کرنا ہے جس کے پردےمیں پاکستان کی تاریخ میں لوٹ مار کا سب سے بڑا منصوبہ رکھا ہے جس میں کم از کم پچاس ارب روپئےلوٹ لئےجائیں گے ۔دنیا کا یہ انوکھا منصوبہ ہے جس میں بجلی پیدا کرنے والی کمپنی کو اپنی جیب سے ایک روپیہ خرچ نہیں کرنا پڑےگا بلکہ رشوت کے لئے مطلوبہ رقم بھی منصوبے کے اندر شامل کردی گئی ہے ۔ہر منصوبے کے لئے 14فیصد رقم واپڈا بینک گارنٹی کے بدلے میں ادا کردے گا اور باقی 86فیصد رقم کے لئے سٹیٹ بینگ گورنر کے ذمہ ہے کہ وہ کمرشل بینکوں سے ان منصوبوں کے لئے رقم دلوائے ۔فرض کریں ایک کمپنی 100ارب روپئے کا منصوبہ پیش کرتی ہے جس کی حقیقی قیمت 60ارب روپئےسے زیادہ نہیں لیکن فزیبیلیٹی رپورٹ میں اس کو چالیس فیصد بڑھالیا گیا ہے ،اب اس کے لئے 14ارب روپئے واپڈا ادا کردے گا اور باقی 186ارب روپئے کمرشل بینکوں سے دلائِے جائیں گے ۔اس میں سے 40ارب روپئے کام شروع ہونے سے پہلے نکال لئے گئے ،25ارب حکومت کے اعلیٰ ترین عہدیدار ان کے بعد چھوٹی موٹی ادائیگیاں کرکے کم ازکم 10ارب روپئے منصوبہ ساز کی جیب میں چلے جائیں گے اور یہ ڈھول واپڈاکی گردن میں ہوگا ،ساری قوم باقی عمر اس کو بجایا کرے گی ۔ 25پیسے فی یونٹ بجلی حاصل کرنے کی بجائے آپ اتنی ہی رقم سے 15روپئے فی یونٹ بجلی حاصل کیا کریں گے ۔

کرایہ کے بجلی گھروںکی صورت حال اس سے بھی گھمبیر ہے بقول خواجہ محمد آصف کے یہ قوم کے قتل کا منصوبہ ہے ،اس کووہ سادہ لفظوں میں اس طرح بیان کرتے ہیں کہ فرض کریں آپ کو کرایہ کی ایک گاڑی درکار ہے ،ٹیوٹا گاڑی آپ سے پٹرول کےعلادہ 1000روپئے روزآنہ مانگتی ہے لیکن میں آپ کو 700روپئے کرایہ میں شیورلیٹ گاڑی دیتا ہوں جو اگرچہ 80ماڈل ہے لیکن آرام دہ ہے مگر پٹرول آپ کو اپنی جیب سے ڈالنا ہے ۔شام کو پتہ چلا کہ 700روپئے کی مد میں لینے والی گاڑی نے چار ہزار روپئے کا پٹرول جلا ڈالا ہے جو ٹیوٹا شاید ایک ہزار سے بھی کم استعمال کرتی ۔اس طرح دو ہزار ٹیوٹا کو ادا کرنے کے بجائے آپ کو چار ہزار سات سو روپئے شیورلٹ کے مالک کو ادائیگی کرنا پڑی ۔

Anti Pakistan Forces Active in Pakistan

Anti Pakistan forces supported by foreign hands became more active in achieving their set objective of separation of Balochistan after foreseeing their defeat in Afghanistan, FATA, Bajaur and Swat. Deliberate efforts of anti Pakistan block regarding creation of Greater Balochistan is under its way and reached on its peak after elimination of three nationalist leaders. Now it's the responsibility of patriotic politicians, and media to feel their responsibility to unveil the actual conspiracy of disintegration of our mother land. The electronic media should not act as fueling instrument of further igniting the situation. The political leadership and media should play their role to defuse the situation by narrating actual facts behind the plot against Pakistan. They must reveal the possible motives and objectives of interior and exterior anti Pakistan elements. The events leading to the current situation speeded up when a possible shape of map of Pakistan in 2015 was shown in various newspapers and on electronic channels of some foreign media. In fact it was an intentional effort of injecting the idea of Greater Balochistan in general masses. Sorry to say that our some of electronic media channels and so called journalists like Saleem Shahzad have started projecting and defending Jews and Indian point of view. Some of the analysis's failed to comprehend the actual root causes of the problem and indirectly started playing in the hands of anti Pakistan channels and media pundits. Baloch nationalist' s leaders by design started maligning Pakistani intelligence agencies on the instruction of their launchers countries (US and India).

According to local sources, the mysterious kidnapping and killing of three Baloch Nationalist' s Leaders Ghulam Muhammad, Chairman BNM, Lala Munir District President BNM Panjgoor and Sher Muhammad Baloch, General Secretary of BRP at Turbat on 9th April 2009 has drawn extremely adverse reactions through out the country, particularly in Balochistan. Political leaders, media and prominent members of the civil society across the country have divided into two, one expressed resentment over the incident whereas true and loyal leadership of the federal as well provincial government has not only strongly condemned the killings but the PM has also ordered a judicial inquiry into the incident. Taking suo motu notice of the killings, a division bench of the Balochistan High Court has also summoned the Home Secretary and concerned police officers on 16 Apr 2009. The provincial government has meanwhile formed a tribunal headed by a High Court Judge to probe the case. However, local media influenced by the nationalists are giving negative projection to the incident and leveling unfounded allegations of the incident against LEAs/ Intelligence agencies. In this regard the nationalists' elements are propagating the so called affiliation of killed leaders with the Quam Dost Committee set up to probe the case of the missing persons and their role in recovery of UN official John Solecki to implicate the security agencies. The actual facts and open truth in this case is that these so called leaders used to involve in anti state activities and very much part of terrorist's organizations supported by RAW. India has totally diverted her whole efforts towards Pakistan after getting horrible defeat in Sri Lanka. Washington too is supporting these sparest movement of Balochistan since her basic interests of stopping Pak- China project of developing Gawadar Port was failed . Therefore now as a last attempt, US have now started promoting the insurgency in Balochistan with the help of our traditional rival India.

The nationalist' s elements at the behest of opposing elements are all out to capitalize on the situation for achievement of their ulterior motives by creating law and order problem in the province, besides drawing attention of the world community and international media to further their separatist agenda. On 12 April Attaullaha Mengal Ex chief minister while attending a discussion forum of Express Channel demanded the rights of self determination on the line of Kashmiri which reflect the actual motives of such type anti state leaders.

DG ISPR on 9th April 2009 in a statement has strongly condemned the brutal murder of the Baloch leaders, categorically denied involvement of intelligence agencies in the incident and asked the people to wait for the outcome of judicial inquiry instead of casting aspersions on the security agencies.

It is worth mentioning here that the incident should also be seen in the background of the recent visit of the President to the province in which he had not only promised to look into all the genuine demands of the nationalists but also allocated a generous sum of Rs.46.6 billion for development purposes. While the government sincerely is interested in bringing Balochistan insurrection to an end, other non-state actors are bent on undermining all chances of reconciliation. Thus forces activated and made a plan to fail the positive efforts and steps of the government considering these as obstacles in their way of separatist's movements. On the other hands preliminary investigation reveal number of possible Connects of these murder like: (one) Personal Enmity. Ghulam Muhammad had an old enmity with his ex father-in-law Haji Sharif who had lodged an FIR against him. Haji Sharif was planning to target him since long. (One), Tussle within BNM, Tussle and grouping within BNM as well as with other nationalist parties had taken place in recent past. Efforts of these individuals to take lead role were taken as threat by some people within party. Killing may be result of the internal political rivalry of the nationalist parties/ leaders.(Three) Iranian Connection, in that all the three killed Baloch leaders recently visited Iran (few months back) and tried to unite Iranian Baloch under their political platform. On this account, they received negative response from the Iranian community and were also on the hit list of Iranian Intelligence. (Four) Possibility of their elimination by Jundullah could not be ruled out whose stance is totally against the separatist stance followed by sub nationalist of Balochistan. Apparently the individuals were purporting/ propagating themselves to be the mediators/ facilitators in the case of kidnapped UN official John Solecki but some facts about the deal are:(one) The killed leaders were actually involved in the kidnapping being members of the gang and Ghulam Muhammad was negotiating the deal on both ends.(two) After negotiating the deal of release of UN official, they had received huge ransom directly from US authorities. (three) Members of the kidnapping gang could be behind these killings due to dispute over distribution of ransom money.

The Indian RAW Angle cannot be ruled out since she is supporting anti federation Baloch elements in Balochistan with sanctuaries, funds arms, ammunition and other logistics support is not hidden but has been confined by outside neutral sources also. For example: - Ms Christine Fair, a former Rand scholar, has recently stated: "Having visited the Indian mission in Zahedan, Iran, I can assure you they are not issuing visas as the main activity! Moreover, India has run operations from its mission in Mazar Sharif (through which it supported the Northern Alliance) and is likely doing so from the other consulates, it has reopened consulates in Jalalabad and Kandahar along the border. Indian officials have told me privately that they are pumping money into Balochistan" . So one suspicion is that India could be "responding" to what it alleges are the recent Pakistan-planned acts of terrorism in India. Notwithstanding above, involvement of Indians in fanning unrest/ supporting separatist elements in Balochistan is an open secret. Braham Dagh Bugti is openly supported by Indians and has established Ferrari Camps in Balochistan/ Afghanistan in connivance with RAW and has a strong/ wide terrorist network in Balochistan. He might be behind this incident to sabotage the government's peace efforts / installation of new Bugti Chief.

Now some true facts about Ghulam Muhammad, Chairman, BNM malicious activities in Balochistan, (One) He was a staunch sub nationalist leader and had been BSO president. (Two) Later in 2002 he become Chairmen BNM and used the death of Nawab Akbar Bughti to promote his sub nationalist politics. (Three) He openly supported militant activities of BLA/ BLF against security forces and settlers of Balochistan. (Four) He was also appointed as Secretary General under BNF platform (Group of sub-nationalists parties). (Five) Ghulam Muhammad's negative and anti state indoctrination influenced a large number of populations in Mekran Division. (Six) Ghulam Muhammad had been charged in various FIRs for carrying out attacks on FC troops and destruction to public/ Government property. (Seven) The individual maintained anti state stance and openly rejected federal authority. He used to recruit militants for Baloch Liberation Force/ Baloch Liberation Army. He was working on and execution of a strategy for eliminating and forcing out settler communities particularly Punjabis from Makran. He also spread hatred towards government among masses. The numbers of FIR were registered against him in those he was nominated openly accused for notorius activities some of FIR on records: Attack on Frontier Corps. 12/ 05 - Police Station Mand, Laying of anti tank mine. 12/ 06 - Police Station Mand, Destruction of Government/ Public Property. 163/ 06 - Police Station Turbat, Destruction of Government/ Public Property. 179/ 06 - Police Station Turbat, Attack on Frontier Corps. 36/ 08 - Police Station Mand, Attack on Frontier Corps. 17/ 09 - Police Station Panjgoor, Attempt to murder case (Haji Sharif). 12/ 09 - Police Station Mand, Similarly, Lala Munir, District President BNM, Panjgoor was also a notorious personality of the area . He was a strong sub nationalist leader of Panjgoor District and was a close friend of Ghulam Muhammad. He had effectively organized the network of BNM in Panjgoor as District President BNM and was actively involved in staging anti state processions/ demonstrations besides creating prejudice/ hatred towards Punjabis/ other settlers. He was nominated in various FIRs on charges of attacking FC troops and destruction of public/ government property. Two cases against him were registered against him, which were Attack on Police/ Destruction of Public/ Government Property. 106/ 06 - Police Station Panjgoor and Attack on Frontier Corps Camp Panjgoor. 17/ 09 - Police Station Panjgoor Third, so called hero ( Sher Muhammad) was basically the resident of Chan Bahar Iran, but spent his childhood and later part in Mand, Turbat and Karachi. He was charged under a case in District Panjgoor for firing on FC troops under FIR 17/ 09 of Police Station Panjgoor.

Concluding, I must say that American and Indian dream of capturing the region will not be fulfilled because Pakistan, China, Russia, Iran, and central Asian States are well aware of their hegemonic design but there is a definite need of taking proactive measures against the malicious Plan of New Delhi. Balochistan Liberation Army has killed 248 innocent Individuals form October till today which include poor Kashmiris, Punjabi and Pakhtunes. Pakistan government should take firm steps in handling the issue intelligently. The media should show the actual faces of so called nationalist leaders like Sardar Mengal and others, who are playing in the hands of American and India. Political top brass should sit and get together with a view to fight the Pakistan battle first rather than discussing petty issues.
