The order of dismissal of the officer, who is a Lieutenant Commander (equivalent to a Major in the Army), from service was approved by Antony on the basis of the inquiry report submitted by the Naval Headquarters on charges against him, defence sources said.

Without divulging the name of officer, the sources told reporters that he was found to be guilty of ‘stealing the affection of brother officer’s wife’, which is a punishable offence in the armed forces.

The dismissal of the officer came at a time when the Navy is in the midst of dealing with a police complaint by the wife of a Lieutenant in Kochi accusing his seniors and colleagues of sexual harassment. The woman also made ‘wife swapping’ charges.

The Navy has also sent a report to the Defence Ministry denying the charges of sexual harassment in an FIR filed in Kochi.

The Navy has denied the charges, saying the Southern Naval Command had investigated the charges at its level and found that they were wrong.

Taking serious view of the allegations levelled by the officer’s wife, Defence Minister A K Antony had ordered the Navy to submit a report in this regard.

The Navy has been consistently defending its officers and issued a statement saying “the wife of the officer has levelled unfair allegations against superior officers in her husband’s chain of command, their spouses and other officers who have interacted with her.”

“These officers accompanied by their respective spouses had tried to unsuccessfully resolve the issues dogging the couple’s personal life in a bid to leverage the strength of the Naval community bond,” it had said.

The Navy has also promised full cooperation to the ongoing police investigations into the case.

The case was registered and an FIR filed as per the directions of chief of Flying Squad of poll code enforcement for the May five Assembly elections at the order of Deputy Commissioner and District Electoral Officer Vipul Bansal.

Cases under IPC sections as also under Representation of People Act have been booked after the squad submitted the video recording of Eswarappa’s speech at a conference here on Sunday, police said.

A local court on Wednesday had admitted a complaint against Eshwarappa for making a “hate speech” on a complaint by the President of minority cell of the district Congress, Sayad W Addu, who accused him of “instigating” a particular community against others and violating the code of conduct.

Congress and a number of individuals had filed complaints with district authorities and returning officer against Eshwarappa for alleged violation of the model code of conduct and instigating communal hatred.

If the case is proved, Eshwarappa has to face a jail term of three years.

Delivering the verdict in a packed court room, a bench of justices G S Singhvi and S J Mukhopadhaya said that the petitioners failed to make out a case for commutation of sentence.

Today’s decision will pave the way for his hanging and is likely to have an impact on 17 other convicts on the death row including those held guilty in the Rajiv Gandhi assassination case.

48-year-old Bhullar’s Canada-based wife, Navneet Kaur, who was present in the court when the bench read out at 11.15 AM two sentences of the operative portion of their verdict, looked dejected and refused to respond to questions from reporters as she left the court premises.

The apex court had reserved its order on April 19 last year on the plea of Bhullar’s family which had filed a petition on his behalf pleading that his capital punishment be commuted to life imprisonment as there has been “inordinate” delay in deciding his mercy plea and he is not mentally sound.

It was submitted that prolonged incarceration of a death row convict awaiting his/her execution amounted to cruelty and violated the fundamental right to life under Article 21 of the Constitution.

Bhullar was awarded death penalty for triggering a bomb blast here in September 1993, killing nine people and injuring 25 others, including then Youth Congress president M S Bitta.

The apex court had on March 26, 2002, dismissed Bhullar’s appeal against the death sentence awarded by a trial court in August 2001 and endorsed by the Delhi High Court in 2002.

He had filed a review petition which was also dismissed on December 17, 2002. Bhullar had then moved a curative petition which too had been rejected by the apex court on March 12, 2003.

Bhullar, meanwhile, had filed a mercy petition before the President on January 14, 2003. The President, after a lapse of over eight years, dismissed his mercy plea on May 25, 2011.

SGPC president Avtar Singh Makkar told reporters here that the apex court’s decision was “more or less murder of democracy”.

“The Government and the courts have done nothing so far to punish the guilty who were responsible for the 1984 anti-Sikh riots, as the accused are still roaming free,” said Makkar.

Makkar alleged that bureaucratic setup of the country was “biased against the Sikh community” and the verdict has hurt the sentiments of Sikh community.

“Government should do the needful to extend mercy to Bhullar keeping in view the sentiments of Sikh community, and the apex court should also reconsider its decision on compassionate ground,” the SGPC president said.

Meanwhile, radical Sikh outfit Dal Khalsa also criticised the decision.

Khalsa spokesperson Kanwar Pal Singh described the decision as “shocking and disturbing” for the Sikh community.

The Supreme Court today rejected the Bhullar’s plea, in which the Khalistan terrorist had sought commutation of his death sentence to life imprisonment on ground of delay in deciding his mercy plea.

With more than 90,000 servers, a huge botnet is attempting to enter into the sites with loose, common user names and passwords with WordPress as their CMS.

Some of the web hosting providers already emailed and warned their users using wordpress and asked them to tighten their security.

The new attack seems to be aware of the WordPress security plugin ‘Limit Login Attempts’ which disables the login functionality for every 4 failed attempts from same ip address. The attempt is coming from thousands of ip addresses and each ip trying to enter the admin area not more than twice for some period of time.

One of the way to tighten the security is to protect the login page itself thus making it to difficult to bots to enter the login page and then admin area.

Another way to do it is by creating additional user account with administration privileges and deleting default admin account, thus making it difficult to guess user name too as admin is the default user name for every WordPress installation.

There are many other ways to protect the site before it gets vulnerable.

The cables, made public by Wikileaks, also said the party faction led by Antony, the Kerala unit President, refused to support Sanjay and questioned his “rapid ascent to a position of power” asking “what sacrifices he has made for the party or the country”.

On the Guwahati AICC session and Youth Congress conclave, the cables said, Sanjay was the star attraction and he received top billing as the prime mover behind the organisation’s revitalisation and as a national leader second only to his mother Indira Gandhi.

“He still may be number two, but Sanjay and company keep on trying harder,” the cable sent on November 26, 1976 said.

Despite all the fanfare for Sanjay and the Youth Congress, the cables said, US diplomats in Delhi continue to hear and see no evidence that the quality of YC membership “improved measurably”.

“Kerala Congress president A K Antony was one of the only leaders to flatly criticise the new Youth Congress and Sanjay. The other key critic was West Bengal Congress leader P R Dasmunsi,” it said.

The cable went on to analyse that in the next year, ie 1977, unhappiness among Congressmen and the organisational ineffectiveness will become an increasing problem.

“… the effect of the Guwahati session has probably been to increase unhappiness inside Congress, increase confidence among Youth Congress leaders and further diminish any air of democracy within the Congress organisation,” it said.

“The three swamis (priests) self-immolated in the complex by jumping into a heap of firewood they had lit in the wee hours. Their bodies have been sent for post-mortem,” Bidar Deputy Superintendent of Police Vijayanath Jyothi told IANS.

Jagannath Swami 30, Pranav Swami, 16, and Veera Reddy Swami, 40, immolated themselves in the ashram, 670 km from Bangalore.

Jagannath was from neighbouring Andhra Pradesh, while Pranav and Reddy were from Karnataka.

A suicide note written by one of the priests said they were “leaving the world to meet their guruji Gyaneshwar Swamji”, 58, who died Feb 28 under mysterious circumstances.
“Our guru is not here. There is no meaning in living anymore. We are voluntarily going to our god in heaven,” the suicide note said.

The incident also brought to light the mysterious disappearance of another priest Maruthi Swami, 38, from the mutt premises on March 1.

“The mutt had filed a complaint that its senior priest (Maruthi) was abducted by unidentified people who were eyeing its valuable property, including the sprawling ashram complex at Chouli,” Jyothi said.

“We have stepped up security in and around the mutt and are investigating Maruthi’s abduction as there has been no trace of him for a month,” Jyothi said.

An Oct 21, 1975, cable from the US embassy in New Delhi details information given to it by a diplomat in the Swedish embassy. “Mrs Gandhi’s oler [sic] son’s only association with the aircraft industry (to our knowledge) has been as a pilot for Indian Airlines and this is the first time we have heard his name as entrepreneur.”

Rajiv Gandhi was then an Indian Airlines pilot and his mother Indira Gandhi the prime minister.

The cable goes on to say, “Mrs Gandhi (according to the Swedish info) has made the personal decision not to purchase the British Jaguar because of her prejudices against the British. The decision would be between the Mirage [Dassault Mirage F1] and the Viggen.”

According to the cable, the negotiator for French aircraft maker Dassault’s Mirage fighter was the son-in-law of the air chief Air Marshal O.P. Mehra. “Swedish Emboff says that Dassault has Son-in-Law of Indian Air Marshall Mehra as its chief negotiator for mirage sale,” The Hindu newspaper, which accessed the cables as part of a collaboration with WikiLeaks, said quoting the cables Monday.

In another cable, the Swedes said they “understood the importance of family influences” in the final decision.

The cable adds: “Our colleague describes Ranjiv Gandhi [sic] in flattering terms, and contends his technical expertise is of a high level. This may or may not be. Offhand, we would have thought a transport pilot [is] not the best expert to rely upon in evaluating a fighter plane, but then we are speaking of a transport pilot who has another and perhaps more relevant qualification.”

The Hindu says the Viggen pitch to India was of immense interest to the US. As one cable said, the aircraft “contains a large number of parts and components of U.S. origin which are therefore subject to USG control in third-party sales.”

Another cable says that “Mrs Gandhi’s advance toward dictatorship is now irreversible, and that French Prime Minister Chirac was unhappy with the idea of appearing to condone this development through his official visit”.

The British SEPECAT Jaguar eventually won the race, from which Saab was forced to withdraw by the US, The Hindu said.

Singh, who was addressing a Bangalore rally through video conferencing after his aircraft developed some snag and he had to return mid-way, also announced that BJP leaders L K Advani and Narendra Modi will be the party’s star campaigners in Karnataka.

The BJP president, along with senior leaders Sushma Swaraj and Arun Jaitley, was to visit Bangalore to kick-start the party’s election campaign today.

Addressing the rally, Singh admitted that his party faced “adverse” situation after removing B S Yeddyurappa as Chief Minister over allegations of corruption, but said his party would not spare anyone indulging in corruption.

“We had to face some adverse situation in Karanataka … It would have been good if there was no allegation against B S Yeddyurappa. We wish we had one Chief Minister for five years,” Singh said.

“I want to assure the people of Karnataka that anyone indulging in corruption will not remain in his chair in the BJP,” he said.

Singh listed interest-free loans to farmers, devolution of power by empowering panchayats, rural drinking water schemes, infrastructure development and introduction of bus service in Bangalore that won several awards, besides laying the foundation of Metro rail in Bangalore as achievements of the BJP government in Karnataka.

“In five years, the government’s performance was satisfactory. I am confident that the BJP will get a clear majority in Karnataka,” Singh said.

To a question on possible tie-up with Yeddyurappa’s party, Singh said “there was no question of it”.

The BJP president rejected suggestions that support for his party had weakened in the state following the exit of Yeddyurappa. “BJP is not a party run by individuals. It is run by team spirit,” he said.

He said Shettar did not get enough time to work for the welfare of the people of the state, but performed well in the limited time he had.

Singh claimed that Karnataka was among the “best performing” states which had BJP government, including Gujarat and Madhya Pradesh.

He hit out at the Congress for failing to bring India in the top league of nations in the world despite being in power for 53 years.
