The ads are part of national campaign to warn about immigration-related fraud.&lt;br /&gt;&lt;br /&gt;“We want immigrants to know how to protect themselves against fraud. We want immigration consultants, in Canada and overseas, to know that we will do everything we can to protect the integrity of the Canadian immigration system.” Minister Kenney repeated his plans to consult communities to hear about their experiences and suggestions to improve prevention and enforcement.&lt;br /&gt;&lt;br /&gt;The ads, which run until the end of the month in ethnic and mainstream press and on the Internet, direct people to the Citizenship and Immigration Canada website where they can learn how to find an authorized immigration consultant, lawyer or notary if they choose to use one. They can also find links to where they can go to take action if they believe they have been cheated. &lt;br /&gt;&lt;br /&gt;This campaign follows the recent launch of a multilingual warning video, now available on YouTube, the Citizenship and Immigration website and soon through overseas missions. Each application can be made for only one class and cannot be changed once the application is submitted. The criteria you must meet to qualify are different for each class.&lt;br /&gt;&lt;br /&gt;Find out if you can immigrate as an investor.&lt;br /&gt;&lt;br /&gt;In order to qualify, you must first meet the definition of an investor. The following terms are defined in the regulations:&lt;br /&gt;&lt;br /&gt;Investor means a foreign national who&lt;br /&gt;&lt;br /&gt;has business experience; &lt;br /&gt;has a legally obtained net worth of at least CAN $800,000; and &lt;br /&gt;they intend to make or have made an investment.&lt;br /&gt;&lt;br /&gt; &lt;br /&gt;Business experience &lt;br /&gt;Means a minimum of two years of experience consisting of two one-year periods of experience in the management of a qualifying business and the control of a percentage of equity of the qualifying business during the period beginning five years before the date of application for a permanent resident visa and ending on the day a decision is made on the application; &lt;br /&gt;&lt;br /&gt;or two one-year periods of experience in the management of at least five full-time job equivalents per year in a business during the period beginning five years before the date of application for a permanent resident visa and ending on the day a decision is made on the application, &lt;br /&gt;&lt;br /&gt;or a combination of a one-year period of experience described in subparagraph (i) and a one-year period of experience described in subparagraph (ii); &lt;br /&gt;Full-time job equivalent means 1,950 hours of paid employment.&lt;br /&gt;&lt;br /&gt;Minimum net worth means that the investor must have at least $800,000 to qualify as an Immigrant Investor.&lt;br /&gt;&lt;br /&gt;Net assets, in respect of a qualifying business or a qualifying Canadian business, means the assets of the business, minus the liabilities of the business, plus shareholder loans made to the business by the foreign national who is making or has made an application for a permanent resident visa and their spouse or common-law partner.&lt;br /&gt;&lt;br /&gt;Net income, in respect of a qualifying business or a qualifying Canadian business, means the after tax profit or loss of the business plus remuneration by the business to the foreign national who is making or has made an application for a permanent resident visa and their spouse or common-law partner.&lt;br /&gt;&lt;br /&gt;Net worth, in respect of an investor, other than an investor selected by a province, means the fair market value of all of the assets of the investor and their spouse or common-law partner minus the fair market value of all of their liabilities;&lt;br /&gt;&lt;br /&gt;Percentage of equity means&lt;br /&gt;&lt;br /&gt;in respect of a sole proprietorship, 100 per cent of the equity of the sole proprietorship controlled by a foreign national or their spouse or common-law partner; &lt;br /&gt;&lt;br /&gt;in respect of a corporation, the percentage of the issued and outstanding voting shares of the capital stock of the corporation controlled by a foreign national or their spouse or common-law partner; &lt;br /&gt;&lt;br /&gt;and in respect of a partnership or joint venture, the percentage of the profit or loss of the partnership or joint venture to which a foreign national or their spouse or common-law partner is entitled. &lt;br /&gt;&lt;br /&gt;Qualifying business means a business—other than a business operated primarily for the purpose of deriving investment income such as interest, dividends or capital gains—for which, during the year under consideration, there is documentary evidence of any two of the following:&lt;br /&gt;&lt;br /&gt;the percentage of equity multiplied by the number of full-time job equivalents is equal to or greater than two full-time job equivalents per year; &lt;br /&gt;&lt;br /&gt;the percentage of equity multiplied by the total annual sales is equal to or greater than $500,000; &lt;br /&gt;&lt;br /&gt;the percentage of equity multiplied by the net income in the year is equal to or greater than $50,000; &lt;br /&gt;&lt;br /&gt;and the percentage of equity multiplied by the net assets at the end of the year is equal to or greater than $125,000. &lt;br /&gt;&lt;br /&gt;&lt;a not conduct an interview to assess your language skills. The job training opportunities offered by the New Canadians Centre give newcomers a chance to gain Canadian experience, making them more attractive to Canadian employers.”&lt;br /&gt;&lt;br /&gt;“The new funding will allow our centre to serve newcomers who now call Peterborough and the Kawartha region their home,” said Carmela Valles, Executive Director of New Canadians Centre Peterborough. “With support from Citizenship and Immigration Canada (CIC) through the Canada-Ontario Immigration Agreement (COIA), we are better able to assist hundreds of newcomer clients and help them successfully integrate and participate in their new communities.”&lt;br /&gt;&lt;br /&gt;Settlement services are an essential part of the federal government’s immigration program. Through the COIA, the Government of Canada has increased settlement funding for Ontario by a total of $920 million over five years. Under the COIA, CIC works with the province and immigrant-serving agencies to make a real difference in the lives of immigrants. In 2006, the Government of Canada began investing an additional $1.4 billion over five years in settlement funding across the country.&lt;br /&gt;&lt;br /&gt;Newcomers to Canada can also turn to the Foreign Credentials Referral Office (FCRO), which helps internationally trained individuals find the information they need to get their credentials assessed and recognized more quickly. Established in 2007, the FCRO provides information, path-finding and referral services to help internationally trained individuals use their skills in Canada. There are now 320 Service Canada centres across the country offering in-person services to newcomers.&lt;br /&gt;&lt;br /&gt;CIC funds a number of programs that help newcomers settle, adapt and integrate into Canadian society. The average prose literacy score for the Canadian-born population corresponded to Level 3 proficiency, while for recent immigrants the average score was at Level 2. Differences in performance between Canadian-born and recent as well as established immigrants were largest for prose literacy and smallest for numeracy. &lt;br /&gt;&lt;br /&gt;In all four domains, a higher percentage of both recent and established immigrants performed at Levels 1 and 2 than did the Canadian-born population. Sixty percent of recent and established immigrants, compared to 37 percent of the Canadian-born population, were at Levels 1 and 2 in prose literacy. &lt;br /&gt;&lt;br /&gt;At the other end of the proficiency scale, twelve percent of established and eight percent of recent immigrants performed at Level 4/5. This compares to 22 percent of the Canadian-born population - indicating that the differences between Canadian-born and immigrants were larger than they were between the two immigrant groups.&lt;br /&gt;&lt;br /&gt;There were large differences in literacy performance between immigrants and the Canadian-born with the same level of educational attainment. About two percent of the university-educated Canadian-born scored at Level 1 in prose literacy proficiency. In comparison, 14 percent of university-educated established immigrants and 18 percent of recent immigrants scored at this level.
