<p>The 2012 Annual Integrated Communications, Navigation and Surveillance (ICNS) Conference is scheduled for April 24-26, 2012. This premier conference on research and development will be held in Herndon, Virginia at the Westin Washington Dulles Airport Hotel. The conference brings together some of the best minds in industry, government and academia &#8211; including international researchers &#8211; to participate in technical sessions on ICNS and the aircraft’s relationships with air navigation service provider ground systems.</p>
<p>The conference is an excellent opportunity for your company, university or government agency to share your concepts in research and development related to aviation. Plenary sessions focus on policy and program development, while parallel technical tracks provide an opportunity to learn and share. Each year, the ICNS Conference draws some 300 participants. ICNS is an excellent opportunity to share your own organization’s message, influence the course of FAA and NASA research, and provide a forum for Next Generation Air Transportation System (NextGen) and the integration of communications, navigation and surveillance to deliver value to aviation’s stakeholders.</p>

<p>The Conference Committee has joined with the Air Traffic Control Association (ATCA) in technical interchange. ATCA hosted a full afternoon on their annual conference agenda this last October for I-CNS presentations and they will be leading a plenary session at this year’s I-CNS conference. Participants will not only be exposed to the latest policy information on federal and international programs with FAA, NASA, DoD and Europe’s SESAR, but will also be introduced to development initiatives and the technical challenges facing aviation. We will have three full days of policy and technical leadership participation, along with topnotch technical presentations. 			<content:encoded><![CDATA[<h2>Bridging CNS and ATM</h2>
<p>The 2012 Integrated Communications Navigation and Surveillance (ICNS) Conference addresses long-term research and development as well as current implementation of integrated CNS technologies needed to enable programs that include but are not limited to NextGen and SESAR.</p>
<p>The conference is focused on providing an understanding of domestic and international CNS/ATM programs, implementation strategies, standards development, research, and ICNS technologies. As we continue the second decade of ICNS, we focus on the relationship between next generation air traffic management and the enabling communications, navigation and surveillance infrastructure that will build the bridge between CNS and ATM.</p>
<h3>Morning Plenary Sessions</h3>
<p>Each day begins with a plenary session to set the stage for the day’s technical talks. On Tuesday, April 24, we kick off the conference with a keynote address and consequent presentations on what the United States of America (USA) is doing to promote NextGen, including but not limited to the new Federal Aviation Administration (FAA) organization and the work occurring at the three NextGen Testbeds. On Wednesday, April 25, we examine the harmonization between NextGen activities in the US and the Single European Sky ATM Research (SESAR) Program. Numerous perspectives will be provided by experts implementing these programs on both sides of the Atlantic. The third plenary on Thursday, April 26, will tie everything together with presentations from the Air Traffic Control Association (ATCA) community.</p>

<h3>Exhibits</h3>
<p>ICNS 2012 invites exhibits and product demonstrations by representatives of CNS-related industries and organizations. Participating as an exhibitor in the conference allows close-up interaction with customers and key policy decision makers to help move your research and products closer to daily operations.</p>
<h3>Student &amp; Professional Best Paper Competition</h3>
<p>The Digital Avionics Technical Committee (DATC) is sponsoring a student paper competition for the 2012 ICNS. Active students and professionals within two years of graduation are eligible for ICNS Student Best Paper honorarium awards. Papers eligible for these awards must be tagged as “Student” when submitted, and the first author listed on the paper must be a student. For the non-student papers, we will also conduct a Best Professional Paper competition, with trophies awarded for the first, second, and third place papers. All papers submitted by the final paper due date listed below will be considered.</p>
<h3>Abstract Submission</h3>
<p>Authors are invited to submit abstracts of no more than 750 words by <strong>January <del>22</del> 31, 2012</strong> on any of the topics listed above through the <a href="http://i-cns.org/abstract-submission/">online ICNS Abstract Submission Form</a>.</p>

Based on a random drawing of eligible survey participants, the 2011 ICNS Conference survey prize winner is Stuart Wilson. Stuart is a Systems Integration and Test Engineer at Harris Corporation, and he is working on his Masters of Science in Applied Aviation Safety. He wins s brand new Amazon Kindle 3G. <strong></strong></p>
<p>Stuart graduated from Florida Institute of Technology in 2009 with a B.S. in Aviation Management with Flight Option. With that degree he took flight lessons at Florida Tech and has earned his Commercial Pilot license with both Single and Multi Engine Ratings and Instrument Rating.</p>
<p>He’s currently studying at Florida Tech for my Masters of Science in Aviation – Applied Aviation Safety, which he plans to complete in the spring of 2012. While working on his Masters degree, he’s been employed at Harris Corporation since the summer of 2010, performing internal research and development on FAA NextGen projects including AeroMACS.</p>

<p>Since 2001, the aeronautical communications, navigation, surveillance and information management community has gathered annually to review and exchange information on ICNS progress, policy, research, testing, demonstration, and planning &#8211; recognizing the foundational role of the CNS infrastructure in the future advancement of the global air transportation system, as envisioned through NextGen, SESAR and other vital initiatives throughout the world.</p>
<p>During the past 10 years, the ICNS conference has fostered information exchange, collaboration and education for the ICNS community. New research, development and implementations programs have been described, discussed and advanced; progress of ongoing programs presented; and new ideas fostered and developed. Progress in the “integration” part of ICNS has also been greatly in evidence at ICNS &#8212; datalink communications, ADS-B, SWIM, and aviation spectrum re-allocations, to name a few.</p>
<p>My favorite ICNS Conference impact example to cite is in airport surface wireless communications, proposed as the primary ICNS airport surface requirement at the first two ICNS conferences. Airport surface communications research became a major part of NASA’s ACAST Project as a result, including a CNS testbed for developing airport surface communications technologies. The Eurocontrol-FAA Future Communications Study, whose progress was constantly featured at ICNS, recommending a wireless airport surface communications standard that the CNS testbed has been able to investigate through the world’s first prototype system. Now, RTCA and Eurocae committees are well on their way toward developing standards for “AeroMACS,” the broadband airport surface communications link of NextGen and SESAR.</p>
<p>But rather than focusing on past success, we would like this edition of the ICNS Conference to help chart a path to the future. The next decade of ICNS will face many challenges in research, development, implementation and operation of the future ICNS infrastructure. How will we address increasing spectrum constraints, transition to digital communications, surveillance system integration, robustness of satellite-based navigation, avionics equipage limitations, secure airborne networking, unmanned aircraft system integration into the airspace, and many more issues?</p>

<p>Prior to becoming a managing partner at NEXA Capital, Russ Chew was President and COO of JetBlue Airways, responsible for the airline&#8217;s business strategy as well as the safe and efficient operation of 650 daily flights utilizing 150 jet aircraft to 55 cities in nine countries. During his tenure, JetBlue Airways successfully completed a comprehensive reformation, returning the company to sustained profitability, restoring integrity to its operation, reshaping its core business strategy, and stabilizing its information systems.</p>
<p>Prior to JetBlue, Russ served as COO for the FAA, responsible for the operational and financial performance of the U.S. air traffic control system, as well as the FAA&#8217;s research and acquisition programs.</p>

			<content:encoded><![CDATA[<h3>ICNS – Renovating the Global Air Transportation System</h3>
<p>The <strong>2011 Integrated Communications Navigation and Surveillance (ICNS) Conference</strong> addresses long term research and development as well as early implementation of integrated CNS technologies needed to enable NextGen and SESAR.</p>
<p>The Conference is focused on providing an understanding of CNS programs, longer term plans, standards development, research, and ICNS technologies. As we launch the second decade of the ICNS Conference, we focus on the renovation of the communications, navigation, surveillance, and information technology infrastructure underpinning the migration to a true next generation global air transportation system.</p>
<p>Each day begins with a plenary session. On Tuesday, May 10 we examine “<strong>NextGen Progress, Plans and Partnerships with the User Community</strong>,” looking at accomplishments in both development and implementation and where NextGen is heading from various stakeholder perspectives. On Wednesday, May 11 the plenary focus will be on “<strong>NextGen and SESAR – Global Harmonization Progress and Pitfalls</strong>.” The third plenary on Thursday, May 12 will address two topics: “<strong>Integrating C, N, and S: What Does it Mean?</strong>” and “<strong>Welcoming Unmanned Aircraft Systems into the NAS</strong>.”<span id="more-815"></span></p>
<p>The plenary sessions are complemented by several parallel sessions in the afternoon on specific ICNS topics. For these technical sessions papers and presentations are requested along the key topical areas listed below.</p>

<p>The Digital Avionics Technical Committee is sponsoring a student paper competition for the 2011 ICNS. Active students and professionals within two years of graduation are eligible for <strong>ICNS Student Best Paper</strong> honorarium awards. Papers eligible for these awards must be tagged as &#8220;Student&#8221; when submitted, and the first author listed on the paper must be a student.</p>
<h4><strong>Abstract Submission</strong></h4>
<p>Authors are invited to submit abstracts of <strong>no more than 750 words</strong> by <strong>January 31, 2011</strong> on any of the topics listed above through the <a href="http://i-cns.org/abstract-submission/">online ICNS Abstract Submission Form</a> (now closed).</p>

Plenary sessions focus on policy and program development, while parallel technical tracks provide an opportunity to learn and share. Each year, the ICNS Conference draws some 250 &#8211; 300 participants. ICNS is an excellent forum to share your own organization’s message, influence the course of FAA and NASA research, and transform the National Airspace System into the Next Generation Air Transportation System (NextGen).</p>
<p>I am proud to serve for a third year as the Chairman of Sponsorships and Exhibits. It is through your support that our participants not only have a solid technical program, but registration costs can be further reduced to increase participation and provide a quality experience. I have attached this year’s schedule for sponsorships and exhibits. I ask that as you plan your business development and corporate/government strategies, the ICNS Conference be one of your targeted opportunities.</p>

<p>The Conference committee is pulling together another excellent program, with the theme of <strong>ICNS – Renovating the Global Air Transportation System</strong>. Participants will not only be exposed to the latest information on federal programs from FAA, NASA, DoD and the Joint Planning and Development Office (JPDO), but will also be introduced to development initiatives scheduled for U.S. Government Fiscal Year 2011 &#8211; 2013. We will have three full days of policy and technical leadership participation, along with ample opportunities to network and provide information about how you and your company or university can help with NextGen and its European equivalent SESAR.</p>
<p>Exhibit space in the Westin Dulles Airport Hotel offers more space, a great opportunity to mix participants with exhibitors, and provide opportunities for sponsors to gain greater visibility. The physical setup is ideal for this conference.</p>
