As discussed during the last HEPnet Meeting, there will be and outage of
all Tier-2 lightpaths from February 21, 8:00 - 16:00, during which time
traffic should fail over to the regular routed connections.

This outage is to accommodate a reconfiguration of the CANARIE Calgary
ROADM POP.
