			<title>DR GIRALDI HOME INQUIRY WELCOMED BY GLDM</title>
			<description>From the day that a senior member of staff who was employed to run Dr Giraldi Home was terminated by Social Services Agency in 2005 after the employee brought to the attention of the Social Services Agency concerns in the treatment of persons with disability whilst in the care of the Social Services Agency the Gibraltar Local Disability Movement has been concerned about the safety of them at Dr Giraldi Home.&lt;br /&gt;&lt;br /&gt;In March 2009 the Gibraltar Local Disability Movement handed over its petition for a public enquiry and in its sampling it had a public support for the petition of 99.9% and therefore see’s the news on the announcement of Inquiry as an anticipated Inquiry.&lt;br /&gt;&lt;br /&gt;The disability movement hopes that whatever the outcome of the Inquiry conceives, that if weakness is found in the protection of Dr Giraldi Home users that these should be addressed. &lt;br /&gt;&lt;br /&gt;Spokesperson of GLDM adds, if The Gibraltar Local Disability Movement is called upon by the Inquiry it will be more than happy to cooperate with the board of Inquiry. 			<title>Disability Movement Puts Things Right</title>
			<description>The Gibraltar Local Disability Movement on the day on International Day of Persons with Disabilities, the movement has come out strongly on disability issues.&lt;br /&gt;&lt;br /&gt;On International Day of Persons with Disabilities the movement emphasizes that it is sadden the way political party or parties has used this day as a political party smash-up.&lt;br /&gt;&lt;br /&gt;Although the day should have been observed with the theme “Removing barriers to create an inclusive and accessible society for all” it seems when it comes down to political parties damaging others, seems to feel better.&lt;br /&gt;&lt;br /&gt;Activist groups around the world use a day like this one to promote issues and also highlight them and the GLDM in this day wishes to add what it thinks is, what is right.   &lt;br /&gt;&lt;br /&gt;A lot of wrong doings may have been done by past Governments, but the worst wrong doings that can be done by any Government is knowing something is wrong and not doing anything about it.&lt;br /&gt;&lt;br /&gt;The Gibraltar Local Disability Movement concurs with Samantha Sacramento, Minister for Equality and Social Services when she added on her press statement that not enough was done by the previous administration. And it is simple to see which they were, many times the disability movement have advocated that changes were needed in many areas some of them being an improved system with forward thinking in a significant evolution in the provision and also policy for people with disabilities. The issue of the proposed new Crimes Act (programmed for 2010) by the then Minister for Justice Daniel Feetham in the wording “imbeciles, idiots and defectives” was, and still is seen highly offensive to people who have cognitive disabilities. The change in the justice system concerning the law which many with disabilities were hoping to see in a GSD government was the ablation and removal of the fact that the law that stands determines that a person can only be considered disabled by virtue of birth, which never was rectified. With regards to disabled allowances it was not in-line with the cost of living for all its years in government where the cost of living was going up. To end, but not to say on other things, one can’t forget the calling for a public enquiry into the Social services Agency on allegations of mismanagement, misconduct and malpractice, including alleged abuse at Dr Giraldi Home, which many thought  a public enquiry should have been forthcoming.&lt;br /&gt;&lt;br /&gt;Comments by the GSD party on a Disability Action Plan towards Government Minister Samantha Sacramento is in a way unfounded when in October 30th 2007 the Gibraltar Local Disability Movement attended a meeting with the then Minister James Joseph Netto. The GLDM handed over to the then Minister, A Disability Action Plan pack, this pack was done by GLDM which had taken 9 months to do with the hope it will help the ministry in making the service better not only for the ministry, but all whom use the service. According to the then minister he told us that he will study the plan and will call upon us to further discuss in greater details relating to this, but sadly he was not forthcoming.  Also a Disability Action Plan pack was giving to all political parties.&lt;br /&gt;&lt;br /&gt;The Gibraltar Local Disability Movement although in spite of criticizing the GSD it will also do the same with the GSLP or any other political parties if need be, by keeping a watchful eye on them as it only seeks to improve the lives of disabled people and members in their family. &lt;br /&gt;&lt;br /&gt;On this occasion in the International Day of Persons with Disabilities, the Gibraltar Local Disability Movement whishes that it provides an opportunity to all NGO’s to address exclusion by focusing on promoting accessibility and removing all types of barriers in society.&lt;br /&gt;&lt;br /&gt;The Gibraltar Local Disability Movement &lt;br /&gt;&amp;quot;Our Success Is A function Of Determination And Ability&amp;quot;&lt;img src="http://feeds.feedburner.com/~r/GibraltarLocalDisabilityMovementNewsRoom/~4/PFJZvcYYrZ8" height="1" width="1"/&gt;</description>

			<title>THE GIBRALTAR LOCAL DISABILITY MOVEMENT WELCOMES GOVERNMENT STATEMENT</title>
			<description>Press release Tuesday, 23 October 2012&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;THE GIBRALTAR LOCAL DISABILITY MOVEMENT WELCOMES GOVERNMENT STATEMENT&lt;/strong&gt;&lt;br /&gt;&lt;br /&gt;The Gibraltar Local Disability Movement has also come out as GGR has done on the announcement of government statement that it has appointed Sir Jonathan Parker to chair an Inquiry into allegations of mismanagement, misconduct and malpractice, including abuse at Dr Giraldi Home as alleged by Joanna Hernandez.&lt;br /&gt;&lt;br /&gt;The Disability Movement adds this has been long awaited for.&lt;br /&gt;&lt;br /&gt;Since 2005 some of us have been calling out that the allegations warrant a must for a full independent public inquiry into the allegations of abuse and abusive treatment towards the residents at the Dr Giraldi Home. &lt;br /&gt;&lt;br /&gt;We will like to add that the Gibraltar Local Disability Movement is not the only NGO that has come out the Equality Rights Group GGR and also Peter Tatchell, have also been calling for a full independent public inquiry.&lt;br /&gt;&lt;br /&gt;We all would like to have comfort without pain or anxiety but until an investigation into allegations is carried out, we will all be subjected to uncertainties in knowledge that not all is well.&lt;br /&gt;&lt;br /&gt;On the 10th of April 2008 the past GSD government issued a press release that all allegations involving the well fare of service users were investigated by management and that All allegations made, which indicate the possible commission of a criminal offence are referred to the police, for proper, external and independent investigation and that this has happened in relation to the allegations made by Joanna Hernandez. 			<title>Commonwealth e-Accessibility Summit Focuses on Disability</title>
			<description>Gibraltar Government PRESS RELEASE Date: 28th August 2012 &lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Commonwealth e-Accessibility Summit Focuses on Disability&lt;/strong&gt; &lt;br /&gt;&lt;br /&gt;Gibraltar will be represented at the Commonwealth e-Accessibility Summit in London on the 30th and 31st of this month. The Hon Gilbert Licudi QC, MP and the Hon Samantha Sacramento MP will attend the Summit whose aim is to assess issues surrounding the inclusion of disability into national Information and Communication Technologies (ICT) agendas throughout Commonwealth Governments. Also attending the Summit will be Commonwealth ICT Ministers, CEOs of Private Sector Companies and Civil Society Organisations, and representatives of International Organisations. &lt;br /&gt;&lt;br /&gt;The Summit has two fundamental objectives: &lt;br /&gt;- To share understandings of why policy is insufficiently turned into practice in this crucial area. &lt;br /&gt;- To determine key actions that participants in the Summit believe will help &lt;br /&gt;change this situation, so that all participating countries can commit to making an impact. &lt;br /&gt;&lt;br /&gt;The Commonwealth e-Accessibility Summit is designed both to profile the &lt;br /&gt;importance of ICTs for people with disabilities and also to deliver a practical outcome in the form of policy recommendations for Commonwealth Ministers. In keeping with the theme of the forthcoming Commonwealth Year, “Connecting Commonwealth Cultures”, the Summit will take the experiences and strengths of the cultures from more than 2.1 billion people and fifty-four countries to help create a more unified culture of inclusion. 			<title>National Day With Disability</title>
			<description>The Gibraltar Local Disability Movement have welcomed the news that provisions this year have been made to include the disabled to Gibraltar National Day; the movement believes that this year's celebrations will be fully enjoyed by all the Gibraltarians and none alike.&lt;br /&gt;&lt;br /&gt;The Determination for Gibraltar Group (SDGG) and that of The Ministry of Culture with the corroboration of The Honourable Samantha Sacramento of Social Services have emphasised the importance that the events must be available to all the community to celebrate.&lt;br /&gt;&lt;br /&gt;Spokesperson of GLDM adds, The event, which is a community event, will this year see for the first time an inclusive event where everyone in the community is included and with an option to be at this event and enjoy it, and this news can only be more than welcomed by them in the community who have a disability.&lt;br /&gt;&lt;br /&gt;A spectators’ stand of 50 seats for the elderly will be made available on a first come first served basis.&lt;br /&gt;&lt;br /&gt;The innovations include: &lt;br /&gt;&lt;br /&gt;1. A spectators’ stand of 50 seats for people with physical disabilities who are &lt;br /&gt;blue badge holders. &lt;br /&gt;&lt;br /&gt;2. A demarcated area to accommodate wheelchair users. Access for wheel chair &lt;br /&gt;users is preferable via Landport tunnel. &lt;br /&gt;&lt;br /&gt;People wanting a space at the wheelchair designated area or the stand for people with disabilities will be able to obtain tickets on a first come first served basis upon productions of their blue badge. A Blue badge will not needed for people with wheelchairs. 			<title>The Gibraltar Local Disability Movement Recognizes This Year’s Budget As One Of The Best The Disabled Has Ever Had In Gibraltar</title>
			<description>Gibraltar Local Disability Movement has come out today with its reaction on the budget, the movement hopes more time and recourse will be put into disability issues.&lt;br /&gt;&lt;br /&gt;The assistance offered as part of the budget 2012 will certainly have a direct impact and is welcomed. Its measures will solve many problems and hardship within the community. The movement hopes the increase in management resources within the social services agency will bring further improvements and lead to the quicker and more effective resolution of issues.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;On the future job strategy, the GLDM welcomes that it also includes the disabled people, but would like to see a program that will include sheltered employment based on the assessment of an occupational consultation for the disabled. This would help those who are capable and willing to work to hold their own in the competitive employment market.&lt;br /&gt;&lt;br /&gt;The disabled Individuals tax allowance being extended under the allowance based system is also welcomed.&lt;br /&gt;&lt;br /&gt;On the allowance the Gibraltar Local Disability Movement has been advocating that disability allowance should be at the rated with rate of inflation. To see  disability  allowances based on ‘real income, usually defined as money income adjusted for the cost of living can only be good as it ensures the standards of living that  the disabled should enjoy as part of the community.&lt;br /&gt;&lt;br /&gt;On equality the movement is happy to see that government will introduce the provisions of the UN convention on the rights of the disabled but would note that the United Kingdom of Great Britain has signed and adopted the UN convention of the rights of the disabled Convention. This Convention on the Rights of Persons with Disabilities and Optional Protocol entered into force on 3 May 2008, after receiving its 20th ratification, and therefore the disability movement considers the government should be obligated to proceed on this basis.&lt;br /&gt;&lt;br /&gt;On Fri 01/10/2010 The UK Equality Act 2010 came into force and will replace the Disability Discrimination Act in the UK. Disabled people think that they are also less likely, than their non disabled peers to think that the Criminal Justice System (CJS) is fair when it comes down to disability in Gibraltar.&lt;br /&gt;&lt;br /&gt;The fact that the law as it stands determines that a person can only be considered disabled by virtue of birth, may in any judgment in a court case with a disabled person who became disabled due to illness or accident may under the law be seen as a none disabled, no matter how extreme the disability.&lt;br /&gt;&lt;br /&gt;The GLDM notes that there is already a manifesto commitment to address this issue and looks forward to government’s action in this respect.&lt;br /&gt;&lt;br /&gt;The Gibraltar Local Disability Movement ends by adding:&lt;br /&gt;&lt;br /&gt;It is good to see government is to facilitate discussion and multi-disciplinary knowledge transfer between government departments as this can speed up paper work and produce a quicker service to the community.&lt;br /&gt;&lt;br /&gt;On Disability benefits it sees real value and commitment to improve the disability allowance but other benefits also need looking into. Disability benefits must be designed to help them those that need the help the most, and a formula to achieve this needs to be setup.  At present there are many disabled people that cannot even afford to pay for the municipal charges and live in fear of disconnection.&lt;br /&gt;&lt;br /&gt;The use of the web must be incentivized as this provides enormous opportunities for keeping in touch with community affairs and can even help with sheltered employment.&lt;br /&gt;&lt;br /&gt;Government needs to provide for all the needs of the disabled, be it in better protection or in ensuring a dignified standard of living for the disabled.&lt;br /&gt;&lt;br /&gt;The Gibraltar Local Disability Movement recognizes the accomplishment of this year budget as one of the best the disabled has ever had in Gibraltar and can only hope more resources for the disabled be identified and put in place with consultation with other governmental bodies and NGOs.&lt;br /&gt;&lt;br /&gt;The Gibraltar Local Disability Movement&lt;br /&gt;&amp;quot;Our Success Is A function Of Determination And Ability&amp;quot;&lt;img src="http://feeds.feedburner.com/~r/GibraltarLocalDisabilityMovementNewsRoom/~4/kBsijwLgveI" height="1" width="1"/&gt;</description>

			<title>Eyes Open On Abuse In Gibraltar</title>
			<description>The Gibraltar local disability movement has come out today in reaction on the sexual abuse court case where the former head of a children’s care home in Gibraltar was jailed for six years on sexually abusing two young girls over a period spanning five decades.&lt;br /&gt;&lt;br /&gt;The movement has found this to be a scandalous behaviour on someone who’s trust was upon in the care and protection of young children. Although the sexual abuse started in 1956 in this case as we know it, the GLDM will like to think that measures have been put in place so that it will never happen again. The disability movement believe that we must not be complacent and we have to be on guard as it is the vulnerable people that need our help and even protection.&lt;br /&gt;&lt;br /&gt;Spokesman of the GLDM adds:&lt;br /&gt;In a case as the one we have experienced, we can’t forget the allegations of abuse at Dr Giraldi Home after 12 staff members came forward, many with serious allegations of abuse who were prepared to give evidence who were or been unable to voice the allegations of abuse and the standards of practices within the Dr Giralidi Home even with a total 41 signed witness statements raising serious concern about the welfare of vulnerable people. &lt;br /&gt;&lt;br /&gt;Sadly in Gibraltar many may think this is an isolated case, the disability movement can guarantee that this is not so, and we all must play a part by voicing our concerns that an independent inspections measures of the service, that take people in care must be put in place, so to protect the service users.&lt;br /&gt;&lt;br /&gt;The Gibraltar Local Disability Movement&lt;br /&gt;&amp;quot;Our Success Is A function Of Determination And Ability&amp;quot;&lt;img src="http://feeds.feedburner.com/~r/GibraltarLocalDisabilityMovementNewsRoom/~4/56f4MjoaO-w" height="1" width="1"/&gt;</description>

The movement is asking you to send your questions and also what you would like to see in the political parties manifesto.&lt;br /&gt;&lt;br /&gt;The idea behind it all a spokesperson of the GLDM adds: That in anticipation of the general election it would be a good idea and helpful not just for the movement but also for the political parties to know what peoples anticipation would be in Gibraltar for our next government on disability issues. &lt;br /&gt;&lt;br /&gt;Questions sent to the movement will be forwarded to the political parties and their replies posted online on the Gibraltar local disability movement website at &lt;a href="http://www.disability.gi" title="http://www.disability.gi"&gt;www.disability.gi&lt;/a&gt; The question format will be a simple one, that is i.e., all questions that are sent to the movement must be a general question that you would like to ask all the political parties and not just a single political party, the questions are limited to 3.&lt;br /&gt;&lt;br /&gt;The movement is also requesting:&lt;br /&gt;What would you like to see in its political parties manifesto?&lt;br /&gt;The movement is calling this, “The Wish List” The wish list will be limited to 3 and is to be sent to all political parties in Gibraltar.&lt;br /&gt;&lt;br /&gt;The Gibraltar local disability movement hopes that the government’s policy position on its range of current issues, all of which, in some way, prevent disabled people from participating in society and expectations will make a difference with the questionnaire when it comes down to policies. 			<title>The Equality Act 2010 legislation replaces the Disability Discrimination Act (DDA) [October 6th, 2010]</title>
			<description>On Fri 01/10/2010 The Equality Act 2010 came into force and will replace the Disability Discrimination Act.&lt;br /&gt;&lt;br /&gt;The Equality Act 2010 (‘the Act’) provides protection from discrimination on the basis of protected characteristics in a wide range of circumstances, including in work, access to services and the functions of public bodies, premises, education and associations.&lt;br /&gt;&lt;br /&gt;The Gibraltar local disability movement series of questions describes the various elements which need to be considered in determining whether a person has a disability in Gibraltar as it is inadequate, and failing to protect the disabled community in Gibraltar.&lt;br /&gt;&lt;br /&gt;Disabled people are also less likely, than their non disabled peers to think that the Criminal Justice System (CJS) is fair when it comes down to disability in Gibraltar.&lt;br /&gt;&lt;br /&gt;The fact that the law that stands determines that a person can only be considered disabled by virtue of birth is antiquated and therefore has no legitimate use for the disabled in Gibraltar, and this needs to be changed. Spokesman of the GDLM has today questioned the law on disability in Gibraltar.&lt;br /&gt;&lt;br /&gt;The fact that disabled persons can only be considered to be disabled by virtue of birth is somewhat antiquated. To be considered disabled in Gibraltar as it stands today comes down to a few individuals who would consider if you have a disability or not, and therefore your disability status is only granted by the discretion of these individual’s. Thus this, the GLDM considers that this can be seen by many as to be discriminatorily as the procedure system can be judgmental in its decision. The decision reached by one or more sitting on the advisory board can be reached on a personal note rather than on medical category.&lt;br /&gt;&lt;br /&gt;An Act should be in force such as a tribunal or court, and it should determine whether a person is a disabled person. There must be is a series of questions and various elements which need to be considered in determining whether a person has a disability and a decision arrived at and pronounced by a court of law and its judgment must be regarded as final.&lt;br /&gt;&lt;br /&gt;A medical board where it diagnoses a person disability must be established and must work in conjunction with the tribunal or court to determine the legitimacy of the person disability.&lt;br /&gt;&lt;br /&gt;The Government must implement a basic structure where it provides a clear structure where the disabled community can rely on for its protection and well-being and this can only be done with consultation with other governmental bodies and NGOs.&lt;br /&gt;&lt;br /&gt;The Gibraltar local disability movement would like to see a new vision and commitment when it comes down to disability issues and feels that Gibraltar has fallen well behind other European communities when it comes down to the well-being of the disabled.&lt;br /&gt;&lt;br /&gt;On a sadder note the Gibraltar local disability movement would like to convey its condolences to the family off the late Bishop Charles Caruana. Bishop Charles Caruana has always worked hard for the disabled community in Gibraltar and especially for the Blind Association where he was chairperson. He was a man of great character and a priest of great passion. 			<title>PEOPLE WITH DISABILITY CLOCK TURNING BACKWARDS</title>
			<description>The Gibraltar Local Disability Movement has had to come out this week in protest to the conditions that disabled people in Gibraltar are being subjected to.&lt;br /&gt;&lt;br /&gt;A spokesperson of the GLDM has come out today with a strong statement where spokesman Mr Gordon Nelson adds, “ Many changes have been going on in Gibraltar and it is sad that disability only comes out in the forefront when it suits to enhance the requirements of any public servants or the public.”&lt;br /&gt;&lt;br /&gt;Mr Nelson has received many unhappy emails to the Gibraltar Local Disability Movement where disabled people have found comfort and relief in trying to alleviate their anxiety.&lt;br /&gt;&lt;br /&gt;Mr Nelson from the disability movement highlights several particulars the movement has received.&lt;br /&gt;&lt;br /&gt;Relating to one person the local disability movement received an email of which is not a one off situation this happens more and more often Mr Nelson ads.&lt;br /&gt;&lt;br /&gt;Sadly we received mail where a man unnecessarily was experiencing a very hard time trying to gain access to his car even at a point of being hailed a barge of insults to his person.&lt;br /&gt;&lt;br /&gt;The man mail told us the following.&lt;br /&gt;&lt;br /&gt;Dear Sirs&lt;br /&gt; &lt;br /&gt;I am fed up with having to call for Police presence to remove motor scooters that surround my car when parked in disable bays. There are many occasions when I have been unable to gain access to my vehicle especially the 2 parking bays at the side of the new NatWest building. I only hope that these selfish motorists never have to know what it is to be disabled and have to rely so much on the assistance of others. I have found it very difficult after an extremely active life to come to terms with my disability after a stroke 3 years ago and feel very strongly that police are not doing enough to deter indiscriminate parking. I also feel there should be parking ONLY for the disabled in Line Wall and also more bays on estates.&lt;br /&gt; &lt;br /&gt;The same gentleman also sent us a second email of which was more alarming.  &lt;br /&gt; &lt;br /&gt;Prior to parking in same disabled parking bay, it was occupied by a Government small white van whose occupants were in the bank. I reported the van to Police who informed me that it was from Environmental Ministry. They called them and the 2 people came back to the vehicle. I then had to put up with insults from the passenger who informed me that as it was a Government vehicle, and they can park where they like. I have since reported the vehicle and occupants to Governmentand am awaiting an outcome of an enquiry into this matter.&lt;br /&gt;&lt;br /&gt;The Gibraltar Local Disability Movement did ask the gentleman in question if he could take photos of his situation and we have produced 3 motor cycles blocking here. &lt;br /&gt;&lt;br /&gt;The Gibraltar Local Disability Movement has asks itself why the movement has received so many complaints about disabled parking bay car blockings, in the pasts months, and has come to a conclusion that this can only be due to two things that, one, people are uncaring in parking on a disabled parking bay or second, it has become virtually impossible to park anywhere due to works been carried out around Gibraltar.&lt;br /&gt;&lt;br /&gt;In any case the GLDM believe that the gentleman who had been but through a very difficult and harrowing experience should get all the support he needs where the police must reinforce their action where necessity even in the removal of vehicle f need-be. The privations of essentials requirements must be forced where just like in Spain if anyone blocks a  disabled parking bay a on the sport fine is put on anyone of over 80 to 100 plus euros  &lt;br /&gt;&lt;br /&gt; &lt;br /&gt;On another note the Gibraltar Local Disability Movement has received many emails on the hardship on the impossible cost of living the disabled are being put though. Government budget in these past years have forgotten the disabled community, with increased of municipal charges 3% electricity and 3.5% water and the cost of living being on the up, the disabled have found they are being the forgotten ones.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;The Gibraltar Local Disability Movement would like to quote an article which was on the Gibraltar Chronicle on, Tuesday, 3rd August 2010&lt;br /&gt;&lt;br /&gt;The Unite District Committee member Albert Hewitt has criticised Liberal Party leader Joseph Garcia for stating that what the Gibraltar Government was giving in tax allowances with one hand it was taking away in increased charges with the other. &lt;br /&gt;&lt;br /&gt;Speaking to the Chronicle Mr Hewitt said that ordinary working class families would be substantially better off as a result of this year's budget measures.&lt;br /&gt;&lt;br /&gt;(Unquote)&lt;br /&gt;&lt;br /&gt;The Gibraltar Local Disability Movement adds here we have an issue that the disabled community don’t come into the equation of being part of the community. &lt;br /&gt;&lt;br /&gt;Mathematical statement that of two expressions, usually divided hasforgottenthat there is a wider community. Mr Hewitt said that ordinary working class families would be substantially better off as a result of this year's budget measures, but has forgotten that many of them ordinary working class families are helping a disabled family member they have, or the disabled community. The disability movement also would have like Mr Garcia to have sported out the shortfall of the budget measures towards the disabled community. The GLDM asks that a balance to a monetary solution to an old age problems be considered, as the disabled community limited amountprovide in this day and age is not meeting their needs.&lt;br /&gt;&lt;br /&gt;The Gibraltar Local Disability Movement end by saying this is not the first time it has been calling out for better income support. On Tuesday, 31st March 2009 the GLDM adds.&lt;br /&gt;&lt;br /&gt;GDLM said it is making a note of the next budget as regards disabled allowances. &lt;br /&gt;&lt;br /&gt;“The GLDM would like to see a system that is based on a different price index, where disabled allowances are based on ‘real income, usually defined as money income adjusted for the cost of living.” &lt;br /&gt;&lt;br /&gt;“Standard of living income inequality when it comes to the disabled in Gibraltar can only be a measuring of the standards of living and health of the economy in Gibraltar. 			<title>Thumbs up to GTA</title>
			<description>The Gibraltar Local Disability Movement praises the achievement of the Gibraltar Taxi Association&lt;br /&gt;&lt;br /&gt;The disability movement has for a number of years expressed its thoughts to the Gibraltar Taxi Association on taxi availably for the disabled. &lt;br /&gt;Commenting on this the GLDM spokesman ads,&lt;br /&gt; &lt;br /&gt;“It has been a long time coming and we are very happy and we praise the actions by the Taxi Association and we give it a thumb up. The Disability Movement has been receiving emails and phone calls for years by tourist’s visitors to Gibraltar asking about disabled transport and we are sure that the services will be in high demand by tourist.”&lt;br /&gt;&lt;br /&gt;The Gibraltar Local Disability Movement also makes note that although the number of vehicles is one, and will be used by visitors who arrive in Gibraltar cruise ships. It has been advised by Taxi Association that it would be better if anyone who needs the services to pre booked it, as it will be in demand.&lt;br /&gt;&lt;br /&gt;The GLDM question the GTA “Mr. Paul Balban” if they like to add anything and they added.&lt;br /&gt;&lt;br /&gt;“It is well hoped that in soon, depending on the demand that more taxis will offer wheelchair-friendly taxi services in Gibraltar. And we will be installing five vehicles with wheelchair ramps with a view for more; this will improve their services we will offer to the community” &lt;br /&gt;&lt;br /&gt;Added info by GTA &lt;br /&gt;Pre booked taxi: £5 flat fee + meter charge&lt;br /&gt;Airport pick up ; Flat fee of £25 (Airport, to one destination)&lt;br /&gt;Tour: Based on minimum 2 hours £90 for 1st hour and £60 for second hour (Additional hour(s) or part thereof at £60)&lt;br /&gt;Normal radio pickup: Meter reading&lt;br /&gt;&lt;br /&gt;Further we advise that at present we only have one car available although we intend to increase this number to around 5 within the next couple of months. 			<title>GLDM WELCOMES EASTERN BEACH FACILITIES</title>
			<description>The Gibraltar Local Disability Movement has welcomed the new eastern beach faculties as a steep forward that will enable people with disabilities to access the beach.&lt;br /&gt;&lt;br /&gt;Spokesman of GLDM adds Beach facilities have made history allowing wheelchair users’ access to one of its beaches i.e. Eastern Beach, but hopes that this is a first step in the right way for other beaches. The Disability Movement has received many emails from outside gib asking about beach facilities in Gibraltar.  Although beach facilities for the disabled are more than needed and welcomed, the Movement would have loved to have seen disabled beach facilities at Camp Bay were the possibility of sand grains getting into wheelchair wheels would be limited.&lt;br /&gt;&lt;br /&gt;The GLDM also remakes that it has, form the launch of Eastern Beach facilities, received emails from persons who ask that they would like to be as independent as possible avoiding having other people helping out and what are the alternatives, other emails ask about Gibraltar facilities available for the disabled as in taxi’s cable car and tourist facilities access. &lt;br /&gt;&lt;br /&gt;The Gibraltar Local Disability Movement hopes that both Minister for Family, Youth and Community Affairs, Jaime Netto and Gibraltar and Tourist minister Ernest Britto could work together in sorting out this long time issues making Gibraltar a model for others to follow. Driving big business on disabled holiday visits into Gibraltar can be a possibility to help the Gibraltar holiday business trade. Last year, an increasing numbers disabled people flew out of UK airports during the last holiday of the summer and still it appears that a huge gap in the requirements of disabled clients mean agencies and operators in Gibraltar alike are missing out on a lucrative opportunity.&lt;br /&gt;&lt;br /&gt;Following EU rulings which came into force in July last year, disability-awareness and &lt;br /&gt;disability-equality training are now legal requirements for all staff dealing with the travelling public. &lt;br /&gt;&lt;br /&gt;GLDM warns: “Some travel companies are leaving themselves open to potential prosecution and fines through discriminatory conduct. 			<title>Imbeciles, Idiots and Defectives</title>
			<description>The Gibraltar Local Disability Movement has described the action in the criminal reforms bill in the wording “imbeciles, idiots and defectives&amp;quot; being continued in the Minister for Justice Daniel Feetham proposed Bill as highly offensive to people who have cognitive disabilities and is the continuation of old language in the older law which we still have here in Gibraltar, from the previous legislation, which is the Criminal Offences Act &lt;br /&gt;&lt;br /&gt;The new bill, which will now eventually be passed to be debated by Parliament, for the possible adoption into law must remove the out of date terms as in, defectives, imbeciles and idiots, &lt;br /&gt;&lt;br /&gt;The Minister for Justice Daniel Feetham may be introducing a new modernised crimes bill probably in 2010 but it is not modern or a comprehensive reform of our criminal justice system in our history if we continue to use the words of our distant past mistakes.&lt;br /&gt;&lt;br /&gt;The Gibraltar Local Disability Movement disagreement in the proposed new Crimes Act (programmed for 2010) is in the wording, spokesman of the GLDM adds “when we are dealing with the disabled in a bill which is aimed at equalization in the age of consent, I ask, must we keep this wording where them with a disability are named as, idiots, imbeciles and defectives? 			<title>Movement has delivered public petition</title>
			<description>As stated in our press release yesterday, the Gibraltar Local Disability Movement has to-day delivered a public petition calling on the Governor to consider actions to investigate the allegations made in respect of the social service agency and the management of the Dr Giraldi Home.&lt;br /&gt;&lt;br /&gt;The Movement will now await the outcome of his considerations.&lt;br /&gt;&lt;br /&gt;The petition was delivered under cover of a letter, copy enclosed for publication, in which we recommend a system of inspections that would have avoided all the controversy. The care and well being of its most vulnerable citizens.&lt;br /&gt;&lt;br /&gt;You will have followed the many public exchanges between different parties on the matter. &lt;br /&gt;&lt;br /&gt;This Movement is only concerned with the protection of the users of the services and their relatives.  &lt;br /&gt;&lt;br /&gt;We sympathise with Joanna Hernandez, given that the Tribunal found her to have been unfairly dismissed, and with the workers of the Dr Giraldi Home given the difficult and demoralising  effect of the continued public debate.  &lt;br /&gt;&lt;br /&gt;They must however, of necessity, come second to this concern. &lt;br /&gt;&lt;br /&gt;The users of the Home can hardly defend themselves publically or otherwise. Similarly the families of these special people are vulnerable given their dependence on these services and therefore may not be able to express their views as they would wish to.&lt;br /&gt;&lt;br /&gt;This Movement believes that the manner in which the information has become public has actually served to increase public anxiety rather than appease our concerns. It is our view that the Government should have immediately ordered an Independent Public Enquiry into the allegations the moment it was unable to defend its case in front of the Unfair Dismissal Tribunal. At that point any cross examination of witness statements became impossible and a proper independent investigation into these serious allegations was imperative given that they involved both systemic and specific instances at all levels.&lt;br /&gt;Its reluctance to do so has driven the whole issue into the political arena. &lt;br /&gt;&lt;br /&gt;It is not our view that this is a political issue.&lt;br /&gt;&lt;br /&gt;What is important for us and the signatories to the petition is that the public in general should have available the result of an independent investigation into these allegations so that the veracity of them or otherwise is established clearly and without bias.   &lt;br /&gt;&lt;br /&gt;The sampling of public opinion submitted has been compiled exclusively from residents and visitors within Montagu Gardens, Varyl Begg Estate and during the course of our desk at the Piazza on 28th February 2009. We believe that it clearly represents huge public support from a well balanced and highly representative cross section of our community.   &lt;br /&gt;&lt;br /&gt;It is further our view that regular Independent audits should be conducted into our social services including the Dr Giraldi Home.  These are required to ensure our compliance with relevant United Nations and European criteria as they relate to the care of the disabled. We would venture that given the size of our community the only way to ensure the removal of any possible bias is to appoint the services of a specialised independent body. &lt;br /&gt;&lt;br /&gt;The Commission for Social Care Inspection for example, are independent but set up by the UK Government specifically to improve social care and stamp out bad practice.  Seeking their involvement would ensure that standards in Gibraltar are comparable to those applicable in UK. Surely commissioning them to implement these inspections would auger well not only for the users and their families but also for the professional development of the many employees of the Home.&lt;br /&gt;&lt;br /&gt;I have pleasure in enclosing a CD containing copies of the allegations made public by Joanna Hernandez for your ease of reference. 			<title>GLDM Hands Over Its Petition For A Public Enquiry</title>
			<description>The Gibraltar Local Disability Movement will be handing over its petition for a public enquiry into the allegations made, to His Excellency the Governor tomorrow at noon.&lt;br /&gt;&lt;br /&gt;The Petition reads;&lt;br /&gt;We the undersigned are seriously concerned about recently published allegations relating to the events at the Dr Giraldi Home and to other claims of abuses and mismanagement within the Social Services Agency between 2000 and 2005. We are particularly disturbed by the fact that despite calls for an independent investigation of these allegations from a number of different sources the Government has so far refused to investigate them, creating the perception of appearing determined to cover up the allegations.&lt;br /&gt;&lt;br /&gt;Accordingly, we respectfully request Your Excellency the Governor to order the setting up of a full public inquiry into the chain of allegations and the circumstances surrounding them; and, should this be beyond your remit, to urge the Government, using the full authority of your office, to set up such an inquiry. 			<title>Bishop Signs Public Enquiry Petition</title>
			<description>The Gibraltar Local Disability Movement calling for a public enquiry into the Social Services Agency petition was singed by Gibraltar Bishop Charles Caruana this Saturday. The Bishop during his attendance to the Royal Marines marching through the city, approached the disability movements table at the Piazza and singed the petition for a public inquiry to the allegations of Dr Giraldi Home. The Bishop Charles Caruana quoted “Why have they taken to long, the sooner they do it the better” &lt;br /&gt;&lt;br /&gt;“Bishop Charles Caruana’s support for our petition calling for a public inquiry to the allegations of Dr Giraldi Home has not only strengthened our call for a public inquiry but has also given us the strength and inspiration to see it to the end” spokesman of the GLDM adds.&lt;br /&gt;&lt;br /&gt;The Gibraltar Local Disability Movement is working with very limited resources to finish the sampling of public support for our petition, for a public inquiry to the allegations of Dr Giraldi Home. We hope to be able to hand this over to the Governor Sir Robert Fulton very soon. The Disability Movement adds that the Governor is a representative for the Queen and UK, and that the UK  is responsible for Gibraltar’s compliance with the various international charters relative to the rights of the disabled. &lt;br /&gt;&lt;br /&gt;The GLDM is calling that appropriate measures be made to enlist the support of the UK government to  a full and public inquiry into the allegations of Dr Giraldi Home and to thereby remedy our violation of the UN Convention on the Rights of Persons with Disabilities. The inquiry should also ensure that systemic failures are addressed by providing for regular such independent audits to prevent a recurrence of this sorry affair. &lt;br /&gt;&lt;br /&gt;Gibraltar constitution does not diminish the UK international responsibility for Gibraltar and as the member state responsible in the European Union the UK has a duty to ensure that Gibraltar complies.&lt;img src="http://feeds.feedburner.com/~r/GibraltarLocalDisabilityMovementNewsRoom/~4/xulZWonX2Y4" height="1" width="1"/&gt;</description>

			<title>Dr Giraldi Home When Will It All End</title>
			<description>The Gibraltar Local Disability Movement asks when will it all end, we have had many concerns and they have just been growing, to have the TGWU spokesman on Health and Equality, Sukh Khaira saying “Unfortunately over the last few weeks we and the silent majority have observed certain elements intensifying their efforts to divide public opinion to the point where this tide of slander and innuendo can only sow doubt and disunity.” &lt;br /&gt;&lt;br /&gt;The Gibraltar Local Disability Movement makes note that having two employees speaking on behalf of the work force with strongly stated sentiments that the former manger conducted a witch-hunt, can only show doubt and disunity.&lt;br /&gt;&lt;br /&gt;The Gibraltar Local Disability Movement adds, we may be able to fix any disunity but we are sure that any doubt to the allegations can only be fixed be holding a position that a public inquiry to the allegations of Dr Giraldi Home is undertaken, and that an independent assessor as required by the UN Convention on the Rights of Persons with Disabilities be implemented. &lt;br /&gt;&lt;br /&gt;The Gibraltar Local Disability Movement feelings are that Gibraltar is in a state of uncertainty and mistrust, and is full of uncertainties if anything has happed at Dr Giraldi Home. If we have a situation of uncertainties no percentage must be taken on who is right or wrong. 			<title>The Public Should Be Properly Informed On Allegations</title>
			<description>The Gibraltar Local Disability Movement has today asked for reason and clarity and also that all should act sensibly.&lt;br /&gt;&lt;br /&gt;The movement is mystified adds spokesman of the GLDM,&lt;br /&gt;  &lt;br /&gt;Unite have given the impression that their previous call for a public enquiry was made 2 years ago. These statements given to the GBC Newswatch program confuse the issue and in the interests of clarity must be rectified.&lt;br /&gt;&lt;br /&gt;On 27 November, 2007 the Union stated;&lt;br /&gt;&lt;br /&gt;“There have recently been allegations aired publicly about the care practices in the Social Services Agency. These are having a detrimental effect on the morale of the staff, service users and their families. In order to disperse any doubts about the practices in the Social Services Agency: The TGWU/ACTS on behalf of its Union members and service users demand a comprehensive and public enquiry on all matters surrounding the items which have been highlighted in the press, and which have caused concern to all interested parties.”&lt;br /&gt;&lt;br /&gt;As recently as on 29 December Mr Khaira himself confirmed in an article in the Gibraltar Chronicle that his Union had &lt;br /&gt;&lt;br /&gt;“Called for a public inquiry to dispel any doubt that may exist and to counter the recurring allegations that are being made.”&lt;br /&gt;&lt;br /&gt;The question of their u turn still remains unanswered and actually serves only to increase the public apprehension and need for an Independent Review. I regret his members are not well served by this.&lt;br /&gt;&lt;br /&gt;As previously stated by this Movement we are wholly supportive of the workers of the Dr Giraldi Home and appreciate the pressure they are working under. However it is patently obvious given the uncertainties surrounding the whole issue, that the only way to clear the good name of the many professional and efficient workers in the Dr Giraldi Home is by an immediate Independent Public Enquiry. Anything else will only serve to procrastinate their difficult and unwarranted situation.&lt;br /&gt;&lt;br /&gt;It needs to be established once and for all by an independent party whether these allegations in fact happened; If they did, ensure that action was taken against the offending parties and more importantly establish an Independent review mechanism that would ensure we complied with Article 16(3) of UN Convention on the Rights of Persons with Disabilities. This provides;&lt;br /&gt;&lt;br /&gt;“In order to prevent the occurrence of all forms of exploitation, violence and abuse, States Parties shall ensure that all facilities and programmes designed to serve persons with disabilities are effectively monitored by independent authorities.”&lt;br /&gt;&lt;br /&gt;It is this deficiency, also referred to by the Disability Society in their statement that must be addressed without delay to ensure that this sad part of our history does not repeat itself.&lt;br /&gt;&lt;br /&gt;Again to ensure that the public are properly informed the Movement feels obliged to point out that the allegations are not being made by Mrs Hernandez herself contrary to media reports. The allegations are in fact reports received by Mrs Hernandez from family members and members of staff of the Dr Giraldi Home reporting the incidents. These disclosures were offered as evidence by Mrs Heranndez during her Unfair Dismissal Tribunal but were never investigated following the Government’s withdrawal from the case.&lt;br /&gt;&lt;br /&gt;The Movement is now making arrangements for the publication in its website of the entire contents of the allegations for public information. 			<description>The concerns of the families and those that work at the home cannot be ignored, and that of protecting and ensuring the well being for all who lives at Dr Giraldi Home must be our main objective. Spokesman of The Gibraltar Local Disability Movement has today added on the offset of the Dr Giraldi Home issue.&lt;br /&gt;&lt;br /&gt;The Gibraltar Local Disability Movement adds that sadly it seems when it comes down to protect them that need to be protected no one seems care a lot, but all are worried when it came to a TV program discerning the members of staff. &lt;br /&gt; &lt;br /&gt;The TGWU on many occasions have called for a public inquiry to the allegations of Dr Giraldi Home, &lt;br /&gt;&lt;br /&gt;&lt;strong&gt;27 November, 2007&lt;/strong&gt;&lt;br /&gt;There have recently been allegations aired publicly about the care practices in the Social Services Agency.&lt;br /&gt;These are having a detrimental effect on the morale of the staff, service users and their families. Speaking to the Chronicle District Officer Charlie Sisarello said the union “has stood by and continues to stand by the good name of staff members.”&lt;br /&gt;&lt;br /&gt;The Disability Movement has always added that staff must be affected and demoralized but action should have occurred sooner as in the event of 27 November, 2007 press release. But looking forward to Monday 16th February demonstration by the staff, outside Dr. Giraldi Home the Disability Movement defends Doctor Giraldi Home staff stand and offers its full support.&lt;br /&gt;&lt;br /&gt;Sequence of events have now seen the disability society expresse its concern over the recent Antena 3 programme The Disability Society says it is aware that the staff members who were the subject of several justified complaints which were made by service users, their families and other staff members are no longer in employment at the home. “If any past justified complaints which were made by service users, their families and other staff and are justified, what was the outcome and why were staff member or members removed from employment at the home” Spokesman of The Gibraltar Local Disability Movement adds.&lt;br /&gt;&lt;br /&gt;The Society states that it has confidence in the existing staff that perform a demanding and at times difficult job in the unacceptable absence of a proper external and accountable audit system.&lt;br /&gt;&lt;br /&gt;This is true The Gibraltar Local Disability Movement adds, “A systematic check or assessment, especially of the efficiency or effectiveness of Doctor Giraldi Home should have typically been carried out by an independent assessor as required by the UN Convention on the Rights of Persons with Disabilities”&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Article 16&lt;/strong&gt; &lt;br /&gt;&lt;em&gt;Freedom from exploitation, violence and abuse&lt;/em&gt; &lt;br /&gt;&lt;br /&gt;&lt;strong&gt;1.&lt;/strong&gt; States Parties shall take all appropriate legislative, administrative, social, educational and other measures to protect persons with disabilities, both within and outside the , from all forms of exploitation, violence and abuse, including their gender-based aspects. &lt;br /&gt;&lt;br /&gt;&lt;strong&gt;2.&lt;/strong&gt; States Parties shall also take all appropriate measures to prevent all forms of exploitation, violence and abuse by ensuring, inter alia, appropriate forms of gender- and age-sensitive assistance and support for persons with disabilities and their families and caregivers, including through the provision of information and education on how to avoid, recognize and report instances of exploitation, violence and abuse. States Parties shall ensure that protection services are age-, gender- and disability-sensitive. &lt;br /&gt;&lt;br /&gt;&lt;strong&gt;3.&lt;/strong&gt; In order to prevent the occurrence of all forms of exploitation, violence and abuse, States Parties shall ensure that all facilities and programmes designed to serve persons with disabilities are effectively monitored by independent authorities. &lt;br /&gt;&lt;br /&gt;&lt;strong&gt;4.&lt;/strong&gt; States Parties shall take all appropriate measures to promote the physical, cognitive and psychological recovery, rehabilitation and social reintegration of persons with disabilities who become victims of any form of exploitation, violence or abuse, including through the provision of protection services. Such recovery and reintegration shall take place in an environment that fosters the health, welfare, self-respect, dignity and autonomy of the person and takes into account gender- and age-specific needs. &lt;br /&gt;&lt;br /&gt;&lt;strong&gt;5.&lt;/strong&gt; States Parties shall put in place effective legislation and policies, including women- and child-focused legislation and policies, to ensure that instances of exploitation, violence and abuse against persons with disabilities are identified, investigated and, where appropriate, prosecuted. &lt;br /&gt;&lt;br /&gt;The Gibraltar Local Disability Movement make note under UN Convention on the Rights of Persons with Disabilities Article 16, 3. States Parties shall ensure that all facilities and programmes designed to serve persons with disabilities are effectively monitored by independent authorities. This is not being done in Gibraltar. &lt;br /&gt;&lt;br /&gt;And also, UN Convention on the Rights of Persons with Disabilities Article 16, 5, States Parties shall put in place effective legislation and policies, including women- and child-focused legislation and policies, to ensure that instances of exploitation, violence and abuse against persons with disabilities are identified, investigated and, where appropriate, prosecuted. 			<title>Gibraltar House Of Horrors Antena3 TV Espejo-Publico</title>
			<description>Many have been making inquires about the TV program of Antena3 TV Espejo-Publico said a spokesperson of The Gibraltar Local Disability Movement. “It seems many have been shocked to know about the allegations of abuse at the Dr Giraldi Home , this is not new and we have been calling out that the allegations of abuse has to be investigated, and the disability movement cant see anyway out but by doing a investigation. Government can’t be seen doing nothing about it and dilating this issue now. Government has a duty to protect the most needed and if by after seeing it aired on Antena3 TV Espejo-Publico government dose nothing to hold a full independent public inquiry into the allegations of abuse and abusive treatment towards the residents at the Dr Giraldi Home what next, sky news, CNN, or the BBC. The government must know that the best way is to be seen as a responsible government and to carry out the inquiry, if they don’t this it will only be seen as a government that has something to hide and not just to the eyes of the people of Gibraltar but internationally.” &lt;br /&gt;&lt;br /&gt;The Gibraltar Local Disability Movement adds government has told everyone that the allegations of abuse are unfounded and that Royal Gibraltar Police have found no need to conduct an investigation. This the disability movement adds, that evidence or facts have been presented to the court with signed statements made in the industrial tribunal of Joanna Hernandez. Why have the signed statements not been taken into consideration? It can’t be put down to cost to investigate this issue when it concerns the well being of vulnerable citizens.&lt;br /&gt;&lt;br /&gt;Government has made a press release where it adds (quote) the proper independent body to conduct enquiries in allegations of misbehaviour that would amount to a criminal offence, such as is being alleged, is the RGP (unquote). Any citizen who believes that any such offence has or may have been committed by employees of the Agency is duty bound to report the matter to the Police, and should do so. &lt;br /&gt;&lt;br /&gt;The Gibraltar Local Disability Movement remakes, this is the right thing to-do but we must not forget the SOCIAL SERVICES AGENCY ACT, 2002, Duties of the Agency, (f) to ensure that all complaints made against the Agency or any employee or contractor of the Agency are properly investigated without delay; &lt;br /&gt;&lt;br /&gt;Why has this not been done when complaints have been made against the Agency, when a senior member of staff who was employed to run Dr Giraldi Home was terminated by Social Services Agency in 2005 after the employee brought to the attention of the Social Services Agency concerns in the treatment of persons with disability whilst in the care of the Social Services Agency. And also what Mr. Duncan S. Jones, has notated, that he was prevented from ensuring that full and proper investigations were conducted into serious allegations made against several members of staff by a number of residents. And that the instruction that the necessary disciplinary procedures were not to be followed was conveyed to him by the then Chief Executive Officer of the Social Services Agency. And that the so called instruction came from the ‘highest level’ outside of the Social Services Agency. This could indicate too many that supposedly orders came from number 6 and it, i.e. number 6 had a hand in this whole ordeal.&lt;br /&gt;&lt;br /&gt;The Gibraltar Local Disability Movement ends by saying, Given the extent of comments being made which are having a serious demoralising and frustrating effect on staff, service-users and parents as well as concern in the community we all must play a part in stopping this emotional or mental pain or suffering by asking our government to call for a full independent public inquiry into the allegations of abuse and abusive treatment towards the residents at the Dr Giraldi Home. 			<title>The GLDM Hits Back At Mr. Netto</title>
			<description>The Gibraltar Local Disability Movement has spoken out on the remarks made by the Minister for Social Services Jaime Netto on his expressed view on the so called Disability Movement. The GLDM point out it is not a so called Disability Movement but The Gibraltar Local Disability Movement and has been around as far back as 1985, longer than the minister’s career. &lt;br /&gt;&lt;br /&gt;The Minister adds that the GLDM with five persons don’t speak on behalf of the residents of the Home, and that the movement is orchestrated by the GSLP as their friendly media outlet, this GLDM adds is untrue.&lt;br /&gt;&lt;br /&gt;Spokesperson of the GLDM adds, “The Gibraltar Local Disability Movement has been working for the disabled in Gibraltar and has been helping so many both here in Gibraltar and also hundreds of personal inquiries from abroad. The remakes made by Minister, Mr. James Joseph Netto that the GLDM dose not speak on behalf of the residents of the Home are unfounded. The GLDM has been approached by families of residents of the Dr Giraldi Home and were told that they would like the files on Joanna Hernandez dismissal case, on the allegations concerning the Dr Giraldi Home to be made public. Also The Gibraltar Local Disability Movement sent a letter to Minister, Mr. James Joseph Netto on Monday, 3rd December 2007 With Regards To the Allegations of Dr Giraldi Home, In the letter the G.L.D.M. has stated due to the amount of inquiries both by phone and e-mail it has found that it must implore to the Minister to undertake its request that off an independent public inquiry to the allegations of Dr Giraldi Home and that a public statement be made.” &lt;br /&gt;&lt;br /&gt;(A copy of which can be seen below) &lt;br /&gt;&lt;br /&gt;Spokesperson of the GLDM also makes remakes made by the Minister for Social Services Jaime Netto on the movement’s membership. He is wrong in assuming that any movement needs a certain amount of NGO members to draw attention to morality or justice. The GLDM has eight members that are the core of the movement. All members in our community who are disabled are members by virtue of birth or after, also family members are considered as part of the GLDM membership. It is shameful especially coming from a Minister to justify his remakes due to a recent call for a public inquiry made by the TGWU/Unite. 			<title>Positive Reaction From Our Community</title>
			<description>The Gibraltar Local Disability Movement will like to inform that it will be doing a door to door collection of signatures on its petition calling on the Governor Sir Robert to produce a public enquiry into the allegations of abuse and mismanagement made against the Dr Giraldi home and the Social Services Agency. 			<title>Government rejects Statement of Mr Jones as unjustified and untrue</title>
			<description>The Social Services Agency notes with deep regret the incorrect letter from Mr Duncan Jones published in yesterday's written press, and reported by GBC today. &lt;br /&gt;&lt;br /&gt;Mr Jones, who was a team leader in the Social Services Agency says that the Agency's claim that the case to which his letter refers was fully investigated is untrue. That statement is not true. &lt;br /&gt;&lt;br /&gt;Mr Jones also says that the Agency's statement that it acted swiftly and responsibly whenever allegations of neglect or abuse have been made, and that all cases have been properly investigated, is untrue. This statement also is not true. &lt;br /&gt;&lt;br /&gt;The case to which Mr Jones is referring involves three care workers against whom an allegation was made by a service user. The three care workers were suspended from work following the allegations, and remained suspended for nearly three months while the allegations against them were investigated by the Chief Executive of the Agency and two Civil Service social workers. The conclusion of the investigation was that formal disciplinary action was not warranted. A written caution was nevertheless issued. Even this caution was subsequently withdrawn following a review of the case by the Chief Secretary, as head of the Civil Service, since the findings of the investigation did not warrant even a caution. &lt;br /&gt;&lt;br /&gt;The Social Services Agency repeats its statement that all allegations that involve the welfare of service users are fully and properly investigated, and where indicated by the evidence, appropriate action taken. The Social Services Agency also repeats its statement that its first priority is the welfare of service users, as demonstrated by the lengthy suspension of three innocent employees while the allegations were investigated. &lt;br /&gt;&lt;br /&gt;The Agency accordingly rejects the unfounded and inaccurate statement of Mr Jones, who is an ex-employee of the Agency, apparently aggrieved by the fact that he did not agree with the results of the investigation conducted by his professional colleagues.
