</span></span></font><font color="#000000"><span style="font-family: times"><span style="font-family: times new roman">Currently, 71 towing vessels operate in <a href="http://www.facebook.com/uscoastguardairstacorpus" target="_blank">Coast Guard Sector Corpus Christi's</a> waters and approximately 74% of towing vessels have participated in the program. Coast Guard towing vessel examiners have issued more than 42 Coast Guard Towing Vessel Exam safety decals which identify the vessel as one that complies with all current federal regulations.</span></span></font><font color="#000000"><span style="font-family: times"><span style="font-family: times new roman">“Our goal is 100% participation,” said Michael White, a towing vessel specialist for the Eighth Coast Guard District who oversees all the Coast Guard’s towing vessel activities for 26 states, 1,200 miles of coastline, and 10,300 miles of inland navigable waterways. “We will be aggressively seeking out vessels who have not received an examination during phase two of this program.”<br />

</span></span></font><font color="#000000"><span style="font-family: times"><span style="font-family: times new roman">Phase two will focus on the 18 towing vessels in the Sector's area of responsibility that have not yet participated in the program.<br />

</span></span></font><font color="#000000"><span style="font-family: times"><span style="font-family: times new roman">The Coast Guard partnered with the towing vessel industry and <a href="http://www.piersystem.com/American%20Waterways%20Operators" target="_blank">American Waterways Operators</a> on June 12, 2009, to develop and initiate the TVBP. This effort was in response to the high number of safety-related marine casualties that had occurred in past decades.<br />

</span></span></font><font color="#000000"><span style="font-family: times"><span style="font-family: times new roman">The main goal of the program is to help prepare the towing vessel industry to meet new, stricter safety regulations. These regulations were created in an effort to decrease groundings, collisions, and other serious marine accidents.<br />

</span></span></font><font color="#000000"><span style="font-family: times"><span style="font-family: times new roman">“These changes to inspection standards for the industry will help improve the safety of towing vessel operations on our nation’s waterways and protect life and the marine environment,” said White.<br />

</span></span></font><font color="#000000"><span style="font-family: times"><span style="font-family: times new roman">Upon completion of the inspection, towing vessels may receive a Coast Guard TVE decal that will remain valid for three years based on successful compliance with existing regulations.<br />

I have only completed and submited to the <acronym title="National Maritime Center">NMC</acronym> a course completed for lifeboatman. Did they make an error in my favor, or what would my STCW say if I complete my &quot;FRB&quot; course and submitted it to the <acronym title="National Maritime Center">NMC</acronym> to have it added on MMD?</div>

Are there hair restrictions for CIVMARS on MSC vessels?  My hair, I know, is short enough, mainly wondering about facial hair.  I'd like to make a good first impression on arrival, and not have to be told to go shave my mustache and goatee(sp).  Thanks.</div>

Dynamic positioning (DP) is essential to an ever increasing number of maritime sectors. Today there are over 1,000 DP-capable vessels, and whilst the majority of them are operationally related to the exploration or exploitation of oil and gas reserves, DP is a technique used extensively in many other fields, including diving, ROV operations, survey and marine construction all over the world.<br />
<br />
In conjunction with C-MAR’s The Dynamic Positioning Centre, Videotel Marine International has developed a new Dynamic Positioning Basic Training Course which it is launching at this year’s European DP Conference in London, 24-25 May. Delegates are invited to visit The DP Centre’s stand to take a close up look at the course during live demonstrations, and obtain useful information on the structure and scope of its content.<br />
<br />
The course is aligned with the Nautical Institute DP Basic/Induction course syllabus and covers all areas of DP, including system architecture and basic principles, together with modes of operation, operational procedures and risk considerations. It contains mixed media in the form of text, images, animations, video and audio and offers a stimulating and flexible approach to training. On completion of the course, which reduces the training time required at a C-MAR DP Centre, users intending to become DP Operators will have sufficient understanding of the principles and practice of DP to confidently undertake a programme of simulator exercises as the next step towards gaining a recognised DP qualification from the Nautical Institute. Users who are shore-based will have sufficient understanding of the principles and practice of dynamic positioning to make informed judgements about DP issues and situations they encounter in their day to day work.<br />

<b>It is available as an online course and should take approximately six hours to complete.</b></div>

I have sailed with many Masters on ATB's that I would sail anywhere with but there have been some U/L Masters that have come along that I was worried about leaving the dock with them.  As the day of the Wire Boat comes to the end more and more ATB's are built.  <br />

Until you have been on a ATB that has had to break out of the notch you have no idea of what it's like.  IMHO, there is no way of training for this is in a simulator.  In my last companies there were men that had been promoted to Master that have NEVER had the chance to work on these boats back before all of the Double Hull Barges with ballast came along.  Before that we would tow until the weather started to kick up to about 10' seas, then get on the wire.  We would then get back in the notch when the weather allowed.  I really pity anyone that sails with any Master or Mate that does not have this experience.  <br />
<br />
There has been much posted about Limited vs Unlimited Licenses.  Well, I for one would rather sail with a lowly Tug Master with a Limited License that has towing experience than sail with a Master with a UL License that has only worked on conventional ships.<br />
<br />
So, what are your feeling on sailing with Masters that have little to no real towing experience?<br />

NOTE to G.Captain, please notice that I have used the WORD Master rather than the word Captain.  There used to be a saying in N.Y. Harbor.  It was &quot;DO NOT CALL ME CAPTAIN, I CAN READ AND WRITE&quot;.  This came about as anyone that worked on a Barge or Scow called themselves Captain.</div>
