To qualify you must not have purchased a home in the past three years. You must purchase between Jan. 1, 2009 and December 1, 2009.  The home must be at least $80,000.00 dollars in sales price.
The limit of income is based on a married couple which can’t have an income over $150,000.00, for the single tax payer the limit is $75,000.00.  The income is based on the AGI which is wages, salaries, interest and dividends.
The big difference between the 2008 and 2009 First-time home buyer Tax Credit is: In 2009 the tax credit doesn’t not have to be paid back!
Any home purchased as a principal residence qualifies for the tax credit, including single-family houses, mobile homes, townhouses, condos, manufactured homes, and even houseboats. You must spend 50% or more in this principal residence. Vacation homes and rentals do not qualify for the tax credit program.
You qualify for the tax credit program by filing the IRS form 5405 and claim the amount on line 69 on their 1040 income tax return. The home owner must live in the residence for 3 years. If the owner can’t use the entire $8,000.00 in 2009, they will get the difference back in a refund. What a deal!

One change that is having a negative impact is the change in the amount of down payment from 3% to 3.5% for FHA loans.  

Silent but deadly was the change in Mortgage Insurance Premiums: they became risk-based on credit scores, thus the annual premium increased hurting new buyers tremendously.

The $7,500.00 tax credit is available to qualified buyers until June of 2009. The credit is repayable over 15 years, making it in reality an interest free loan.</description>
