<p align="justify">The Department spokeswoman Diane <strong>Richardson </strong>told that 25 years old <strong>Westbrook</strong> who lives in Herndon was driving a gray Mercedes on Route 5 near <strong>Lakewood </strong>Place before 2 a.m. when deputy seen his car which was crossing the lane marker so many times, then <strong>Westbrook</strong> was stopped he was alone in the car, the deputy detected a strong odor of an alcoholic beverage in the vehicle.</p>

<p align="justify"><strong>Richardson</strong> told that <strong>Westbrook </strong>refused to perform a breath test and he also failed many field sobriety tests. Then he was charged for DUI impaired while driving, negligent driving and failing to stay on the right side of the road. After that he was released for court appearance.</p>
<p align="justify">The <strong>Redskins</strong> statement on Friday shows that they are aware of the charges, which Westbrook is facing. The <strong>Redskins General Manager</strong>, Bruce Allen said that they will take these issues very seriously and they are looking forward to make plan to meet with Byron and will continue to monitor the situation.</p>
<p align="justify">While <strong>Westbrook</strong> haven’t made any comment on his arrest on Friday. <strong>Westbrook</strong> represented <strong>Redskins</strong> in 16 games last season, mostly on special teams.</p>
<p align="justify">The charge of DUI he is facing is having punishment of 1-year jail sentence and a $1,000 fine including six-month driver’s license suspension.</p>

The issued grants will be used for more checkpoints than ever before. A recent watchdog report shows that these checkpoints are making millions of dollars in towing fees and police fees and so many arrests of unlicensed and suspended drivers are made also.</p>

<p>A police officer told that these checkpoints are not working as money generator and we get a small percentage of the tow as an administrative cost and that is so small.</p>
<p>In last 2 years Palm Springs had been given over $300,000 from the federal government in order to make more checkpoints. That’s why in 2009 Palm Springs held eight more checkpoints and that resulted 22 DUI arrests.</p>

<p>Police department told that to remove <strong>drunk drivers</strong> from the roads they are looking to educate the public also. They said that so many times they have to contact with people who never drink but they know we are out there and if we save only one driver from being in a <strong>DUI </strong>collision, then we’ve done our job.</p>
<p>Palm Springs police told that these extra efforts had given good results when it comes to safety, as data from 2005 to till now shows approximately 41% decrease in the total number of traffic collisions in the City.</p>
<p>Cities Valley- wide had got the grant money for <strong>DUI checkpoints</strong>. The funding amount is distributed keeping view the total number of DUI related issues in the area.</p>
<p>The Sheriff’s Department told that Coachella had held 12 checkpoints last year and every checkpoint resulted at least one to three <strong>DUI arrests</strong>. While in Palm Desert 6 checkpoints were held in 2009, that resulted 12 DUI arrests, 40 unlicensed or suspended arrests.</p>
<p>According to California Highway Patrol released statistics, almost more than 2,000 checkpoints were held statewide in 2009, and on those checkpoints 458 DUI arrests were made and 2,370 citations issued, 1,453 unlicensed drivers were found. These figures shows that they are significantly greater than number of DUI arrests. CHP officer told that suspended license drivers are four times more likely to be involved in a fatal accident and eleven times more likely to be driving under the influence.</p>
<p>The CHP officer Ramon Perez said that DUI is a big issue and we try to go out in those areas where DUI occurrence is high, so that we can educate more people for DUI dangers.</p>

<h3>Blood Alcohol Concentration (BAC)</h3>
<p>Any driver in the New Hampshire if will be having the blood alcohol concentration (BAC) above than 0.08 percent will be considered “per se intoxicated” under the law. According to this law only this is enough for a driver to be convicted for <strong>Driving Under the Influence (DUI)</strong> or Driving While Intoxicated<strong> (DWI).</strong></p>

<p>All states “zero tolerance laws” mainly focus on drivers not of legal drinking age. Any person under the age of 21 years in New Hampshire if will be driving the motor vehicle with <strong>blood alcohol</strong> content 0.02 percent or above than that will be subject to DUI Penalties.</p>
<h3>Enhanced Penalty Blood Alcohol Concentration</h3>
<p>Some states are having more sever punishments for the DUI convicted drivers that will be having high blood alcohol absorption at the time of arrest, that is usually .15 to .20 percent above the legal limit. Enhance penalty laws are not applicable in New Hampshire.</p>

<p>This penalty includes license suspension or revocation (permanently or temporarily) by the <strong>Department of Motor Vehicles (DMV).</strong> For first DUI offense in New Hampshire the mandatory suspension is for 90 days; for second offense its for one year and for third its up to three years.</p>

<p>Vehicle confiscation penalty temporarily or permanently in some states can be applicable usually for repeat offenders. This penalty for DUI is not valid in New Hampshire.</p>
<h3>Ignition Interlock</h3>
<p>Ignition interlock is a device, which is attached with the vehicle of<strong> DUI offender</strong> so that driver concedes to breath test before starting the vehicle. This penalty for DUI conviction can be possible in some states while in New Hampshire this is not an option.</p>
<h3>Mandatory Alcohol Education and Assessment/Treatment</h3>
<p>Alcohol teaching and prevention program, alcohol abuse treatment, and assessment of a person for possible drug dependency can be required in New Hampshire. Such steps are often taken instead of harsh punishments like imprisonment and paying fines.</p>

			<content:encoded><![CDATA[<p>A 17 years old teen was arrested for crashing car into a Washington Road House in late December. The teen driver who is Cromwell resident was arrested this week and was charged with drunken driving under the age of 21 years and reckless driving.</p>

<p>Police haven’t given the name of young man because of his age, they told that he was <strong>under the influence</strong> of <strong>alcohol</strong> and unspecified drugs also at the time when he crashed the vehicle into the house on the night of Dec. 29.</p>
<p>He was driving 1999 model four door Cadillac Coupe de Ville and was moving north on Washington Road when he lost the control on the car and crashed that into a home at 11:08 p.m.</p>

<p>The man who was living in that home almost 35 minutes before left that room where the car crashed. The resident of the home, Jonathan Metivier and his girlfriend was on upstairs that was survived from any mishap and injuries.</p>
<p>Jonathan told that he might have been killed if he was still relaxing at downstairs bedroom when car crashed there. He said that at first he thought its explosion because whole ground shook.</p>
<p>Police told that the car made hole in the house and also nicked the chimney. The young man was taken to Hartford Hospital for observation and treatment after the crash.</p>
<p>And on the same time police started its investigation and applied for an arrest warrant for the driver’s arrest.</p>
<p>On Monday, the teen driver surrendered to the police at headquarters, where later he was released on a court-set $5,000 bond.</p>
<p>He will appear in the Middlesex Superior Court on Tuesday.</p>

<h3>Blood Alcohol Concentration (BAC)</h3>
<p>If any driver in New York will be driving any motor vehicle with <strong>blood alcohol concentration (BAC)</strong> above than 0.08 percent will be measured “per se intoxicated” under the law. According to this law, that is all, which is needed for a driver to be convicted for <strong>Driving Under the Influence (DUI)</strong> or <strong>Driving While Intoxicated (DWI).</strong></p>

<h3>Zero Tolerance Blood Alcohol Concentration</h3>
<p>All states zero tolerance laws mainly focus on drivers not of <strong>legal drinking age</strong>. The drivers under the age of 21 years operating any motor vehicle with blood alcohol level 0.02 percent or above will be subject to DUI penalties in <strong>New York</strong>.</p>
<h3>Enhanced Penalty Blood Alcohol Concentration</h3>
<p>Some states are having harsh punishments for <strong>DUI convicted</strong> persons that are having high blood alcohol concentration at the time of arrest; that is typically 0.15 percent to 0.20 percent above the legal limit. These enhanced penalty laws are not utilized in <strong>New York.</strong></p>
<h3>Administrative License Suspension/Revocation Penalties</h3>
<p>These are minimum mandatory penalties imposed on drivers that have blood alcohol concentration above 0.08 percent or they will be subject to implied consent laws for refusing to submit to breath, blood or urine test for blood alcohol content.</p>
<p>These penalties include suspension of revocation (permanently or temporarily” of driving license by the <strong>Department of Motor Vehicles (DMV).</strong> For first DUI offense in <strong>New York</strong>, mandatory suspension of driving license is for 90 days; for second offense, one year; and for third offense its up to three years.</p>
<h3>Vehicle Confiscation</h3>
<p>Vehicle confiscation penalty for DUI offenders permanently or temporarily can be applicable in some states usually for repeat offenders while in <strong>New York</strong> it’s not applicable.</p>
<h3>Ignition Interlock</h3>
<p>Ignition interlock is a device, which is attached with the vehicle of DUI, convicted person so that the driver submits to breath test before starting the vehicle. This penalty for DUI is a chance in some states while in <strong>New York</strong> this is not an option.</p>
<h3>Mandatory Alcohol Education and Assessment/Treatment</h3>
<p>Alcohol teaching and prevention program, alcohol abuse treatment, and assessment of a person for possible drug or alcohol dependency can be required in <strong>New York</strong>. Such steps are often taken instead of harsh punishments like imprisonment and paying fines.</p>
