Good policy is not generated simply by increasing the amount of research on a particular topic; there are complex issues to navigate to ensure that the best available knowledge is sourced, interpreted and used to further development goals. Understanding how to improve this flow of knowledge is the aim of a guide published by ODI with Policy Press on Knowledge, Policy and Power in International Development. As our understanding of the way knowledge influences policy has grown, so too has the complexity of the policy arena. This background note illustrates the four-fold framework presented in the book, for analysing the interface between knowledge, policy and practice. It is designed to enable all those who a play a role in shaping the content of policies - policy-makers, researchers, civisl society organisations, non-governmental organisations and donors - to better understand and address the complex interaction between knowledge and policy.

This Background Note draws on a recent ODI book, Knowledge, Policy and Power in International Development, to argue that in-country programming decisions should incorporate an analysis of the dynamics around knowledge, policy and power (KPP) to improve their effectiveness and value for money. It looks at technical assistance, policy dialogue, capacity building and promoting technology uptake, and details the ways in which KPP analysis can guide programming processes. It concludes by examining some of the practical aspects of carrying out knowledge, policy and power analysis.

In the influential book Learning to Fly, Chris Collison and Geoff Parcell (2001) describe five key organisational ‘competencies’. As already stated, we see these of being of high practical relevance for knowledge management and organisational learning initiatives. The Five Competencies Framework has been promoted widely and is now being used by many different teams or groups, to work out how well they are performing against organisationally established criteria for knowledge and learning, and to identify goals and priorities for improvement. The competency framework works on the principle that effective knowledge and learning is based on improving performance five important competency areas:

A lack of clear direction and leadership on the key messages that the European Union wants to convey to the public has hampered its visibility in international affairs according to a recent evaluation carried out by ECDPM and the Development Researchers Network. ECDPM’s James Mackie, who led the research team, briefly summarises the study’s main findings in an article on the Talking Points blog. A central recommendation is that the EU should develop overall key messages that provide a foundation for its communication work on EU external action and enable it to enhance its international image. These could also provide a stronger basis for he EU to swiftly and clearly respond to fast moving news situations.

The meeting will provide, for the first time ever, a forum for 200 policy makers and practitioners from 40 countries engaged in South-South Knowledge Exchange (SSKE) to learn about Knowledge Hubs and how to strengthen their institutional capacity for SSKE. Participants will be given the opportunity to present their experiences in structuring institutional arrangements for sharing knowledge, collectively discuss the challenges they are facing, and learn about the existing tools and services to foster knowledge sharing.
