How many surface spaces will be left to the north of Phase I? How many total parking spaces are available on campus for students?

ANSWER:
As of 9/25/09 there are 3,849 parking spaces available to students including the South Garage.

Please refer to Exhibit A of the RFP for lot identification below.

Lot J (just west of S2) is 37 student spaces and the entire lot sits on the area that is Phase I.
Lot S1 is 309 student spaces and approximately 130 of those spaces sit on the area that is Phase I.
Lot S2 is 285 student spaces and approximately 100 of those spaces sit on the area that is Phase I.
Lot S3A (south of S3B) is 86 visitor/faculty spaces and the entire lot sits on the area that is Phase I.
Lot S3B is 306 student spaces and approximately 100 of those spaces sit on the area that is Phase I.
Lots HH & M to the north of Phase I will remain unaffected and combined are 125 student spaces.

If a parking deck is included in the housing RFP with the spaces reserved for priority allocations to the residents can the costs be included on the infrastructure bond by CSU and would the student's purchase of a campus parking pass cover the payback of the deck portion of the bond?
ANSWER:
It is contemplated that the University would issue a tax-exempt bond to cover the site work, street, and parking deck ( but not surface parking for the exclusive use of the residents). The bond debt would be retired using the proceeds of the Payment in Lieu of Taxes(PILOT) from the housing development. The University would lease and operate a parking structure, and parking fees from non-University resident parkers would be turned over to the developer (or used to offset PILOT payments). CSU residents who have a CSU issued parking permit would be permitted to park in the garage for no additional fee and none of those payments would be credited to the developer.
