Aw, let's all just ignore that little fact and bash the government instead ! Can't wait to see the reaction of the HT readers when the US starts bombing Havana, but surely it will be the Commies fault.

Huge shortcomings in social and health issues by the government. Like you said: spending time, energy, and effort instead of just fixing the issues. It's the supposed identity of the government that they prioritize health and the people.

"Cuba [...] whose inefficient model of centralized state economy, worsened by the US embargo, depends on massive external economic subsidies, first from the USSR and later from Chávez’s Venezuela.
[...]
[Nicaragua] does not suffer blackouts, its economy is not collapsing but rather stable, and its dynamism depends on private sector exports to the US market which, combined with family remittances from migrants in that country, account for more than 50% of the national economy."

I just don't understand how we continue to put so much blame on the Cuban govt for it's "failed economic plans" when those plans prioritized education, healthcare, housing, etc all the while the USA embargo intentionally - check the US gov own website and find 'COINTELPRO' documents outlining plans to starve Cuba and create frustration/doubt from the Cuban people - created the failed economic state of Cuba.

This failed economy narrative exists because it would hurt capitalism - especially in the state it was in 60 years ago (segregated neighborhoods, highly illiterate populations, women viewed as 2nd-class citizens, etc) - for communism to be successful in establishing rights to education, housing, healthcare, ending systematic/legalized racism and discrimination, equality for women, etc.
