U.S-China relations MOOD : Working on it

A good update on the whole RMB fixing mishap is this series of articles from the Wall Street Journal:

First, early on the 13th of February, China's Dollar Link Could Be a Depression Stopper
or how "Nobody wants a trade war between two giant economies".

"Let's be clear here: First, there's no reason to believe that China does not desire a stable currency. Second, China bashing -- i.e., U.S. pressure to force Beijing to appreciate the yuan -- is misguided economic policy."

Actually, "Instead of being an exchange-rate question, the huge trade imbalance between the two countries has two related causes: net "surplus" saving in China, i.e. domestic saving far beyond that which is needed to finance domestic investment; and an even bigger net saving deficiency in America."

So, "Beijing knows that fiscal expansion in China would be most effective in buoying the Chinese economy when the exchange rate is stable. Thus having the Americans agree to stabilizing the yuan-dollar rate is the natural quid pro quo for China's engaging in a much greater fiscal expansion than the welcome half-trillion dollar amount announced last November."

Then, on the 15th, the natural follow-up to the previous article, "G-7 Softens Criticism of China's Currency Policy"

"in a shift that reflects the West's eagerness for Beijing's help in resolving the global financial and economic crisis.", [...]
Treasury Secretary Timothy Geithner on Saturday praised Beijing for "playing a very important stabilizing role in the international financial system today.'

"It's satisfying to see China putting emphasis on its domestic market and taking part in the global stimulus effort by boosting internal demand," French Finance Minister Christine Lagarde told reporters.

We'll see what tomorrow brings in U.S - China relations...

Newsom announces stimulus plan for S.F.

The Annual Mayor's Economic Forecast took place on the 11th of February, as planned.

This is what came out of it : "San Francisco officials are preparing an economic stimulus package they hope will spur spending and job growth to loosen the recession’s tightening grip on the city" says the San Francisco Biz Journal on the 11th

The newly unveiled local stimulus program will include a "new jobs payroll tax credit", " loans available to small companies", essentially "micro-loans" and "larger no-interest loans to businesses", property tax rebates (50%) for "unsecured property - things like new machinery, equipment or office furniture - if the goods -were bought in San Francisco".

In a recently published white paper
(http://www.sfgov.org/site/uploadedfiles/mayor/PressRoom/NewsReleases/White%20Paper.pdf), Newsom goes into more details about his update plan for the city:

"While San Francisco is widely considered one of the strongest urban markets in the county, with solid long-term prospects, economists also generally agree that the current recession is beginning to hit the City hard, and San Francisco, like the rest of the country, will not come out of this recession for some time." he starts out with.

" San Francisco’s economy is driven by the success and growth of (i) advanced knowledge-based services, like financial and professional services, life sciences, digital media / IT and (ii) tourism." These sectors should therefore be strategically developed.

The strategy for stimulating and supporting the local economy is fivefold, (nothing new here) :
"(i) accelerating capital spending, (ii) keeping local dollars local by investing in local businesses, (iii) reducing the burdens, local government places on local businesses (iv) supporting our workforce and (v) attracting more foreign investment in San Francisco.

Without going into details about the 4 first steps, these are both attractive and interesting for local businesses and good incentives for non-local companies to set up and hire locally, thus making step V much easier. For instance, they plan on working on the "bottom line issues
regarding how expensive it is to do business in San Francisco versus other cities", which will improve the city's busines reputation. They also plan on "expanding the Utilization of Existing Tax Incentive Programs".

Here's what Newsom says on foreign investment, btw :
" San Francisco’s role as an international City helps drive business to San Francisco in both the tourism and commercial sectors. Through the Office of International Trade and Commerce, the City has long had a number of international programs targeted at bringing business and tourism to the City and fostering cultural and economic exchanges." These activities include the "new Paris Investment office", " supporting the Sister City program with economic development emphasis" (reminder : Shanghai has been San Francisco's sister city since 1979); and more.

The ChinaSF initiative has quite a long blurb dedicated to it :

"However, until recently the City did not have any overseas offices focused exclusively on increasing commercial business opportunities with San Francisco. In November of 2008, the City launched ChinaSF with potentially its biggest trading partner – China. ChinaSF capitalizes on the City's inherent strengths – 150 year-old ties with China, a very large Asian population, a large Pacific Rim airport, a strong international reputation- to firmly establish San Francisco as the premier gateway between Chinese businesses and North America. ChinaSF opened offices in San Francisco and Shanghai in November 2008. This initiative aggressively pursues bringing Chinese companies in the City's key growth industries (cleantech, life sciences, digital media, professional services) to San Francisco, as well as Chinese commercial product companies looking to establish a stateside presence to sell into the North American market. ChinaSF also helps local business seeking to do business in China. Already, ChinaSF is reaping major dividends. Biotech and the Chinese plan helps the Bay Area

This just in from the SF Biz Journal:

The need for China to move on from its "Worshop of the world" role to a more "innovation-based" role should benefit the Bay Area's economy, which as we mentioned here seriously needs it.

Why? Thanks to the Bay Area's strong focus on innovative technologies - more particularly biotech - and the ties between the Bay Area and China. Ties that are growing, despite the current economic crisis, and thanks, at least somewhat, to the budding ChinaSF initiative...

Here's in a nutshell why the Chinese plan is good for the Bay Area, and it's simple really :

1) China's new five year plan, aided by the Bailout plan funds (see post on that here) is looking to heavily develop China’s innovation infrastructure and capacity.
2) The Bay Area is well known for its innovation and advanced technologies - Japan missed out on the new forms of communication in the early 1990S, the Silicon Valley did not -.
3) It so happens the Bay Area has a special affinity with China : strong historical and demographic ties (read more on that here), and a ChinaSF initiative, "an office of San Francisco’s Economic Development Department that aids partnerships between San Franciscan and Chinese companies."
The result? Bay Area Biotech heavy industries can and will "help" the Chinese...

The biotech sector is playing a key role in China’s quest to move from a manufacturing-based economy to an innovation-based economy. And that’s good news for the biotech-heavy Bay Area.

With its large population of Chinese immigrants, decades-old ties to the region and its proximity to Shanghai and Bejing, Bay Area companies, investors and universities are working to position themselves as strategic partners in the new China, one outlined in the country’s latest five-year plan.

“The five-year plan has delineated an emphasis in strengthening China’s innovation infrastructure and capacity. That’s attractive for companies,” said Ginny Fang, director of ChinaSF, an office of San Francisco’s Economic Development Department that aids partnerships between San Franciscan and Chinese companies.

Guo-Liang Yu, president and CEO of Burlingame-based Epitomics Inc. said the Bay Area’s biotech ties to China have accelerated in recent years.

Bay Area economy not doing well

... to put it midly.

Things are no different that elsewhere in the US, of course. The San Francisco business times reports "East Bay economy stuck until end of ‘09"

The economic recession is hitting everyone hard, and most likely the situation locally, or in states, isn't going to pick up until the US's does... and those most optimist are saying that'll be at the end of 09:"The East Bay will begin an economic recovery at the end of 2009, coincident with the beginning of the U.S. recovery."says Levan Efremidze, an economist with the UCLA Anderson Forecast, quoted by the San Francisco Business times.

It's not all completely bleak though : "Though growth will be slow coming out of the recession, the long term prospects for East Bay economic growth, fueled by investments in “green” economy technology, computers and electronics, and export oriented products, are bright,” Efremidze writes."

Conveniently, these fields are exactly what the Chinese want from California! Good thing there's a ChinaSF then?

Partie IV: Résultats et constat

Analyse des mots clés en terme de résultats

Après plusieurs mois de réception de Google Alerts quotidiennes et de recherches sur divers moteurs de recherches, j'ai pu me rendre compte que certains mots clés apportaient davantage de résultats que d'autres, et que l'efficacité de certains mots-clés pouvaient varier en fonction de l'actualité.

Ainsi, le mot clé "Phil ting" + San Francisco, s'il était efficace en novembre, ne l'est plus du tout actuellement, en raison d'un scandale autour de M.Ting et de la taxation des églises catholiques.

Le mot clé "U.S- China economic relations" aura été d'une grande aide tout au long du travail de veille, permettant d'avoir une vue d'ensemble régulièrement actualisée. C'est donc l'un des meilleurs mots-clés employés pour le sujet au sens large.

Au sens plus restreint du terme, ChinaSF a bien entendu été très utile, de même que Newsom (maire de la ville de San Francisco), et Ginny Fang, directrice du ChinaSF. Plus généralement, tous les mots clés autour de "San Francisco Shanghai" relations, ou "California China", apportaient régulièrement des résultats pertinents et exploitables.

Les sources trouvées sont restées assez traditionnelles, puisque que cela a surtout été des articles et des posts de blogs.

Problèmes rencontrés:

Les problèmes rencontrés ont été relativement peu, et ont été principalement d'ordre technique, et exogène.

Sans être un problème, une remarque s'impose tout d'abord: Faire de la veille m’a permis de me rendre compte à quel point ce sont souvent les mêmes informations qui circulent sur internet en étant reprises par divers sites, blogs et organes de presses – souvent au mot près - , d’autant pour un sujet relativement restreint comme le mien. Cela force à rechercher des moyens pour trouver l’information en dehors des voies « traditionnelles » de récupération d’information. En cela, les blogs se sont souvent avérés très intéressants. Cela oblige notamment à réaffiner et à recentrer les informations recherchées, ainsi que les moyens employés, afin d'obtenir le plus possible une information nouvelle et inédite.

Nouveauté du sujet : L’aspect récent du sujet choisi a posé un problème majeur : le nom du bureau mis en place a changé après la création et démarrage de cette veille. Sans que cela pose trop de problème au niveau du corps du blog (hormis le fait qu'il ait fallu repasser sur tous les posts afin de remplacer China Desk par ChinaSF, pour des questions de référencement), cela a poser problème au niveau de l'adresse url du blog, qui a du rester chinadesksanfrancisco.blogspot.com. Ceci a peut-être pu poser des problèmes au niveau référencement pour le mot clé 'chinasf".

Travail sur mac : Au niveau technique, un gros problème aura été d'effectuer de la veille sur Mac. Il y a de nombreux manques en termes d'outils disponibles pour Mac, en particulier dans le domaine des agents intelligents (cf ci-dessous). D'autre part, il y a peu de barres d'outils qui sont compatibles avec Mac (comme Kartoolbar). J'ai néanmoins utilisé NeedleSearch qui me permettait de suavegarder mes outils de veille sur la barre d'outils pour les trouver très rapidement.

Agents Intelligents :
Devon Agent – Le « add-on » pour safari n’est pas exactement fait pour et a la fâcheuse tendance à faire planter Safari (même quand on ne se sert pas de Safari). Cependant, les résultats trouvés les quelques fois que Devon Agent a pu être utilisé se sont avérés intéressant, différents de ceux proposés par google (puisqu’en autres, Devon Agent repose sur Yahoo) et très prometteurs, une fois les problèmes d’incompatibilités réglés.
Devon Agent présente aussi l’avantage de pouvoir être intégrer partout, en principe du moins, y compris comme widget pour le Dashboard de Mac Os X 10.5, cependant là encore, l’utilisation est difficile.

Constat :

Au cours des 3 mois de veille, j'ai pu étudier l'installation et évolution du partenariat public/privé qu'est le China SF, et de façon assez paradoxale, à la fois son importance et son manque d'importance. En effet, au vu des relations chaotiques qu'entretiennent les Etats-Unis et la Chine, qui peuvent aller de cordiales à refroidies en moins d'une semaine, une telle initiative ne semble pas pouvoir avoir énormément d'effet sur l'amélioration des relations sino-américaines. Par ailleurs, dôté de petits moyens, le Bureau semble chercher à commencer de façon relativement discrète, sans se doter de grandes compétences au delà d'un service de Consulting / Conciergerie, service qu'offrent déjà les Chambres de Commerce Intenationales. Cependant, dans le même temps, la veille a permis de se rendre compte à quel point la municipalité de San Francisco accordait de l'importance à ce partenariat (sans pour autant tout miser dessus bien-sûr)

Enfin, le constat qui émerge de cette démarche de veille est que le sujet sur lequel la veille a été effectué s'est avéré être un sujet très intéressant et particulièrement d'actualité en ces temps de crise économique.

S'il y a eu un temps assez long sans véritables informations nouvelles (décembre, début janvier) - le temps de la mise en place du bureau et des prises de contact discrètes' et car il y avait d'autres sujets plus pressants -, le bureau et plus généralement les relations qu'entretient la Chine avec les Etats-Unis sont au coeur de l'actualité en ce moment.

En effet, cela est dû d'une part, au contexte économique, qui rend une intéraction entre la Chine et les Etats-Unis au niveau économique en ces temps de concertation mondiale obligatoire - ce qui ne l'empêche pas d'être tendue, comme on a pu le voir et d'autre part, les plans de relance font la part belle aux investissements étrangers comme moyen de relancer la croissance économique. Ainsi, comme on l'a vu, la ville de San Francisco a fait de sa coopération avec l'étranger, et notamment la Chine, une de ses 5 étapes de relance de la croissance.

C'est donc un sujet qui devrait continuer à être très discuté, et actif sur internet dans les prochians mois. Cela donne envie de continuer à suivre les informations sur le sujet afin de voir, d'un peu plus loin, comment les choses vont évoluer par la suite.

Partie III : outils utilisés pour effectuer la démarche de veille

Dispositif de Veille

1) La veille automatisée

A) Alertes googles

Ces alertes ont été le premier outil utilisé, puisque l’un des seuls utilisé de façon régulière au préalable parmi les outils proposés (avec les moteurs de recherche google et clusty.com). Les mots clés ont été testés dans un premier temps sans guillemets mais leurs résultats n’étaient pas pertinents.

Cet outil se révèle extrêmement pratique car il permet de tester un nombre considérable de mots clés et de n’obtenir que les informations “actuelles” (il faut cependant faire attention aux dates de parution, certaines informations n’étant en fait pas récentes du tout). Il permet de plus de se rendre compte des mots clés qui sont le plus pertinents pour un moteur de recherché tel que google, ceux qui sont les plus actifs et ceux qui apportent le plus d’informations. Cet outil requiert cependant un suivi quotidien, pour ne pas se être noyé dans les informations et pour avoir accès à tous les liens.

Seules les alertes googles ont été utilisées, en effet AlertInfo ne fonctionne pas sur mac.

Voici celles qui ont été utilisées tout au long de la veille :

Le China Desk a incontestablement été la moins utile des alertes google étant donné le nombre de résultats liés au matériel bureautique, et le fait que ce nom est été abandonné.

Voici pourquoi :

D'autres alertes n'ont produits que très peu de résultats, en raison d'une trop grande spécificité des mots employés, comme "Chinese Business in California", ou à l'inverse trop grande universalité comme "San Francisco" + Gateway + China. Si ce dernier a pu produire des informations extrêment intéressantes parfois du fait de ces mots-clés problématisés, la majeure partie des résultats avaient trait aux aéroports, voire à la marque Gateway.

B) Suivi des flux rss

La lecture et recherche des flux rss s’effectue dans l’agrégateur google reader, puisque celui-ci est directement lié à blogspot qui accueille mon blog, ce qui permet une meilleure intégration. (Par ailleurs, le choix de blogspot provient du fait que celui-ci est directement lié à gmail…)

En reprenant les mots clés déterminés, des flux rss ont été recherchés. Les termes restent encore pour l’instant trop génériques et demandent encore beaucoup de tri. Cependant, ces flux devraient s’avérer très intéressants une fois affinés.

Quelques exemples de flux rss suivis : Business Intelligence Network China ; Asia Business Intelligence ; International Heral Tribune (International + Business)…

Par ailleurs, google reader permet de conjuguer recherche dans des blogs et flux : possibilité de s’abonner à des flux rss de « blog search » de certain mots clés. Dès que ces mots clés sont mentionnés dans un blog, une alerte via flux rss du post de ce blog est envoyée. Divers « blog search » feeds ont été mis en place et pourraient se révéler très intéressant s’ils obtiennent des résultats.

Ainsi, voici triés par pertinence, les flux rss suivis et utilisés:

Flux spécialisés : immédiatement utiles

Daily SF news +++ (mais beaucoup de répétions avec la newsletter quotidienne du Daily SF news)

New America Media News - Articles présentant des informations d'un point de vu ethnique, très intéressant pour comprendre l'intégration des populations Chinoises en Californie et à San Francisco, où près de 33% de la population a des origines chinoises. ++
Peterson Institute Feed - peu d'informations intéressantes, même celles-ci sont majoritaires parmi les flux reçu de cet Institut, qui en produit très peu ++
San Francisco Sentinel - Quelques informations pertinentes de temps en temps. +
"ChinaSF" gogle blog search - De bons résultats la plupart du temps (même si souvent les miens viennent gonfler les nombres), avec des interférences de posts de joueurs en ligne.+
Business week-Asia Des résultats intéressants mais souvent trop spécifiques. +
BeyeChina - latest blog entries.
BusinesseyeChina (BeyeChina) - Latest articles and latest news Ces deux flux n'ont jamais fourni d'informations exploitables, car toujours consacrés à des cas extrêmement spécifiques.

Flux généralistes : à trier

IHT Business - Enormément d'information, car les mêmes informations sont envoyés par flux 3 à 4 fois par jour, sans qu'il y ait moyen de modifier cela. Par ailleurs, l'information fournie touche un domaine très vaste. Cependant, lorqu'il y a avait des informations qui traitaient de mon sujet, celles-ci s'avéraient toujours très utiles. + +
Online WSJ (wall Street Journal) - Même commentaire que pour le International Herald Tribune, mais davantage d'articles qui traitent d'un même sujet tout en exploitant des angles différents. +++
Marketwire - breaking news - trop d'information sur tous les sujets, sans pour autant donner une bonne vue d'ensemble. +

C) Inscription à des lettres de diffusion, listes de discussions

Comme le sujet étudié est assez vaste et peut être mentionné dans des domaines différents, je me suis inscrite à des newsletters plutôt transversales mais spécifiques à la zone géographique étudiée. Exemples : la newsletter hebdomadaire de la chambre de commerce de San Francisco, celle du site du Maire de San Francisco ou encore celle du Bizjournal spécifique à San Francisco et sa région…

Reception de : - San Francisco Business Times, Daily Update
- SF Chamber of Commerce (hebdomadaire)
- NYtimes News Alerts (variable)
- le monde.fr (quotidien)
- Council on Foreign Relations (quotidien)
- OnlineWSJ (variable)

Recherche également de groupes google et Yahoo touchant à ces sujets.

2) Veille manuelle

A) Moteurs, méta moteurs…

Remarque : les mots-clés utilisés dans les différents moteurs de recherche ont été sensiblement les mêmes pour tous, à l'exception de ceux employant des opérateurs boléens non supportés par certains moteurs.

• Moteurs de recherche utilisés

- www.google.com (Google a été le premier moteur de recherche employé puisque le plus usité) pour des mots clés en anglais, et google.fr pour des mots clés en français.
- www.yahoo.com
Les autres moteurs ont été testés à travers les méta moteurs.

Les moteurs de recherche ont l’avantage d’offrir de très nombreuses informations, mais il faut cependant les trier pour obtenir une information pertinente. La recherche par moteur de recherche n’est donc pas forcément n’est pas la plus adéquate car les résultats ne sont pas toujours pertinents et d’actualité, et les résultats se comptent bien souvent en milliers, donc une productivité horaire discutable.
Exemple déjà mentionné : on retrouve encore beaucoup d’annonces d’offre d’emploi à pouvoir dans le ChinaSF… alors que celles-ci ne sont plus d’actualités.

Le moteur de recherche Exalead a également été testé, mais avec très peu de résultats pour l’instant pour les mots clés recherchés.
En fait, si les résultats ont en général été moins pertinents pour mon sujet que ceux que j’ai pu trouver sur d’autres moteurs de recherche avec les mêmes mots clés, ils ont néanmoins le mérite d’être différents – ce qui aurait pu parfois s’avérer intéressant pour des sites qui n’avaient pas été mis en évidence auparavant.
La fonction de sélection à partir d’une telle date est également appréciable, étant donné la nouveauté du bureau ChinaSF.

• Méta-moteurs

- www.dogpile.com
- www.metacrawler.com
- Clusty.com

Résultats intéressants mais répétitifs de ceux trouvés sur google et Yahoo. Les méta moteurs ont l’avantage de rechercher simultanément sur plusieurs moteurs de recherche à la fois, ce qui peut s’avérer très utile, cependant, ils manquent de précision dans le sens où il n’y a pas de syntaxe commune aux différents moteurs de recherche. Ce qui pourrait affiner les résultats dans un moteur pourrait empêcher des informations d’apparaître dans un autre. Il faut donc rester relativement généraliste et employer les opérateurs boléens les plus courants uniquement.

• Moteur collaboratif

Ajout de l’application Acid Search, qui fonctionne avec Yahoo!, à la fois comme moteur de recherche classique mais aussi (et surtout), comme moteur collaboratif, en suggérant à chaque fois des mots clés/concepts à associer aux mots déjà utilisés pour affiner les résultats. Par exemple, pour « China Desk San Francisco » il proposera automatiquement d’y associer « Shanghai » ou « Chinese Companies »….

• Moteur d’actualité

Google News (en anglais), Google actualités (en Français), et Yahoo News et actualité sont consultés régulièrement.
Pour l’instant, wikio.fr n’a pas donné de résultats avec les mots clés choisis.

B) Les agents

La grande partie des agents proposé sur agentland.fr n’est pas accessible sur mac, aussi ceux-ci devront être testés ultérieurement, lorsqu’un accès à un pc sera possible.

En attendant, le seul agent utilisé est l’outil DevonAgent (version gratuite pour 60 heures)
Cet agent semble assez complet : il propose à partir d’une recherche par mots clés une cartographie, une liste et un résumé des informations trouvées, qui sont présentées par volets, thèmes et pertinence. Qui plus est, les opérateurs boléens semblent plus poussés (avec notamment le NEAR), il est possible de choisir le type de recherche effectué (les Search sets, qui sont personnalisables pour effectuer une recherche que sur certains types de sites par exemple), les éléments recherchés (flux rss uniquement, adresses emails, webcams). Propose aussi l’option Deep Scan, qui comprend les pages du Web invisible. Il doit donc être possible de trouver beaucoup d’informations pertinentes à la veille avec, une fois son fonctionnement compris (en effet, cet agent est réputé pour être relativement complexe d’utilisation).

C) les sites de cartographie

Kartoo.com : très utile pour mettre en évidence de façon claire les différents acteurs en présence, les concepts voisins, les sites à explorer. De cette façon, il permet ensuite de déterminer de nouveaux mots clés. Cela a entraîné un gain de temps considérable dans notre veille puisque Kartoo nous a permis de ne pas visiter de nombreuses pages non pertinentes. De plus, la fonction « retirer les sites non pertinents » est très appréciable et permet de facilement supprimer tous les liens pointant vers la bureautique et les voyages !

Je me suis essentiellement servie de Kartoo comme soutien, afin de vérifier que j’avais bien identifié les différents acteurs en présence, thèmes à explorer et liens entre les différents éléments.

Mooter : un peu déroutant au début, puisque la carte paraît excessivement simpliste, mais une fois un des points de la carte cliqué, il produit des résultats très intéressants, notamment pour définir des sujets liés au mot-clé choisi. De même que Kartoo, il m'a surtout servi comme outil de confirmation des liens que j'avais déjà déterminé par moi-même.

D) Autres méthodes

• Web invisible

Utilisation de la fonction Deep scan de Devon Agent. La recherche requiert beaucoup de temps donc cette fonction deep scan n’est pas facile à utiliser pour tester différents mots clés.

Au final, le web invisible s'est avéré peu exploitable pour le mot clé ‘chinasf’ en lui même étant donné que le sujet est très récent. Davantage envisageable pour des thèmes plus vastes comme les relations économiques entre les US et la Chine. Cependant, comme j’ai fait le choix de m’interesser à un sujet très récent, j’ai voulu m’interesser aux évolutions des grands thèmes liés (relations US- Chine, Californie Chine, Economie de l’état de Californie) en temps réel et en parallèle des évolutions du ChinaSF.

• La recherche par tags

La recherche par tags a été entreprise sur les sites de « social bookmarking » comme delicious ou digg, mais sans résultats probants pour l’instant. De même, la recherche dans les sites comme technorati.com ou blogpulse.com ne donne pas de résultats pour l’instant.

3) Référencement

Dans le but d'être bien vu sur google, des essais en matière de référencement ont été effectués. Ceux-ci ont été fait quelque peu tardivement cependant, aussi le blog est-il surtout bien positionné pour les mot clés "ginny fang" et plus particulièrement "ginny fang china sf director".

Le blog a été inscrit à de nombreux annuaires, dont ceux mentionnés dans cette liste: http://www.wordsinarow.com/blog-registration.html.
Le site blogcatalog.com, une fois inscrit dedans, crée une page par nouveau post, et est en conséquence très régulièrement reperé par google.

Les posts ont été souvent 'bookmark"és sur des sites tels que digg, delicious, tumblr, yahoo buzz (que les robots google détectent très bien), etc afin d'augmenter leur visibilité.
De même, les flux rss des posts ont été inscrits dans des annuaires de flux rss. Un site map sous forme de flux rss a également été soumis à google pour une meilleure lecture du blog.

Le blog en lui-même a été optimisé pour le référencement, avec utilisation des mots-clés dans les corps de texte, et développement de tags pour des sites de blog tels technorati.com. L'utilisation de www.turbotagger.com pour les tags de technoratis, a été testée sans effets visibles.

Les mises à jours étaient régulièrement "pinguées" afin que les sites référencant mon blog soient informés de ces mises à jours. Les pings n'étaient pas automatiques, mais effectués par pingomatic.com Pingomatic envoie des pings à Weblogs.com, Blo.gs, technorati, feed burner, syndic8, newsgator, my yahoo!, pubsub.com, blogdigger.com, blogrolling, blogstreet, moreover, weblogalot, icerocket, news is free, topic exchange, google blog search, spinn3r, bloglines, aiderss, et skygrid.

On February 11th, the Annual Mayors' Economic Forecast: The State of the Cities of San Francisco and Oakland will take place.

Newsom (SF) and Oakland Mayor Dellums will each talk about "how his city will survive in a challenging economy, and what opportunities may come with a new administration in Washington." That includes their views on the economic priorities for 09 to "ensure their cities remain vibrant economic centers", i.e budget, infrastructure development, employment development, environmental efforts, and most interesting for us, they'll also talk about how they plan on "creating environments that will nurture the industries of the future" and "the climate [...] for businesses and economic development in the future".

Perhaps they'll talk about their ongoing efforts to better local ties with China? We'll see...

Hot and Cold : US-China Economic Ties Cooling Down?

Where most have rejoicing Obama is now officially our 44th President, others aren't so sure of what it's going to mean, especially in terms of economic relations.

Among these peeps, according to the Monde, are the Chinese.

The article, titled "Pékin s'interroge sur les intentions de Washington", explains that the Chinese are wary of Obama and what he might ask for. They're not quite sure yet what to expect from the new president and seem to be getting mixed signals. Normal in a way that they're wary, as Bush was seen as a "ami de la Chine", or a friend of China.

Of course, Bush certainly didn't help things by telling the Chinese gov, right before he left, oh, by the way, Obama's team thinks you're artificially maintaining a low/weak yuan so it drives your exports, and they'd like you to put a stop to it.

Come on! Even you, Bush thought that. It just ain't that easy!

It takes two to tango:

Sure, the current US administration would like China to stop manipulating the yuan to ensure it stays low, especially from a domestic political standpoint, as Obama is being pressured by the syndicates who need him to balance trade exchanges to protect US workers. In return the democrats could use the syndicates to help them implement the new economic stimulus plan that is currently under discussion at the Congress.

BUT, right now, as you all know, the Chinese are also gobbling up US State Bonds, and the US needs them to keep doing that as it's one of the key elements balancing out (i.e fueling) US debt. "

The result? Mixed signals

U.S.-China economic relations: blowing hot and cold

There's what they say :

Officially, Hu Jintao and Obama declared both wanting to build better and more constructive U.S-China relations :"construire une relation sino-américaine plus positive et plus constructive"

and what they actually mean:

- Obama's inaugural speech addressed the errors and failures of communism. Biden said China should "jouer selon les règles auxquelles les autres se plient", follow the same rules as everybody else.

- Wen Jiabao, during the Davos forum, indirectly accused the US of being those that brought on this global crisis ( "les premiers responsables de cette crise, qui s'enracine dans une culture de "poursuite aveugle du profit"."

A solution needs to be found for two key issues.

These two key sensitive issues are :

the yuan exchange rate. US asked that the trade imbalances be corrected, and that implies doing something about the low, low, low, yuan exchange rate. That is to say, ask China to change its monetary habits.

a strategic dialogue that might no longer be only about economy anymore. Le Monde indicates (see below) Hillary Clinton hinted at discussing Tibet and human rights. Apparently Taiwan is not an issue. Democrats are rumored to be more lenient and flexible on that subject than Republicans.

Les dirigeants chinois ne sont pas inquiets sur le dossier de "l'île rebelle" taïwanaise, car les démocrates sont plus "souples" à leurs yeux que les républicains sur la question. Mais les déclarations de la nouvelle responsable de la diplomatie américaine peuvent laisser présager des désaccords sur des sujets tels que la répression chinoise des droits de l'homme ou la situation au Tibet. "

U.S.China Relations MOOD : CAUTION AHEAD

The AsiaBizBlog shows the Renmibi manipulation comment didn't go unnoticed and picks up this article from the Wall Street Journal, published a mere 8 hours later after the news of Thimothy Geitner's written comment (discussed here).

"Sure enough, the Chinese have fired back" and answered the RMB fixing accusation.

"A Chinese ministry Saturday strongly denied Obama administration claims that
China "manipulates" its currency, as the first contact between the new administration and China takes a markedly sour tone. "

The quoted article, published in the Wall Street Journal, says "a top official in China's central bank said the charge that Beijing manipulates its currency was inaccurate and implied there were bigger issues to address in the global financial crisis."

In addition, the comment was not taken lightly, as it was written and not verbal - a clear " a serious view of intent." The journalist adds that while not necessarily surprising, given Obama's stances, "Mr. Geithner's comments marked a significant escalation in U.S. criticism of China's exchange-rate system."

Way to go as the first communication between the new US government and China!

Mood today in U.S-China relations? WOULD LIKE TO BE GOOD.

If you read Xinhua.net's Window on China today (which says their source is chinaview.com.cn), you'll see the US is trying to improve U.S.-China relations... somewhat.

New treasury secretary designate "Timothy Geithner vowed in a document released on Thursday to deepen U.S.-China economic relationship which he termed as "one of our most important relationships." says Xinhua.

"Geithner said the Obama administration looks forward to a productive economic dialogue with the Chinese government on a number of short-and long-term issues."

But the good intentions don't last long : he attacks on the currency issue:

"President Obama -- backed by the conclusions of a broad range of economists -- believes that China is manipulating its currency," he said in the document, adding Obama has pledged as president "to use aggressively all the diplomatic avenues open to him to seek change in China's currency practices."

And tries to make things better by saying this :

"The (Chinese currency) Yuan is certainly an important piece of that discussion, but given the crisis the immediate focus needs to be on the broader issue of stabilizing domestic demand in China and the U.S."

Will that be enough to keep U.S-China relations good despite the ongoing attacks on the renminbi?

Others aren't so touched by Obama's inaugurational speech

And those would be... the Chinese censors, who found something to censor in the 44th inaugurational speech.

Why would they do that? And what did they find to censor?

The answers are given by Business Week, in today's "Eye on Asia" column .
Here's how they put it:
"Why in the world would anyone - even a Chinese censor - be so stupid as to censor the inauguration speech of the new American president, especially one so popular overseas as Obama?"

They are basing themselves on James Fallows's The Atlantic blog post to answer this and this is what he has to say :

James Fallows : “the people in charge of China’s propaganda apparatus are among the least worldly and most rigid-minded people in the entire country, with absolutely the least feel for how people in other countries might react or think. So apparently some of these ignoramuses considered it a good and prudent idea to cut off Obama — even if the vast majority of their fellow citizens would consider such paranoia to be extreme and bizarre. Also, within a part of the government where orthodoxy is everything, an official takes no risks by being too hard-line, but could get in trouble by being too permissive.”

So, as the Business Week blog post puts it, "the censors’ knees jerked and they cut". "Rules are rules".

Attracting Chinese business and investment to San Francisco still a priority

As always, the SF chamber's mission is to attract, develop and retain business in San Francisco.

SO....
Despite these trying times, attracting Chinese business and investment to San Francisco is still billed one of the city's key initiatives to implement an economic stimulus plan - basically, jump start the state's economy again, something that is badly needed as the State has had to start giving out IOUs instead of actual money (See this article from the LA times... and many others on google).

At least that's what the SF Chamber says, both here :

The Chamber is vigorously pursuing key initiatives to improve the city's business vitality: Economic Stimulus : " The Chamber continues to encourage the city to adopt a long-range economic plan and is working with the city and business community on adoption and implementation of an economic stimulus plan. [...] In collaboration with the Mayor's Office and the San Francisco Center for Economic Development, the Chamber in 2008 launched the ChinaSF initiative to attract Chinese business and investment to San Francisco."

and in January's newsletter, in L.Wade Rose's address - he is the newly appointed SF Chamber Chair, by the way - :

"Our first priority will be to work with the city on the adoption and implementation of an economic stimulus plan. The plan as outlined by Mayor Gavin Newsom includes: Accelerating capital spending, keeping local dollars, increasing foreign investment and reducing the costs of doing business in San Francisco. For example, the Chamber is working with the Mayor’s Office and the SF Center for Economic Development on ChinaSF to attract Chinese companies and investment dollars to San Francisco – and has already scored two major Chinese companies, Trina Solar and China Daily newspaper."

It's all fine and good... but that's old news. WHAT are you doing exactly? Any (new) results yet?

ChinaSF becomes real on the interwebs!

ChinaSF, an SFCED (San Francisco Center for Economic Development) initiative now is officially established!

Proof : it now has official webpages dedicated to it.

You've got - A short SF office of economic and workforce development blurb on the ChinaSF office, which you can read here http://www.oewd.org/China-SF.aspx
and - a whole ChinaSF section in the international part of the SFCED website http://www.sfced.org/international/chinasf
The section details what ChinaSF is (both in English and in Chinese), what China SF is all about, who to contact (Ginny Fang obviously), gives all sorts of info answering the obvious "Why San Francisco" question and informing everyone what services ChinaSF offers.

These self-described one-stop business "concierge services" range from : information clearinghouse, i.e. concierge assisting the settling in; assistance with dealing with theadministration , both state and federal; Real estate assistance and Tax credits and incentives, which helps Chinese companies find the programs and incentives they can hope to benefit from. Other services can also be provided upon request.

Funnily enough (is it?), the contact page doesn't even spell Shanghai right (it reads Shnaghai). Great start for an office focused on "Building business opportunities between two major economies." I guess good proofreading isn't a priority in that field. Don't you have interns for that though?

From GreenTech to ecopartnership

This blog's post talks about ecopartnerships, and how that reminds them of a project in Austin.

But it also makes me think of something I mentionned in an earlier post here. Indeed, "Bay Area entrepreneurship has the unique advantage of offering green tech", so the EcoPartnerships would be ideal within the ChinaSF framework.

EcoPartnerships are described by the US China Business Council as:
“voluntary, cooperative partnerships to develop new models for sustainable economic growth in the United States and China that prioritize finding solutions to the energy and environmental challenges that both countries face. These partnerships will be set up between localities in the United States and China, as well as between regional or sectoral organizations and associations, private enterprises, and academic/research entities”.

Can relaxed travel rules help California China ties?

Let's hope so, since thanks to relaxed rules for travel between the US and China, California, and more specifically, the Sacramento Region, expects a surge in Chinese tourists in 2009.

Sure, it's naive to think Chinese tourists are going to come to the region and become convinced this is the place to set up their overseas business, but at least it's an indication of good faith when it comes to making the region more accomodating and more flexible. If it helps improve California's reputation abroad, and by extension San Francisco's reputation, then it's good, right?

Meet Vincent Lo

The San Francisco Chronicle published an article Monday (11/17/08) on China - SF ties which was written from an interesting point of view (more interesting at least than all the different so called "articles" simply rehashing a week old news). Called "The Man to see in Shanghai", the article is about Vincent Lo, who epitomizes - according to the SF Chronicle - San Francisco/Shanghai relations.

M. Lo "is one of the most successful businessmen in China. He owns a number of companies under the Shui On label, including real estate development, construction and building materials firms. For a while, he even owned a piece of the Bank of America building in San Francisco. Estimated by Forbes to be worth $1.4 billion in 2006, he is also known as the "king of guanxi (connections).", according to the Chronicle. He also chairs a committee making strategic recommendations to the China SF project.

By presenting the man and his goals/desires/needs, the article also points out a bunch of interesting facts and issues, as follows :

Why bringing Chinese businesses to San Francisco and Bay Area Businesses to China and is a good trade off for both cities :

From the Chinese point of view :

Bay Area entrepreneurship has the unique advantage of offering "innovation, high-tech know-how and the ability to turn these attributes into commercial successes", and most importantly green tech, says the article.
San Francisco is the first city Chinese think of when they think of the US - a quarter of its population is Chinese or of Chinese descent. As such, Mr Lo said in an interview during the U.S.-China Green Tech Summit, San Francisco is the "natural gateway to Asia". Chinese businessmen, he believes, will "be most comfortable" in San Francisco.

From the Bay Area point of view:

In return for help on the Californian soil, the articles says M. Lo is willing to give Bay Area companies the resources necessary to "break into the gigantic Chinese Market". The article quotes the interview he gave during the US-China Green Tech Summit which recently ended on the 14th of November : "We need to help small and medium-sized companies. They tend be the most creative and entrepreneurial. But they probably don't have the necessary resources to understand the market and formulate a long-term view. I think we can easily help them."

Some issues to deal with :
1. if Bay Area entrepreneurs are interested in the prospect, M. Lo said, "They should be committed to coming here and staying, at least for a while. Not just one man, the whole family."
2. San Francisco's reputation, which is that it's bad for business. "That's why we have to change it," Lo said. "That's why it's really a breath of fresh air talking to Mayor Newsom and Michael Cohen. They all want to make a difference. They see the future."

Partie II : Pré-démarche de veille

Une pré-démarche de veille consiste à déterminer, une fois le sujet défini et arrêté, les contours de la veille qui va être effectuée sur le sujet. Cette première ou pré-étape permettra ensuite d'utiliser les outils de façon réfléchie et efficace.

Il s'agit donc de définir la géographie de la veille, les points d'accès (ou acteurs en présences) par lesquels l'information sera accessible, puis les mots clés qui seront utilisés pour trouver les informations.

Géographie de la veille :

L’initiative du ChinaSF est extrêmement récente, puisqu’elle a été seulement mise en place en Novembre 2008. Son nom a même changé entre les premières informations communiquées à ce sujet et l’inauguration du bureau. De ChinaDesk, le nom est devenu ChinaSF. Si, en conséquence, les acteurs de cette initiative ne vont se dégager qu’au fil de la veille, le sujet est déjà très attractif et bénéficie donc d’une certaine visibilité en ligne.

Par définition, le partenariat public-privé qu’est le ChinaSF recouvre une ère géographique relativement précise.
D’un côté, le bureau China SF est implanté à San Francisco et a pour but de développer l’implantation des entreprises et l’investissement chinois. La zone concernée sur le territoire américain est donc en priorité San Francisco et sa métropole au sens large, la Baie (Bay Area). Pour pouvoir mettre les différents éléments trouvés en perspective, la veille s’attachera à suivre également, de temps à autres, les relations économiques entre les U.S et la Chiine.

De l’autre côté de l’océan, la Chine entière est ciblée. Cependant, le choix de Shanghai comme ville d’accueil du bureau ChinaSF en Chine semble indiquer que les efforts se concentreront davantage sur cette zone de la Chine.

Acteurs en présence :

Une recherche superficielle sur google avait mis en évidence des points d’accès initiaux (acteurs) tels que les chambres de commerce (Chambre de Commerce de San Francisco, Chambre de Commerce de Californie, les Chambres de Commerce Sino-Americaine en Californie), le consulat de Chine à San Francisco, des associations et organisations à but non lucratifs (Asia Foundation, Asia Society, etc) et le Office of Economic and Workforce Development, organisme duquel dépend le ChinaSF et des points d’informations comme les journaux économiques ayant une version locale, ainsi que les actualités des différentes chambres de Commerce.

Grâce aux outils de cartographies (Kartoo et Mooter en particulier), d’autres acteurs, tout aussi pertinents ont pu être mis en évidence, comme :
- the Bay Area Council (contacts : Melanie Paulos, Jim Wunderman)
- the Bay Area Economic Institute (directeur San Randolph)
- the Comittee of 100

Une fois ces deux étapes effectuées, il a fallu déterminer les mots-clés avec lesquels travailler par la suite, nécessaires pour une démarche de recherche structurée.

Recherche de mots-clés:

Le but est que ces mots soient aussi pertinents, problématisés que possible, ou du moins suffisamment précis pour obtenir des informations ciblées, sans pour autant être trop restrictifs.

Etant donné la géographie du sujet, la recherche de mots-clés s'est effectuée en anglais principalement, par anticipation de sources qui seraient en anglais majoritairement.

La lecture du guide d'utilisation des opérateurs boléens de Google a permis d'affiner les mots-clés utilisés, (et donc les résultats trouvés) tout particulièrement le signe "+", les guillemets et le "~", qui permet de faire des recherches englobants tous les mots synonymes à celui sur lequel cet opérateur boléen s'applique. Par ailleurs, le NEAR dans d’autres outils (DevonAgent par exemple) se révèle très utile.

Les premiers mots-clés choisis ont été les suivants :

China Desk / China Desk San Francisco / China Desk + San Francisco
Relations économiques San Francisco Shanghai
Relations économiques US-Chine
Relations économiques San Francisco Chine
San Francisco China economic ties
California China economic ties
California China economic relations
Chinese Business in California
US China ties

Ces premiers mots clés étaient assez larges et vastes afin de voir s’il existait des infos les comportant. Les résultats furent cependant mitigés et souvent majoritairement peu pertinents. Très vite, certains mots-clés se sont révélés plus utiles que d'autres, et certains ont été abandonnés, d'autres ajoutés.

Plusieurs problèmes se sont ainsi posés pour certains mots clés : par exemple beaucoup de résultats en rapport avec le mobilier de bureau (en raison du mot desk), même avec des guillemets ; et des résultats en rapport avec le tourisme (en raison de la combinaison San Francisco/Shanghai) qui viennent souvent polluer les résultats. De plus, US-China ties donnaient beaucoup trop de résultats, ce qui rendait impossible de retrouver des informations intéressantes.

Après utilisation d’outils (cf Partie III), les mots clés ont été revus.

Les outils cartographiques comme Kartoo sont réputés pour aider à la détermination de nouveaux mots clés. De fait, c’est davantage en cliquant sur les liens proposés qu’à la simple vue des cartes que de nouvelles idées de mots clés sont apparues. Ainsi, il est apparu utile :
- d’élargir les notions recherchées : Bay Area, San Francisco Bay Area ; the Bay Area région, SF Bay area plutôt que simplement San Francisco;
- d’inclure des synonymes : economic {business ; trade ; commerce ; investment ; exchange} ; ties {relations, links, connection, connections} ; Business {companies ; firms ; venture ; joint venture ; corporation headquarters…}
- et d’ajouter des mots : Gateway (« Bay Area Gateway to China/Asia » Bay Area + Gateway to China ) ; Portal (« Bay Area Portal for US China exchange »)

Etant donné l’importance des synonymes qui peuvent être utilisés de façon relativement interchangeable, pour qualifier le sujet l’emploi d’opérateurs tels que « ~ » dans google et le NEAR dans d’autres outils (DevonAgent par exemple) se révèle très utile.

A partir de ces mots clés, une veille a été mise en place.

I. Détermination du sujet :
Le ChinaSF comme vecteur des relations Chine-San Francisco

A l'origine du sujet:

Historiquement, il existe une longue tradition de relations économiques privilégiées entre la Californie et la Chine (voire la Grande Chine, qui inclurait Hong Kong et Taiwan). La relative proximité géographique (de part et d’autre de l’océan Pacifique) en permettant une immigration croisées dès le 19ème siècle explique sans doute en partie cela. Ainsi, les premiers migrants chinois débarquent à San Francisco au milieu des années 1800 et les bateaux marchands américains sont arrives à Canton a peu près à la même période.

Cette relation privilégiée représente un avantage économique assez unique au monde, puisqu’elle tire profit des avantages comparatifs des pays des deux côtés du Pacifique.
De ce point de vue, toute mesure décidée pour conserver et accroitre cet avantage économique paraît logique. C’est ainsi qu’en 1979, une nouvelle étape a été franchie lorsque les villes de San Francisco et Shanghai ont été jumelées. Plus qu’un accord culturel et symbolique, cet accord facilite également le transit entre les deux villes (notamment en ce qui concerne les visas).

Actuellement, la création d’un ChinaSF à San Francisco semble être une étape de plus franchie. En effet, le ChinaSF serait un bureau dont la mission est de favoriser l’implantation des entreprises et intérêts chinois dans la région de San Francisco (Bay Area).

Problématique et interrogations sous-jacentes:

L’objet de cette veille économique serait donc de s’interroger sur l’efficacité d’un outil tel que le ChinaSF San Francisco. Le ChinaSF peut-il être un vecteur des relations entre la Chine et San Francisco ?

Il s’agit d’une veille à long terme puisque le ChinaSF en est encore au tout début de sa création (on trouve encore en effectuant des recherches, les offres d’emploi à pourvoir au sein de ce China Desk – même si ceux-ci ont été pourvus). Il s’agit donc de déterminer les actions et effets du ChinaSF San Francisco et d’en constater les effets sur l’évolution des relations économiques sur une période donnée.
