The gold supply increases very, very slowly as more gold is mined. Gold acts as a hedge against inflation and a store of value over time. In ancient Rome, a single one-ounce gold coin could buy a quality toga, a pair of sandals, and a belt. Today, the same is true: a single one-ounce gold coin is about $780, enough to buy a good quality suit, shoes, and a belt.(1)&lt;br /&gt;If you think that we'll experience more inflation ahead and that the dollar is likely to continue to lose value, you might be contemplating how to put a portion of your portfolio into hard assets, such as gold.&lt;br /&gt;&lt;br /&gt;Gold ETFs&lt;br /&gt;&lt;br /&gt;One of the easiest ways to invest in gold is through an exchange-traded fund,  or ETF for short. You can think of an ETF as a mutual fund that you can trade like a stock. I'll explain more about ETFs and some of their advantages over mutual funds in a future episode. Two examples of ETFs that simply buy, store, and insure physical gold are StreetTracks Gold Shares (which is traded on the New York Stock Exchange under the ticker symbol GLD) and iShares Comex Gold Trust (which is traded on the American Stock Exchange under the ticker symbol IAU).&lt;br /&gt;One of the key benefits of investing in gold through an ETF is that you don't have to worry about safely storing physical gold yourself. Owning physical gold can be risky because it can be stolen or lost, and you usually need to pay a fee to store it safely.&lt;br /&gt;&lt;br /&gt;One important thing to be aware of is that the IRS taxes gold ETFs like collectibles, not like stocks and mutual funds. Collectibles are subject to special tax rules. If you hold a gold ETF for more than a year, instead of being taxed at the long-term capital gains rate of 15%, you'd be taxed at the special collectibles rate of 28%. However, you can avoid the higher "collectibles" tax rate for a gold ETF by holding it in a Roth IRA, which is tax-free.&lt;br /&gt;&lt;br /&gt;Mining Companies&lt;br /&gt;&lt;br /&gt;Another relatively easy, but indirect way to invest in gold is through a mutual fund or ETF that owns precious metal-related companies. There are many mutual funds that invest in companies around the world that mine gold and other precious metals. Here is a link to a Web page that lists top performing precious metal funds.&lt;br /&gt;&lt;br /&gt;An ETF that invests in gold-related companies is Market Vectors Gold Miners (which trades on the American Stock Exchange under the symbol GDX). This ETF replicates the AMEX Gold Miners index, which is an index of mostly gold and silver mining companies.&lt;br /&gt;&lt;br /&gt;Gold Coins&lt;br /&gt;&lt;br /&gt;Now, ETFs and mutual funds aren't the only ways to invest in gold. Some people like to own gold directly and invest in gold coins. If you do buy coins, it's really important that you do your homework first and buy them from a reputable dealer. You'll also want to store them safely by keeping them in a safe deposit box, for example.&lt;br /&gt;&lt;br /&gt;If you have concerns that the government could once again confiscate gold owned by individuals like FDR did back in 1933, you might be most comfortable investing in pre-1933 U.S. gold coins. These coins are considered to be collectibles and, by law, are exempt from confiscation.&lt;br /&gt;Remember to Take It Easy&lt;br /&gt;&lt;br /&gt;Lastly, if you are investing in or thinking about investing in gold, it's important not to go overboard because the price of gold can fluctuate a lot. 40, speaks in a measured tone, but with the quiet assurance of someone who knows her onions. Just three months into her job as the managing director and chief executive officer of &lt;strong&gt;ICICI Venture&lt;/strong&gt;, one of India's largest private equity firms, Mulye's biggest challenge is the burden of expectations -- first, she replaced the high profile Renuka Ramnath who steered the firm for over eight years; second, the market condition for raising money is hugely challenging; and third, she has had to re-shape the organisation and, in the process, let some people move on.&lt;br /&gt;&lt;br /&gt;In her first interview after taking charge, Mulye, a chartered accountant who joined the ICICI Group 16 years ago, shrugged off the so-called burden. "The external environment is coming back on track and we have strategies in place to take the firm forward," she said, declining to comment on her predecessor's projections of ICICI Venture managing a corpus of $10 billion by 2010.&lt;br /&gt;&lt;br /&gt;Mulye said she was currently focused on the new PE fund, which was already in the market. Though she refused to confirm it, sources said the firm has already raised $200 million from local investors and expected to approach overseas investors once the international markets bounced back. "The foreign markets are tough as people still haven't got back the confidence, but there is a lot of money within India waiting to be tapped," she said.&lt;br /&gt;&lt;br /&gt;In response to speculation that many limited partners were refusing to make fresh commitments to the $810-million India Advantage Fund Series 2, by invoking the 'key man' clause, she said, "No one has pulled out money. This is a standard procedural matter and something which will be sorted out soon".&lt;br /&gt;&lt;br /&gt;ICICI Venture has already deployed two-thirds of the fund.&lt;br /&gt;&lt;br /&gt;Mulye should know as she was earlier the chief financial officer and treasurer of India's second-largest bank, ICICI Bank [ Get Quote ], and has hands-on experience in raising money abroad. Mulye said the appetite for investing in India was evident in Japan [ Images ], West Asia and some parts of America, though the majority of investors were still in a wait-and-watch mode.&lt;br /&gt;&lt;br /&gt;She, however, felt that this was "the right time to start investing" as the stretched valuations of the past were becoming more realistic. "A few years ago, everything people touched turned into gold. Now, people have become more realistic. While not commenting on specific companies, Mulye said education, healthcare, infrastructure and energy were sectors that looked promising at this point.&lt;br /&gt;&lt;br /&gt;On real estate, Mulye said she was more interested in the residential side of it -- affordable and urban housing in Tier I cities and the firm was already in advanced stages of negotiations with several companies. Commercial real estate, she said, would still take some time to come back on track due to oversupply and deceleration in demand. The firm already has a well-established real estate practice, which manages a three-year-old $550-million fund, which is yet to reach its maturity phase in terms of value.&lt;br /&gt;&lt;br /&gt;On healthcare, ICICI Venture has already set up a holding company, Iven Medicare, to manage its investments in four existing healthcare and hospital chains spread across the country.&lt;br /&gt;&lt;br /&gt;The vision is to create a highly efficient and integrated healthcare delivery system on a nationwide basis using a platform, which combines the financial and operating capabilities of a private equity player with the domain knowledge and wisdom of the doctors running the chain.&lt;br /&gt;&lt;br /&gt;The firm's operating team, led by Joint Managing Director Rajeev Bakshi, provides management support and the idea is to bring in value once these hospitals achieve a certain scale. The firm will look at exit options at an appropriate time like an initial public offering of the holding company, secondary stake sale or listing of individual companies.&lt;br /&gt;&lt;br /&gt;Mulye said the firm was keen on an infrastructure fund as well, and preparatory talks were on to invest in this sector. The infrastructure team at ICICI Venture is currently being set up and the firm is deliberating on a "theme" for its foray into infrastructure.&lt;br /&gt;&lt;br /&gt;On the firm's exit strategy, Mulye referred to last month's sale of RFCL's Vetnex Animal Health division to Pfizer [ Get Quote ]. Vetnex is a part of RFCL, a significant stake in which was acquired by ICICI Venture from Ranbaxy Laboratories [ Get Quote ] for about Rs 50 crore, in 2005.&lt;br /&gt;&lt;br /&gt;The sale was reportedly done at over Rs 200 crore. Mulye said RFCL was a classic ICICI Venture buyout, involving the divestiture of a non-core business of a large corporate along with participation from the management team of the business.&lt;br /&gt;&lt;br /&gt;The transaction reinforced the ICICI Venture's way of investing in fundamentally strong businesses, and adding value through strategic direction, acquisitions and efficient capital allocation.&lt;br /&gt;&lt;br /&gt;On the revival of the IPO market and the exit route for other investments, Mulye said the firm was in the process of making some of its investments "IPO-ready" and would look at such options at an appropriate time.&lt;br /&gt;&lt;br /&gt;On the exits that her firm has seen at the top, Mulye said the number was far too small to make any significant impact and she has already brought in a new structure in the company, mostly with people who had been around in the firm for over a decade and a few external hires.&lt;br /&gt;&lt;br /&gt;Apart from herself and Bakshi, the firm will have five presidents and three directors, who have been involved in the full cycle of investments from nurturing to divestment. The new hires include Prashant Purker, former managing director (global finance) of Lehman India, as president. Sumit Chandwani, Jayanta Banerjee, KS Jangbahadur, Prashant Purker, Vandana Rajadhyaksha, Anand Vyas and Sunay Mathure will form the core team now. Another president has already been identified and will be on board in the first week of August.&lt;br /&gt;&lt;br /&gt;Mulye said exits done so far in the first PE fund that her firm raised around 2003 had achieved an IRR (internal rate of return) of 62 per cent. Half of that fund, which had raised Rs 1,100 crore, has been divested already and the firm has got an extension of two years for divestment of the remaining half. "We hope to once again deliver superior returns to our investors when the divestment comes up in October 2011," Mulye said.&lt;br /&gt;&lt;br /&gt;That's a formidable track record that Mulye is heavily banking on.&lt;br /&gt;&lt;br /&gt;Vishakha Mulye: A brief profile&lt;br /&gt;&lt;br /&gt;    * A chartered accountant, she joined ICICI in 1993.&lt;br /&gt;    * Key member of the team responsible for ICICI's NYSE listing in 1999.&lt;br /&gt;    * In 2001, she headed ICICI's structured finance business&lt;br /&gt;    * Led the team that planned and executed the merger of ICICI and ICICI Bank in 2002. For the target to be achieved, the country needed at least 4% farm growth, the minister said. A CNBC-TV18 poll reveals that most bankers, economist, and market participants expect the central bank to keep rates unchanged. They also expect a status quo on GDP and inflation forecasts. So, will RBI surprise the street and tweak rates or w&lt;br /&gt;ill it be yet another status quo policy?&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;/span&gt;&lt;/span&gt;&lt;p class="normal" style="margin: 0in 0in 0pt;"&gt;&lt;span lang="EN-GB"&gt;&lt;span style="font-family:Arial;"&gt;&lt;span style="font-size:85%;"&gt;&lt;b style=""&gt;&lt;span lang="EN-GB"&gt;G&lt;/span&gt;&lt;/b&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;span style="font-family:Arial;"&gt;&lt;span style="font-size:85%;"&gt;&lt;b style=""&gt;&lt;span lang="EN-GB"&gt;aurav Kapur, Senior Economist, ABN Amro Bank&lt;/span&gt;&lt;/b&gt;&lt;span lang="EN-GB"&gt;, feels there is room for another 25 basis points cut in interest rates. I think we have arrived at a good stable level here. So the risk aversion which had come through, don't forget that we have come through a very rocky year and a half and it takes time to build confidence. When you have the money and it is not giving the return you are seeing the pressure on the bottomline the desire to actually lend it has to happen and it will happen.”&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; &lt;p class="normal" style="margin: 0in 0in 0pt;"&gt;&lt;span style="font-family:Arial;"&gt;&lt;span style="font-size:85%;"&gt;&lt;b style=""&gt;&lt;span lang="EN-GB"&gt;OP Bhatt, Chairman and Managing Director, State Bank of India&lt;/span&gt;&lt;/b&gt;&lt;span lang="EN-GB"&gt;, said RBI would set its inflation estimate for the year-end at around 5%. “If you ask me whether the RBI is going to tinker with any rates, my own sense is that they have held on to these rates for quite sometime so they won't change rates now.”&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; &lt;p class="normal" style="margin: 0in 0in 0pt;"&gt;&lt;b style=""&gt;&lt;i style=""&gt;&lt;span lang="EN-GB"&gt;&lt;span style="font-family:Arial;"&gt;&lt;span style="font-size:85%;"&gt;Here is a verbatim transcript of the exclusive interview with Gaurav Kapur and Hitendra Dave on CNBC-TV18. Also see the accompanying video.&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/i&gt;&lt;/b&gt;&lt;/p&gt; &lt;p class="normal" style="margin: 0in 0in 0pt;"&gt;&lt;b style=""&gt;&lt;span lang="EN-GB"&gt;&lt;span style="font-family:Arial;"&gt;&lt;span style="font-size:85%;"&gt;Q: Do you agree it will be a status quo policy?&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/b&gt;&lt;/p&gt; &lt;p class="normal" style="margin: 0in 0in 0pt;"&gt;&lt;span style="font-family:Arial;"&gt;&lt;span style="font-size:85%;"&gt;&lt;b style=""&gt;&lt;span lang="EN-GB"&gt;Kapur:&lt;/span&gt;&lt;/b&gt;&lt;span lang="EN-GB"&gt; By and large I agree. On rates, I am on the side which is expecting a bit of action. I think there is room for another 25 basis points. To my mind, this is the right time to do it, given the fact that you are building up and setting the right stage for a stronger recovery in the second half. Whatever improvement we have seen in the economic conditions in Q1 so far, have been characterized with a fairly anaemic improvement in demand conditions. You see exports are still contracting. I think bank credit growth offtake has improved a little bit, but growth is actually falling. It is about 16% now. I am expecting RBI to perhaps revise its credit growth target a little lower. You get into the second half of the year with a stage set where you have ample liquidity and you have rates which are stable. From the RBI side, they have to show a commitment to maintain rates stable because at this point in time given the kind of massive borrowing program that you have, there is an upward bias building up on rates. Timing wise, this is a good time for him to consider a cut if at all. &lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; &lt;p class="normal" style="margin: 0in 0in 0pt;"&gt;&lt;b style=""&gt;&lt;span lang="EN-GB"&gt;&lt;span style="font-family:Arial;"&gt;&lt;span style="font-size:85%;"&gt;Q: This is more of a vestige which is meant for an agrarian economy. Do we need to focus so much on it or RBI has been pretty dynamic about where to cut and when to increase or decrease CRR? Should this be really looked at the fact that it is just by and large a custom and you are going to deal with it, but that’s all it is? &lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/b&gt;&lt;/p&gt; &lt;p class="normal" style="margin: 0in 0in 0pt;"&gt;&lt;span style="font-family:Arial;"&gt;&lt;span style="font-size:85%;"&gt;&lt;b style=""&gt;&lt;span lang="EN-GB"&gt;Dave:&lt;/span&gt;&lt;/b&gt;&lt;span lang="EN-GB"&gt; We have seen in the last two years or so that RBI responds intra meeting also if the situations would merit. Given the flux that global and local economies have been in the last six-eight months, this is one forum where the market participants get to hear from the RBI about their assessment because between April and now, a lot of the situations have been changed. The world is looking a lot different today. The same is true for the local economy also and also for liquidity or asset markets. While RBI has shown a tendency to take decisions as and when required, this really allows the market to understand what RBI’s assessment are of the macro variables like GDP etc. &lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; &lt;p class="normal" style="margin: 0in 0in 0pt;"&gt;&lt;b style=""&gt;&lt;span lang="EN-GB"&gt;&lt;span style="font-family:Arial;"&gt;&lt;span style="font-size:85%;"&gt;Q: Therefore, what will you watch out for? What is the key thing in the policy, since you said you were to understand the mind of RBI? What’s your view of rates say from now to December 2009?&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/b&gt;&lt;/p&gt; &lt;p class="normal" style="margin: 0in 0in 0pt;"&gt;&lt;span style="font-family:Arial;"&gt;&lt;span style="font-size:85%;"&gt;&lt;b style=""&gt;&lt;span lang="EN-GB"&gt;Dave:&lt;/span&gt;&lt;/b&gt;&lt;span lang="EN-GB"&gt; I think we remain unchanged for most of this calendar year and in all probability up to the end of this financial year also.&lt;br /&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;&lt;p class="normal" style="margin: 0in 0in 0pt;"&gt;&lt;br /&gt;&lt;span style="font-family:Arial;"&gt;&lt;span style="font-size:85%;"&gt;&lt;span lang="EN-GB"&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;&lt;p class="normal" style="margin: 0in 0in 0pt;"&gt;&lt;br /&gt;&lt;span style="font-family:Arial;"&gt;&lt;span style="font-size:85%;"&gt;&lt;span lang="EN-GB"&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;&lt;p class="normal" style="margin: 0in 0in 0pt;"&gt;&lt;b style=""&gt;&lt;span lang="EN-GB"&gt;&lt;span style="font-family:Arial;"&gt;&lt;span style="font-size:85%;"&gt;Q: I mean bond yields&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/b&gt;&lt;/p&gt;&lt;p style=""&gt; &lt;/p&gt;&lt;p class="normal" style="margin: 0in 0in 0pt;"&gt;&lt;span style="font-family:Arial;"&gt;&lt;span style="font-size:85%;"&gt;&lt;b style=""&gt;&lt;span lang="EN-GB"&gt;Dave:&lt;/span&gt;&lt;/b&gt;&lt;span lang="EN-GB"&gt; Till September or so, I think bonds will remain under a fair amount of pressure. Prices will remain under pressure, which means that yields will have a tendency to go up. Even with all the liquidity that is there in the system, I am finding it very difficult to see what would encourage bond market participants to continuously buy at the rate of Rs 10,000-Rs 13,000 crore per week on a weekly basis. So, bond yields have a tendency to go up. I don’t think the spike up has been too much because the liquidity availability and the fact that the yield curve is so steep that it will provide the buffer on the other side. My guess is that it will trade in a wide range of 6.75% to about 7% on the downside and up to 7.4%-7.50% on the upside. &lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; &lt;p class="normal" style="margin: 0in 0in 0pt;"&gt;&lt;b style=""&gt;&lt;span lang="EN-GB"&gt;&lt;span style="font-family:Arial;"&gt;&lt;span style="font-size:85%;"&gt;Q: What would you watch out for? &lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/b&gt;&lt;/p&gt; &lt;p class="normal" style="margin: 0in 0in 0pt;"&gt;&lt;span style="font-family:Arial;"&gt;&lt;span style="font-size:85%;"&gt;&lt;b style=""&gt;&lt;span lang="EN-GB"&gt;Dave:&lt;/span&gt;&lt;/b&gt;&lt;span lang="EN-GB"&gt; The most important thing would be a reiteration of commitment to maintain very comfortable liquidity conditions and how they articulate it. It is important for the bond market, but it is equally important for the normal bank and traditional loan markets. Banks will essentially need to get comfortable with the fact that you lend outright now. We don’t take a very short-term view for current liquidity. This is how it will be maintained for the month going forward, so that’s the one signal. The other would be how much weightage is assigned to the exit strategy, is it just mentioned in passing or is there a lot of time spent on that to give the weightage between an accommodative stance and the possible withdrawal of the accommodation. &lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; &lt;p class="normal" style="margin: 0in 0in 0pt;"&gt;&lt;b style=""&gt;&lt;span lang="EN-GB"&gt;&lt;span style="font-family:Arial;"&gt;&lt;span style="font-size:85%;"&gt;Q: If things are improving, the RBI may leave the rates or bring them down a little bit more. But the fact of the matter is that you may end up with excessive liquidity in the system. The yield curve may do very different things than what the RBI is doing. How do you reconcile that and what do you think finally happens, the bond market is going to behave as it sees, liquidity, pressure on money, how do you see these two reconciled at this point? &lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/b&gt;&lt;/p&gt; &lt;span style="font-family:Arial;"&gt;&lt;span style="font-size:85%;"&gt;&lt;b style=""&gt;&lt;span lang="EN-GB"&gt;Kapur:&lt;/span&gt;&lt;/b&gt;&lt;span lang="EN-GB"&gt; RBI’s job this year besides supporting growth is to ensure stable interest rates. That’s where I think this whole issue of maintaining liquidity at these levels comes in. I don’t think they have much levy in terms of removing liquidity at least in the six to nine months. Given the kind of the massive borrowing program we have this year for both the Centre and states, bond markets will time-to-time find it difficult to absorb this kind of supply. From the RBI’s perspective, they need to ensure that they maintain fairly comfortable and benign environment for interest rates and ensure that the supply of bonds which is there is absorbed by the market without any pressure on rates. While retaining at least 51 per cent government equity in our enterprises, I propose to encourage people's participation in out divestment programme," the finance minister had said.&lt;/p&gt;  &lt;p&gt;Two days after the Budget, the market however started to recover as buzz of divestment began to do the rounds. It was thought that the finance minister had tactically kept divestment a low-key affair in his Budget proposals so as to keep trade unions and others who oppose divestment of PSUs at bay.&lt;/p&gt;  &lt;p&gt;The talk currently is that investors could look forward to divestment in NMDC (earlier known as National Mineral Development Corporation), Rail India Technical and Economic Services, Cochin Shipyard Ltd, Manganese Ore India Ltd, Telecommunications Consultants India Ltd, Rashtriya Ispat Nigam Ltd, Satluj Jal Vidyut Nigam Ltd and some other public sector enterprises.&lt;/p&gt;  &lt;p&gt;&lt;b&gt;But just what is divestment?&lt;/b&gt;&lt;/p&gt;  &lt;p&gt;                In finance and economics,&lt;span style="font-weight: bold;"&gt; divestment or divestiture&lt;/span&gt;, is the opposite of investment. It means reduction of some kind of asset for either financial or ethical objectives. This initiative also gives its customers the ability to configure their online needs," A.S. A lot of the changes take effect from different dates and times. This calls for some preparation, so that the changes can be put into effect smoothly. &lt;p&gt;&lt;b&gt;BUDGET CHANGES&lt;/b&gt;&lt;br /&gt;&lt;/p&gt;&lt;p&gt;There are three type of changes that are evident in a Union Budget, especially one presented in July, which is after a few months have passed in the financial year. Several changes in such a situation are retrospective, taking formal effect from the beginning of the financial year.&lt;br /&gt;&lt;br /&gt;This will mean going back in time for individuals in their effort to ensure a proper working. Other changes are implemented right away and this will, in most cases, come into effect from the next day. There are other changes that will come into effect only when the budget is passed and a particular date announced for implementation.&lt;/p&gt;&lt;p&gt;&lt;b&gt;REWORKING THE YEAR &lt;/b&gt;&lt;br /&gt;&lt;/p&gt;&lt;p&gt;One major change often witnessed is in the rates and/or slabs of income tax. In case of change of slabs, these are done in either of the two ways. One is the change in the basic exemption limit, currently at Rs 150,000 for males below 65 years of age, Rs 180,000 for women below 65 years and Rs 225,000 for senior citizens. If this figure is changed, the entire tax working changes.&lt;br /&gt;&lt;br /&gt;The other way is that the income where a specific rate is present is also changed. For instance, the 10 per cent slab currently runs from Rs 1.5-3 lakh and could be changed to a higher level or some other slab, like the 10 per cent surcharge for net income above Rs 10 lakh could be changed. All these changes will be in effect for the financial year 2009-10 and hence would be valid from the beginning of April 2009.&lt;/p&gt;&lt;p&gt;In several cases the tax working and the proposed investment decision, especially for the salaried, has already been done in the first couple of months and this would require a revised working. For example, a change in the tax slabs with a higher benefit can result in a lower tax burden.&lt;br /&gt;&lt;br /&gt;In case of the salaried, who have to submit the declaration on their proposed investments, this will impact the tax that would have to be paid over the change. This would require a complete reworking of the entire figure for the year and a back calculation from the start of the financial year would be essential.&lt;/p&gt;&lt;p&gt;&lt;b&gt;IMMEDIATE IMPACT&lt;/b&gt;&lt;br /&gt;&lt;/p&gt;&lt;p&gt;The budget is a time when several changes can take effect immediately. One area where this often happens is the small savings area. The situation here is usually similar to the one witnessed in case of indirect taxes like excise, which come into effect from midnight and hence there is an immediate impact.&lt;br /&gt;&lt;br /&gt;These rates are also usually changed from the next day. In case the rates actually go down, there are just a few hours left for the individual investor to ensure that they can take the benefit of the older high rates. If the same investment is done a day later, then the new rates will be applicable.&lt;br /&gt;&lt;br /&gt;If the rates actually rise, then it would be better to wait but where the expectation is of a fall, then immediate action might be required. This would include schemes like the National Savings Certificates (8 per cent), Post Office monthly income scheme (8 per cent, with 5 per cent bonus on maturity), Post Office time deposits (6.25-7.5 per cent) and so on. If adequate preparation is done, a quick reaction is possible for the investor, depending upon the nature of the change.&lt;/p&gt;&lt;p&gt;&lt;b&gt;FUTURE IMPACT&lt;/b&gt;&lt;br /&gt;&lt;/p&gt;&lt;p&gt;There are also situations where adequate time is available and there is no need to rush things. A common example is the tax deduction at source that takes place in several areas like professional fees and other payments like interest, rent and so on. &lt;/p&gt;&lt;p&gt;If there is any change in the rate of tax deducted at source, then this change usually comes into effect at a future date, after the budget has been actually passed. In such a situation, the individual has to see when the change is actually occurring.&lt;/p&gt;&lt;p&gt;For example it could be that a specific TDS change comes into effect from August 16. The change in the entire calculation and other working would have to take place accordingly, so that there is clarity when it comes to dealing with the actual issue some time down the line. The Interim Budget, which was presented just before the country went into general elections, possibly set a tone to what might be achieved if the UPA government were to return to power. So as the FM rises to make his full budget speech today, let us look at a possible trail that the Interim Budget left behind, which may be retraced today.&lt;/span&gt; &lt;p&gt;&lt;span style="font-family:Arial;font-size:85%;"&gt;One of the key focus areas of the interim budget was investment in infrastructure. Accordingly, the Government had decided that India Infrastructure Finance Company Ltd. (IIFCL) would refinance 60 per cent of commercial bank loans for PPP projects in critical sectors over the next eighteen months or so.  For this purpose, IIFCL had been authorized to raise Rs 10,000 crore in the market by the end of March 2009.  An additional Rs 30,000 crore was allowed to be raised if required. Mukherjee had said in his speech,"Combined with the steps we are taking to increase public investment in infrastructure, this will provide a big boost to such investment."&lt;/span&gt;&lt;/p&gt;   &lt;p&gt;&lt;span style="font-family:Arial;font-size:85%;"&gt;A possible way for increasing public investment in infrastructure is to allow tax sops for investment in infrastructure companies. This is in line with pre-budget expectations of most experts who expect the tax deduction limit under section 80C to be increased from the existing Rs 1 lakh in order to accomodate specific sops for infrastructure investment. As tax expert Subhash Lakhotia points out, "Tax payers should be granted higher deduction and exclusive deduction in respect of investment in infrastructure bonds. This will boost infrastructure investment. It is expected and it is felt that a large sum of money can be gathered by the government for the development of infrastructure in the country by providing a special tax benefit by way of an exclusive deduction under section 80C for investment in special infrastructure bonds." &lt;/span&gt;&lt;/p&gt; &lt;p&gt;&lt;span style="font-family:Arial;font-size:85%;"&gt;In his interim budget speech, Mukherjee had said, "The favorable economic environment created by the reforms of 1990s gradually inspired the confidence of foreign investors in our economy, leading to rise in capital inflows. India has evolved a liberal and transparent policy for Foreign Direct Investment (FDI). Except for a small negative list, FDI is allowed mostly on the automatic route.  To provide an impetus to foreign investment in India, guidelines are being further simplified and made homogenous and consistent across various sectors."&lt;/span&gt;&lt;/p&gt; &lt;p&gt;&lt;span style="font-family:Arial;font-size:85%;"&gt;Increasing FDI in insurance is something that has been long talked about. And experts across the industry are looking forward to action on that front. As Ajay Bhimbhet, MD Of Royal Sundaram Insurance puts it, "A higher foreign direct investment (FDI) will unshackle the insurance industry and drive growth and long-term development, enrich the business by bringing world-class business practices and processes, expand distribution capabilities and deepen market penetration.Over Rs 10,000 crore of foreign capital could flow into the country if the government were to pass the Insurance Amendment Bill that raises the FDI  limit."&lt;/span&gt;&lt;/p&gt; &lt;p&gt;&lt;span style="font-family:Arial;font-size:85%;"&gt;The FDI is currently 26 per cent and industry experts are hoping that it would be increased to 49 per cent. &lt;/span&gt;&lt;/p&gt; &lt;p&gt;&lt;span style="font-family:Arial;font-size:85%;"&gt;"Extraordinary economic circumstances merit extraordinary measures." With that, the FM had, in the interim budget, set a tone for what ought to be done by the new government. He said that the UPA government had decided to relax the FRBM targets, in order to provide the much needed demand boost to counter the situation created by the global financial meltdown. And that it was up to the regular budget to consider additional fiscal measures, depending on the response on the response of the domestic economy. &lt;/span&gt;&lt;/p&gt; &lt;p&gt;&lt;span style="font-family:Arial;font-size:85%;"&gt;Some serious attention to FRBM can therefore be expected from this budget and disinvestment is what most experts are talking about. The economic survey too had several recommendations with respect to disinvestment. It set a target of Rs 25,000 crore per year for disinvestment.
