THE government on Friday announced the following seven additional secretary level appointments:

1. Ms Amita Prasad, 1985 batch Karnataka cadre IAS, has been appointed as chairperson of Inland Waterways Authority of India (IWAI).

2. Ms Jyoti Arora, 1987 batch Haryana cadre IAS, has been appointed as additional secretary in the Ministry of Electronics and Information Technology.

3. Arun Kumar Jha, 1985 batch Indian Economic Service (IES) officer, has been appointed as Director General in National Productivity Council, at the rank and pay of additional secretary.

In another development, the government on Tuesday ordered inter cadre deputation of Jitendra Yadav, 2010 batch AGMUT cadre IAS, from AGMUT cadre to Haryana cadre, for a period of three years on personal grounds.

In a similar order, the government, also on Tuesday, allowed inter cadre deputation of Ms PI Sreevidya, 2010 batch Karnataka cadre IAS from Karnataka cadre to Kerala cadre for a period of three years on personal grounds.

A section of 2017 batch IAS being appointed as assistant secretaries

PRIME Minister Narendra Modi on Tuesday urged the newly-appointed GoI assistant secretaries to bring in new ideas and approaches to the government, adding that the confluence of experience and freshness would be beneficial to the system. Here below is what PM told the young IAS officers:

1. The officers should bring in a new vision, new ideas and new approaches in solving problems.

2. Each of the assistant secretary has a chance to influence policy formulation over this period of three months. (Assistant secretaries are appointed at the Centre for 3 months only, before they proceed to their individual cadres).

3. The objective of the programme (working as assistant secretary) is to infuse novelty and freshness into the working of the government.

4. The confluence of experience and freshness are beneficial to the system.

5. The officers should approach the tasks given to them from a fresh and citizen-centric perspective.

6. The officers should try to come out with holistic solutions, to the problems assigned to them.

7. The young officers must relate the work they would do in Delhi, to their recent experiences in the field.

LTC rules further relaxed for air journeys to Northeast, J&K and Andaman

THE government last week extended some additional clarifications regarding travel by government employees under Leave Travel Concession (LTC) to Northeast, Jammu and Kashmir and Andaman and Nicobar Islands. According to the clarifications…

the government will now compare the airfare from the headquarters or the place of posting to the destinations with part journeys by train and air to those areas, and will then allow reimbursement of the one which is less. And this clarification is meant for those government employees who are otherwise not allowed to reimburse airfares for under the LTC.

To understand the clarification which was announced through a new office memorandum (OM) dated June 20, let's first take into account the prevailing LTC rules.

Till the last week, the rule was that the government would reimburse LTC on air journeys between Kolkata/Guwahati and any place in Northeast, between Kolkata/Chennai/Visakhapatnam and Port Blair, and between Delhi/Amritsar and any place in Jammu and Kashmir, for those government employees who are otherwise not entitled to reimburse airfare for their LTC travel.

But they had to take a train journey from the headquarters to Kolkata, Guwahati, Delhi, Amritsar, Visakhapatnam etc. before taking a flight to the final destination.

But now, after the last week’s office memorandum, those employees who were not entitled to travel by air under LTC, will be allowed to take a flight right from the headquarters or the place of posting to the destination in the Northeast, Jammu and Kashmir or Andaman and Nicobar Islands, provided the fare is less than that of the combined journeys (by train to Kolkata, Guwahati, Delhi, Amritsar or Visakhapatnam etc and then by flight to the final destination).

THE Central government last week appointed private secretaries of three prominent ministers — home minister, Amit Shah, textiles minister, Smriti Irani and DoPT and DoNER minister, Jitendra Singh. Here below are the details:

1. Ms M Imkongla Jamir, 2002 batch Karnataka cadre IAS, has been appointed as private secretary to Union minister Smriti Zubin Irani, in the ministry of textiles in the rank of a Union director. The appointment is on a co-terminus basis. Originally belonging to Nagaland, Ms Jamir, 44, did her post-graduation in psychology before getting into IAS. She was Irani’s PS earlier too.

2. Ashish Kumar, 2005 batch Tamil Nadu cadre IAS, has been appointed as private secretary to the DoNER and personnel minister, Dr Jitendra Singh, in the department of personnel and training (DoPT). He will hold the rank of a deputy secretary. Kumar, a mechanical engineer-turned IAS, is also a cost accountant and a master in business law. Earlier, he was an OSD to minister Singh in the department of atomic energy.

3. Saket Kumar, 2009 batch Bihar cadre IAS, has been appointed as private secretary to union Minister of Home Affairs, Amit Shah. Kumar, 38, will get a rank of a Union deputy secretary. Kumar did his MA in history from the University of Delhi before getting into IAS.

The 37-year-old IAS officer originally hails from Basahi village of Bihar’s Begusarai district.

“Message from Mt. Everest: Friends, By the blessings of Almighty and Your warm wishes, I have climbed Mt. Everest today 23 May 2019 at 4.20 am for the second time,” Kumar tweeted after achieving this rare feat. In fact, Kumar was the first IAS ever to climb Mt. Everest, in 2013.

A graduate in Nautical science from TS Chanakya University of Mumbai, Kumar first joined a private sector job in shipping industry before getting selected as an IAS. During that phase, he had travelled across oceans and nurtured a dream to undertake a journey from the deepest sea to the highest mountain. Before his first expedition in 2013, he did advance mountaineering courses from Himalayan Mountaineering Institute, Darjeeling.

Two and half years ago, Kumar wrote a book titled, “Many Everests: An Inspiring Journey of Transforming Dreams Into Reality.”

After Kumar scaled Everest — located 8,848 metres above the sea level — in 2013, BoI in a post dated May 22, 2013 wrote the following: “Kumar reached the base camp of Mt Everest on April 17 after a week-long journey on foot from a place called Lukla in Nepal. He then had a three-week-long acclimatisation at the base camp before beginning his final expedition on May 15. He reached the highest peak four days later on Sunday morning”.

In 2015, Kumar led a team of five civil servants — two IAS (Kumar included), two IPS and one Indian Forest Service (IFoS)—on the first ever All India Services Expedition to Mt. Everest. Their plan was to place the banner of Swachh Bharat (Clean India Mission) on the peak. But the Nepal earthquake aborted that attempt. The civil servants returned home safely.

In May 2016, 2002 batch UP cadre IPS officer, Ms Aparna Kumar scaled the Mount Everest after two failed attempts.

AT LEAST two union secretaries are on leave this week forcing the DoPT to give additional charge to fellow secretaries. Meanwhile, private secretaries or OSDs of three ministers —Dr Satya Pal Singh, Sadhvi Niranjan Jyoti and Radha Mohan Singh— are joining new ministries under the Central Staffing Scheme. Dr Asha Ram Sihag, 1983 batch Himachal Pradesh cadre IAS, presently secretary in the department of heavy industry, has been given additional charge of the post of secretary, ministry of micro, small and medium enterprises (MSME) from May 11 to 22, 2019, when incumbent Dr Arun Kumar Panda, a 1984 batch Odisha cadre IAS, is on leave. Also, Ajay Kumar Bhalla, 1984 batch Assam cadre IAS, presently secretary of the ministry of power, has been bestowed additional charge of the post of secretary, department of telecommunications, from May 8 to 19, 2019, when telecom secretary, Aruna Sundararajan, 1982 batch Kerala cadre IAS, is on leave.

The government had meanwhile curtailed the tenure of N Ashok Kumar, 2004 batch Manipur cadre IAS, as the OSD to the MoS, human resources, Dr Satya Pal Singh, and appointed him as a director in the department of commerce for the remaining period of his deputation till May 27, 2023.

In a similar development, 2008 batch IAS, Ms. Ashima Jain’s tenure as private secretary to MoS, food processing industries, Sadhvi Niranjan Jyoti, has been curtailed. She is then appointed as deputy secretary in the department of economic affairs (DEA) under the ministry of finance, under the Central Staffing Scheme till February 18, 2022.

Also, the government has curtailed the tenure of Ms. Durga Sakthi Nagpal, 2010 batch Uttar Pradesh cadre IAS, as the OSD to union agriculture minister, Radha Mohan Singh. She is appointed as under secretary (till July 1, 2019) and then as deputy secretary to the department of commerce till January 14, 2021.

Rs 40,000 to 45,000 for consultants (analysts) and Rs 25,000 for consultants (ministerial). Presently, there are six vacancies —five consultants (analysts) and one consultant (ministerial).

The tenure of contract will be for one year from the date of engagement. The selection will be done on the basis of experiences and interview. No TA/DA will be provided for appearing in the interview.

For the consultants (analysts), the retired government officials and those with experiences in public sector banks will be preferred. The selected candidates will have to report to the principal officers of the reporting agencies for submission of reports under the Prevention of Money Laundering Act (PMLA). They will prepare reports and also maintain a database. The maximum age limit for the post will be 65 years. The candidate needs to be computer literate.

For consultant (ministerial), retired private secretaries or personal assistants of the government are eligible to apply.

Seventy two years ago, Patel said, how Indian Civil Servants — the earlier version of today’s All India Services like IAS, IPS etc. — were neither civil nor imbued with any spirit of service.

“Indian Civil Service is not Indian because Indian Civil Servants are mostly anglicised; their training was in foreign land, and they had to serve foreign masters. Therefore, in effect, the whole service was not known to be Indian, nor to be civil, nor imbued with any spirit of service, and yet, it was known as Indian Civil Service. Thing is going to change now”, he said while addressing the then probationers.

On Sunday, a number of civil servants and associations, however, took to Twitter to wish happy Civil Services Day even as there was no formal occasion. During the previous years, Prime Minister used to address the civil servants in New Delhi’s Vigyan Bhawan. PM's awards for excellence, inarguably the most prestigious award bestowed on civil servants, are also awarded on April 21 only.

The CVC and Vigilance Commissioner are chosen from serving and officers of All India Services or other civil services. The officers who held or presently holding the rank of a union secretary or equivalent will be preferred for the post. For the applicants from the PSUs, the candidates need to hold the rank of a chief executive officer in a schedule “A” central public sector enterprise or has served as a whole time director for three years.

For those from the private sector, an applicant must have held or is holding the rank of a Managing Director or CEO, and be a whole time director of the board for at least three years.

“All applicants should be of outstanding merit and impeccable integrity and should have knowledge and at least 25 years of experience in the relevant fields”, the DoPT notification dated March 29, said.

The last date of application is May 31, 2019.

THE Central government on Friday decided to pay an increased payout of incentives for acquiring fresh higher qualifications if those courses are found to be directly relevant to the employee's job. Accordingly, a PhD or equivalent will fetch a one-time payment of Rs 30,000; post-graduate degree or diploma of duration more than one year will give an officer Rs 25,000; a PG degree/diploma of duration one year or less, Rs 20,000, and finally degree/diploma of duration of more than three years -- Rs 15,000. three years or less, or equivalent will fetch Rs10,000. Till 7th Central Pay Commission looked into it, one-time lump-sum amount ranging from Rs 2,000 to Rs 10,000 was provided, as per an order issued in 1999.

In fact, the 7th Central Pay Commission reviewed the rates of incentives available to employees on this account in addition to pay, and suggested their rationalisation and simplification. It was then discussed in details by a panel headed by the expenditure secretary under the ministry of finance.

The incentives will not, however, be available for the qualifications which are laid down as essential or desirable qualifications in the recruitment rules for the post. Also, no incentive shall be allowed for acquiring higher qualification purely on academic or literary subjects. The acquisition of the qualification should be directly related to the functions of the post held by the employee, or to the functions to be performed in the next higher post. Then, the quantum of incentive will be uniform for all posts, irrespective of their classification or grade or the department.
