It currently has around 65 active grants operating worldwide.&lt;br /&gt;&lt;br /&gt;The job involves assisting in the management of a substantial and well respected portfolio of grants to international human rights organisations. FERN aims to achieve environmental and social justice, focusing on forests and forest peoples’ rights in the policies and practices of the European Union. We co-ordinate several NGO networks and work co-operatively to achieve change. Currently we have nine staff and our main&lt;br /&gt;campaigns are climate change, forest governance including illegal logging and forest&lt;br /&gt;certification, trade and investment and bio-energy. FERN has two offices: one in&lt;br /&gt;Brussels (Belgium) and one in Moreton in Marsh (UK). The post will be 4/5 days a&lt;br /&gt;week depending on the candidate.&lt;br /&gt;&lt;span class="fullpost"&gt;&lt;br /&gt;&lt;span style="font-weight:bold;"&gt;A. Roles and responsibilities&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight:bold;"&gt;1. Administrative management&lt;/span&gt;&lt;br /&gt;o Manage legal aspects of human resources, ensuring compliance with labour law, for both UK and Belgium based staff;&lt;br /&gt;o Coordinate the administrative team, consisting of two administrative assistants, one in UK, one in Brussels;&lt;br /&gt;o Produce an organisational strategy plan;&lt;br /&gt;o Ensure compliance with legal and regulatory requirements, including rental agreements, insurance etc;&lt;br /&gt;o General office support.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight:bold;"&gt;B. Other requirements&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;• Staff and Board meetings. The financial and office manager is required to attend&lt;br /&gt;all staff, board and strategy meetings.&lt;br /&gt;• Travel. As FERN is an international organisation with offices in two countries and&lt;br /&gt;activities in numerous countries, travel will be necessary to attend crucial meetings.&lt;br /&gt;• Joint responsibility for managing the organisation. FERN does not have a director&lt;br /&gt;and as such organisational management decisions are made by a decision making&lt;br /&gt;team of which the administration and finance manager would be a part.&lt;br /&gt;• Flexibility. FERN is a campaigning organisation, and some flexibility will be&lt;br /&gt;required in working hours, in the case of urgent funding proposals, budgets etc.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight:bold;"&gt;C. Person specification&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;We are looking for a teamworker with good communication skills and initiative, who&lt;br /&gt;can work quickly and accurately. The Open Society Justice Initiative, an operational program of the Open Society Institute that promotes rights-based law reform and strengthens legal capacity worldwide, seeks a Senior Legal Officer to implement litigation designed to challenge human rights violations outside the United States presented by terrorist violence and counter-terrorism efforts undertaken in the wake of or exacerbated by the terrorist attacks of 9/11.&lt;br /&gt;Since its founding at the end of 2002, the Justice Initiative has combined litigation, out-of-court legal advocacy, technical assistance, research and the dissemination of knowledge to secure advances in several thematic priority areas: national criminal justice, international justice, freedom of information and expression, anti-corruption, and equality and citizenship. Its offices and staff are in Abuja, Almaty, Amsterdam, Budapest, London, New York and Washington&lt;br /&gt;Background.&lt;br /&gt;&lt;br /&gt;Although terrorist violence has long threatened fundamental rights, the attacks of 9/11 placed the threat of terrorism at the forefront of global concern. Since 9/11, moreover, many governments have responded to the threat of terrorist attacks in ways that violate internationally-protected human rights; in other cases, the post-9/11 environment has exacerbated human rights problems justified in terms of counter-terrorism that predate 9/11. Suspected terrorists have been tortured; the United States and other governments have used “extraordinary renditions” to transfer terrorism suspects from one country to another, where the suspects have often been at serious risk of torture, outside the formal framework of extradition processes; accountability has become attenuated in the wake of many governments’ growing recourse to secrecy, undermining democratic government and in some instances imperiling legal process; more generally, due process rights have been compromised in relation to persons detained on grounds of suspected participation in terrorist activities; peaceful forms of protest have been restricted in some countries; police have increasingly used impermissible forms of profiling to identify individuals suspected of terrorist activity or thought to be susceptible to the influence of terrorist organizations; and persons whose citizenship or legal residency status is vulnerable have faced increased human rights threats justified on national security grounds.&lt;br /&gt;&lt;br /&gt;In the United States and United Kingdom, non-governmental organizations (NGOs) have systematically used strategic litigation along with other advocacy tools to address abuses associated with state responses to terrorist and other national security-related threats. In these and other countries, advocacy efforts have also included documenting abuses and engaging in policy reform activities.&lt;br /&gt;&lt;br /&gt;To date, the Justice Initiative has contributed to global efforts to combat abuses arising out of post-9/11 counter-terrorism efforts in two principal ways:&lt;br /&gt;&lt;br /&gt;    * First, its programs on National Criminal Justice Reform and Equality and Citizenship have jointly documented practices of ethnic profiling in Europe. While these efforts are not limited to post-9/11 profiling of Muslims, this has been a major focus of the Justice Initiative’s programmatic work on profiling. The Justice Initiative’s central activity in this area has been documenting violations and publishing the results, along with legal analysis and policy recommendations, in public reports;&lt;br /&gt;    * Second, the Freedom of Information/Expression program has initiated requests under several countries’ freedom of information laws seeking information about their governments’ cooperation in extraordinary renditions and is collaborating with various organizations in Europe to ensure that these requests help advance litigation challenging the renditions themselves. &lt;br /&gt;&lt;br /&gt;The Justice Initiative is exploring preliminary plans for litigation and advocacy concerning the following national security-related abuses in different regions of the world outside the United States:&lt;br /&gt;&lt;br /&gt;    * The use of administrative and preventive detention for the implicit or explicit purpose of combating terrorism;&lt;br /&gt;    * The development of terrorist lists, and other forms of databases, by governments and inter-governmental bodies;&lt;br /&gt;    * The use of counter-terrorist policies to restrict forms of protected expression, including speech, association and religious expression;&lt;br /&gt;    * The involvement of governments outside the United States in policies of extraordinary rendition;&lt;br /&gt;    * Ethnic and religious profiling and discrimination in the application of counter-terrorism policies. &lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight:bold;"&gt;Responsibilities:&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;Based in the New York office, the Senior Legal Officer for National Security and Counter-terrorism will report to the Director of Programs. Working directly with national lawyers and NGOs, and coordinating closely with Justice Initiative program staff, the Senior Legal Officer for National Security and Counter-Terrorism will further develop and implement plans for litigation and advocacy to address these and related abuses in areas of existing Justice Initiative thematic priority.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight:bold;"&gt;Substantive&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;    * 1.Develop a network of lawyers working on issues of national security and counter-terrorism in selected substantive fields and geographic regions;&lt;br /&gt;    * 2.Maintain contact with and be completely conversant with other organizations’ activities in the field;&lt;br /&gt;    * 3.Identify and review suitable cases for litigation, in accordance with established Justice Initiative procedures;&lt;br /&gt;    * 4.Provide legal advice and representation on domestic, regional and international human rights law, jurisprudence and related developments, through direct party representation, third party submissions, and assistance to local lawyers;&lt;br /&gt;    * 5.Identify and pursue appropriate advocacy strategies to addresses abuses flowing from the application of national security and counter-terrorism policies;&lt;br /&gt;    * 6.Develop a collection of legal resources; &lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight:bold;"&gt;Managerial&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;    * 7.Manage the case load ensuring the timely consideration of new cases, together with the preparation and submission of drafts for the Justice Initiative review process and the relevant court or tribunal;&lt;br /&gt;    * 8.Represent Open Society Justice Initiative at meetings, conferences, workshops and to other international organizations as needed;&lt;br /&gt;    * 9.Develop and maintain contacts with other partners; update the central database with contact details; &lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight:bold;"&gt;Administrative&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;    * 10.Ensure maintenance of complete and up to date case files in paper and electronic format on a central database;&lt;br /&gt;    * 11.Share information about projects throughout Open Society Justice Initiative and the OSI network;&lt;br /&gt;    * 12Prepare material for periodic reporting within the Justice Initiative;&lt;br /&gt;    * 18.Exercise primary responsibility for drafting of thematic materials and management of thematic information and communications – both internal and external - , including for the Justice Initiative website;&lt;br /&gt;    * 19.Liaise with the Justice Initiative board as required;&lt;br /&gt;    * 20.In cooperation with the Senior Officer, Communications, manage the production of all thematic publications; &lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight:bold;"&gt;Supervisory&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;    * 21.Direct the work of pro bono lawyers, consultants, fellows and interns working on national security litigation;&lt;br /&gt;    * 22.Assist program lawyers on cases involving national security; Each Soros foundation relies on the expertise of boards composed of eminent citizens who determine individual agendas based on local priorities.&lt;br /&gt;&lt;br /&gt;The Open Society Justice Initiative, an operational program of OSI, pursues law reform activities grounded in the protection of human rights, and contributes to the development of legal capacity for open societies worldwide. The Justice Initiative combines litigation, legal advocacy, technical assistance, and the dissemination of knowledge to secure advances in the following priority areas: anticorruption, equality and citizenship, freedom of information and expression, international justice, and national criminal justice. Its offices are in Abuja, Budapest, London, New York, and Washington DC.&lt;br /&gt;&lt;br /&gt;One of the ways the Justice Initiative helps to inspire young lawyers and develop legal capacity is through university-based legal aid clinics. University-based legal aid clinics allow young attorneys, law students and paralegals to provide legal or legal literacy/information services to poor, vulnerable and marginalized segments of the society. They promote social justice and foster professionalism and a sense of public service among lawyers. Law students gain exposure to the problems faced by these groups while developing a sense of their professional responsibility to sustain and support the rule of law, human rights, and social justice.&lt;br /&gt;&lt;br /&gt;The Justice Initiative’s predecessor organization pioneered clinical legal education in Central and Eastern Europe in 1997. The initial efforts resulted in founding of almost 100 university based clinical programs in the region. Since its establishment in 2002 Justice Initiative has helped to launch and/or supported university legal aid and community empowerment clinics in Sierra Leone (Fourah Bay College Human Rights Clinic); Mozambique (Eduardo Mondlane University Legal Clinic); Ethiopia (Mekelle University Legal Aid Clinic); Cambodia (Panassastra University of Cambodia Legal Clinic); Turkey (Bilgi University Legal Clinic); Nigeria (Network of University Legal Aid Institutions that supports six pilot legal clinics), Ukraine (a national association for clinics which brings together over 30 clinics) and Mexico (CIDE law school clinic and ITAM public interest clinic). Currently it is engaged in promoting and supporting law clinics programs in Lebanon, China, Indonesia, Nigeria, and Afghanistan and has particular focus on indigent criminal defense, freedom of information, and community legal empowerment.&lt;br /&gt;&lt;br /&gt;Based in Budapest, the Associate Legal Officer for Legal Capacity Development Program (LCD) will develop and oversee execution of Justice Initiative work in the field of Legal Aid and Community Empowerment Clinics (LACEC). Under the supervision the Justice Initiative Director – Budapest, the Associate Legal Officer has the following principal responsibilities:&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight:bold;"&gt;Key Responsibilities:&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;    * Designs, manages, oversees, and evaluates the implementation of projects in the area of Legal Aid and Community Empowerment Clinics in cooperation with partners including OSI Network Programs, Soros national foundations, and/or local partners (universities, NGOs, and other institutions and organizations);&lt;br /&gt;    * Conceptualizes projects on LACEC through researching the human rights/legal, civil society and political context of proposed activities, through consultations with experts in the field, and through working with local partners, OSI Network Programs, Soros national foundations, on project concepts and descriptions, budgets and co-funding, and on finalizing project documents;&lt;br /&gt;    * Undertakes necessary administrative and financial functions required for the smooth operation of LACEC, including, but not limited to, e-mail and telephonic communication; scheduling appointments and meetings; making travel and visa arrangements; drafting grant and consultancy agreements, maintaining a program calendar; maintaining a database of project contacts; and preparing and monitoring project and program budgets and expenditures;&lt;br /&gt;    * Works with program staff to develop monthly reports and other internal and external narrative and /or analytical documentation relating to program and project activities and results, with careful attention to pursuit of agreed program and project goals;&lt;br /&gt;    * Ensures day-to-day effective project implementation and management, including by pursuing research and advocacy efforts, by organizing capacity building trainings and other events, and by designing jointly with project partners and consultants materials for law clinics;&lt;br /&gt;    * Maintains and develops close working relationships with project partners in countries of operation and internationally and cultivates and expands a network of contacts among donors, universities and NGOs;&lt;br /&gt;    * Identifies and pursues advocacy opportunities for the program and coordinates with staff of other Justice Initiative programs in order to maximize the organization’s ability to capitalize on such opportunities;&lt;br /&gt;    * Supervises and directs consultants, the program associate, pro bono lawyers and law fellows/interns;&lt;br /&gt;    * Develop and edit materials for the Justice Initiative website and ensure that the Justice Initiative files, database and website are up-to-date on LACEC projects; collaborate with the Senior Officer-Communications on Justice Initiative publications and website content;&lt;br /&gt;    * Performs other project-related tasks as assigned by Justice Initiative Director - Budapest;&lt;br /&gt;    * Travels as required (may be extensive). &lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight:bold;"&gt;Qualifications:&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;    * Law school graduate;&lt;br /&gt;    * Significant knowledge and experience with human rights and legal education issues;&lt;br /&gt;    * Knowledge of law teaching and training methodology (law teaching and training experience preferred);&lt;br /&gt;    * Extensive legal skills, including legal research, analysis, legal writing and drafting, legal reasoning and argumentation;&lt;br /&gt;    * Fluency in English (oral and written); knowledge of French is a plus;&lt;br /&gt;    * Ability to manage effectively multiple projects and tasks in a fast-paced and diverse cultural environments;&lt;br /&gt;    * Extensive computer skills and high comfort level with database management and Microsoft Office ( including Word, Outlook, Excel, and Access);&lt;br /&gt;    * Excellent internet skills and knowledge of Lexis/Nexis;&lt;br /&gt;    * Extraordinary initiative and creativity, excellent communication skills and diplomatic abilities;&lt;br /&gt;    * Ability to work both independently and in team;&lt;br /&gt;    * Integrity, professional discretion and ability to handle confidential matters; and&lt;br /&gt;    * Familiarity with the geographic regions of Justice Initiative engagement is a plus. &lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight:bold;"&gt;Salary:&lt;/span&gt; Competitive salary commensurate with experience. We have a long history of working with local groups to advocate for political space in forest-rich but governance-poor countries. For more information please visit: www.fern.org.&lt;br /&gt;&lt;br /&gt;In 2008, FERN was awarded a 3-years contract with the European Commission for its project to support NGO coalitions to improve forest governance using the Forest Law Enforcement Governance and Trade (FLEGT) process. We have also put forward a proposal to do similar work around schemes to avoid deforestation (i.e. REDD).&lt;br /&gt;&lt;br /&gt;&lt;span class="fullpost"&gt;&lt;span style="font-weight:bold;"&gt;Job Purpose:&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;FERN's forest governance programme is at the heart of present forest discussions. New global schemes to protect forests for their carbon and European initiatives to end illegal logging require strong analysis and campaigning with those people who live and depend on forests. The project officer will support the management of the project, liaising with African and Asian partners in close collaboration with our governance campaigners and finance manager. Specifically, the job aims to help achieve the project goals through helping plan the resources needed (financial and logistical), reviewing processes, and monitoring of and reporting on the project.&lt;br /&gt;Who are we Looking for?&lt;br /&gt;&lt;br /&gt;The candidate will have a strong commitment to team working and excellent interpersonal and numeracy skills. S/he should have the ability to turn political challenges into practical achievements for local communities and indigenous peoples' organisations, using a proactive approach to problem solving.
